More than 32,333 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,694 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 440 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. At the UN Security Council, a resolution drafted by the council’s 10 elected members and demanding an immediate ceasefire through the month of Ramadan leading to a lasting ceasefire and the release of Israeli captives passes as the U.S. abstains and the 14 other council members vote in favor. The U.S. claims the resolution is non-binding, contrary to the stipulations of international law, and that the vote does not represent a shift in U.S. policy. U.S. ambassador to the UN Linda Thomas-Greenfield says the U.S. abstained because it does not agree with everything in the resolution, noting that the U.S.’s request to add condemnation of Hamas was ignored. Israeli prime minister Benjamin Netanyahu calls the U.S. abstention a “clear departure from the consistent U.S. position in the Security Council since the beginning of the war” and cancels an Israeli delegation’s visit to the White House that would have discussed alternatives to a ground invasion of Rafah. The PA calls the resolution a step in the right direction. Hamas says it is committed to the conditions of the resolution and calls on the world to oblige Israel to implement it. UN secretary-general Antonio Guterres says the resolution must be implemented and that it would be “unforgivable” if it is not. The U.S. says it finds Israel’s assurances that it is not using U.S.-supplied weapons in contravention of international law credible and finds that Israel is not impeding U.S. humanitarian assistance to Gaza. 17 U.S. senators urged the Biden administration on 3/22 to determine that the Israeli assurances were not credible. Israeli defense minister Yoav Gallant meets with U.S. secretary of state Antony Blinken and National Security Advisor Jake Sullivan in Washington D.C. UN special rapporteur on the occupied Palestinian territories Francesca Albanese issues a report saying that there are “reasonable grounds” to believe Israel is committing genocide in Gaza. Albanese adds that, “Israel’s genocide on the Palestinians in Gaza is an escalatory stage of a long-standing settler colonial process of erasure.” Albanese calls on UN member states to implement an arms embargo on Israel in addition to other economic and political measures. Israeli forces also issue a notice that Israel will seize 18 dunams (4.5 acres) of land in Deir Dibwan. Elsewhere, Israeli forces erect a metal gate at the entrance to Burin, obstructing movement to the village. Hamas denies Israeli claims that it has a presence at the Nasser Hospital in Khan Yunis, saying on several occasions it has asked international organizations to inspect hospitals to debunk the Israeli claims that it uses them. President Joe Biden speaks with Israeli prime minister Benjamin Netanyahu, telling him that Israel should not proceed with plans to invade Rafah “without a credible and executable plan for ensuring the safety of and support for the civilians.” In a tweet on X, Netanyahu says Israel “continue[s] to oppose the unilateral recognition of a Palestinians state.” U.S. National Security Council spokesperson John Kirby tells reporters “I wish I could tell you that flour was moving [into Gaza] but I cannot do that right now.” During a phone call, UK prime minister Rishi Sunak urges Netanyahu to fully open the Karem Abu Salem (Kerem Shalom) crossing to allow more aid to enter. According to the U.S. readout of the conversation, Biden said Israel should not proceed without “a credible and executable plan to ensure the safety of and support for more than one million people sheltering there.” Biden also stress the need to capitalize on the ceasefire negotiations. Netanyahu tells the Israeli cabinet that Israel will remain in control of security in all the lands between the Jordan river and the Mediterranean. Axios reports that Biden pressed Netanyahu to agree to release more Palestinian prisoners than in the previous exchange to meet some of Hamas’s demands. U.S. National Security Council spokesperson John Kirby says it is time for Israel to start transitioning to a “lower intensity” operation in Gaza. President Joe Biden marks the 100th day of Israel’s war by releasing a statement that does not mention the killing of Palestinians but instead focuses on the Israelis held captive in Gaza. Chinese foreign minister Wang Yi says during a press conference with Egyptian foreign minister Sameh Shoukry in Cairo that there should be an international peace conference to set a timetable for the implementation of a 2-state solution. (HA 1/14)

Axios reports that President Biden’s patience with Israeli prime minister Benjamin Netanyahu is running out, citing unnamed U.S. officials. Biden is said to have spoken to Netanyahu almost every other day since 10/7 until a phone call on 12/23 where Biden ended the conversation in anger over Israel withholding the PA’s tax revenue, not allowing enough aid to enter Gaza, the intensity of the Israeli bombing of Gaza, and the lack of engagement on plans for after Israel’s war. Senator Chris Van Hollen (D-MD) tells Axios that “Netanyahu has given Biden the finger” at every juncture and that the Biden administration pleads with Netanyahu but gets “slapped in the face over and over again.” Axios also says Secretary Blinken’s visit to Israel earlier in the week was contentious due to the Israeli refusal to pay the PA its full tax revenue. Israeli Channel 12 reports that war cabinet member Gadi Eisenkot pressed the rest of the war cabinet to make a deal with Hamas to free the remaining captives, however, Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant reportedly disagreed, saying military pressure is the only way forward. Channel 12 also reports that the Bank of Israel expects the war on Gaza to cost $54 billion between 2023 and 2025. So far, the war has cost Israel $6.6 billion. (AJ 1/14)

In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in al-Fara’a refugee camp on 12/8. Israeli settlers threw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya; no injuries were reported. Israeli forces shot and killed a Palestinian man, claiming he had stabbed an Israeli soldier with a knife during an Israeli raid in Dura. Israeli forces also shot and killed a Palestinian child during a raid in ‘Azzun. In East Jerusalem, Israeli authorities delivered evacuation orders to several Palestinian families living on around 9 dunams (2.2 acres) of land in the Moroccan Gate area of the Old City, giving them 60 days to file objections. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City Dayr al-Balah, Maghazi, Jabaliya refugee camp, and al-Bureij refugee camp, killing more than 200 people. Israel continued its siege of al-Awda Hospital in Jabalia refugee camp for the third day in a row, injuring 2 health workers. Israeli forces also shot and injured 2 paramedics in an ambulance outside of the European Hospital in Khan Yunis. The Red Crescent delivered medical supplies to al-Ahli Arab Hospital in Gaza City and evacuated 19 patients; 1 of the patients died during the evacuation and 1 Red Crescent staffer was beaten and interrogated for 4 hours by Israeli forces. 4 Israeli soldiers were killed in combat. In Tzrifin, an Israeli soldier was injured after being hit by a car; 2 were arrested, including a man from Rahat and a man from Qalqilya in the West Bank. The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The Israeli defense minister Yoav Gallant ordered Israeli Central Command chief Yehuda Funch to authorize entry of Israeli settlers to the Homesh settlement outpost and to grant the Shomron Regional Council a plot of land to create a Yeshiva on. The move was made to prevent Palestinian landowners from successfully appealing to the Israeli High Court of Justice to have the settlers cleared from Homesh and for them to regain access to their land. U.S. State Department spokesperson Matthew Miller said that the U.S. was “deeply troubled” by the Israeli decision, noting that the order contravened promises made by then Israeli prime minister Ariel Sharon in 2004 to the Bush administration and by the Netanyahu government to the Biden administration. The French foreign ministry also condemned the move, saying it contravened commitments made by Israel at the Aqaba and Sharm El Sheikh summits in February and March. According to Axios, Israeli officials had told the Biden administration that Israel does not intend to turn Homesh into a new settlement. Haaretz reported that Israeli finance minister and de facto governor of the West Bank, Bezalel Smotrich, has stressed at closer door meetings that it is Israeli policy to improve infrastructure in Israeli settlements and outposts to prepare for an additional 500,000 Israeli settlers moving to the West Bank. Smotrich also instructed government officials to draw up plans for more checkpoints between Israel and the West Bank for settlers. The U.S. responded to the reporting saying that “we view the expansion of settlement as an obstacle to peace.” The Israeli government later said that Smotrich’s statements did not represent the policies of the Netanyahu-led government. Palestinian eyewitnesses said that the Israeli soldier gave the settler the gun for him to shoot with. The Israeli military also refused to respond to Haaretz’s enquiry about an incident in May where a masked Israeli soldier shot and killed 1 Palestinian in ‘Urif. At Americans for Peace Now’s annual gala, Democratic senator Bernie Sanders (D-VT) said that he and Senate majority leader Chuck Schumer (D-NY) are working to significantly increase the U.S. humanitarian aid to Gaza as the Senate is working on a bill to give Israel $1 billion in military aid, allegedly to replenish the Iron Dome missile defense system arsenal. Senator Sanders said giving Israel $1 billion in military aid without addressing the suffering of the people in Gaza “would be wrong and unconscionable.” Sanders explicitly called for the U.S. to condition its military aid to Israel, saying that “[i]t is totally appropriate for the United States to say what that aid may and may not be used for.” Sanders also said that he is unimpressed by the policies of Israeli prime minister Naftali Bennett, saying that Bennett is pursuing the same policies as Benjamin Netanyahu when it comes to occupied Palestinian territories. U.S. secretary of state Antony Blinken landed in Tel Aviv for meetings with Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and defense minister Benny Gantz. Later in the day, Secretary Blinken met with PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh in Ramallah, as well as Palestinian activists at the offices of AMIDEAST. At a press conference with Prime Minister Netanyahu, Blinken reiterated the Biden administration’s support for Israel’s “right to defend itself” and said that the U.S. will help rebuild Gaza while preventing Hamas from benefiting from any U.S. aid. Netanyahu said that Israel would have a “very powerful response” if Hamas breaks the ceasefire. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. The Trump administration closed the consulate and merged it with the Israeli embassy after it was moved to Jerusalem. UN humanitarian coordinator for the Palestinian territories Lynn Hastings also toured Gaza to assess the damage, calling for the blockade to end and expressing concern about a potential new COVID-19 outbreak. In Gaza, 4 Palestinians were killed and many were injured, raising the comprehensive death toll since 5/10 from 232 to 236, including 65 children and 3 pregnant women. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict.
