Israeli forces raid Deir Ibzi, taking measurements for a punitive demolition of the family home of a Palestinian killed on 3/22. Israeli forces also arrest 15 Palestinians during raids in and around Hebron, Ramallah, Bethlehem, Tubas, and Nablus. Hamas political bureau member Bassem Naim says Israel has withdrawn its agreement on points previously agreed to in ceasefire negotiations and that it seems that Israel is using the negotiations as cover to continue its attacks. At the UN Security Council, a vote on a new ceasefire resolution is postponed until 3/25. Israeli ambassador to the UN Gilad Erdan says Palestinians need the same “educational transformation that the German people underwent after the Third Reich.” Erdan also says “the road to a permanent ceasefire passes through” Rafah. UN secretary-general Antonio Guterres visits the Rafah crossing, calling for a ceasefire and for Israel to give “total, unfettered” access for humanitarian aid to enter Gaza. UN high commissioner for human rights Volker Turk says 2023 set a record for the most new Israeli settlement units since the UN began monitoring them in 2017. 24,300 new housing units were advanced between 11/1/2022 and 10/31/2023. Among the reported torture methods employed against the Palestinians are beatings, use of nail guns on knees, sexual abuse of men and women, use of electrified metal sticks in prisoners’ rectums, waterboarding, and threats to harm family members. The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. In an Oval Office address, U.S. president Joe Biden compared Hamas to Russian president Vladimir Putin and his attack on Ukraine, saying both want to annihilate their neighbors. Biden also said he will send an “unprecedented” aid package for Israel to Congress for approval. The package was reportedly worth $14 billion. UNRWA commissioner-general Philippe Lazzarini said “Gaza is running out of water, and Gaza is running out of life. A landlord in Planfield, Illinois stabbed and killed a 6-year-old Palestinian American boy and severely injured his mother. Israeli communications minister Shlomo Karhi said he will ask the cabinet to close Al Jazeera’s office in Israel. Karhi also promoted emergency regulations titled, “Limiting Aid to the Enemy through Communications,” that would allow him to direct Israeli police to arrest people, remove them from their homes, and seize their property if he believes they have spread information that could harm national morale or serve as enemy propaganda. U.S. secretary of state Antony Blinken said President Abbas and “virtually every other leader that I have talked to in the region” warned against the idea of transferring Palestinians from Gaza to the Sinai Peninsula. Blinken also met with Egyptian president Abdel Fattah el-Sisi, announcing the Rafah crossing was open. It was unclear if it was only open for aid or for travel; reporting suggested it was not open for either. El-Sisi criticized Blinken for his remarks in Israel earlier in the week, when Blinken said he came to Israel “as a Jew,” and el-Sisi said the Israeli attacks on Gaza go beyond self-defense and amount to collective punishment. Blinken also met with Saudi crown prince Mohammed bin Salman who, after letting Blinken wait for hours for the meeting, urged him to help stop the attacks, make Israel respect international law, and lift the siege on Gaza. The Palestine Writes Literature Festival organizing committee released a letter it had written to the University of Pennsylvania on 9/2 in response to attacks by Zionist organizations, including the Anti-Defamation League and the Jewish Federation, that had called on the university to cancel the festival which is scheduled for 9/22-9/24. The organizing committee rejected charges of anti-Semitism and the conflation of anti-Semitism and anti-Zionism, calling suggestions that the festival is a threat to Jewish students at the university libelous. 2 Israelis were sentenced to 11 and 4.5 years in prison for an attack on a Palestinian man in Jerusalem in 2021 during the Unity Intifada. Noam Elimelech was sentenced for stabbing the man 10 times in addition to punching and kicking him and for attacking a police officer. Naftali Elmakais was sentenced for punching the man after he was on the ground. The 2 Israelis also had to pay the Palestinian man $26,000 in damages. 2 other Israelis are convicted but have yet to be sentenced. (HA 9/14)

The Israeli Ministry of Justice said it managed to reconstruct a deleted video related to the arrest and assault on a Palestinian man in Shu’fat in August who had what appeared to be a Star of David imprinted on his face. Israeli police had claimed that there was not any video of the incident and that the 16 police officers who arrested the man all had their body cameras off. (HA 9/14)

Israeli forces shot and wounded 8 Palestinians with live ammunition during a raid in Beita, including 1 man who was filmed walking away from the Israeli soldiers unarmed when he was shot in the back. The Israeli cabinet approved a 5-year plan that will see $850 million invested in developing East Jerusalem, including in infrastructure, education, employment, and welfare. The Israeli Be’er Sheva Magistrate Court ruled that 500 Palestinians living in Ras Jrabah must demolish and leave their homes by March 2024 to make way for expansion of Dimona. The Palestinians will also have to pay $31,700 in legal fees. The residents of Ras Jrabah had requested that they remain in the area they have lived in since before the Nakba by being absorbed into Dimona, a request the court denied. The Knesset passed the third and final reading of the bill that overturns the reasonableness standard, which has allowed the Israeli High Court of Justice to void government decisions that it deems unreasonable. The bill is a component of the Israeli government’s judicial overhaul plans. Israeli police used water cannons to disperse Israeli protesters outside of the Knesset and 1 Israeli man rammed 3 protesters with his car in Kfar Sava. More than 11,000 Israeli reserve soldiers said on 7/21 and 7/22 that they would not report for voluntary reserve duty if the law passed. The American Anthropological Association voted to adopt a boycott of Israeli academic institutions, citing discrimination against Palestinians. 71% of the votes cast between 6/15 and 7/14 were in favor of the pro-BDS vote. (MDW, MEE 7/24; WAFA 7/26)

In the West Bank, Israeli settlers uprooted 20 olive tree saplings and stole a water tank in Umm Safa. Israeli forces raided Jenin, killing 7 Palestinians, including 2 minors, and injuring 91. 7 Israeli soldiers were injured by an IED; an Israeli combat helicopter subsequently fired on Palestinians while the wounded soldiers were extracted from Jenin. It was the first time since the Second Intifada that combat helicopters were deployed in the West Bank. Among the Palestinian wounded were a clearly marked journalist and a Palestinian minor who was struck by gunfire while at her home. 2 Palestinians were arrested. 7 Israeli vehicles were damaged and left in Jenin. The Palestinian Red Crescent said Israeli forces had fired live ammunition at 4 Palestinian ambulances during the raid. The PA called the incident a “recurring massacre.” Israeli forces also shot and killed 1 Palestinian and injured 2 others with live ammunition during a raid in Husan. Elsewhere, Israeli forces opened fire at a Palestinian vehicle near Tura, injuring 2 who had allegedly rammed 1 Israeli soldier. Israeli finance minister and de facto West Bank governor Bezalel Smotrich called for a “broad operation to eradicate terrorists’ nests” in the West Bank after the Israeli raid in Jenin, saying the raid was “tweezer activity.” UN human rights commissioner Volker Türk expressed “extreme” worry about Israel’s excessive use of forces and extrajudicial killings. Israeli national security advisor Tzachi Hanegbi acknowledged that the Israeli hope of direct flights between Israel and Saudi Arabia for this year’s Hajj would not happen. An anti-BDS bill was introduced to the British House of Commons by Levelling Up Secretary Michael Gove. The bill, which would prevent local councils and universities from boycotting Israel and companies that trade with Israel, will have to pass 5 stages to become law. The European Commission’s Trade Department issued new guidelines forcing importers to declare if products are made in Israeli settlements in the West Bank, East Jerusalem, or the Golan Heights. Haaretz reported that Lehava chairperson Bentzi Gopstein was advising National Security Minister Itamar Ben-Gvir and others in the Israeli police. Saudi foreign minister Faisal bin Farhan told reporters that Saudi-Israeli normalization would have “limited benefits” without agreement on a “pathway to peace for the Palestinian people,” after a meeting with U.S. secretary of state Antony Blinken. Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. According to a State Department spokesperson, Blinken also said that Israel needs to uphold commitments made during the summits in Aqaba and Sharm El Sheikh in the spring. (AX, HA, MEE 6/8)

The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. The paper mentions transferring management of settlements to Ministry of the Negev, the Galilee, and National Resilience, the appointment of Bezalel Smotrich as a minister in the Defense Ministry in charge of settlements, legalizing 10 settlement outposts, building over 7,000 new settlement units, re-establishing evacuated settlements, and introducing legislation that applies to the occupied territories. In East Jerusalem, Israeli settlers gathered at the entrances to the Haram al-Sharif compound, attacking Palestinians and their property and chanting provocations at Muslim worshippers for the second day in a row. At the 32nd Arab Summit in Jeddah, Syrian president Bashar al-Assad attended for the first time since Syria was suspended from the Arab League in 2011. Ukrainian president Volodymyr Zelenskyy also attended. UNRWA commissioner-general Philippe Lazzarini addressed the attendees, calling on the Arab states to increase their funding for the agency. The Arab states affirmed the centrality of the Palestinian cause to the Arab League in its final communique.
