In Gaza, 7 Palestinians were killed, including at least 4 by Israeli airstrikes, and 36 were injured on the second day of the Israeli assault on Gaza. 2 Palestinians were killed in an airstrike on a field in Abasan al-Kabira, while 2 Palestinians were killed and 2 injured in an airstrike on a field in al-Shuka east of Rafah. 8 Palestinians, including 3 children and 3 women, were injured in airstrikes on al-Salem near Rafah. 1 Palestinian was killed and 1 woman seriously injured when a missile fell on their house in Beit Lahiya, 2 minors were killed and 12 others were injured when a missile fell on a house in Gaza City, and 13 were injured after a missile fell on a house in Beit Hanun. PCHR said its initial investigation raised suspicion that these 3 incidents could be from rockets misfired from Gaza. Islamic Jihad started firing rockets at Israel 35 hours after Israel assassinated 3 of their members and after 3 separate rounds of airstrikes. In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. The TV channel has been attacked by Israeli politicians for airing a chyron reading “Green light from the prime minister: Women and children killed overnight in Gaza.” In the West Bank, Israeli forces raided Qabatiya, killing 3 Palestinians. Israeli forces escorting Israeli settlers also shot and injured 2 Palestinians near Deir Dibwan. Elsewhere, Israeli forces uprooted olive tree saplings in Wadi Fukin and uprooted hundreds of olive trees and destroyed 20 water tanks in Tarqumiyah. Israeli forces also raided Tubas; 1 Israeli soldier was injured. Meanwhile, Israeli forces seized 1 digger in Maeen. Israeli forces also demolished 3 Palestinian-owned homes in Ein ad-Duyuk al-Foqa. 28 Palestinians were arrested during late-night raids in Hebron, Nablus, Ramallah, Bethlehem, Jenin, Jericho, and Tulkarm. UN secretary-general António Guterres condemned the civilian deaths caused by Israeli attacks in Gaza and said, “Israel must abide by its obligations under international humanitarian law.” Guterres also condemned the launching of rockets at Israel. U.S. congresswoman Rashida Tlaib (D-MI) introduced a resolution to recognize the Nakba, cosponsored by Betty McCollum (D-MN), Jamaal Bowman (D-NY), Cori Bush (D-MO), Alexandria Ocasio-Cortez (D-NY), and Ilhan Omar (D-MN). Coinciding with introduction of the resolution and the 75th anniversary of the Nakba, Tlaib had arranged an event to commemorate the Nakba in the U.S. Capitol Visitor Center, but the event was canceled on the day by House Speaker Kevin McCarthy (R-CA). Meanwhile, Israeli forces conduct a limited incursion across Gaza’s border fence to level land near Dayr al-Balah and open fire on a Palestinian bird-hunter approaching the border fence near Bayt Hanun. In East Jerusalem, Israeli MK Yehuda Glick leads a group of 40 right-wing Jewish activists on a tour of Haram al-Sharif. A Palestinian demolishes his storehouse, parking area, and staircase in Silwan to avoid paying Israeli demolition fees. In the West Bank, Israeli forces demolish 2 Palestinian homes and a sheep barn in Fasayil village near Jericho. IDF troops shut down the main street in Bayt Umar while they conduct raids in the village, sparking clashes with stone-throwing Palestinians; there are no reported injuries. The IDF launches a major military operation, dubbed Operation Northern Shield, aimed at exposing and demolishing tunnels stretching from southern Lebanon into northern Israel. Hezbollah has reportedly built a network of such tunnels since 2006. Hours before the launch of Operation Northern Shield, Israeli prime minister Benjamin Netanyahu meets with U.S. secretary of state Mike Pompeo in Brussels to discuss recent developments in the Middle East, including Iran’s nuclear program. Netanyahu reportedly tells Pompeo about Operation Northern Shield and asks him to tell the Lebanese government that they need to stop Hezbollah from acquiring precision-guided missiles. IDF troops shoot and injure a Palestinian minor outside the Gush Etzion settlement near Ramallah after he allegedly stabs and critically injures 2 Israeli settlers. One of the settlers succumbs to his injuries soon after the confrontation. IDF troops raid the alleged attacker’s home in Yatta village near Hebron late at night, taking measurements and threatening punitive demolition. Elsewhere in the West Bank, IDF troops arrest 7 Palestinians and confiscate some property during raids near Ramallah, Jenin, Hebron, and Nablus; and patrol near Bethlehem, Tulkarm, and Hebron. Israeli settlers chase Palestinian shepherds from a field near Jericho. Settlers also congregate on the main Nablus-Ramallah road in the evening to protest the alleged stabbing attack near Ramallah earlier in the day. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian farmer outside Salfit, preventing him from working his land. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

After yet another day of heightened tensions at Haram al-Sharif, the Israeli security cabinet decides to remove the metal detectors installed at the entrances to the sanctuary after the deadly attack, on 7/14 in the evening. A senior Israeli official says that some cameras installed on 7/23 will be removed as well. In a statement, the cabinet says it has “accepted the recommendation of all of the security bodies to incorporate security measures based on advanced technologies and other measures instead of metal detectors to ensure the security of visitors and worshippers in the Old City and [at Haram al-Sharif].” According to the Israeli press, the new measures include heat-sensing “smart cameras” with facial recognition technology, and that their installation will be part of a NIS 100 m. Following a day of Israeli-Jordanian tensions and negotiations over the deadly attack in Amman on 7/23, the Jordanian authorities allow the staff of the Israeli Embassy in Jordan, including the security guard who killed the 2 Jordanians, to return to Israel. The Israeli authorities first allow Jordanian police to hear the guard’s description of the incident. With rumors to the contrary circulating on social media, the Israeli press reports that Jordan did not condition the release of the guard on the removal of the metal detectors at Haram al-Sharif. U.S. rep. Greenblatt arrives in Israel to “support efforts to reduce tensions in the region,” according to a senior Trump admin. official. “Pres. Trump and his administration are closely following unfolding events in the region,” the official adds. “We are engaged in discussions with the relevant parties and are committed to finding a res. to the ongoing security issues.” Meanwhile, the UNSC holds a closed-door meeting on the Haram al-Sharif crisis. Israel’s security cabinet approves a 40% reduction in the transfer of electricity to Gaza, acquiescing to the PA’s 4/27 request (see JPS 46 [4]). The security cabinet also discusses a proposal to build an artificial island off Gaza’s coast to host a port to facilitate economic growth and alleviate the region’s humanitarian crisis. The Israeli Knesset’s Ministerial Comm. for Legislation approves a bill to deduct from Israel’s monthly transfers of tax revenues to the PA a sum equal to the amount the PA pays to Palestinians convicted of serious crimes against Israelis and their families. The bill is modeled after similar legislation introduced in the U.S. Congress in 2/2017 (see H.R. 1164 of 2/16/2017 and S. 474 of 2/28/2017 at congressionalmonitor.org, as well as H.R. 1164 of 2/16/2017). After closing it on 3/26, the Hamas-run Ministry of Interior in Gaza conditionally re-opens the Erez border crossing this morning. Medical patients, families visiting prisoners in Israel, women of all ages, and men between the ages of 15 and 45 are allowed to exit Gaza, and all are able to enter, as long as they possess the appropriate permissions. Meanwhile, Hamas’s Atty. Gen. Ismail Jaber issues a gag order on the publication of any information relating to the investigation into the killing of senior military cmdr. Fuqaha on 3/24. Israeli PM Netanyahu has decided to reassess his ban on Israeli MKs and ministers visiting Haram al-Sharif, according to reports in the Israeli press today. Any change in the current policy would come after a 3-mo. assessment period. A Hamas fighter dies in a tunnel accident in Gaza in the morning. Later, the Palestinian Information Center reports that a 2d Palestinian, a civilian laborer, died in a tunnel today. Reportedly the worker died when Egyptian authorities flooded the tunnel. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no injuries or damage. In the West Bank, Israeli forces close entrances to a number of villages nr. Bethlehem with mounds of earth and cement blocks (they will reopen the villages on 2/20). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya on 2 separate occasions, causing no injuries or damage. In the West Bank, Israeli forces confiscate several mobile residences nr. Jericho and demolish a road leading to Khirbat al-Hadidiya village nearby. IDF troops remove flags and banners from Palestinian homes during a raid in Hebron; arrest 3 Palestinians during raids in and around Nablus; and patrol nr. Qalqilya, Salfit, and Hebron during the day. Two Israeli security troops are injured in an alleged car ramming attack outside Jerusalem. The driver involved is not identified before he or she flees the scene. Loretta Lynch says that the Justice Dept. “will not interfere” in Pollard’s case, meaning that she will not seek to accelerate or delay his release beyond the standard parole procedures.
