Israeli forces shoot and kill Fadi al-Qunbar, a Palestinian truck driver, outside the Old City after he rams a group of Israelis, killing 4 IDF soldiers and injuring at least 13 other people. Israeli forces then conduct raids on the alleged attacker’s home in Jabal Mukabir, interrogating his family for hours, threatening punitive demolition, and establishing checkpoints in the area. Their prolonged presence in the neighborhood sparks clashes with stonethrowing Palestinians; there are no serious injuries. After Israeli PM Netanyahu accuses the alleged attacker of supporting ISIS, Israel’s security cabinet decides to use administrative detention against any persons suspected of committing a crime who also identify as supporters of the group. The cabinet also decides to punitively demolish the attacker’s home as soon as possible, and to close down the attacker’s neighborhood, Jabal Mukabir. Meanwhile, the attacker’s family says he was motivated by U.S. pres.-elect Trump’s pledge to move the U.S. embassy from Tel Aviv to Jerusalem. “He was very angry, and said transferring the embassy would lead to war,” his cousin says. Israel settlers assault and injure a number of Palestinians outside Huwwara village nr. Nablus and throw stones at Palestinian cars driving nearby. The IDF delivers stop-work orders to 11 Palestinian homes under construction nr. Bethlehem. IDF troops conduct raids nr. Nablus, sparking clashes with stone-throwing Palestinians outside Bayt Furik village; 1 Palestinian is arrested. They arrest 9 more Palestinians during late-night raids in Jenin and nr. An Israeli sniper shoots and kills a Palestinian youth during major clashes sparked by an IDF raid overnight in Bayt Rima village nr. Ramallah. The IDF temporarily shuts down entrances to the village after the clashes. Elsewhere in the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, sparking minor clashes with stone-throwing residents; 2 Palestinians are injured. They also arrest 5 Palestinians during late-night raids nr. Nablus, Hebron, Tulkarm, and Bethlehem, and patrol nr. Hebron throughout the day. Israeli forces begin building a road leading to a settlement outpost nr. Nablus. Late at night, armed Palestinians allegedly shoot and injure an Israeli settler driver nr. Rantis village nr. Ramallah. Israeli forces then close the entrances to Rantis and 3 other villages in the area (Rantis and Shuqba village will be reopened on 1/13). In East Jerusalem, Israeli forces conduct raids nr. the Old City and in Shu‘fat r.c., arresting 4 Palestinian youths and shutting down several shops. Residents of the illegal Amona settlement outpost, which had been ordered evacuated and demolished by 12/25, vote to accept a new version of a compromise relocation plan proposed by Israeli PM Netanyahu and Edu. Min. Bennett on 12/12, days after they had rejected a previous version. The proposal will allow 24 of the 40-odd families to relocate to nearby plots of land on the same hilltop. Netanyahu also says he is working to deny B’Tselem its right to a national service volunteer. The group only is allotted 1 such volunteer, and the post is currently unfilled. (HA 10/16)

Around 60 right-wing Jewish activists visit Joseph’s Tomb outside Nablus overnight, sparking clashes with stone-throwing Palestinians. IDF troops disperse the clashes, arresting some of the Jewish activists. There are no serious injuries. Because this was an unauthorized trip, the activists did not have an IDF escort. Elsewhere in the West Bank, IDF troops conduct raids and house searches in 1 village nr. Hebron and in Aida r.c. nr. Bethlehem, arresting 3 Palestinians; and patrol nr. Ramallah, Qalqilya, and Hebron. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In Nablus, PASF troops arrest and beat to death Ahmad Izzat Halawa, 50, a Fatah military leader allegedly involved in the killing of 2 PASF troops on 8/18, sparking clashes; 1 Palestinian is lightly injured. Palestinians in Nablus begin a general strike to protest the killing. PASF troops also conduct an atypical raid in Area C of the West Bank searching for suspects connected to the 8/18 killings, and arrest many Palestinians in Anata village. Two days after Egyptian pres. al-Sisi said that Russian pres. Putin would be willing to host Israeli-Palestinian peace talks, Israeli PM Benjamin Netanyahu speaks with Putin by telephone to discuss the idea, as well as other regional issues. No further details about their conversation are reported. (HA 8/23; TOI 8/23)

The IDF maintains restrictions on Palestinian movement in Hebron and the surrounding district that it put in place on 7/1. They also maintain the closure of Sa‘ir village nr. Hebron, nr. the site of the settler shooting on 7/9; conduct raids and bulldoze land in and around the village; and temporarily close nearby al-‘Arub r.c. IDF troops conduct further late-night raids and house searches in and around Hebron, Bethlehem, and Tulkarm, arresting 11 Palestinians, issuing arrest summons to 2, and confiscating 1 vehicle. In East Jerusalem, Israeli forces arrest 3 Palestinians in Issawiyya for alleged stone-throwing, and confiscate a large number of antiquities from a shop in the Old City. In n. Egyptian FM Sameh Shoukry visits Israel to meet with PM Netanyahu and discuss the state of the peace process. Shoukry calls for Israeli-Palestinian confidence-building measures, pushes for the 2002 Arab Peace Initiative, and seeks backing for Egyptian pres. al-Sisi’s recent peace-building efforts. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Across the oPt, Israeli forces arrest 9 Palestinians during raids and house searches nr. Tulkarm, Hebron, and East Jerusalem; and conduct 15 patrols in the Hebron area during the day. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. Overnight, Israeli forces carry out the punitive demolition of the doors and windows of an apartment in Nablus, where a Palestinian deemed complicit in the 10/1/2015 killing of 2 Israeli settlers lived. IDF troops violently disperse Palestinian journalists conducting a sit-in nr. Ramallah marking World Press Freedom Day; there are no serious injuries. They also conduct late-night raids and house searches nr. Jenin, Ramallah, and Bethlehem, arresting 8 Palestinians; patrol nr. Hebron and Nablus. More than 2,000 Israeli settlers, along with an IDF escort, perform religious rites in a Palestinian village nr. Salfit late at night. In East Jerusalem, Israeli forces arrest 1 Palestinian on a patrol in the Old City and a 2d during a raid in al-Tur. Along Gaza’s border, armed Palestinians open fire on IDF vehicles patrolling nr. Jabaliya r.c., causing damage. The cross-border shooting comes shortly after Israeli PM Netanyahu toured the area this morning. The Israeli NGO Peace Now reports that Israel’s Civil Admin. recently allocated 300 dunams (around 75 acres) of land for the expansion of a settlement s. of Bethlehem. Meanwhile, 3 Palestinians who work in an Israeli industrial zone nr. Tulkarm file a complaint with the Israeli National Labor Court to recognize their right to share equal working conditions. The court will deny their request on 7/19. Currently Palestinians working in Israeli-controlled areas are subject to 1967 Jordanian law while their Israeli counterparts are subject to different labor laws. (MNA 7/14; JP 7/15)

Israeli PM Netanyahu reportedly says, “We cannot develop the settlements further, but rather need to preserve what we have,” in comments to a settler organization called the West Bank Regional Council (WBRC). The Yesha Council, a settler umbrella group including the WBRC, responds, saying “a govt. that does not build in Judea and Samaria loses its right to exist.” The Likud Party then denies that Netanyahu made any statement of policy regarding a settlement freeze. In Vienna, the P5+1 and Iran reach a final, comprehensive agreement to limit Iran’s nuclear program in exchange for sanctions relief. U.S. pres. Obama calls Netanyahu to discuss the agreement, and he reportedly offers to hold talks on increasing military aid to Israel. In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hours before the Knesset is set to vote on whether to hold early elections, Israeli PM Netanyahu and opposition leader, Kadima party head Shaul Mofaz, make the surprise announcement that Kadima has agreed to join the governing coalition and that they will form a new unity government rather than send the country to early elections (see 5/6/12). The deal is contingent on meet 3 Kadima demands: (1) that Mofaz becomes a vice PM and “special minister in charge of the process with the Palestinians” (already agreed by Netanyahu); (2) that the Knesset passes legislation requiring all Israeli citizens including the ultra-Orthodox to perform military service if they are to receive government benefits; and (3) that unspecified elections reforms are enacted. With Kadima’s 28 Knesset seats, the coalition deal gives Netanyahu control of 94 of 120 seats in parliament and leaves no single faction in a position to topple the government. The deal is also a benefit to Netanyahu from the standpoint that he can keep Barak, a strong ally on the Iran issue, as DM. Direct Israeli-Palestinian negotiations are formally relaunched at a ceremony at the State Dept. in Washington, with Abbas and Netanyahu pledging to meet again on 9/13–14 in Egypt and then every 2 weeks thereafter to “keep momentum going.” Clinton, Abbas, Netanyahu, and U.S. special envoy George Mitchell meet, after which Abbas and Netanyahu meet privately for 90 mins. Mitchell then announces that the leaders have decided to work toward a “framework agreement” within a year that would outline “the compromises each side must be ready to make” to achieve peace as a 1st step before attempting to iron out a comprehensive peace treaty.
