In a surprise move, Barak announces he will resign on 12/10, call elections for PM only within 2 mos. Barak thus triggers a law that restricts candidates in a special election for PM to current MKs, thereby keeping Likud's Netanyahu, who leads Barak's by 15 points in pubic opinion polls, out of the race. Netanyahu would only be able to run if the Knesset dissolved itself, forcing general elections. Israeli-Palestinian clashes abate due to severe weather that keeps many people indoors. 1 Palestinian dies of injuries received earlier. In Hebron, 80 Jewish settlers, armed with machine guns and pistols, attempt to take over 5 Palestinian homes, damage 11 homes, open fire on Palestinians, seriously injuring 1 teenager. Israeli-Palestinian clashes continue, killing at least 4 Palestinians. Another 2 Palestinians die of injuries received earlier. Palestinian gunmen critically wound a Jewish settler driving through the West Bank. The IDF bulldozes over 87 dunams of Palestinian agricultural land nr. Barak adviser and chief negotiator Gilead Sher makes a low-key trip to Ramallah to meet with Palestinian Council (PC) speaker and senior negotiator Ahmad Qurai`. No details are released. (MA [Internet] 12/12)

In Jerusalem, Israeli police inform Waqf officials that Likud MK Sharon has requested to visit the Haram al-Sharif/Temple Mount on 9/28, just before Rosh Hashanah on 9/29. The Waqf urges against the visit, warning it would be viewed as a political provocation and could spark violence. (MM 9/27)

In Washington, U.S. special envoy Ross holds separate mtgs. with Israeli, PA teams. The PA team asks the U.S. to urge Barak against allowing MK Sharon to visit the Haram al-Sharif/Temple Mount. (WP 9/28; Nightline 10/10)

Israel's Atty. Gen. Elyakim Rubenstein throws out the bribery and corruption case against fmr. Likud PM Benjamin Netanyahu and his wife, clearing the way for Netanyahu's political comeback. Rubenstein says that although the evidence against Netanyahu could not support a conviction, "It is unthinkable that . . . matters should be presented as if everything was proper and clean; far from it." The 1st round of PA-Israeli FAPS talks at Bolling ends. The State Dept. says the teams spent this round "attempting to achieve a better understanding of each other's needs and requirements." In Washington for talks on bilateral relations, Pres. Mubarak meets with Pres. Clinton to discuss the peace process. Bowing to Washington, OPEC agrees to boost oil output. (Iran refuses to sign the agmt. in protest to the U.S. but agrees to comply in effect.)
