Upon his return to Israel from Washington, Israeli PM Netanyahu says that his 2/15 meeting with U.S. pres. Trump was “excellent” and that “it will have a large impact on our security.” Meanwhile, Israeli DM Avigdor Lieberman calls on other Israeli officials to “cool down” talk of annexing the West Bank and building settlements, saying “we cannot progress without understandings with the U.S.” (JP, TOI 2/17)

An Israeli stabs and injures 2 Palestinian street cleaners in Beersheba in the morning. The police say the motive behind the attack was “criminal” and do not offer further details. In the West Bank, IDF troops deliver stop-work orders to 16 Palestinian buildings under construction in the n. Jordan Valley. They also arrest 7 Palestinians during arrest raids in and around Qalqilya and Hebron, and patrol nr. Nablus, Ramallah, and Hebron. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Israeli forces arrest 9 Palestinians during late-night raids in Jabal Mukabir, the Old City, and Issawiyya. A Palestinian family demolishes their own store in the Old City to avoid paying Israeli demolition fees. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Rafah, causing no injuries or damage. Along Gaza’s border, a fighter with the Democratic Front for the Liberation of Palestine (DFLP) is injured by shrapnel from an Israeli artillery shell, according to the DFLP. In the West Bank, Israeli forces demolish 5 Palestinian agricultural structures in Kardala village in the Jordan Valley. IDF troops raid a community center in Aida r.c. nr. Bethlehem, confiscating computers and security footage. They also arrest 2 Palestinians during raids nr. Ramallah and Tulkarm, and patrol nr. Qalqilya, Nablus, Ramallah, and Hebron. Israeli settlers assault a Palestinian photojournalist with rocks nr. Ramallah. They also damage his car. In East Jerusalem, Israeli forces demolish a Palestinian building in Bayt Hanina. They also arrest 8 Palestinians during late-night raids nr. Hebron and Ramallah, as well as in Nablus; and patrol nr. Salfit and Hebron. Israeli forces demolish a Palestinian home and an agricultural structure outside Aqraba in the n. Jordan Valley, and raze 2 animal barns and another agricultural structure nr. Nablus. An Israeli settler driver rams a Palestinian child in Hebron, causing moderate injuries. In East Jerusalem, a Palestinian demolishes his own home in Issawiyya to avoid paying Israeli demolition fees. Concluding 3 days of talks in Moscow, Hamas and Fatah officials agree to form a new Palestinian unity govt. Under their agreement, the various Palestinian factions, including PIJ, will join the PLO and form a new Palestine National Council over the next 2 mos., which will choose a new PLO Exec. Comm. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian road and a number of buildings under construction in the n. Jordan Valley. They also demolish a poultry farm in Barta‘a village nr. Jenin. After reports of stone throwing in the Salfit area, the IDF closes down the entrances to Marda village. IDF troops patrol nr. Hebron and Qalqilya. In East Jerusalem, Israeli forces cut down tens of olive trees in Sheikh Jarrah to clear space for a road that will connect Israeli settlements in the area. A Palestinian family demolishes its construction materials shop and a number of other structures in Jabal Mukabir to avoid paying Israeli demolition fees. In the West Bank, international solidarity activists establish a protest village in the n. Jordan Valley, called “al-Yasser,” in response to Israel’s demolition of Palestinian properties in the area. The IDF dismantles the village hours later, dispersing the activists. IDF troops arrest 2 Palestinians and issue 2 arrest summons during late-night raids nr. Nablus and Bethlehem, and patrol nr. Hebron throughout the day. Israeli forces raid a coal manufacturing facility nr. Jenin, seizing trucks and equipment. Palestinian youths open fire on Palestinian Authority security forces (PASF) troops nr. the al-Fara‘a r.c. during a protest against the PA’s recent detention of residents of the camp; there are no serious injuries. IDF troops shoot and critically injure a Palestinian in Hawara village nr. Nablus after he allegedly attempts to stab a soldier with a screwdriver. Late at night in the West Bank, Israeli forces use concrete to seal the entrance to the Hebron-area home of a Palestinian accused of assisting in the killing of 4 Israelis in Tel Aviv on 6/8. They also confiscate a tractor from Ras al-Amud village in the n. Jordan Valley and reopen the entrance to Aqraba village nr. Nablus, which was closed on 9/20 as collective punishment for reported stonethrowing in the area. The IDF arrests 14 Palestinian during late-night raids nr. Jenin, Bethlehem, and Hebron; and patrols nr. Hebron and Nablus during the day. In East Jerusalem, Israeli forces demolish a car wash in Bayt Hanina overnight. An errant mortar shell fired from Syria lands in an uninhabited area of the Israeli-occupied Golan Heights, causing no damage or injuries. The IDF responds later in the day, firing artillery at Syrian army targets. There are no reported injuries. (JP, TOI 10/9)

IDF troops shoot and kill a Palestinian policeman outside the Beit El settlement nr. Ramallah after he opens fire on Israeli soldiers at the Beit El checkpoint, injuring 3. The IDF raids the assailant’s Jenin-area home after the attack, arresting his brother and confiscating the family’s work permits. They also shut down the Beit El checkpoint (it will remain closed through 11/14). Elsewhere in the West Bank, Israeli forces close down the entrance to Marah Rabah village nr. Bethlehem, as well as 2 side roads, after reports of stone-throwing in the area. They also demolish 10 residential structures and animal sheds in the n. Israeli police shoot and kill a Palestinian in Sheikh Jarrah, East Jerusalem, after he injures 6 Israelis in a drive-by shooting nr. an Israeli police headquarters (2 succumb to their injuries later in the day). The Palestinian was reportedly supposed to turn himself into the Israeli authorities today to begin serving a 4-mo. sentence for attacking a police officer in 2013. Israeli forces later conduct a series of raids in Silwan and al-Ram, interrogate the attacker’s family, and spark clashes with stone-throwing Palestinians; 7 Palestinians are detained, and 1 Associated Press photographer and 2 Israeli soldiers are injured (1 seriously). Israeli troops return to al-Ram late at night, arrest the attacker’s teenage daughter, and threaten punitive demolition of the attacker’s home. Around 1,200 right-wing Jewish activists visit Joseph’s Tomb nr. Nablus, sparking clashes between their IDF escort and stonethrowing Palestinians; there are no serious injuries. Jordan Valley to make space for military drills in the area, and patrols nr. Nablus and Hebron during the day. In the West Bank, Israeli forces demolish part of a classroom in a bedouin community nr. Jerusalem, and 6 residences and 9 sheep barns in the n. Jordan Valley. IDF troops arrest 10 Palestinians, including 1 Palestinian Legislative Council mbr., during raids and house searches nr. Jenin, Tulkarm, and in and around Hebron; and patrol nr. Salfit and Hebron during the day. Palestinian youths throw Molotov cocktails at an Israeli settler’s vehicle late at night nr. Ramallah, injuring 1 settler. In East Jerusalem, Israeli forces demolish 3 residential buildings in al-Tur and Bayt Safafa. Israeli forces continue targeting Shu‘fat r.c., raiding the camp for the 5th day this week and arresting 6 residents. In the West Bank, IDF troops conduct late-night house searches and raids nr. Hebron, Tulkarm, Ramallah, and Bethlehem, arresting 7 Palestinians, confiscating some personal property, and violently dispersing stone-throwers nr. Tulkarm (there are no injuries). They also patrol during the day nr. Hebron, Salfit, and Jenin. Israeli forces demolish a 4-km water pipeline under construction nr. Tubas overnight and 2 homes in the Jordan Valley during the day. A Palestinian demolishes 2 of his own animal shelters nr. Nablus to avoid paying for an Israeli demolition crew. In East Jerusalem, Israeli forces issue an arrest summons to a Palestinian and arrest a Popular Front for the Liberation of Palestine (PFLP) leader during raids in Silwan, and order the closure of a Palestinian education organization, the Sa’ed Institution for Educational Consultations, in the Old City, claiming that it supports terrorism against Israelis. Israel’s army radio reports that the Israeli govt., in response to a Palestinian petition to the Supreme Court, has stated that it no longer opposes the Israel Electric Corporation’s (IEC) punitive cuts of electricity to areas of the West Bank. The IEC punitively cut power to major West Bank cities intermittently over the summer in response to unpaid Palestinian debts (see JPS 45 [4]). (TOI 8/8)

Meanwhile, IDF troops deliver stop-work orders to a water well under construction in a village nr. Hebron and to several houses and animal barns in the Jordan Valley. They also conduct house searches and raids nr. Bethlehem, Hebron, and Qalqilya, arresting 8 Palestinians, assaulting and injuring 1, and issuing an arrest summons to 1. In East Jerusalem, Israeli forces arrest a Palestinian trying to get on the Jerusalem Light Rail while carrying 3 pipe bombs. He was reportedly planning an attack on Israeli civilians during rush hour. They also arrest 4 Palestinians during late-night raids in Issawiyya. Two Palestinians open fire on a crowd of Israelis in an open-air shopping area in c. Tel Aviv, killing 4 and injuring 10. Israeli forces shoot the 2 men, critically injuring 1 and mildly injuring the other. IDF troops raid the attackers’ home village of Yatta nr. Hebron late at night, detaining several Palestinians and barring all entrances and exits, except for humanitarian cases. IDF troops arrest 18 Palestinians and issue an arrest summons to a 19th during late-night raids in and around Nablus, Salfit, Hebron, and Bethlehem. In a meeting with French PM Valls in Ramallah, PA PM Rami Hamdallah rejects Israeli PM Netanyahu’s 5/23 call for direct Israeli-Palestinian negotiations. Elsewhere, a U.S. official says that the Obama admin. is skeptical of Netanyahu’s push for bilateral talks, saying “we of course support meaningful negotiations, [but] we do not believe in negotiations just for the sake of negotiations.” (AFP, HA, JP, JTA, MNA, TOI 5/24)

After a significant lull in major violence, Israeli forces shoot and kill a Palestinian at the Ras Biddu checkpoint n. of Jerusalem after she allegedly attempts to stab an Israeli border guard. In East Jerusalem, the Israeli authorities return the bodies of 3 Palestinians killed in confrontations with Israeli forces on 3/8/2016, 10/12/2015, and 10/13/2015. Israeli forces arrest 2 Palestinians on a raid in Silwan, sparking clashes with stone-throwing Palestinian youths (1 Palestinian is injured). They also demolish an Islamic structure in al-Masara. Two Palestinians stab and injure 2 Israeli women in an Israeli settlement in East Jerusalem in the morning. The assailants flee the scene. In the evening, an Israeli soldier is seriously injured when he accidentally detonates an improvised explosive device (IED) planted at a checkpoint n. of the city. After the blast, the IDF discovers and safely detonates several other IEDs planted in the area. Elsewhere in the West Bank, Israeli forces deliver stopwork orders to 5 homes and a water pipeline under construction in the Jordan Valley. IDF troops patrol in 3 villages nr. Hebron and 2 each nr. They also conduct late-night house searches and raids in al-Fawar r.c. and 3 villages nr. Hebron, Tulkarm and Tulkarm r.c., 2 villages nr. Nablus, and 1 each nr. Ramallah and Jenin, arresting 17 Palestinians. Israeli forces demolish 7 residential structures, 6 animal shelters, and a water pipeline in and around alFarisiya village in the n. Jordan Valley. The IDF maintains, for a 2d day, the closure of Qabatiya where the 3 Palestinians suspected of perpetrating the 2/3 shooting in the Old City were from. For the 2d day in a row, Israeli police shoot and kill a Palestinian outside the Old City as he is fleeing a group of Jewish Israelis. The police claim he stabbed and injured an Israeli teen in the area, but multiple videos show the Palestinian youth weaponless and fleeing Israelis who were trying to attack him. Following the killing, clashes break out in the surrounding area and Israeli forces conduct raids throughout East Jerusalem. In total, 21 Palestinians and 1 Lebanese journalist are injured and at least 22 Palestinians are arrested. Around 100 right-wing Jewish activists tour Haram al-Sharif on the last day of Sukkoth. The holiday and corresponding restrictions on Palestinian access at Haram al-Sharif (announced 9/27) end this evening. Protesting the recent Israeli violations at Haram al-Sharif, Palestinian shop owners across the Old City and East Jerusalem shutter their businesses. Later, the Israeli police announce a 48-hour ban on Palestinian entry to the Old City: Only Israeli citizens, Palestinians with Israeli citizenship, and tourists will be allowed access.
