The IDF says that a 21-km section of the separation wall around the n. and s. of Jerusalem should be completed by the end of 7/03. The IDF sends tanks, troops into Ramallah, occupying buildings surrounding Arafat’s headquarters, conducting searches, withdrawing after 2 hrs.; fires on residential areas of Rafah, wounding 1 woman; places a curfew on Tulkarm; bulldozes 2 Palestinian homes in Bayt Rima. In Dayr al-Ghasun, Palestinians, accompanied by ISM volunteers, for the 1st time attempt to gain access to farmland newly cut off by Israel’s separation wall to plant fall crops, but the IDF denies them passage; the wall cuts off 500 farmers fr. 3,000 dunams of village crop land. Nr. Nablus, the IDF arrests 6 ISM mbrs. who remove 2 earthen roadblocks barring Palestinian traffic on a local road. The IDF also issues order for the confiscation of 424 dunams of land n. of Tulkarm (for construction of the separation wall), 100s of dunams of land in al-Khadir (reportedly to expand Ofra settlement); tightens roadblocks around Jenin, Nablus, Ramallah; fires on a PSF post in Rafah, causing no injuries; fires on residential areas of Dayr al-Balah; demolishes a Palestinian home in Rafah; conducts arrest raids in Hebron. Palestinians rally in Khan Yunis to call for Israel’s release of Palestinian prisoners. Jewish settlers scuffle with IDF soldiers attempting to evacuate an unauthorized settlement outpost nr. Nablus. The IDF bulldozes 100 dunams of land southwest of Rafah; detains 4 ISM mbrs. at a “peace camp” set up in Arraboni as a nonviolent demonstration against construction of the separation wall; fires on Palestinian residential areas nr. The PSF says it has released 9 PRC mbrs. recently arrested after the comms. agreed to abide by the Hamas–Islamic Jihad cease-fire. The IDF begins construction of a permanent fence in the Old City of Hebron separating the Ibrahimi Mosque/Tomb of the Patriarch fr. the Palestinian-controlled section of the city; shoots, wounds a Palestinian “acting suspiciously” in Tulkarm; fires on Palestinians who reportedly attack an IDF outpost in s. Gaza, wounding 1; conducts arrest raids in Jenin, detaining 15 Palestinians, including a local Islamic Jihad leader. Late in the evening, an Islamic Jihad suicide bomber detonates a device in a home in Kfar Yavetz, in central Israel nr. the West Bank, killing 1 Israeli; a statement by Islamic Jihad’s Jenin cell says it has broken the ceasefire since Israel has not complied with requirements to free all Palestinian prisoners, but senior Islamic Jihad officials, including chief spokesman in Gaza Muhammad al-Hindi, say the attack was not coordinated with the group’s leadership, which reaffirms its adherence to the cease-fire. Unidentified Palestinians fire on, detonate a roadside bomb nr. workers building Israel’s separation wall nr. Qalqilya, causing no injuries. Israel releases 9 administrative detainees, all arrested during the 6/24 sweep of Hebron, as a goodwill gesture to the PA. The IDF redeploys to the outskirts of Bethlehem, turning security control over to the PSF; the IDF will continue to patrol Bayt Jala, control the area around Rachel’s Tomb (an especially high separation fence around the tomb reportedly is planned), but otherwise vows not to enter the town unless the PA is unable to prevent an imminent attack on Israelis fr. the city. The IDF confiscates 283 dunams of land s. of Khan Yunis, for a new settler bypass road for Morag; enters the offices of the Hebron Rehabilitation Comm. (HRC), orders all HRC reconstruction projects to halt; demolishes a Palestinian home in East Jerusalem; moves the Ganei Tal settlement fence east, bringing 4 Palestinian homes within the settlement’s zone of control. Palestinian gunmen fire on Israeli construction workers building the separation wall nr. Tulkarm, lightly injuring 1 Israeli security guard; fire on an IDF patrol in Nablus, causing no injuries. The IDF fatally shoots 2 Palestinians nr. Atzmona settlement; conducts arrest raids (targeting Hamas, Islamic Jihad, PFLP) in Bethlehem, al-Fahs, Hebron, Jenin, Nablus, al-Qarara, Ramallah, Tufah; demolishes a Palestinian home in Ras al-Amud, 1 in `Aqbat Tafuh. Late in the evening, IDF helicopters fire missiles at the Gaza City home of senior Hamas mbr. Muhammad Atil, killing his 2 teenage children, wounding 11. The IDF reports that it has removed fr. his post an intelligence officer who “disrupted” a planned air strike in retaliation to the 1/5 Tel Aviv bombing in order to “prevent harm to innocent Palestinians”; the officer was in possession of, refused to share intelligence information critical to the mission. International Atomic Energy Agency, UN inspectors report that Iraq has generally cooperated with inspections but has not been proactive; they have found no evidence of biological, chemical, or nuclear weapons but say some questions remain. (MM 1/27; MM, NYT, WP, WT 1/28; MM 1/31)

Off the Gaza coast, a Hamas mbr. in a booby-trapped raft attempts to ram an Israeli naval patrol boat, but soldiers fire on the raft, causing it to explode, killing the Hamas mbr., causing no damage. Nr. Hebron 2 Hamas gunmen attack a lone trailer marking an illegal hilltop outpost, occupied by a single Jewish settler family; 1 Palestinian, 1 Jewish settler (a prominent mbr. of the outlawed Kach movement) die in an exchange of gunfire, 3 settlers are wounded, the other Palestinian escapes. Soon after Jewish settlers attack, vandalize Palestinian homes in Hebron. The IDF erects a sand barrier around the al-Sayafa area in the n. of the Gaza Strip, closing it off fr. its surroundings; bulldozes 1,500 m² of land, a main road in al-Qarara; conducts arrest raids in Tulkarm; erects a new checkpoint e. of Dayr al Balah. Some 3,500 Palestinians attend a Hamas-led rally in Gaza City protesting U.S. plans to attack Iraq. The IDF says that it is concerned over the increase in weapons thefts fr. IDF bases during 2002; claims Jewish underworld figures, Israeli Arabs, Palestinians involved. The IDF opens fire on a Jenin market full of children on their way to school, fatally shooting an 18-yr.-old Palestinian, wounding 23; fires on a group of Palestinians throwing stones, Molotov cocktails at APCs patrolling central Tulkarm in search of wanted AMB mbrs., killing 1 Palestinian bystander, wounding 18; fires on Palestinians firing a mortar at Nisanit settlement (no damage), killing 1 Palestinian bystander, wounding 9; fatally shoots an armed Islamic Jihad mbr., dressed in an IDF uniform, attempting to infiltrate Netzarim settlement; searches, blows up a clearly marked UN World Food Program (WFP) warehouse in Gaza, containing 500 metric tons of food to feed 38,000 needy Palestinians for 1 mo.; bars a Palestinian heart-attack victim fr. fr. reaching a hospital in Azariyya, allowing him to die. In Hebron, the IDF announces that it plans to demolish 15 Palestinian homes to create a bypass road, protective wall linking Kiryat Arba settlement to the Cave of the Patriarchs/al-Ibrahimi Mosque (see 11/17); soldiers search several homes in the area to see if they are inhabited. YESHA settlers council chmn. Bentzi Liberman says that settlers are planning to set up new neighborhoods (15+n50 units each) in 14 settlements, expand construction in 10s of settlements in the run-up to 1/28/03 elections. The expansions will be funded by the Housing Min., a private developer. (MA 12/3 in WNC 12/4)

Overnight, the IDF sends troops into Jenin, killing 1 Palestinian; fatally shoots a 3d Palestinian nr. Ramallah. The IDF openly assassinates local AMB leader Walid Sbeh in al-Khadir. A Palestinian suicide bomber detonates a device nr. a border police unit nr. Tulkarm, causing no injuries. In Gaza, the IDF begins work on an iron barrier at Netzarim Junction, apparently to better control Palestinian movement on the main road btwn. n. and s. Gaza; orders Khan Yunis fishermen to move their operations to Rafah harbor; demolishes an industrial complex nr. Gaza City, including the only factory in Gaza for producing bottled oxygen for hospitals. The IDF also fires on Palestinians circumventing the Surda checkpoint (nr. Ramallah), injuring 4. The 4-day 34th World Zionist Congress opens in Jerusalem. The 750-seat congress convenes every 4-5 years to negotiate the policy of the World Zionist Organization, which makes up half the decision-making power of the Jewish Agency. The Jewish Agency controls a $350 m. annual budget, which is used for immigration and absorption, as well as worldwide religious, political, education programs. (HA, JTA 6/18)

U.S. special envoy Ross meets separately with Israeli PM Barak and with PA negotiators Erakat, Dahlan. Neither Israel, the PA see a possibility for convening another summit mtg. soon. (NYT, WT 8/18)

Lebanon accuses Israel of committing 4 new violations of the blue line, the nonborder marking the UN certified IDF withdrawal fr. s. Lebanon (see Peace Monitor in JPS 117), including moving the separation fence into Lebanon at one point nr. Metulla. (RL 8/18 in WNC 8/21; MEI 9/1)

Arafat rejects new Hebron redeployment plan presented to the PA by Israeli Infrastructure M Sharon. The plan calls for expanding the area to be transferred to full PA control, decreasing the number of Palestinians left under Israeli control fr. 17,000 to 3,000; linking the Jewish enclave to the Tomb of the Patriarchs/ al-Ibrahimi mosque, Kiryat Arba settlement; erecting a wall btwn. the Arab, Jewish sections; permitting PA to increase police presence in Hebron within 6 mos. if security in the city is maintained.
