In the West Bank 1 Palestinian teen was killed by Israeli forces at a checkpoint east of Bethlehem. Another Palestinian was wounded in the incident. 4 Palestinians were injured by Israeli forces using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; other Palestinians suffered from tear gas inhalation. In East Jerusalem, 1 Palestinian man was killed by Israeli forces after an alleged stabbing attack in the Old City. 2 Israelis were reported to be wounded by the Palestinian. Thousands of Muslim worshippers prayed at the Haram al-Sharif compound for the last Friday of Ramadan. Males between 13 and 40 were prohibited from entering East Jerusalem from the West Bank. In Gaza, at least 7 Palestinians were injured by live ammunition and rubber-coated bullets fired by Israeli forces at protesters during the weekly Great March of Return demonstrations. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum; 1 Palestinian was hospitalized after being shot in his mouth by a rubber-coated bullet. Israeli forces also violently dispersed Palestinians protesting in Ni‘lin village. Elsewhere in the West Bank, Israeli settlers threw stones at Palestinians driving on Route 60 near Burqa; no injuries were reported. Parts of Route 60 south of Bethlehem were closed for a marathon arranged by Israeli settlers. An Israeli settler critically injured a 15-year-old Palestinian by ramming into him with his car by Tuwanah near Hebron. Palestinians were detained at a flying checkpoint east of Jenin. In East Jerusalem, 3 Palestinians were arrested: 1 during a late-night raid in the Old City of Jerusalem and 2 at Haram al-Sharif. In Gaza, 1 Palestinian was critically wounded by an Israeli sniper using live ammunition during the weekly Great March of Return protest. A new settler bypass road in the Nablus district of the West Bank was approved for construction by the Israeli Ministry of Defense. The road will bypass the Palestinian town Huwwara and parts of the road will be built on Palestinian-owned land previously seized by Israel. (MNA 4/5)

Palestinian president Mahmoud Abbas departed for Jordan for a 3-day trip to partake in the World Economic Forum on the Middle East and North Africa by the Dead Sea. (WAFA 4/5)

Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. IDF troops violently disperse protestors near Jabaliya refugee camp, Rafah, and Gaza City; 5 Palestinians are killed and at least 200 are injured. The killings bring the death toll stemming from the Great March of Return to 184. Hours after the protests conclude, unidentified Palestinians launch 34 rockets from Gaza into southern Israel; 17 are intercepted by Israel’s Iron Dome missile defense system and the rest land in open areas, causing no damage or injuries. The Israeli Air Force then conducts a wave of air strikes across Gaza, targeting more than 90 sites and causing extensive damage to many buildings, including a hospital in Gaza City. Hours before the protests, killings, and air strikes in Gaza, Al-Hayat reports that the Egyptian officials who have been shuttling back and forth between Israel, the West Bank, and Gaza over the past 2 weeks have brokered an understanding between Hamas and the Israeli government. Hamas reportedly agreed to end all violence along the border, including acts of violence perpetrated during Great March of Return protests and all incendiary balloon and kite attacks, in exchange for Israel lifting certain restrictions on Gaza. Separately, Israeli defense minister Avigdor Lieberman says he is “hopeful” that this coming weekend will pass without major clashes along Gaza’s border fence.  He also says that he will need to see a month of calm before implementing any more major changes. “We need to see what happens at least until the end of 11/2018, and then we can reach conclusions one way or another.” (AH, HA, JP, MNA, TOI, TOI 10/26)

In central Israel, an incendiary balloon is found on the side of the street in Rishon Lezion, causing no damage or injuries. A Palestinian prisoner dies in Israel’s Ayalon Prison. It’s unclear exactly what circumstances led to his death. He was arrested in 2015 and sentenced to 7 years in prison. He is reportedly the 4th Palestinian prisoner to die in Israeli custody since the beginning of the year. (MNA, WAFA 10/12)

After another Friday of mass protests and violence along Gaza’s border fence, Israeli defense minister Avigdor Lieberman orders a halt of all Qatari-funded fuel transfers into Gaza. Lieberman previously barred fuel transfers for a few weeks in 8/2018 after a similar surge of resistance activities in Gaza. (HA, TOI 10/12; MNA, TOI, TOI, YA 10/14)

Hamas leader Ismail Haniyeh says that Hamas is still working to reach “understandings” with Israel on a possible long-term cease-fire agreement. “We are working with a number of parties, including Egypt, Qatar and the UN, to reach understandings in order to break the blockade,” he says. “It is possible to reach the kind of understandings that would lead to quiet in exchange for the lifting of the blockade,” he adds, before alluding to the Egyptian goal of incorporating a new intra-Palestinian reconciliation agreement into the process. “The quiet does not have to come at a political price or at the expense of the intra-Palestinian reconciliation.” (YA 10/12)

The Tel Aviv District Court rejects an appeal from Lara Alqasem, the U.S. student who was denied entry to Israel on 10/2, determining that her ongoing support for BDS is grounds for denial. Her lawyers may still petition Israel’s High Court of Justice. (HA, TOI 10/12)

Following the extensive Israeli strikes in Gaza, Hamas and Israel agree to a cease-fire mediated by Egyptian and UN officials. A senior Hamas official says that the agreement provides for the “cessation of all forms of military escalation,” including air strikes, mortars, and rockets. However, he says that incendiary balloons and kites are not part of the agreement (a senior Israeli official will dispute this on 7/21). They discuss the long-awaited U.S. peace plan and the situation in Gaza. Breaking the cease-fire brokered by Egypt on 5/30, unidentified Gazans launch a number of rockets and other projectiles into Israel late at night. The barrage is reportedly a response to the Israeli killing of a Gazan paramedic on 6/1. The IAF then conducts retaliatory air strikes on 15 Hamas weapons-production, storage, and other sites across Gaza, causing major damage. Earlier in the day, IDF troops open fire on a small group of Palestinian minors approaching the border fence near Khan Yunis; 1 Palestinian is injured. The IDF alleges that the group was attempting to sabotage Israeli security infrastructure. Meanwhile, unidentified Gazans fly incendiary kites across the border fence into Israel, sparking a number of fires in a nature reserve in southern Israel. In the West Bank, IDF troops shoot and kill a Palestinian after he allegedly attempts to run them over with a bulldozer in southern Hebron. The IDF says that the soldiers asked him to stop when he was 10 meters away, but he refused. Witnesses say that the soldiers killed him deliberately.
