The Hamas-run Ministry of Health in Gaza states that the critically injured Palestinian was a farmer working in the area, and not a protester. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers chase a number of Palestinian shepherds off their land near Jericho. IDF troops arrest 11 Palestinians during late-night raids near Jenin, Hebron, Ramallah, and Nablus; and patrol near Hebron and Bethlehem. PA prime minister Rami Hamdallah submits on behalf of his government his resignation to PA president Mahmoud Abbas. “[Hamdallah and his government] will continue to serve our people wherever they are and shoulder all its responsibilities until a new government is formed,” according to a PA statement. Abbas later accepts Hamdallah’s resignation, requesting that he continue to serve until a new government is formed. It’s unclear when that will be. The Egyptian authorities open the Rafah border crossing for passage in both directions for the first of 2 planned days. They have largely kept the crossing closed since 1/5. (ALM 1/31)

One day after Israeli prime minister Benjamin Netanyahu announced his intention not to renew the Temporary International Presence in Hebron (TIPH)’s mandate, PLO secretary-general Saeb Erakat calls on the UN to deploy a permanent international force in the West Bank and East Jerusalem. The UN should “guarantee the safety and protection of the people of Palestine” until “the end of Israel’s belligerent occupation,” he says. Separately, Norway’s Foreign Minister Ine Marie Eriksen Søreide says that Netanyahu’s “one-sided” decision to not renew the TIPH’s mandate is “worrying” and that if could “mean that the implementation of an important part of the Oslo Accords is discontinued.” (AP, YA 1/29; TOI 1/30)

Widely seen as one of the greatest challenges to Israeli prime minister Benjamin Netanyahu, former head of the IDF Benny Gantz officially launches his campaign ahead of the 4/9 Israeli elections. “Under my leadership, the government will strive for peace and will not miss an opportunity to bring about regional change,” he says, pledging to strengthen the “settlement blocs and Golan Heights” and build a “united Jerusalem.” Netanyahu later criticizes Gantz’s speech as just “another speech by [Yesh Atid leader Yair] Lapid. In the West Bank, Israeli forces demolish a Palestinian home and a makeshift Palestinian residence in Fasayil village near Jericho. IDF troops arrest 1 Palestinian during a raid in Tulkarm refugee camp; and patrol near Jenin and Hebron. Along Gaza’s border, IDF troops open fire on Palestinian farmland near al-Maghazi refugee camp and Dayr al-Balah, causing no damage. After Israeli prime minister Benjamin Netanyahu again called on Iran to withdraw its forces from Syria on 1/15, the head of Iran’s Revolutionary Guards Corps, Major General Mohammad Ali Jafari, says that Iran has no intention of doing so. “The Islamic Republic of Iran will keep its military advisors, revolutionary forces and its weapons in Syria,” he says. “You should be afraid of the day that our precision-guided missiles roar and fall on your head.” (HA JP, REU, YA 1/16)

In East Jerusalem, Israeli MK Yehuda Glick leads a group of 40 right-wing Jewish activists on a tour of Haram al-Sharif. A Palestinian demolishes his storehouse, parking area, and staircase in Silwan to avoid paying Israeli demolition fees. In the West Bank, Israeli forces demolish 2 Palestinian homes and a sheep barn in Fasayil village near Jericho. IDF troops shut down the main street in Bayt Umar while they conduct raids in the village, sparking clashes with stone-throwing Palestinians; there are no reported injuries. The IDF launches a major military operation, dubbed Operation Northern Shield, aimed at exposing and demolishing tunnels stretching from southern Lebanon into northern Israel. Hezbollah has reportedly built a network of such tunnels since 2006. Kicking off the operation, Israeli forces uncover a tunnel stretching 40 meters into Israel and booby-trap it to prevent anyone from entering from the Lebanese side. (HA, JP, JP, TOI, YA 12/4)

Hours before the launch of Operation Northern Shield, Israeli prime minister Benjamin Netanyahu meets with U.S. secretary of state Mike Pompeo in Brussels to discuss recent developments in the Middle East, including Iran’s nuclear program. Netanyahu reportedly tells Pompeo about Operation Northern Shield and asks him to tell the Lebanese government that they need to stop Hezbollah from acquiring precision-guided missiles. Along Gaza’s border, Israeli firefighters put out a large fire in Kissufim Forest that was reportedly sparked by an incendiary balloon flown from Gaza. In the evening, an Israeli aircraft conducts a retaliatory air strike on a Hamas site near Khan Yunis, causing no injuries or damage. In the West Bank, IDF troops conduct raids in Dahaysha refugee camp near Bethlehem overnight, arresting 1 Palestinian and sparking clashes; 3 Palestinians are injured. They also arrest 3 Palestinians during raids in and around Tulkarm and patrol near Hebron. Israeli forces deliver stop-work orders to several Bedouin homes and barns under construction near Jericho. In East Jerusalem, Israeli forces shoot and injure 11 Palestinians during clashes sparked by an arrest raid in Abu Dis. Israeli defense minister Avigdor Lieberman says that Egypt and the UN have requested that Israel give them one more chance to de-escalate the situation in the context of the ongoing talks on a potential Israel-Hamas cease-fire agreement. He says that they are asking Israel to ease restrictions on Gaza in exchange for Hamas imposing limitations on resistance activities along the border fence. (JP, MNA 10/25)

The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Also in that context, the government permits the immediate construction of 470 previously approved housing units. “In addition to the new housing units, public and educational institutions will also be established, and will include synagogues, schools, parks, community centers and sports arenas,” says Construction and Housing Minister Yoav Gallant. “We must continue to establish [our] hold on the Jerusalem area.” (IHY, MNA 10/28; FMEP 11/2)

Jordan’s Foreign Minister Ayman Safadi insists that the Jordanian government is still committed to its 1994 peace treaty with Israel, despite King Abdullah’s 10/21 decision not to renew 2 annexes therein “We acted within the provisions of the peace treaty,” he says. “This is an indication of our commitment to the peace treaty. Israeli prime minister Benjamin Netanyahu and his wife Sara fly to Oman to meet with Sultan Qaboos bin Said. Because Oman and Israel have no formal diplomatic ties, the visit is seen as an indication of a growing relationship between Israel and Oman. After Netanyahu meets with the sultan, his office states that they discussed ways to achieve “peace and stability in the Middle East” and that the visit marks a “significant step in implementing the policy outlined by Prime Minister Netanyahu on deepening relations with the states of the region while leveraging Israel’s advantages in security, technology and economic matters.” (AP, JP, NYT, REU 10/26; HA 10/27)

Late at night, the IAF conducts 3 waves of air strikes targeting 25 Hamas sites across Gaza; the strikes cause massive damage and injure 3 Palestinians (2 near Rafah and 1 near Khan Yunis). The strikes reportedly come in response to the spate of incendiary kite and balloon attacks emanating from Gaza in recent weeks. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, Israeli settlers bulldoze several dunams of Palestinian land near Hebron, with the intent to expand neighboring settlements. They also level approximately 40 dunams (approximately 10 acres) of Palestinian land near Jericho. IDF troops conduct raids in al-Mazra‘a near Ramallah, sparking clashes with stone-throwing residents of the village; 1 Palestinian is injured. They arrest 18 Palestinians during late-night raids in and around Hebron, Tulkarm, Jenin, Nablus, and Bethlehem; and patrol near Nablus, Jenin, Qalqilya, and Salfit. An ailing Palestinian dies at the Erez border crossing. The Israeli authorities summoned him for an interview that could have led to him being granted a permit to travel to Israel for medical attention. The deceased submitted two previous applications for an interview, but both were rejected, with the Israeli authorities citing security concerns. (PCHR 6/21)

Egyptian security sources say that Egyptian president al-Sisi has decided to keep the Rafah border crossing open for another two months, until after the Muslim holiday Eid al-Adha in late 8/2018, for “humanitarian reasons.” The crossing has already been open for 1 month, far longer than any opening since 2014. (TOI 6/19; YA 6/20)

U.S. ambassador to the UN Haley announces that the U.S. has formally withdrawn from the UNHRC, reiterating the Trump administration’s complaints about the council’s chronic anti-Israel bias. She says the move is “not a retreat” and that the Trump administration would still like to help reform the UNHRC. Israeli PM Netanyahu welcomes the move, condemning the “biased” and “hostile” UNHRC. After Netanyahu decides again to postpone the planned evacuation and demolition of 7 buildings in the Palestinian village of Susiya near Hebron, Israeli settlers accuse him of succumbing to U.S. pressure. “The Israeli government’s folly is indescribable,” one settler leader says, pointing to the upcoming visit from U.S. president Trump’s son-in-law Kushner and U.S. special representative Greenblatt. IDF troops raid a protest camp nr. Hebron where approx. 175 Palestinian and Israeli activists are protesting the eviction of an entire Palestinian community in the area. The IDF tears down the activists’ tents and confiscates their generator and sound system; there are no serious injuries. IDF troops also violently disperse Palestinians nr. Ramallah (Silwad and Nabi Salih) and Jericho rallying in solidarity with the hunger-striking prisoners; at least 11 Palestinians are injured. Elsewhere in the West Bank, IDF troops shoot stun grenades and tear gas at Palestinian students in al-Khadir nr. Bethlehem, seriously injuring 1. The package is explicitly meant as a confidence-building gesture of good faith ahead of U.S. pres. Trump’s visit to Israel and the occupied Palestinian territories (oPt) on 5/22–23. Israel’s security cabinet creates a comm. to address unregulated settlement outposts and the implementation of the so-called regulations law that the Knesset passed in 12/2016 (see JPS 46 [3]). Elsewhere in the West Bank, IDF troops arrest a Palestinian allegedly planning a stabbing attack at Huwwara checkpoint nr. Nablus, arrest 7 Palestinians during late-night raids nr. Jenin, Hebron, Tubas, Ramallah, and Nablus; and patrol during the day in and around Qalqilya and Hebron. Israeli forces demolish a residential structure nr. Jericho. Palestinian youths throw stones at an IDF vehicle that reportedly entered Sa‘ir village nr. Hebron by accident. PASF and IDF troops then enter the village to escort the vehicle out. In East Jerusalem, Israeli forces arrest 4 Islamic Waqf guards at Haram al-Sharif after they prevent an Israeli archaeologist from removing several stones from the sanctuary. After closing it on 3/26, the Hamas-run Ministry of Interior in Gaza conditionally re-opens the Erez border crossing this morning. Medical patients, families visiting prisoners in Israel, women of all ages, and men between the ages of 15 and 45 are allowed to exit Gaza, and all are able to enter, as long as they possess the appropriate permissions. Meanwhile, Hamas’s Atty. Gen. Ismail Jaber issues a gag order on the publication of any information relating to the investigation into the killing of senior military cmdr. Fuqaha on 3/24. Israeli PM Netanyahu has decided to reassess his ban on Israeli MKs and ministers visiting Haram al-Sharif, according to reports in the Israeli press today. Any change in the current policy would come after a 3-mo. assessment period. Netanyahu instituted the ban in 10/2015 during the habba, the surge of Palestinian resistance, random attacks, and protests that began in Jerusalem in 9/2015. (JP, TOI 3/27; MNA 3/29)

Israeli forces shoot and kill Fadi al-Qunbar, a Palestinian truck driver, outside the Old City after he rams a group of Israelis, killing 4 IDF soldiers and injuring at least 13 other people. Israeli forces then conduct raids on the alleged attacker’s home in Jabal Mukabir, interrogating his family for hours, threatening punitive demolition, and establishing checkpoints in the area. Their prolonged presence in the neighborhood sparks clashes with stonethrowing Palestinians; there are no serious injuries. After Israeli PM Netanyahu accuses the alleged attacker of supporting ISIS, Israel’s security cabinet decides to use administrative detention against any persons suspected of committing a crime who also identify as supporters of the group. The cabinet also decides to punitively demolish the attacker’s home as soon as possible, and to close down the attacker’s neighborhood, Jabal Mukabir. Meanwhile, the attacker’s family says he was motivated by U.S. pres.-elect Trump’s pledge to move the U.S. embassy from Tel Aviv to Jerusalem. “He was very angry, and said transferring the embassy would lead to war,” his cousin says. Nablus, sparking clashes with stone-throwing Palestinians outside Bayt Furik village; 1 Palestinian is arrested. They arrest 9 more Palestinians during late-night raids in Jenin and nr. Israel’s Ministerial Comm. for Legislation unanimously approves a bill that would ban representatives from the anti-occupation group Breaking the Silence and other groups that allegedly “defame Israeli soldiers” from speaking in Israeli schools. (HA, JP 1/9)

In the wake of the deadly 6/8 attack in Tel Aviv, Israeli PM Netanyahu pledges to “act firmly.”Israeli authorities implement measures to crack down on Palestinians in Israel and the oPt: The IDF’s Coordination of Govt. Activities in the Territories Unit (COGAT) freezes the entry permits of more than 83,000 Palestinians, effectively barring them from entering Israel. This includes permits that were issued for Ramadan, and 204 issued to mbrs. of the attackers’ families prior to 6/8. COGAT also suspends all Gazans’ weekly trips to East Jerusalem (the suspension will prove temporary, covering only the 6/10 trip). Israel’s security cabinet meets in Tel Aviv to deliberate over additional measures to take in response to the attack. Afterward, DM Lieberman orders the IDF to suspend the return of all bodies of Palestinians killed in confrontations with Israeli forces. They also reopen a road e. of Hebron that they closed on 3/14, following a formal request from the PA. IDF troops patrol in a village nr. Ramallah, sparking clashes with stonethrowing Palestinians; 2 Palestinians are arrested and there are no serious injuries. They conduct further raids and house searches nr. Nablus, Jericho, and in Tulkarm, arresting 4 Palestinians; patrol nr. Qalqilya, Jericho, Ramallah, and Hebron. In East Jerusalem, the Jerusalem Municipality prepares to demolish a Palestinian home in Wadi al-Juz, but Israeli PM Netanyahu’s office intervenes, canceling the demolition to avoid increasing tensions in the city ahead of Passover. Meanwhile, the extreme messianic group Temple Institute says that it conducted a secret Jewish wedding at Haram al-Sharif, violating the ban on Jewish religious ceremonies at the sanctuary. A U.S. State Dept. spokesperson says that the U.S. opposes a UNSC res. censuring Israel’s settlements, such as the one the Palestinian leadership is currently circulating. He adds, “I can firmly shut the door,” ending all speculation about U.S. support for the effort. (USSD 4/12; JP 4/13)

IDF troops conduct a raid on the campus of a university nr. Tulkarm, sparking clashes with Palestinian students; 18 Palestinians are injured. Palestinian youths throw stones at IDF troops in a village nr. Qalqilya, sparking clashes; 1 Palestinian is injured. Israeli soldiers assault and arrest 3 Palestinian students s. of Nablus. Israeli MK Ghattas (Joint List) sends a statement to PM Netanyahu and DM Ya’alon calling for them to keep Israeli forces away from the Freedom Flotilla III. As the flotilla makes its way from Greece to Gaza, Netanyahu’s office releases a letter in which he told the activists, “Perhaps you meant to set sail for a place not far from here—Syria. Israel’s FM dir.-gen. Dore Gold meets with Egyptian officials in Cairo to discuss ways to relaunch peace negotiations with the Palestinians. It is the 1st visit to Cairo of a high-ranking Israeli official since 2011. (JP, YA 6/28)

Hebron, prompting clashes with residents. Three are injured by rubber-coated metal bullets. IDF troops also fire tear gas into the grounds of 2 schools in al-Khadir, nr. Bethlehem. Meanwhile, residents of Furaydis hold a general strike to protest the “price tag” attack on 4/29, where racist graffiti was sprayed on a mosque. Israel’s Labor Party elects former minister Isaac Herzog as its new leader, defeating incumbent Shelly Yachimovich with 58.5% of the vote compared to the latter’s 41.5%.
