Israeli settlers also set fire to dozens of olive trees near Burin. Israeli forces razed a tract of land near Qalqilya to expand a settler-only road and sealed the entrances to Sinjil. Israeli forces arrested 5 Palestinians in and around Birzeit, Tulkarm, Kafr Qaddum, and Hebron. In Gaza, Israeli forces fired missiles at structures in Khan Yunis, Jabalia refugee camp, and Shuja‘iya, causing damage but no injuries. Israel said it was responding to incendiary balloons sent to Israel from Gaza. 2 Palestinians were arrested at the Erez crossing after receiving calls to come to the crossing for their trader permit applications. 1 Palestinian on administrative detention ended his hunger strike after reassurances from Israel that it would not extend his detention. The man was placed on administrative detention after being arrested on 2/22/2020 and had been hunger striking for 43 days. (WAFA 8/23)

Human Rights Watch (HRW) said that Israel’s targeting of 4 high-rise residential buildings in Gaza during Operation Guardians of the Wall violated international law. In the West Bank, Israeli forces seized a tractor near Jericho and assaulted its 2 Palestinian owners as they tried to prevent the seizure, leading to hospitalization of 1 and arrest of the other. Israeli forces also violently dispersed a protest in Kafr Qaddum, injuring 2 with sponge grenades. 2 Palestinians were arrested during late-night raids in Hizma and al-Shuyukh. In East Jerusalem, 2 Palestinians were arrested during raids in Silwan and Issawiyya; during the arrest in Silwan, Israeli forces also confiscated 1 Palestinian-owned vehicle. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. UNRWA announced that it will unify its food basket system in Gaza, canceling double portions for the most vulnerable families to expand its services to another 60,000 people. The Palestinian Centre for Human Rights warned that the move will harm the poorest people in Gaza and that UNRWA needs to enhance its food program. (PCHR 2/21)

PA president Mahmoud Abbas signed a decree banning police pursuits and detentions based on “reasons related to freedom of expression and political affiliation.” The decree also said prisoners held because of political affiliation or for voicing opinions should be released. IDF troops violently disperse them near Gaza City, Rafah, Jabaliya refugee camp, and Khan Yunis; 2 Palestinians are killed and 152 are injured. This brings the death toll stemming from the Great March of Return to 189. In the evening, IDF troops arrest a Palestinian who crossed the border fence into Israel near Jabaliya refugee camp and allegedly set fire to an Israeli greenhouse. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in 2 villages near Ramallah (Jabal al-Risan and Ras Karkar) and Kafr Qaddum near Qalqilya; 5 Palestinians are injured and 6 are arrested. They also assault and injure a Palestinian municipal official working outside a settlement near Ramallah; confiscate a Palestinian-owned vehicle during raids near Hebron and Nablus; and patrol in and around Hebron, Tulkarm, Salfit, and Qalqilya. Hamas’s leader in Gaza, Yahya Sinwar, says that Hamas has not made any “deal or understandings” with Israel, despite recent reports of progress in the Egypt- and UN-mediated talks on a potential Hamas-Israel cease-fire. He says that Hamas is instead reaching “understandings” with Egypt, Qatar, and the UN “in order to lift the blockade.” (HA 11/9)

Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. A small group of protesters detonate an explosive along the border fence, ripping a hole in the barrier that allows approximately 20 of them to cross into Israel; 3 are killed when Israeli soldiers open fire on the group. Throughout the day, IDF troops violently disperse the demonstrations near Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 4 more Palestinians are killed at approximately 150 are injured. The killings bring the death toll stemming from the Great March of Return to 177. In the West Bank, Israeli settlers throw stones at a Palestinian vehicle south of Nablus, killing 1 occupant and injuring the other. IDF troops arrest 4 Palestinians during raids near Bethlehem and Tulkarm; and patrol near Hebron, Nablus, and Qalqilya. They also violently disperse Palestinians gathering in Ras Karkar near Ramallah and Kafr Qaddum near Qalqilya to protest the Israeli occupation; 7 Palestinian are injured. Israeli forces seal off all entrances to Hadida, the northern Jordan Valley village where they demolished several structures yesterday. Israeli border security guards arrest a Palestinian attempting to cross into Israel near Qalqilya armed with a knife. In central Israel, an incendiary balloon is found on the side of the street in Rishon Lezion, causing no damage or injuries. A Palestinian prisoner dies in Israel’s Ayalon Prison. It’s unclear exactly what circumstances led to his death. He was arrested in 2015 and sentenced to 7 years in prison. He is reportedly the 4th Palestinian prisoner to die in Israeli custody since the beginning of the year. (MNA, WAFA 10/12)

After another Friday of mass protests and violence along Gaza’s border fence, Israeli defense minister Avigdor Lieberman orders a halt of all Qatari-funded fuel transfers into Gaza. Lieberman previously barred fuel transfers for a few weeks in 8/2018 after a similar surge of resistance activities in Gaza. (HA, TOI 10/12; MNA, TOI, TOI, YA 10/14)

Hamas leader Ismail Haniyeh says that Hamas is still working to reach “understandings” with Israel on a possible long-term cease-fire agreement. “We are working with a number of parties, including Egypt, Qatar and the UN, to reach understandings in order to break the blockade,” he says. “It is possible to reach the kind of understandings that would lead to quiet in exchange for the lifting of the blockade,” he adds, before alluding to the Egyptian goal of incorporating a new intra-Palestinian reconciliation agreement into the process. “The quiet does not have to come at a political price or at the expense of the intra-Palestinian reconciliation.” (YA 10/12)

The Tel Aviv District Court rejects an appeal from Lara Alqasem, the U.S. student who was denied entry to Israel on 10/2, determining that her ongoing support for BDS is grounds for denial. Her lawyers may still petition Israel’s High Court of Justice. (HA, TOI 10/12)

Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Gaza City, al-Bureij refugee camp, Jabaliya refugee camp, Rafah, and Khan Yunis; more than 120 Palestinians are injured. Amid the protests, Hamas snipers shoot and kill an Israeli soldier on the other side of the border fence. After the killing, Israeli forces carry out extensive air strikes and artillery shelling across Gaza; 3 Hamas fighters are killed in strikes near Khan Yunis and 1 more Palestinian is killed in Rafah. An IDF spokesperson says that 68 Hamas targets were hit and the attacks “eliminated about 60 buildings and infrastructures and revoked significant military and command and control capabilities.” Amid the attack, unidentified Palestinians launch 3 rockets into Israel; 2 are intercepted by Israel’s Iron Dome missile defense system, and 1 lands in an open area, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 3 Palestinians are injured. They also arrest 1 Palestinian during raids near Bethlehem, and patrol near Hebron. In East Jerusalem, unidentified persons attach an incendiary device to a balloon and fly it from Bayt Jala into the Har Gilo settlement, marking the first use of such devices in the city, but causing no damage or injuries. Following the extensive Israeli strikes in Gaza, Hamas and Israel agree to a cease-fire mediated by Egyptian and UN officials. A senior Hamas official says that the agreement provides for the “cessation of all forms of military escalation,” including air strikes, mortars, and rockets. However, he says that incendiary balloons and kites are not part of the agreement (a senior Israeli official will dispute this on 7/21). The Egyptians reportedly threatened to impose their own restrictions on Gaza should Hamas not end the incendiary kite and balloon attacks on Israel. (HA, MNA, TOI, YA 7/21)

Approximately 2,000 Palestinians, including Hamas leader Ismail Haniyeh, gather along Gaza’s border fence to perform the traditional morning prayer marking Eid al-Fitr. IDF troops then violently disperse hundreds of Palestinians who joined protests after the prayer near Rafah and Khan Yunis. For the third time in as many days, the IDF attacks Palestinians reportedly preparing to fly incendiary kites into Israel. An Israeli drone bombs a Hamas observation post near Rafah, causing no reported injuries. Armed Gazans fly a number of incendiary kites across the border fence throughout the day, sparking at least 11 fires in Israel. Separately, IDF troops arrest a Palestinian attempting to cross into Israel near Jabaliya refugee camp. U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner and U.S. special representative Jason Greenblatt meet with UN secretary-general António Manuel de Oliveira Guterres in New York City, days ahead of their week-long trip to the Middle East for meetings on their long-awaited peace plan. The trip is set to include stops in Israel, Jordan, Egypt, Qatar, and Saudi Arabia. (HA 6/17)

Breaking the cease-fire brokered by Egypt on 5/30, unidentified Gazans launch a number of rockets and other projectiles into Israel late at night. Three are intercepted by Israel’s Iron Dome missile defense system; the others cause no major damage or injuries. The barrage is reportedly a response to the Israeli killing of a Gazan paramedic on 6/1. The IAF then conducts retaliatory air strikes on 15 Hamas weapons-production, storage, and other sites across Gaza, causing major damage. Earlier in the day, IDF troops open fire on a small group of Palestinian minors approaching the border fence near Khan Yunis; 1 Palestinian is injured. The IDF alleges that the group was attempting to sabotage Israeli security infrastructure. Meanwhile, unidentified Gazans fly incendiary kites across the border fence into Israel, sparking a number of fires in a nature reserve in southern Israel. In the West Bank, IDF troops shoot and kill a Palestinian after he allegedly attempts to run them over with a bulldozer in southern Hebron. The IDF says that the soldiers asked him to stop when he was 10 meters away, but he refused. Witnesses say that the soldiers killed him deliberately. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. On the sidelines of economic talks in Egypt, U.S. Secy. of State Kerry meets with Jordan’s King Abdullah and PA Pres. Abbas to discuss the PA’s economic crisis. At the conference, Abbas says, “There is no alternative but to reevaluate the security and economic relations with Israel, so that the PA would restore its role in building and ending the occupation.” Kerry reportedly tells Abbas that he will pressure Israel into transferring the tax revenues that it has withheld for 3 mos. In the Gaza Strip, the Popular Resistance Cmte. and PFLP claim responsibility for several rockets and mortar shells fired into s. Israel and at Israeli military positions nr. Khan Yunis. However, the Israeli army says that no rockets landed in Israeli territory. In the West Bank, the IDF patrols in 1 village nr. Hebron in the afternoon and 1 village nr. Hebron at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. The Gaza Strip’s sole power plant shuts its generators due to fuel shortage, meaning that Palestinians could experience 12 hours of daily blackouts. Fuel supplies have diminished following an Egyptian crackdown on smuggling tunnels, and the inability of the authorities in Gaza to pay for PA-delivered fuel with an imposed tax, according to chair of the Gaza Energy Authority, Fathy Asheik-Khalil. The plant produces up to 65 megawatts, while Israel supplies the Gaza Strip with a further 120 and Egypt with 27. (MNA, REU 11/1)

Unnamed Israeli officials cited by Israeli media express anger at the White House for confirming that it was the IAF which attacked a Syrian military base nr. Latakia. The Israeli govt. typically refrains from officially acknowledging responsibility for such attacks.
