In the West Bank, Israeli settlers attacked Palestinian herders in Kisan with sticks, injuring 2, including a child. Israeli forces killed 14 Palestinians, including a PA officer, during a raid in Jenin and Jenin refugee camp. During the raid Israeli forces opened fire at ambulances, used drones to attack buildings with airstrikes, and used 4 bulldozers to raze paved streets. Israeli forces also shot and killed 4 Palestinians during raids in al-Am’ari refugee camp, Balata refugee camp, Hebron, and Bethlehem. Meanwhile, Israeli forces shot and injured 69 Palestinians during raids in Bethlehem, Beit Furik, Aqraba, Ni’lin, Jenin, Balata refugee camp, and al-Bireh. Israeli forces also displaced 20 Palestinian families from their homes in Khirbet Tana, demolishing homes and destroying beehives. 50 Palestinians, mostly people from Gaza working in Israel before 10/7, were arrested in Barta’a. In Gaza, Israeli airstrikes killed 243 Palestinians and injured around 430 others. Israeli airstrikes targeted the vicinity of al-Nasr Hospital, al-Awda Hospital, the Indonesian Hospital, and al-Shifa Hospital, killing at least 3 people and causing significant damage to the hospitals and 2 ambulances.  Israeli said it assassinated Hamas member Ibrahim Abu-Ma’asiv in an airstrike. 2 Israeli soldiers were killed in Gaza. In South Lebanon, anti-tank missiles were fired at Israel and Israel attacked Lebanon. In Eilat, Israel said a drone launched from Syria damaged a school in Eilat. Israel also said it deployed its Arrow 3 missile defense system for the first time to intercept a surface-to-surface missile fired at Eilat, reportedly from Yemen. The Ministry of Health in Gaza said at least 10,818 Palestinians have been killed, including 4,412 children and 2,918 women, and 26,905 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 173 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 46 children. More than 2,492 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 35 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 65 trucks carrying aid to Gaza and 7 ambulances entered via the Rafah crossing. 12 injured Palestinians and 695 foreign passport holders were evacuated from Gaza to Egypt. Around 50,000 people fled north Gaza to the south, bringing the total number to 122,000 since 11/5. The PA Finance Ministry said it returned its tax revenue to Israel due to Israel deducting $600 million Israel said is earmarked for administrative expenses in Gaza. (WAFA 11/9)

Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. Hamas leaders Ismail Haniyeh and Khaled Mashal arrived in Cairo, reportedly to discuss a prisoner exchange. (AJ, HA 11/9)

During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. Haaretz reported an increase in Israeli soldiers publishing videos of themselves beating and humiliating Palestinians they have arrested in the West Bank. (HA 11/9)

A report by the UNDP and the ESCWA said Palestinian GDP had shrunk 4% during the first month of Israel’s attacks on Gaza. It projected that if the attacks continue for a second month it will drop by 8.4%, and by 12% if attacks continue for a third month. (AJ, HA 11/9; AJ, AJ, AP, AP 11/10)

Israeli prime minister Benjamin Netanyahu’s spokesperson Ofir Gendelman tweeted a video he claimed showed Palestinians staging people being injured and evacuated. However, the video was backstage footage from the Lebanese short film The Reality. Gendelman kept the tweet up even after X (formerly known as Twitter) clarified what the video actually showed. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. Biden also said had asked for longer pauses that would help facilitate the release of captives. State Department deputy spokesperson Vedant Patel said Palestinians fleeing the north of Gaza should be able to return. Israeli national security minister Itamar Ben-Gvir called the pauses a “particularly serious mistake.” Netanyahu clarified in an interview with Fox News that he does not seek to govern Gaza. The Israeli organization HonestReporting said it had identified CNN, AP, and Reuters contributors who covered the Hamas Operation Al Aqsa Flood on 10/7, claiming they must have had knowledge of the operation prior to it or participated in it. Israeli war cabinet member Benny Gantz and National Security Minister Ben-Gvir said the journalists should be treated as terrorists. Likud Party MK Danny Danon said the journalist would be added to Israel’s kill list. The New York Times, which employs one of the freelance journalists, called HonestReporting’s allegations “reckless” and said it endangered their journalists in Gaza and Israel. CIA director William Burns and Mossad director David Barnea traveled to Doha for meetings with Qatari prime minister Mohammed Bin Abdulrahman Al Thani regarding a potential prisoner swap. Al Thani reportedly held a meeting with Hamas officials in Qatar on 11/8. (AJ, HA, HA, REU 11/9)

Belgian minister of development cooperation Caroline Gennez said her government was considering recognizing the state of Palestine and would donate $2.1 million in aid to Palestine and $5.3 million to the ICC. (AJ 11/9)

The Syrian Aviation Authority said the Damascus International Airport would not reopen for another week. The airport has been closed since 10/12 due to Israeli airstrikes damaging the runway. (HA 11/9)

In the West Bank, an Israeli settler rammed 1 Palestinian woman in Hebron, causing injuries. Israeli forces shot and killed 1 Palestinian and injured 1 other, a health worker, during a raid in Jenin; the mother of the dead Palestinian said he was executed after telling the Israeli forces he would turn himself in; 1 house and a bakery were severely damage during the raid. Israeli forces also demolished an EU-funded school in Ein Samia. Elsewhere, Israeli forces razed agricultural land in Qusra. Israeli forces also seized 1 bulldozer and confiscated materials for renovating a residential cave in the Masafer Yatta area. Meanwhile, Israeli forces demolished 1 blacksmith’s premises in Sarta. Israeli forces also seized a caravan in Khirbet Humsa al-Tahta. In East Jerusalem, Israeli forces assaulted 4 Palestinians attempting to enter the Haram al-Sharif compound. Hamas members in Israeli prisons warned they may go on strike in protest over harsher treatment by the Israel Prison Service, including increased use of solitary confinement. 50 rockets were fired from Gaza toward the sea in what Hamas called an equipment test but also a warning to Israeli authorities over the treatment of prisoners. Peace Now reported that a draft document from the Israeli government seen by the organization showed that the government will allocate at least $190 million to Israeli settlements and settlement outposts in the 2023-2024 budget. (PCN 8/17)

The U.S. approved the sale of Israel’s Arrow-3 missile defense system to Germany. Worth $3.5 billion, it is Israel’s largest military deal. It was reported that days before the deal was announced German chancellor Olaf Scholz blocked a foreign ministry statement on the German assessment of the legality of the Israeli occupation that was seen as too pro-Palestinian. At a town hall event held by the U.S. Office of Palestinian Affairs to explain new polices related to Israel’s bid to become part of the U.S. Visa Waiver program, the chief of American Citizens Service at the U.S. embassy to Israel, Wilbur Zehr, referred to Israeli checkpoints as “pedestrian crossings.” Zehr said in response to questions that the new policies will not apply to U.S. citizens in Gaza until 9/15 and that separate rules apply for U.S. citizens living in the West Bank and U.S. citizens living in the West Bank but holding PA IDs, as the latter must enter Israel via checkpoints by foot. Israeli strategic affairs minister Ron Dermer met with U.S. secretary of state Antony Blinken, National Security Council Coordinator for the Middle East and North Africa Brett McGurk, and presidential envoy on energy security Amos Hochstein in Washington D.C., discussing the potential normalization between Israel and Saudi Arabia. In the West Bank, Israeli settlers set up a tent near Qaryut. Israeli settlers also threw stones at Palestinian farmers and set a car on fire in ‘Asira al-Qibliya. Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Qalqilya. Israeli forces also razed land, uprooting 120 olive and almond trees in Qusra. Elsewhere, Israeli forces raided ‘Asira al-Qibliya, injuring 15 with tear gas. Palestinian militants from al-Ayyash Battalion launched an improvised rocket at Israel from Jenin before it exploded near the launch site. The launch was said to be retaliation for the settler tour of the Haram al-Sharif compound (see below). In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound for the third time this year. Ben-Gvir was joined by Naqab and Galilee development minister Yitzhak Wasserlauf and some 1,780 other settlers. Hamas, the PA, Morocco, and Jordan condemned the touring of the compound. Palestinians were prevented from entering the compound during the incursion. 16 Jews were arrested at the compound for praying at the site. Hours after National Security Minister Ben-Gvir toured the Haram al-Sharif compound, Bahrain said it had to postpone a visit by Israeli defense minister Yoav Gallant, citing King Hamad bin Isa al-Khalifa’s schedule. (HA 7/28; HA 7/30)

U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammed bin Salman in Jeddah, discussing Saudi-Israeli normalization. The New York Times reported that King Salman had intervened to insist that a deal would have to include concessions to Palestine. Later on 7/28, President Biden said at a campaign event that “[t]here is a rapprochement maybe under way” in relation to the Saudi-Israel normalization talks. Israeli forces also razed 5 dunums (1.25 acres) of farmland and sealed 3 water wells with concrete in Hijja. 39 Palestinians were arrested during late-night raids in Bethlehem, Tubas, Jenin, al-Bireh, Salfit, Tulkarm, and Hebron. PA president Mahmoud Abbas and Hamas political leader Ismail Haniyeh met with Turkish president Recep Tayyip Erdoğan in Ankara. The 2 Palestinian leaders met in preparation for the summit of Palestinian political parties in Cairo on 7/30 where reconciliation will be discussed. In the West Bank, Israeli settlers shot and injured 1 Palestinian shepherd near Madama. Israeli forces shot and injured 1 Palestinian minor near the separation wall southwest of Jenin. Israeli forces also razed land in Deir al-Hatab to expand the Elon More settlement and notified Palestinians in Shufa that Israeli will seize 5 dunams (1.25 acres) of land. In East Jerusalem, Israeli settlers with a police escort marched and assaulted Palestinians in the Old City, Ras al-Amud, and al-Tur, causing injuries and damage to property. Israeli settlers also gathered at the entrances to the Haram al-Sharif compound, chanting provocations at Muslim worshippers for the third day in a row. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of Gaza City and 5 nautical miles northwest of Khan Yunis; no injuries were reported. In Tel Aviv, Israelis protested for the twentieth week in a row against the government’s planned judicial reform. Police in Berlin arrested 12 people participating in a Nakba Day rally for chanting “From the river to the sea, Palestine will be free.” The demonstration was a small rally of 400 people arranged by Jewish organizations in Berlin because a larger Nakba Day rally was banned by Berlin police, claiming it could lead to “anti-Semitic incitement.” The ban was upheld by a regional court in Germany. In the West Bank, 1 Israeli settler was injured in a drive-by shooting on a settler running race near the Ofra settlement. Israeli forces subsequently closed down most roads in the Ramallah area. Israeli settlers blocked the DCO checkpoint and threw stones at a Red Crescent ambulance. Israeli settlers also obstructed traffic on a road between Nablus and Jenin. Israeli forces also issued demolition orders for 2 homes in ‘Ain al-Hilweh and 1 in Nueimeh. 3 Palestinians were arrested during raids in Qalqilya and Tulkarm. In East Jerusalem, Israeli forces raided the Bab al-Rahma area of the Haram al-Sharif compound for the third day in a row. The PA Foreign Ministry said that 190 Palestinians had been evacuated via bus from Khartoum to Gaza via Egypt. The 190 people, mainly students, were evacuated due to the fighting that broke out between the Rapid Support Forces and the Sudanese military last week. (QDS 4/24; QDS, WAFA 4/25)

The PA Ministry of Education said that most teachers had resumed work in Palestinian public schools after striking since the start of the semester. According to the ministry, the PA granted the public school teachers some concessions, including better pay. (WAFA 4/24; QDS, WAFA 4/25)

PA foreign minister Riyad al-Maliki addressed the UN Security Council ministerial meeting on the Middle East and the question of Palestine, calling on its members to help “bring the Nakba to an end.” On the sidelines of the meeting, al-Maliki met with UN secretary-general António Guterres who he briefed on the latest developments and called for accountability for Israel. In a statement celebrating Israel’s 75th Independence Day, U.S. president Joe Biden did not mention the two-state solution or Palestinians but said he would work with Israel to “create a more prosperous, peaceful, and integrated Middle East.” (WH 4/25; HA 4/26)

18 Democratic members of the U.S. House of Representatives and 1 Republican voted against a resolution celebrating Israel’s Independence Day. The resolution did not have any reference to a two-state solution or to Palestinians but instead lauded normalization efforts. 9 other Democrats did not vote. (HILL 4/25; HA 4/26; QDS 4/27)

In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 2 others with live ammunition during a late-night raid in Balata refugee camp. Israeli forces also seized 1 tractor in Maeen in the Masafer Yatta area and demolished 8 residential structures and 1 agricultural structure in Duma, displacing 25. 14 Palestinians were arrested during late-night raids in Bayt Rima, Ein Yabrud, Tubas, Jenin, Faqqua, Balata refugee camp, Hebron, and Yatta. In East Jerusalem, the Israeli Jerusalem municipality issued demolition orders for 2 homes and 1 agricultural structure in the al-Saadi community and 3 homes in the Abu al-Nuwar community. 2 Palestinians were arrested in Sur Baher and at the Haram al-Sharif compound. The Gaza Health Ministry said Israel is halting the delivery of 8 different types of x-ray machines and spare parts to repair existing machines. (MEMO, REU 1/5)

The Palestinian prisoner Karim Younis was released after 40 years in Israeli prison for allegedly partaking in the kidnapping and killing of an Israeli soldier in 1980. Younis was driven to a train station in Ra’anana where a passerby helped him reach his family. The decision not to release him directly from the prison was made by Israeli national security minister Itamar Ben-Gvir. National Security Minister Ben-Gvir also toured the Nafha Prison “to make sure murderers of Jews don’t receive better conditions since the construction of new prison cells,” saying “I was happy to see that the Israel Prison Service does not intend to improve the condition of their incarceration. I will continue to deal with the conditions of security prisoners so they won’t have excessive rights.” (HA 1/6)

The U.S. handed over a 2,700-year-old looted artifact back to the PA in Bethlehem. The artifact, described as a “cosmetic spoon,” was seized from the American venture capitalist Michael H. At the UN Security Council, Israel received criticism from several security council members, including the U.S., for National Security Minister Ben-Gvir’s tour of the Haram al-Sharif compound on 1/3. PA UN ambassador Riyad Mansour said “[o]ur people are running out of patience and the moderation and sense of responsibility we display should never be construed as weakness. The record shows that Israel’s persistence on this path does not lead to surrender, but to uprising.” U.S. envoy Robert A. Wood criticized “unilateral actions” at the Haram al-Sharif compound. The Nation reported that Kenneth Roth, who led Human Rights Watch for 29 years, was denied a position as a senior fellow at Harvard University at the late stages of the hiring process due to alleged “anti-Israel bias.” The dean of Harvard’s Kennedy School Douglas Elmendorf apologized for his initial decision after weeks of negative publicity and Roth was offered the position on 1/19. In the West Bank, Israeli settlers used pepper spray on a Palestinian family at a checkpoint near Burqa, injuring 3, including 1 infant; the infant was rushed to a hospital. Israeli forces shot and injured 1 Palestinian minor at a checkpoint near Ras Kaskar. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik, 2 residential structures near Jericho, and delivered demolition notices for 3 residential structures in al-Juwaya in the Masafer Yatta area. 10 Palestinians were arrested during late-night raids in Ni‘lin, Kafr Ni‘ma, Karbatha al-Misbah, Birzeit, Harmala, Tuqu‘, Hebron, Balata refugee camp, Jenin, and Rumana. 2 Palestinians said that they were tortured for a month by the Shin Bet before confessing to throwing stones at Israeli forces, leading to 8-month sentences. The alleged torture included stress positions, solitary confinement, sleep and food deprivation, and denial of bathroom access. (HA 5/23; HA 5/24)

Haaretz reported that an Israeli probe into the death of a Palestinian man who was attacked by Israeli police in April at the Haram al-Sharif compound but died on 5/14 stated that the man had not been hit by an Israeli baton round; instead, the 21-year-old man had a heart attack that led to head trauma. The PA foreign ministry said it had submitted a file to the ICC prosecutor documenting Israeli violations of international law, including the killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh. The officials who talked to Haaretz said such an outcome was unlikely. According to Palestinian politicians in the West Bank, PA president Mahmoud Abbas told U.S. deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr that he potentially would agree to a unity government with Hamas officials, but that it could not be made up by technocrats. Iran said it had foiled a drone attack on a building belonging to the Iranian Atomic Energy Organization in Karaj City, 25 miles west of Tehran. A day after receiving criticism from Palestinian NGOs about the COVID-19 vaccination distribution, the PA admitted that some vaccines earmarked for health workers had gone elsewhere. 1,200 of 12,000 vaccines had been given to the Palestinian national football team, government ministers, presidential guards, and members of the PLO executive committee. 200 were sent to Jordan to be given to members of the royal court. In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power. PA president Mahmoud Abbas met with the president of the World Jewish Congress Ron Lauder in Ramallah. The meeting lasted some 3 hours and Lauder arrived in a Jordanian helicopter. It is unclear what the meeting was about. The World Jewish Congress said that Lauder was in Ramallah “for a private visit at Abbas’ invitation, to discuss a range of issues regarding Palestine and the Middle East.” (HA, WAFA 10/10)

In the West Bank, a Palestinian school in ‘Ayn Bus was set on fire, damaging classrooms, and racist Hebrew graffiti was painted on the building. Israeli forces seized tracts of land north of Hebron to expand an Israeli settlement. 11 Palestinians were arrested during late-night raids in and around Biddu, Bethlehem Tubas, Tulkarm, Hebron, and Jenin. During a raid in Jenin, Israeli forces confiscated a vehicle and cash. Palestinians protested the U.S. administration’s version of a peace plan in several places throughout the West Bank; at least 12 Palestinians were reported injured. In East Jerusalem, Israeli forces demolished a Palestinian-owned store in Wadi al-Juz. 8 Palestinians were arrested, including 3 during raids in Silwan and the Old City, and 5 at the Haram al-Sharif compound. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. Shortly after the U.S. peace plan was released, Prime Minister Netanyahu said that he would convene the Israeli cabinet on 2/1 to start annexing Israeli settlements, the Jordan Valley, and the northern Dead Sea. Jared Kushner, senior advisor to President Trump, said shortly after Netanyahu’s announcement that he did not believe that Israel would start annexing West Bank settlements on 2/1, contradicting the Israeli prime minister. In the West Bank, Israeli forces seized 3 barracks and a water pump generator in Za’atra near Bethlehem. Israeli forces also handed demolition notices to several families in Qalandia. 2 Palestinians were arrested during late-night raids in Jenin. In East Jerusalem, a Palestinian man was killed by Israeli policemen in Issawiyya. The policemen said after the incident that they shot the man because he was lighting firecrackers in their vicinity. Other Palestinians were injured by rubber-coated bullets during the incident. Earlier in the day, Palestinians and Israeli activists were protesting the Israeli raids that have occurred in Issawiyya in the past 3 weeks. At least 5 Palestinians were arrested in East Jerusalem, including 4 in Wadi al-Juz. In Israel, Israeli officials reported 17 fires allegedly ignited by incendiary balloons launched from Gaza. In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. Implementing legislation passed in 7/2018, Israel’s security cabinet approves a deduction to the monthly transfers of tax revenues to the PA equal to that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The cuts are expected to total NIS 502,697,000 (approximately $138 million) over a 12-month period. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior U.S. official says the U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at an international security conference in Warsaw on 2/14. The Trump administration is co-organizing the conference on 2/13–14 and has invited Israel and a number of Arab states to attend (The Palestinians are not invited). A principle focus of the conference is Iran and its influence across the Middle East. In response, PA president Mahmoud Abbas calls for the international community to come together for a peace conference to devise a multilateral mechanism to advance the Palestinian-Israeli peace process. “This is where the European Union and its member states can play an important role alongside the [UN] Security Council,” he says. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. Meanwhile, hundreds of Israelis from communities near Gaza gather in central Tel Aviv to protest the government’s response to the recent rocket fire from Gaza. Many call for Netanyahu to resign. Netanyahu, for his part, presents to a group of leaders from the border communities a NIS 500 million (approximately $135 million) plan to support them over the next 2 years. UNRWA commissioner general Pierre Krähenbühl says that the agency has almost entirely made up for the budget shortfall caused by U.S. president Trump’s decision to slash U.S. support for UNRWA earlier this year. He says that UNRWA has raised an addition $382 million, bringing the deficit to just $64 million. “I’ll be very honest in saying, I don’t think many people believed that we would be able to overcome a $446 million shortfall at the beginning of the year,” he says, crediting the EU, Kuwait, Qatar, Saudi Arabia, and the UAE for each upping their pledges of support this year. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza. In Amman, Jordan’s King Abdullah tells U.S. VP Pence that the only resolution to the Palestinian-Israeli conflict will come through a 2-state solution and insists that East Jerusalem must be the capital of a future Palestinian state. “We hope that the U.S. will reach out and find the right way to move forward in these challenging circumstances,” he adds.
