Israeli forces also fatally shoot a 14-year-old Palestinian during a raid in Ein as-Sultan refugee camp. Elsewhere, Israeli forces fatally shoot 2 Palestinians near Sa’ir, saying they tried to break through a checkpoint. Israeli forces also shoot and injure 1 Palestinian during a raid in Deir Sammit. Meanwhile, Israeli forces issue stop-work orders for several homes in Furush Bayt Dajan and 2 homes in Duma. Israeli forces arrest 40 Palestinians during late-night raids in and around Hebron, Nablus, Ramallah, Bethlehem, and Jenin. In East Jerusalem, Israeli authorities order owners of 200 homes and other facilities in the Old City to demolish or partially demolish their property, saying they were built illegally after 2015. In Gaza, the telecommunications outage from 1/12 continues for the third day in a row. Israeli forces bomb Beit Lahiya, Dayr al-Balah, Nuseirat refugee camp, Rafah, Gaza City, and Khan Yunis, killing at least 125 people, including 2 Paltel workers trying to restore telecommunications services and 3 relatives of MK Ahmad Tibi in Nuseirat refugee camp. Heavy rain mixed with sewage flood homes and tents in Gaza City, Khan Yunis, and Rafah. Near the Blue Line, Israeli forces fatally shoot 4 people in Shebaa Farms; the Alez al-Islami Brigades say the 4 men were members of their organization. A guided missile fired from Lebanon kills 2 Israelis in Yuval. Israeli forces conduct airstrikes 20 miles north of the Blue Line. More than 23,868 Palestinians have been killed by Israeli forces in Gaza, including at least 16,350 women and children, and around 60,582 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 345 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 87 children. More than 4,197 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 186 Israeli soldiers have been killed and 1,113 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 64 trucks carrying aid enter Gaza via the Rafah crossing, while 113 trucks enter via the Karem Abu Salem (Kerem Shalom) crossing. The Israeli military releases data on the 100th day of its assault on Gaza, saying it has bombed 30,000 locations, arrested 2,300 Palestinians in Gaza and 2,650 in the West Bank, and killed 9,000 militants in Gaza. U.S. National Security Council spokesperson John Kirby says it is time for Israel to start transitioning to a “lower intensity” operation in Gaza. President Joe Biden marks the 100th day of Israel’s war by releasing a statement that does not mention the killing of Palestinians but instead focuses on the Israelis held captive in Gaza. Chinese foreign minister Wang Yi says during a press conference with Egyptian foreign minister Sameh Shoukry in Cairo that there should be an international peace conference to set a timetable for the implementation of a 2-state solution. (HA 1/14)

Axios reports that President Biden’s patience with Israeli prime minister Benjamin Netanyahu is running out, citing unnamed U.S. officials. Biden is said to have spoken to Netanyahu almost every other day since 10/7 until a phone call on 12/23 where Biden ended the conversation in anger over Israel withholding the PA’s tax revenue, not allowing enough aid to enter Gaza, the intensity of the Israeli bombing of Gaza, and the lack of engagement on plans for after Israel’s war. Senator Chris Van Hollen (D-MD) tells Axios that “Netanyahu has given Biden the finger” at every juncture and that the Biden administration pleads with Netanyahu but gets “slapped in the face over and over again.” Axios also says Secretary Blinken’s visit to Israel earlier in the week was contentious due to the Israeli refusal to pay the PA its full tax revenue. Israeli Channel 12 reports that war cabinet member Gadi Eisenkot pressed the rest of the war cabinet to make a deal with Hamas to free the remaining captives, however, Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant reportedly disagreed, saying military pressure is the only way forward. Channel 12 also reports that the Bank of Israel expects the war on Gaza to cost $54 billion between 2023 and 2025. So far, the war has cost Israel $6.6 billion. (AJ 1/14)

In the West Bank, 1 Palestinian man succumbed to wounds sustained from Israeli forces on 8/15 in Nablus. Unidentified gunmen shot and killed 2 Israeli settlers at a car wash near Huwwara. Israeli settlers threw stones at Palestinian vehicles traveling in the Nablus area and posted posters saying, “Burn down Huwwara.” Israeli settlers also threw stones at Palestinian vehicles traveling near al-Bireh, causing damage. Israeli forces closed the Huwwara and Za’tara checkpoints and imposed further restrictions on travelers at the Deir Sharaf and Beit Furik checkpoints. Israeli forces escorting Israeli settlers prevented Palestinian municipal workers from carrying out work on a road in Qaffin and seized a truck. Elsewhere, Israeli forces seized a concrete mixer in Arab al-Zawaidin in the Masafer Yatta area. In East Jerusalem, Israeli settlers assaulted 1 Palestinian minor in the Old City, fracturing his arm. Israeli forces seized a Palestinian-owned vehicle parked near the al-Jalama checkpoint. 8 Palestinians were arrested during raids in Husan, Tuqu’, and ‘Azzun. In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 7 others during a raid in Nablus; 6 were arrested. An Israeli soldier was filmed assaulting the Palestinian human rights activist Issa Amro in Hebron. A video of the incident was circulated by New Yorker journalist Lawrence Wright, who was given a tour of Hebron by Amro at the time of the assault. The Israeli soldier was later sentenced to 10 days in military jail, despite receiving support from Israeli national security minister Itamar Ben-Gvir. 7 Palestinians were arrested during late-night raids in Silwad, al-Mazra‘a al-Gharibiya, Jaba’, Dura, Ein as-Sultan, and Dheisheh refugee camp. In East Jerusalem, a Palestinian 13-year-old allegedly stabbed and killed 1 Israeli soldier at a checkpoint in Shu’fat refugee camp before being shot and injured by a settler. 1 Israeli minor was also stabbed and injured in the Old City; Israeli police later arrested a 14-year-old Palestinian who was said to be a suspect. Elsewhere, Israeli settlers erected a settlement outpost on a tract of land outside of Birin. Israeli forces shot and killed 1 Palestinian minor after the minor allegedly lightly injured an Israeli soldier with a hammer at a checkpoint in Beitin. Israeli forces also raided Balata refugee camp, firing tear gas from drones and injuring 4 with baton rounds. 9 Palestinians were arrested during late-night raids in Jenin refugee camp, Nablus, Qalandia refugee camp, Biddu, and Surif. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan. Israeli forces violently arrested 1 Palestinian man walking to the Haram al-Sharif compound in the Old City, beating him and kneeling on his neck; the man’s nose was broken and needed 4 stiches to his forehead after the attack. Israeli forces razed an olive grove in Wadi Fukin, uprooting 30 olive trees. In a report to the UN Human Rights Council, the UN special rapporteur Michael Lynk charged Israel with committing crimes of apartheid. Special Rapporteur Lynk wrote that Israel has “an institutionalized regime of systematic racial oppression and discrimination ... where Israeli Jews and Palestinian Arabs in East Jerusalem and the West Bank live their lives under a single regime which differentiates its distribution of rights and benefits of the basis of national and ethnic identity, and which ensures the supremacy of one group over, and to the detriment of, the other.” (NYT 3/23; HA, WAFA 3/24; WAFA 3/25)

In the West Bank, Israeli forces sealed off parts of the Old City in Hebron and forced Palestinian shops to close. Israeli forces also delivered a stop-work order for 2 houses in Kafr ad-Dik. 16 Palestinians were arrested, including 15 during late-night raids in Dura, al-Arroub refugee camp, Aqraba, Beita, Tulkarm, Qabatiya, and Sa‘ir, and 1 was arrested at the Container checkpoint near Bethlehem; Israeli forces shot and injured 1 Palestinian protesting the raid in Aqraba, claiming he had opened fire on the Israeli soldiers. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles west of al-Sudaniyya; no injuries were reported. Haaretz reported that Israel is allowing Israelis to do their national service through pro-settler organizations that police settlement outposts to protect Israeli settlers in the West Bank. The Israelis doing their service in settlement outposts have been reported to prevent Palestinians from cultivating their nearby lands. (HA 3/17)

Jewish Currents and the Guardian published a memo from top-level Anti-Defamation League (ADL) staff to the organization’s CEO Jonathan Greenblatt from June 2020, which recommended that the ADL ends its police exchange program between the U.S. and Israel. The memo said that the program was “highly controversial” and that the trips to Israel could lead to police misconduct in the U.S. (GDN, JC, 3/17)

In the West Bank, Israeli settlers set up tents and a mobile home on Palestinian-owned land in Battir. Israeli forces assaulted and arrested 1 Palestinian in Hebron. Israeli forces also shot and injured 1 Palestinian with a rubber-coated bullet and others suffered tear-gas related injuries during a raid in Abu Dis; 7 were arrested. 25 other Palestinians were arrested during late-night raids ‘Azzun, Silat al-Harithiya, Nur Shams refugee camp, Nablus, Beitunia, al-Bireh, Dayr Abu Mash‘al, al-Khader, Hebron, and Dura. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man who allegedly had stabbed 2 Israeli soldiers in the Old City; the man was shot by Israeli forces while he was lying on the ground. Israeli police removed 10 checkpoints in Sheikh Jarrah after Adalah petitioned the Israeli supreme court to have the checkpoints removed. The checkpoints were erected to help protect Israeli settlers that have been harassing Palestinians threatened by eviction in the neighborhood. 1 Palestinian family demolished their own home in Bayt Hanina, displacing 5. 1 other Palestinian was arrested in Kafr ‘Aqab. In Gaza, Israeli forces opened fire east of Khuza‘a and Maghazi, damaging a vehicle; no injuries were reported. Israel charged 4 Palestinians from Sheikh Jarrah with throwing a Molotov cocktail at the home of 1 Israeli settler family’s residence in the neighborhood, causing a fire that destroyed the house and a vehicle in January. (HA 3/7)

In the West Bank, Israeli forces seized equipment worth around $30,000 in a quarry near Beit Fajjar, Israeli forces had earlier in the day sealed off a road leading to the quarry. Israeli forces also set up mobile structures on Palestinian-owned land in Khirbat Humsa. Elsewhere, Israeli forces demolished 3 Palestinian-owned structures near al-Ramadin; 1 Palestinian journalist working for WAFA was assaulted and another Palestinian was detained during the demolition. Israeli forces also demolished 25 produce stands near al-Jalama checkpoint north of Jenin. 32 Palestinians were arrested during late-night raids, including 21 in al-Am‘ari refugee camp, 1 Palestinian was also was bitten by a police dog. PA forces opened fire at a sit-in protest in front of the education directorate headquarters in Tubas, injuring 2 with live ammunition bullet shrapnel. The Palestinian students were peacefully protesting in Tubas, Bethlehem, Ramallah, Tulkarm, and Nablus, demanding that parts of the matriculation exams are removed due to the COVID-19 virus. The Tubas governor said that an investigation into the incident was underway and that it was the action of 1 individual. 11 others were arrested during late-night raids in Qalqilya, Qatanna, Tuqu‘, and Sa‘ir. In East Jerusalem, Israeli forces punitively demolished the family home, in Shu‘fat refugee camp, of 1 Palestinian man who was killed after killing 1 Israeli settler and injuring 4 others in the Old City on 11/21/2021. In Gaza, Israeli forces made incursions and leveled agricultural land east of Khan Yunis and north of Bayt Lahiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of the shore; no injuries were reported. Israel’s interior ministry said it would start processing family unification requests from Palestinians over the age of 50 who had received residency permits within the last 5 years. The ministry said it would start with that age group because they pose less of a security threat. If a family unification request is approved, the Palestinian will be “upgraded” to “temporary resident” with social benefits. There are 1,680 requests waiting as the Israeli interior ministry has refused to process the requests despite a temporary ban on Palestinian unifications expiring in July 2021. The Association for Civil Rights in Israel, Hamoked, and Physicians for Human Rights said Israel should start reviewing all applications and not just those for Palestinians over the age of 50. Amnesty International released a 280-page report named “Israel’s Apartheid Against Palestinians: Cruel System of Domination and Crime Against Humanity,” prepared over the last 4 years. Amnesty said in its report that it had found that “Israel has imposed a system of oppression and domination over Palestinians wherever it exercises control over the enjoyment of their rights—across Israel and the OPT and with regard to Palestinian refugees. The segregation is conducted in a systematic and highly institutionalized manner through laws, policies and practices, all intended to prevent Palestinians from claiming and enjoying equal rights to Jewish Israelis within Israel and the OPT, and thus intended to oppress and dominate the Palestinian people.” Amnesty concluded that this institutionalized discrimination perpetrated by Israel is “the international wrong of apartheid, as a human rights violation and a violation of public international law wherever it imposes this system.” Its research was based on “relevant Israeli legislation, regulations, military orders, directives by government institutions and statements by Israeli government and military officials.” Amnesty said that “Israel must grant equal and full human rights to all Palestinians in Israel and the OPT in line with principles of international human rights law and without discrimination, while ensuring respect for protections guaranteed for Palestinians in the OPT under international humanitarian law. It must also recognize the right of Palestinian refugees and their descendants to return to homes where they or their families once lived in Israel or the OPT. In addition, Israel must provide victims of human rights violations, crimes against humanity and serious violations of international humanitarian law—and their families—with full reparations. These should include restitution of and compensation for all properties acquired on a racial basis.” The Israeli foreign ministry called the report anti-Semitic. Amnesty refuted the charged said that Israel is diverting attention away from its violations of Palestinians’ human rights. U.S. state department spokesperson Ned Price said that the U.S. does not agree with Amnesty’s assessment “that Israel’s actions constitute apartheid.” Neither U.S. or Israeli senior officials commented on the evidence presented in the report. The UK and Germany also said they disagreed with the terminology of apartheid used in the report. The PA foreign ministry welcomed the report. A vice president of the American telecommunications company Mobileum said that he had alerted the FBI to a meeting between the Israeli company NSO Group and Mobileum in 2017, saying that the NSO Group sought to buy access to the SS7 network. Mobileum did not deny the meeting but said that no deal was made with the NSO Group. The former employee who now works for Citizen Lab filed a whistleblower complaint about the meeting and presented evidence to the U.S. justice department, the securities and exchange commission, and the federal communications commission in June 2021. The former VP said that NSO Group senior employees explicitly said during the meeting that they would “drop off bags of cash in [the VP’s] office.” The former VP also said that if the NSO Group had gained access to the SS7 network, it would have “access to the home networks of operators around the world, access to millions and millions of users without bypassing any sort of security controls. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with rubber-coated bullets and others with tear gas. 2 Palestinians were arrested, including 1 during a late-night raid in Qalqilya and 1 at a checkpoint in Kafr Qaddum. The Intercept, +972 Magazine, and Local Call jointly published an article based on a leaked 74-page Israeli-made dossier presented to European countries in May that purport to show evidence that the 6 Palestinian rights organizations deemed terrorist by Israel defense minister Benny Gantz on 10/22 are linked to the PFLP. The reporting was also based on hundreds of pages of leaked summaries from interrogations by the Shin Bet and Israeli police of 2 Palestinian accountants who are the basis of the dossier against the 6 NGOs. The 2 accountants never worked for any of the organizations and allegations against the 6’s connection to the PFLP was based on hearsay and testimony that 1 of the accountants had seen receipts used for PFLP activities like cultural events. The fact that the allegation of financing was for cultural events was omitted by Israel in the dossier. The EU alluded to the dossier in a statement from last week where it said past allegations against the organizations were never substantiated. The trial against 14 PA security officers charged with beating PA critic Nizar Banat to death on 6/24 began in Ramallah. Banat’s brother Ghassan Banat said that the PA was using the 14 officers as scapegoats and that the trial was incomplete without prosecution of the head of the Preventive Security Services and the interior minister. All 14 officers pledged not guilty to charges of battery, abuse of power, and violation of military instructions. At a UK Labour conference in Bristol, members of the party voted for a motion that called for sanctions against Israel for its violations of international law, stopping arms trades with Israel, and ending trade with Israeli settlements. Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The U.S. has been criticized by other members of the UNSC for blocking statements before the ceasefire took effect on 5/21. UN humanitarian coordinator for the Palestinian territories Lynn Hastings also toured Gaza to assess the damage, calling for the blockade to end and expressing concern about a potential new COVID-19 outbreak. A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. Representatives Marie Newman (D-IL) and Mark Pocan (D-WI) circulated a letter in congress calling on secretary of state Antony Blinken to pressure Israel not to move forward with the eviction and to stop home demolitions in al-Bustan. In the West Bank, about 30 Israeli settlers attacked Palestinian farmers working their lands in Humra; Israeli left-wing activists who witnessed the attack said the settlers also attacked them, and that Israeli forces intervened on behalf of the Israeli settlers, firing tear gas at Palestinians. Israeli forces raided ‘Aqabat Jabir refugee camp, injuring 2 with live ammunition and others suffered tear-gas related injuries. Israeli forces also clashed with Palestinian youth in Hebron, leading to tear-gas related injuries. Elsewhere, Israeli forces violently dispersed protests demonstrating in solidarity with Palestinians in East Jerusalem in al-Bireh, Huwwara, Dayr Sharaf, Husan, the Qalandia checkpoint, and Luban al-Sharqiyya, leading to tear-gas related injuries and 1 arrest. 3 Palestinians were arrested at checkpoints in Hebron, Bethlehem, and Qalandia. According to a Haaretz source, Hamas and Islamic Jihad sent a message to Israel via Egypt that the 2 groups are not interested in escalating tensions with Israel after several dozen rockets were fired at Israel on 4/23 and Israel fired missiles, causing damage in Gaza. 2 groups, Nidal al-Amoudi Division and the Abu Ali Mustapha Brigades, claimed responsibility for the rockets fired at Israel, saying they were in response to the violence by Israeli right-wing activists in Jerusalem on 4/22. In East Jerusalem, Israeli settlers attacked 1 Palestinian man and 1 Israeli man trying to help him, causing injuries. Israeli forces arrested 2 Palestinian minors suspected of slapping 1 ultra-orthodox Jewish man and filming the incident on the Jerusalem light rail. 1 Palestinian family started demolishing their own home in Jabal Mukabir. 9 Palestinians were arrested, including 7 minors during late-night raids in the Old City and al-Tur, and 2 were arrested in the Old City during the 8th day of clashes between Israeli forces and Palestinians at the Damascus Gate plaza. PA health minister Mai al-Kaila said the PA had ordered 4.5 million doses of the Pfizer and Sputnik V COVID-19 vaccines. It is not clear when the doses will arrive. The total cost for the 4.5 million doses was $27 million. (HA, WAFA 4/20)

The Israeli supreme court dismissed a petition from 9 Palestinian-Israeli families to have the court order the local municipality to open an Arab school in Upper Nazareth. Israel sent COVID-19 medical aid to Jordan upon Jordanian request, including ventilators, test kits, and face masks. The move was seen as an Israeli effort to ease tension between the 2 countries, which have been high in recent months. The request was made in March, when Jordan’s COVID-19 cases were peaking.
