In the West Bank, Israeli settlers attacked 2 Palestinians harvesting olives in Burqin, injuring them with sticks and stones. 2 Israeli settlers were shot and injured at the Itamar settlement. Israeli forces shot and killed 2 Palestinian during raids in Bethlehem and at-Tabaqa. Israeli forces also raided Bethlehem, injuring 64 Palestinians and firing tear gas near an orphanage, leading to the evacuation of 100 children. Elsewhere, Israeli forces shot and injured 3 Palestinians, including a child, during raids at Birzeit University and in al-Mughayyir and Sabastia. 55 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Qalqilya, Nablus, Tulkarm, Ramallah, Tubas, and Jenin. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished the family home in Shu’fat refugee camp of a 13-year-old boy who was arrested after he allegedly stabbed and killed 1 Israeli soldier on 2/13. The father and brother of the Palestinian child were arrested and beaten by Israeli forces ahead of the demolition. The U.S. condemned the demolition. In Gaza, 241 Palestinians were killed, including 43 members of the same family, and around 500 injured in Israeli airstrikes. Israel said it assassinated Hamas member Mahsan Abu-Zina. Israel also said 1 Israeli soldier was killed and 2 seriously wounded in northern Gaza. Rockets were fired at Israel; no injuries were reported. In Syria, Israeli forces conducted airstrikes near Damascus, killing 3 people said to be members of Hezbollah. The Ministry of Health in Gaza said at least 10,569 Palestinians have been killed, including 4,324 children and 2,823 women, and 26,475 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 155 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 44 children. More than 2,397 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 33 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting around 45% of all housing units. Al-Quds Hospital in Gaza City shut down most of its operations after running out of fuel and being hit by Israeli airstrikes daily since 11/5. 106 trucks carrying aid entered Gaza via the Rafah crossing. No one was evacuated from Gaza to Egypt. It was estimated that 50,000 people fled the northern part of Gaza to the south, bringing the total number to 72,000 since 11/5. UNRWA said 99 of its staff members had been killed since 10/7, including 2 in the past 24 hours. The WHO said that diarrhea and chickenpox were spreading in Gaza and warned that there was a risk of cholera and other epidemics. The Palestinian Journalists Syndicate said 44 Palestinian journalists had been killed in Israeli airstrikes on Gaza and 25 have been detained in the West Bank since 10/7. The Israeli High Court of Justice ruled to evict Israeli settlers who had been occupying Palestinian-owned land for 30 years in the Jordan Valley. The court accepted a petition by 20 Palestinian landowners filed 5 years ago but gave the settlers 7 years to leave the 1,000 dunams (250 acres) of land which was planted with date-bearing palms. The judge wrote in her ruling that the settlers’ cultivation of the land was done in violation “of international law, but also in violation of the government’s declared policy and even contrary to halakhic law.” (HA 11/9)

PA foreign minister Riyad al-Maliki filed a complaint to the International Atomic Energy Agency over Israeli heritage minister Amichai Eliyahu’s comment that Israel could drop a nuclear bomb on Gaza, calling the comment the “prevailing discourse in Israel” and “an official recognition that Israel possesses nuclear weapons and weapons of mass destruction.” PA president Mahmoud Abbas spoke with Dutch prime minister Mark Rutte, who invited Abbas to the Netherlands. Abbas also spoke with Australian prime minister Anthony Albanese, urging him to help stop the Israeli attacks in Gaza, calling it genocide. (WAFA, WAFA, WAFA 11/8; AJ, REU 11/9)

Hamas deputy political leader Saleh al-Arouri condemned the U.S. for supporting the continuation of the war on Gaza while encouraging humanitarian pauses and called on Arab states that have normalized relations with Israel to sever political and economic ties. Al-Arouri also said Hamas is ready for a comprehensive deal that would see all Palestinian prisoners released by Israel in exchange for the captives held by Hamas. (AJ 11/8)

Israeli education minister Yoav Kisch said Israel could rebuild Israeli settlements in Gaza. Military chief of staff Herzl Halevi told the Knesset Foreign Affairs and Defense Committee that the PA has been working extensively to prevent pro-Hamas demonstrations in the West Bank. (HA 11/8; HA 11/9)

U.S. secretary of state Antony Blinken said Israel should not reoccupy Gaza after the war and that Palestinians in Gaza should not be forcefully displaced from Gaza. Haaretz reported that unnamed European diplomats were worried about Israeli politicians’ call to reoccupy Gaza. (HA, HA, NYT, NYT, REU 11/8)

The G7 issued a joint statement after a meeting in Tokyo condemning Hamas, supporting Israel’s right to self-defense, and calling for “humanitarian pauses.” (AP, HA 11/7; AJ, AP, HA, NYT 11/8)

26 Democratic senators signed a letter to the Biden administration requesting clarification on Israel’s strategy in Gaza. More than 1,000 staffers from the U.S. Agency for International Development signed a letter calling for an “immediate ceasefire.” 100 congressional staffers also staged a walkout demanding a ceasefire. The Wall Street Journal reported that Egyptian president Abdel Fattah el-Sisi had rejected a proposal by CIA director William Burns that would see Egypt take control of the security in Gaza before the PA can take over after Israel’s war. The New York Times reported that a Qatari-mediated deal to release 50 of the Hamas-held captives failed after Israel decided to launch its ground invasion on 10/27. (AJ, HA 11/8; AJ 11/9)

The U.S. Department of Defense said the U.S. military had attacked a facility used by Iran’s Islamic Revolutionary Guard Corps in eastern Syria; 9 people were reportedly killed. Yemen shot down a U.S. drone flying over Yemeni territorial waters. (AJ, HA, NYT 11/8; AJ, HA, HA, NYT 11/9)

Italy said it would send a hospital ship to the coast of Gaza to treat injured Palestinians. (AJ 11/8)

Spanish minister for social rights Ione Belarra called on the international community to sanction Israel and said Israel was carrying out a “planned genocide” against Palestinians in Gaza. Belgian deputy prime minister Petra De Sutter called on the Belgian government to place sanctions on Israel and investigate its bombings of hospitals and refugee camps. (AJ, AJ 11/8; HA 11/9)

In the West Bank, Israeli settlers vandalized water pipelines in Kisan. Israeli forces shot and killed 1 Palestinian during a raid in Zawata. Israeli forces also seized 2 Palestinian-owned vehicles in al-Hadidya in the Jordan Valley. In East Jerusalem, Israeli settlers assaulted 3 Palestinians in a public park. Israeli settlers also toured the Haram al-Sharif compound. Israeli authorities forced 1 Palestinian family to demolish their own home in Bayt Hanina. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniya, causing damage to boats. An Israeli military court released 4 Palestinians arrested in relation to the Israeli settler attack on Burqa on 8/4. The 4 were released on condition that they stay in Burqa for 1 week and pay bail of $550 as they remained charged with aggravated assault. MK Ahmad Tibi was present at the hearing, saying the 4 Palestinians were victims of an invasion and should not be on trial. (HA, REU 8/10)

PA president Mahmoud Abbas dismissed the PA governors of Jenin, Nablus, Tulkarm, Qalqilya, Bethlehem, Tubas, Hebron, Jericho, Gaza City, North Gaza, Khan Yunis, and Rafah, leaving only the governors of Ramallah, al-Bireh, and Salfit in their positions. President Abbas also spoke with Hamas political leader Ismail Haniyeh on the phone. The 2 leaders agreed to speed up the establishment of committees for political reconciliation that was agreed during the reconciliation conference on 7/30 in Egypt. (MEMO 8/11)

Director of the UN agency for Palestinian refugees in Lebanon, Dorothee Klaus, said fighting in Ain al-Hilweh refugee camp had destroyed 400 homes and left half of the camp off-limits as the Lebanese military is barring access. (AP 8/10)

Israeli opposition leader Yair Lapid of Yesh Atid told a delegation of U.S. Democrats that he opposes a normalization deal with Saudi Arabia that would see the country enrich uranium. Saudi Arabia is reportedly demanding a nuclear program in exchange for normalizing ties with Israel. Lapid later said in an interview with Channel 12 that he does not have a problem with Saudi Arabia having a nuclear program, but that Israel cannot allow Saudi Arabia to enrich uranium on their own soil. In the West Bank, Israeli forces arrested 17 Palestinians during late-night raids in and around Qalqilya, Ramallah, Tubas, Jenin, Hebron, and Nablus. In Gaza, an Israeli drone was intercepted by Hamas. Later, rockets were fired from Gaza into Israel, close to where Israeli prime minister Benjamin Netanyahu was addressing a crowd; he was subsequently evacuated. Israel then struck 15 different targets in Gaza, causing damage but no injuries were reported. Israel forces also opened fire near the Gaza fence; no injuries were reported. Prime Minister Netanyahu announced that, if reelected, he would annex the Jordan Valley from the northern part of the West Bank to the southern part, effectively surrounding the West Bank by Israel and creating small enclaves of Palestinian cities and villages in the area annexed, including Jericho. Netanyahu’s announcement drew condemnation from many countries and organizations. The U.S. responded that, “[t]here is no change in United States policy at this time.” PA president Mahmoud Abbas warned that if Israel annexed parts of the West Bank, the PA would end all agreements with Israel. IDF troops on the Gaza border fire on Palestinians close the border fence in 2 separate incidents nr. Bayt Lahiya and Jabalya, wounding 1 Palestinian in each instance. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF demolishes tents used by over 100 Palestinians in the n. Jordan Valley nr. Tubas; patrols in 3 villages nr. Ramallah and 1 each nr Jericho and Tulkarm in the morning, in 2 villages nr. Jenin in the afternoon, and in 1 village nr. Jenin at night; conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in 1 village each nr. Bethlehem and Jenin at night. Following a meeting in Cairo, Fatah official Azzam al-Ahmad announces that his party and Hamas have agreed on a set of principles to implement a reconciliation agreement. The deal includes the resumption of work by 1/30/13 of the Central Elections Commission, Public Freedoms Comm., and Social Reconciliation Comm. (MNA 1/17)

Palestinian pres. Mahmud Abbas holds a meeting with officials from the PA security forces following recent protests by Fatah-affiliated gunmen in Balata r.c. and Jenin r.c. (see 1/10). Abbas emphasizes that the government has a monopoly on the use of force. In the evening, 10 gunmen from Balata r.c. hand themselves in to PA security forces in Nablus in what Nablus governor Jibrin al-Bakri described as a ‘‘deal,’’ but without giving details. Israel’s dep. FM Danny Ayalon tells a Turkish newspaper that Israel is ready to send a letter of apology to Ankara for the killing of 9 Turkish activists on the Mavi Marmara on 5/31/10, similar to the one the U.S. government sent to Islamabad over the killing of Pakistani soldiers. (JP 1/17)

Palestinian construction worker Hussam Dweikat (who has Israeli residency status in East Jerusalem) commandeers a Caterpillar bulldozer (symbolic, as the IDF uses Caterpillar D9 bulldozers to level Palestinian homes and land in the occupied territories) from the Jerusalem construction site where he works, plows through midday traffic in West Jerusalem’s business district, overturning a bus, running over at least 2 cars, killing 3 Israelis, injuring more than 40 before a police officer fatally shoots him. Israeli officials believe Dweikat acted alone. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Bethlehem, in Tubas, and nr. Jenin, Nablus (also raiding a mosque and its library, taking computers, documents, books), Ramallah. Jewish settlers fr. Massu’a in the Jordan Valley attempt to fence off and confiscate a plot of land in Jiftlik village, but the Palestinian owners drive them away. Palestinian youths stone a Jewish settler bus nr. Ramallah, causing damage but no injuries. In Gaza, 1,000s of Palestinians storm the Rafah crossing, demanding entry to Egypt and throwing stones at Egyptian security forces, who respond by pushing the crowd back with water cannons and tear gas; Hamas-affiliated police bring the situation under control. Hamas-affiliated police launch a campaign to removed small shops and huts erected along the Gaza shoreline without municipal permission. Nr. Shuka, 2 Palestinian teenagers are injured when they accidentally trigger IDF unexploded ordnance (UXO). In response to IDF attacks on 2/5, Palestinians fire at least 20 rockets and mortars fr. Gaza into Israel, injuring 2 Israeli girls (ages 1, 12) playing outside in Kibbutz Beeri. The IDF then steps up air strikes and shelling of Hamas targets around Bayt Hanun, Gaza City, Jabaliya r.c., and Khan Yunis, wounding at least 3 Hamas mbrs. and an 80-yr.-old woman. In the West Bank, the IDF demolishes 2 Palestinian homes, bedouin tents, and 2 merchandise stalls in Jiftlik in the Jordan Valley, displacing 29 Palestinians; demolishes 4 tents, 9 animal pens, 2 other structures belonging to bedouin families nr.
