In West Jerusalem, Israeli police shoot and kill a Palestinian nr. the Old City after he allegedly hits 1 Israeli with his car and stabs another, lightly injuring both. On Gaza’s s. border, unknown assailants open fire on IDF vehicles patrolling along the border fence, causing minor damage, according to the IDF. Late at night, IAF jets launch air strikes on a Hamas military site in n. Gaza, causing damage. During the day, IDF troops stationed along the border e. of al-Bureij r.c. violently disperse Palestinian stone-throwers, injuring 1. In the West Bank, IDF troops patrol in 1 village each nr. Tulkarm and Nablus, sparking clashes with stone-throwers in each; 2 Palestinians are injured and 3 are arrested. There are several incidents in the Hebron area today as Israeli forces raid a medical center, assaulting a 14-year-old Palestinian patient; deliver stop-work orders to 3 homes under construction e. of Bayt Umar; and remove the doors and windows from several residences and confiscate drilling equipment in a village nr. Nr. Beersheba, Israeli forces demolish bedouin homes in al-‘Araqib for the 91st time since 7/27/2010. The Israeli authorities continue demolishing al-‘Araqib as part of their ongoing effort to make room for Jewish Israeli settlement of the Negev. Around 400 residents remain in the village, using generators and solar panels to subsist without any Israeli infrastructural support. (MNA 11/26)

As Israel continues its crackdown in the oPt, IDF troops kill a total of 3 Palestinians throughout the day. IDF troops shoot and kill a Palestinian youth during clashes sparked by an overnight raid in Qatanna n. of Jerusalem. After the funeral for the Palestinian victim, IDF troops violently disperse stone-throwers and protesters, injuring 5 Palestinians. IDF troops shoot and seriously injure a Palestinian at Tapuach Junction s. of Nablus after he allegedly attempts to stab Israeli settlers. The Palestinian succumbs to his injuries while the IDF is delaying a crew of Palestinian medical technicians access to him, according to witnesses. A 3d Palestinian is killed when stone-throwers clash with Israeli soldiers at an entrance to al-‘Arub r.c. nr. Hebron. Nr. Ramallah, IDF vehicles ram a Palestinian car suspected of avoiding a checkpoint, sparking clashes with stone-throwers; a number of Palestinians are injured and the 3 Palestinians in the car are assaulted and arrested. The Hebron area is hit hard throughout the day, as IDF troops shoot and injure a Palestinian at the entrance to al-Fawar r.c. after he stabs and seriously injures an Israeli soldier (the Palestinian will succumb to his injuries later in the day); Israeli forces place a closure on the camp. IDF troops are heavily deployed across Hebron, after a Palestinian gunman allegedly shot at an Israeli settler’s vehicle in the Old City. Israeli forces conduct raids in al-‘Arub r.c. and patrol throughout the Hebron area, arresting 10 Palestinians total. Elsewhere in the West Bank, a Palestinian youth succumbs to injuries sustained in clashes with the IDF nr. Ramallah 2 weeks ago, on 11/11. IDF troops violently clash with protesters at Palestine Technical University in Tulkarm for the 2d day, injuring 4 Palestinians; patrol nr. Tulkarm. The IDF conducts raids and house searches in Jenin and 4 villages nearby, and in 1 village nr. Ramallah, arresting 6 Palestinians. Israeli forces demolish a road in a bedouin community in the Jordan Valley; confiscate stonecutting equipment from a quarry nr. Bethlehem. In East Jerusalem, Israeli forces raid a sports club in al-Tur, confiscating data from surveillance cameras. A number of right-wing Jewish activists tour Haram al-Sharif in the morning. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Along Gaza’s border, Israeli forces conduct a limited incursion nr. Jabaliya to level land and build up earth mounds that will obstruct Palestinian farmers; open fire on Palestinian lands along the border fence e. of Khan Yunis. Dozens of Gazans gather nr. the border for a 2d day, protesting the Israeli killing of 7 Gazans on 10/9. IDF troops open fire on the protesters, killing 2, injuring 26, and arresting 5 of the 70 who cross into Israel. Meanwhile, unidentified Palestinians fire a rocket toward Ashqelon, Israel, and it is intercepted by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on Hamas military sites in s. and c. Gaza, killing 1 pregnant Palestinian and her young daughter and injuring 5 others. Off the coast nr. Stabbing attacks continue in East Jerusalem, with 2 such incidents today. First, Israeli police shoot and kill a Palestinian youth nr. a gate to the Old City after he allegedly stabs and injures 2 Israelis. Later, Israeli police shoot and kill a Palestinian after he stabs and injures 2 policemen nr. the same gate (a 3d police officer is injured by friendly fire), and clashes break out following the attack. After a funeral for the Palestinian killed in Shu‘fat r.c. on 10/8, Israeli forces clash with and violently disperse stone-throwing Palestinians. In the West Bank, undercover Israeli forces shoot and injure a Palestinian youth and detain 4 others in overnight clashes nr. Jenin; the IDF will conduct raids in the village during the day, confiscating computers and arresting 1 Palestinian. Throughout the day IDF troops violently disperse Palestinian stone-throwers and protesters across the West Bank, injuring 34 Palestinians and 1 Israeli soldier. The IDF also conducts raids and patrols throughout the region, arresting 4 Palestinians and confiscating a vehicle. Israeli settlers continue attacking Palestinians and their property, clashing with Palestinians outside the Kiryat Arba settlement; Israeli forces violently disperse the gathering. Palestinian shops in and around Hebron observe a general strike in the morning, protesting the killings of Palestinians from the area by Israeli forces on 10/7 and 10/9. In Israel, around 1,500 Palestinian citizens peacefully march through Nazareth in protest of the recent Israeli attacks and restrictions on access at Haram al-Sharif. A similar demonstration in Ramla turns violent, and the Israeli police arrest 10 Palestinians accused of stone-throwing. Israeli PM Netanyahu approves the deployment of 16 reserve companies of border police—as many as 2,000 troops—in Palestinian cities across Israel, in Jerusalem, and along major highways (the cabinet will approve the proposal on 10/11). (JP, TOI 10/10)

For the 2d day in a row, stabbing incidents continue in Israel and the oPt. First, a Palestinian stabs and injures an Israeli in Shaykh Jarrah, East Jerusalem. In response, Israeli forces raid the suspected attacker’s home in Shu‘fat r.c., sparking clashes with stone-throwers; 1 Palestinian is killed and 42 are injured. Then, as a “preventative measure,” Israeli forces install metal detectors at checkpoints around the Old City. In Tel Aviv, Israeli police shoot and kill a Palestinian after he stabs and lightly injures 4 Israelis, including 1 soldier, and Israeli forces then arrest the suspected attacker’s father and uncle in their home in East Jerusalem. Later, a Palestinian stabs an Israeli soldier and a civilian in Afula (Israeli civilians assault the Palestinian and he is arrested), and another Palestinian stabs and seriously injures an Israeli settler outside the Kiryat Arba settlement nr. Hebron; Israeli forces kill the alleged suspect. In response to the recent attacks, Jerusalem Mayor Nir Barkat calls on Jewish citizens with gun permits to carry their weapons when in public, saying that it is “like doing reserve duty” due to Israel’s compulsory military service. Meanwhile, hundreds of right-wing Israelis gather in Jerusalem to protest the Israeli govt.’s alleged inaction, and minor clashes ensue when Israeli police block them from entering Silwan (4 are arrested). In Nazareth, Israeli police violently disperse dozens of Palestinian youths protesting Israeli restrictions on access at Haram al-Sharif, injuring several Palestinians and arresting 16. Meanwhile, dozens of Jewish Israelis attack 3 Palestinian citizens in Netanya, injuring 1 (5 of the assailants will be arrested on 10/10). Clashes erupt between IDF troops and Palestinian protesters across the West Bank, injuring at least 50 Palestinians, including 2 photojournalists (1 Palestinian will succumb to his injuries on 10/10). The IDF patrols across the region, arresting 27 Palestinians and issuing arrest summons to 3. Israeli settlers continue assaulting Palestinians and their property, smashing the car windows of the PA minister of telecommunications nr. After weeks of tension and intermittent violence throughout Jerusalem and the West Bank, a group of Palestinians kill 2 Israeli settlers and injure 4 settler children in a drive-by shooting nr. Nablus, sparking a wave of retaliatory acts. After the attack, Israeli forces search the area for the shooters and deploy 4 additional battalions in the West Bank. In a series of attacks,Israeli settlers shoot and injure a Palestinian man s. of Bethlehem; torch a Palestinian car and vandalize more than 40 Palestinian vehicles nr. Nablus, Qalqilya, and Ramallah; blockade a main road outside Tulkarm; throw stones at Palestinians and their property nr. Early in the day, an Israeli settler opens fire on a Palestinian school nr. Bethlehem, according to Palestinian residents, then Palestinian youths in the area throw stones at and clash with Israeli settlers and Israeli forces (3 settlers are lightly injured and 1 Palestinian is moderately injured with live ammunition). Elsewhere in the West Bank, Palestinians injure 2 Israeli settlers after throwing rocks at their vehicle outside Ramallah. Clashes ensue between Israeli forces and stone-throwing Palestinians in a nearby town after an IDF raid. IDF troops assault, injure, and detain a Palestinian man at a checkpoint in the n. West Bank after he allegedly attempts to stab 1 of the soldiers. In East Jerusalem, Israeli forces raid a school in al-Tur, detaining and questioning a Palestinian child accused of stone-throwing; arrest 2 Palestinians and spark clashes with stone-throwers during raids in Issawiyya. Meanwhile, the Israeli authorities continue enforcing the restrictions on access at Haram al-Sharif that were announced on 9/27. In Paris, PA FM al-Maliki and French FM Fabius sign 5 agreements on politics, finance, and French-funded development projects in the occupied Palestinian territories (oPt). In the West Bank, the IDF orders temporary alterations to its rules of engagement, responding to the increased tensions since the 7/31 arson attack. Israeli soldiers are now required to hold their fire unless their lives are in immediate danger, and are only permitted to fire shots in the air toward a fleeing suspect rather than at the lower body. Israeli forces demolish multiple residential units in the n. Jordan Valley overnight. IDF troops conduct raids in c. Hebron and a nearby village, arresting 1 Palestinian and assaulting and lightly injuring 2; patrol in 1 village each nr. Hebron, Qalqilya, and Salfit. In East Jerusalem, Israeli forces deny a group of Palestinian youths entrance to Haram al-Sharif for the 2d day in a row, then they detain a Palestinian woman and youth suspected of assaulting Israeli officers in the sanctuary. The IPS says talks broke down today with the Palestinian prisoners who declared a campaign of disobedience in the Nafha and Ramon Prisons on 8/10. IPS reportedly offered to lift the restrictions after 6 mos. while the prisoners demanded they be lifted immediately. (MNA 8/11)

Off Gaza’s coast nr. Jabaliya and later nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, damaging 1 in the earlier incident. IDF troops on the Gaza border e. of Jabaliya open fire on Palestinian farmers on multiple occasions, causing no damage or injuries. Israeli forces level land in a late-night incursion across the border fence e. of al-Maghazi r.c. In the West Bank, an Israeli settler assaults a Palestinian boy in c. Hebron, lightly injuring him. In East Jerusalem, Palestinian security guards at Haram al-Sharif intervene when a group of right-wing Jewish activists provokes a group of Palestinians nr. the sanctuary’s gates. Jordanian newspaper ad-Dustour reports that Hamas and Israel have been involved in secret talks in Israel and in Europe in recent mos. over outstanding issues from the 8/26/2014 cease-fire that ended Operation Protective Edge (OPE), quoting unnamed “Western diplomatic sources”. Israel’s Civil Admin. initiates a 3-mo. pilot project of new regulations on Palestinian travel in the West Bank, requiring Palestinian workers to return to the West Bank through the same checkpoint they entered Israel and banning them from Israeli bus lines. Several human rights organizations plan to appeal the new regulations. (HA 5/20)

UN special coordinator Nickolay Mladenov briefs the United Nations Security Council (UNSC) on the situation in the occupied Palestinian territories (oPt). He urges Israel to freeze settlement construction, saying “there should be no illusions about the impact of these unilateral actions.” He also says that he and Secy.-Gen. Ban Ki-moon will engage with the new Israeli govt. to explore “realistic options” for a return to peace negotiations with the Palestinians “within a reasonable timeframe.” (MNA, REU 5/20)

After a meeting of the European Union (EU) FMs in Brussels, EU foreign policy chief Federica Mogherini says that the EU is “ready and willing” to play a major role in a new round of peace negotiations between the Israelis and Palestinians.
