Israeli settlers also assault a Palestinian man near Dura, threatening to kill him if he continues to herd his sheep in the area. Elsewhere, Israeli settlers steal a tractor in Battir. Israeli settlers also throw stones at Palestinian vehicles traveling between Huwwara and Qalqilya. Israeli forces raid Balata refugee camp, demolishing homes and razing a main street. Israeli forces also arrest 10 Palestinians during late-night raids in and around Nablus, Balata refugee camp, Qalqilya, Bethlehem, Hebron, and Jenin. In East Jerusalem, Israeli forces arrest 5 Palestinians during raids in al-Tur and Shu’fat refugee camp. In Gaza, Israeli forces bomb Maghazi, Dayr al-Balah, Khan Yunis, and Gaza City, killing at least 77 people, including 4 at a tent for journalists outside of al-Aqsa Hospital in Dayr al-Balah where a WHO team is visiting to the assess needs of the hospital. Israeli forces also continue to raid and besiege al-Shifa Hospital. 4 Palestinians die of starvation at the Kamal Adwan Hospital, bringing the number of hunger-related deaths to at least 34. An Israeli soldier is killed in combat and another soldier succumbs to wounds sustained on 3/29. In Ashdod, Israeli forces shoot and kill a Palestinian man who allegedly stabbed and injured 3 Israelis in a shopping mall. In Beersheba, Israeli forces shoot and kill a Palestinian citizen of Israel who allegedly stabbed and injured an Israeli soldier at a bus station. In Jerusalem, tens of thousands of Israelis rally, calling for new elections. In Lebanon, Israeli forces bomb Kounine, killing Hezbollah commander Ismail al-Zin. More than 32,782 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 75,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 226 trucks carrying aid enter Gaza. Israeli military officials and soldiers tell Haaretz that Israel has designated “kill zones” in Gaza where all Palestinians entering the invisible zone are classified as terrorists and soldiers are ordered to kill all unarmed adult men. (HA 3/31)

Israeli prime minister Benjamin Netanyahu says in a speech that “the whole world is ganging up on us,” calling on Israelis to unite in defending Israel physically and morally. Netanyahu also says the invasion of Rafah is not delayed due to U.S. pressure and rejects calls for early elections. After the speech Netanyahu undergoes surgery for a hernia, leaving Justice Minister Yariv Levin as acting prime minister. Netanyahu will be released from the hospital on 4/2. The Wall Street Journal reports that the U.S. is concerned that intelligence sharing with Israel is leading to civilian deaths. The Journal also says that the Biden administration wrote a memo after 10/7/2023 expanding the scope of intelligence sharing with Israel. (AJ, HA, WSJ 3/31)

UN sources tell the Guardian that Israeli military chief of staff Herzi Halavi presented to UN officials last week a plan to dismantle UNRWA, which would include the transfer of some UNRWA staff to a replacement agency that would focus on the delivery of aid in Gaza or expanding the World Food Programme’s operations in Gaza. In the West Bank, Israeli settlers vandalized around 1,000 olive, almond, and grape trees in al-Khader. Israeli forces shot and injured 2 Palestinians during a raid in Ya’bad. Israeli forces demolished 2 homes and razed land, uprooting 120 olive trees and water pipes in Birin. 56 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Kafr Ni’ma, Jaba’, Nablus, and Bethlehem. In East Jerusalem, Israel forced a Palestinian family to demolish their apartment building in Jabel Mukaber. Israeli forces raided Palestinian homes in Sheikh Jarrah, Isawiya, and al-Tur, warning families not to celebrate the release of their relatives in the prisoner exchange. The Gaza Media Office updated the casualty numbers after dozens of bodies were found in rubble, saying the comprehensive death toll from Israel’s attacks on Gaza was 15,000, including 6,150 children and 4,000 women, and around 35,000 injured in Israeli airstrikes on Gaza since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 231 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 56 children. More than 3,150 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.7 million Palestinians, more than 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 200 trucks carrying aid entered Gaza via the Rafah crossing. 40 trucks carrying aid entered northern Gaza. 34 wounded Palestinians and 18 foreign nationals entered Egypt while 300 Palestinians returned to Gaza. Israel and Hamas agreed to extend the ceasefire agreement until the morning of 11/30. 33 Palestinians were released from Israeli prisons as part of the fourth prisoner exchange, including 3 women and 30 boys. 17 Hamas-held captives were released, including 3 French citizens, 2 Germans, 6 Argentinians, and 6 Thai nationals. Hamas said it was willing to negotiate the exchange of Israeli soldiers held in Gaza and that they had located more captives. U.S. national security council spokesperson John Kirby said that the U.S. hopes to see the ceasefire extended further. Qatari prime minister Mohammed bin Abdulrahman Al Thani said Hamas needs to locate more than 40 women and children held captive by different factions to be able to extend the ceasefire further. Prominent Palestinian activist Ahed Tamimi was one of the names added to the list of Palestinian prisoners Israel is willing to release in exchange for Hamas-held captives. Tamimi was arrested on 11/6 and placed in administrative detention on 11/26 for a social media post that reportedly was made from an account that Tamini did not control but was in her name.  (AJ, HA, NYT 11/27; AJ 11/28)

The PA finance ministry said public servants will only be paid 50% of their salaries due to Israel withholding a large part of the PA tax revenue, leading to the PA refusing to accept the heavily reduced funds. (WAFA 11/27)

An Israeli court charged Palestinian journalist Marwat al-Azza with sympathizing with a terror organization, incitement to terrorism, and obstruction of justice for a social media post. Al-Azza was arrested on 11/24. (HA 11/28)

X, Tesla, and SpaceX owner Elon Musk met with Israeli prime minister Benjamin Netanyahu, touring the Israeli villages attacked during Operation Al-Aqsa Flood. Hamas later invited Musk to see the devastation in Gaza to which Musk responded that it “[s]eems a bit dangerous there right now.” Israel said Musk had promised not to activate the Starlink internet satellites over Gaza without Israel’s permission. Israeli defense minister Yoav Gallant told Israeli soldiers that after the ceasefire ends the Israeli attacks “will be bigger and take place throughout the Gaza Strip.” (AJ, HA 11/27)

At a meeting hosted by the Union for the Mediterranean in Barcelona, Jordanian foreign minister Ayman Safadi said Israeli attacks on Gaza are within the realm of the legal definition of genocide. PA foreign minister Riyad al-Maliki said the attendees had to find a way to pressure Israel to stop its attacks. 43 countries, mostly represented by foreign ministers, attended the meeting that was chaired by EU high commissioner for foreign policy Josep Borell. In the West Bank, Israeli settlers attacked Palestinians in Huwwara, injuring 6. Israeli settlers also threw stones at Palestinian vehicles outside of the Yitzhar settlement, causing damage. Elsewhere, Israeli settlers vandalized some 40 olive tree saplings in al-Khader. Israeli forces shot and killed 2 Palestinians and injured 1 other during a late-night raid in Jalazun refugee camp. Israel claimed the 3 attempted to ram Israeli soldiers with a car, but this was disputed by Palestinians present at the scene. Israeli forces also fired tear gas near a high school in Tell during a raid, causing tear-gas related injuries among students and staff. Elsewhere, Israeli forces demolished 1 house and 2 storage facilities in al-Rifaya in the Masafer Yatta area, 1 house in Beit Einun, displacing 11, and 1 house near Jabal Johar, displacing 8. Israeli forces also raided Khirbet ad-Deir, injuring 1 Palestinian with a baton round and others with tear gas. 17 Palestinians were arrested during late-night raids in Jalazun, Beit Sira, Safa, al-Jib, Dheisheh refugee camp, Jericho, Nablus, Barta‘a, and Silat al-Harithiya. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1. In the West Bank, Israeli settlers with military escort attempted to raid a school in al-Lubban ash-Sharqiya before they were repelled by Palestinians protecting the students. Israeli forces razed agricultural lands in Birin, uprooting 120 olive and almond trees and demolishing 1 well in Khillat al-Furn. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. In East Jerusalem, Israeli forces demolished the foundations to a house in al-Tur and demolished 1 house near the Old City. 2 Palestinians were arrested during late-night raids in Wadi al-Juz and Isawiya; Israeli forces confiscated 11,500 NIS ($7,300) during a raid in Sur Baher. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles north of Rafah; no injuries were reported. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Channel 13 reported that members of the group meet to learn how to appear like Muslim worshippers. (MEMO, TOI 12/14)

The Palestinian prisoners’ club said Israeli prison guards assaulted at least 3 female prisoners in Damon prison when they refused to leave their cell. The 3 prisoners were also transferred to solitary confinement. (MEMO, WAFA 12/19; MEE, MEMO 12/20)

PA and U.S. officials held a virtual meeting discussing economic ties. The meeting was headed by PA economic affairs minister Khaled Osaily and acting assistant secretary of state for Near East Affairs Yael Lambert. (MEMO, WAFA 12/15; ALM 12/18)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The officer of the Knesset granted the leader of United Arab List Mansour Abbas a security detail, as he was receiving a growing number of death threats. (MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. 18 Democratic members of U.S. Congress wrote a letter to the Treasury and State Departments asking them to put sanctions on 4 foreign surveillance companies, including the Israeli NSO Group, citing the companies’ assistance in human rights abuses. Italy contributed $2.25 million to UNRWA programming in the West Bank and East Jerusalem, and $1.13 million to UNRWA programming in Syria. (WAFA 12/14)

In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

The UN’s International Atomic Energy Agency said in a report that Iran has failed to explain why traces of uranium were found at undeclared sites. (REU 5/31)

In the West Bank, Israeli settlers uprooted some 35 olive trees in Hebron. Israeli undercover forces assassinated 1 Palestinian in al-Bireh from close range before leaving him to bleed out. Israeli forces also delivered demolition notices for 3 industrial structures in Dayr Sharif. Elsewhere, Israeli forces delivered notices for land seizures to complete a 9.3-mile-long water pipeline to 2 Israeli settlements near Salfit. 12 Palestinians were arrested during late-night raids in Biddu, Bayt Duqqu, al-Za’ayyem, Kafr Dan, Jaba‘, Nablus, Aqabat Jabir, and Hebron. In East Jerusalem, Palestinians protested Israeli-planned evictions of Palestinians in Batn al-Hawa in Silwan. 6 Palestinians were arrested during late-night raids in al-Tur and the Old City, including 1 man for gesturing his middle finger at Israeli police in the Old City. Israel reopened the Erez and Kerem Shalom crossings for humanitarian aid and aid workers. The Kerem Shalom crossing remained closed for exports. Israel also allowed Gaza fishermen to fish up to 6 nautical miles from shore. (HA 5/24; HA, HA 5/25)

PA health minister Mai al-Kaila said the PA had received 103,000 doses of the Pfizer COVID-19 vaccine and that 46,800 of them would be sent to Gaza. 203,161 Palestinians in Gaza and the West Bank are fully vaccinated. (WAFA 5/25)

Jordan summoned the Israeli ambassador to the country to complain about the detention of 2 Jordanian citizens in Israel and the lack of access for the Jordanian embassy to talk to them. (WAFA 5/25; MEE 6/1)

U.S. secretary of state Antony Blinken landed in Tel Aviv for meetings with Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and defense minister Benny Gantz. After a cabinet meeting in Ramallah, the PA calls on all of its former civil servants in Gaza (who stopped working when Hamas took power in 6/2007), to return to their posts, thereby jeopardizing the future of tens of thousands of employees of the Hamas-run government. The PA had agreed to pay the current employees of the Hamas-run government through 2/2018. In a statement, the cabinet stresses that “the empowerment of the government in the Gaza Strip [. . .] is a necessary first step and the cornerstone for moving to resolve the rest of the issues.” Hamas, which has called for the issue to be resolved in a way that preserves the rights of its government’s employees, criticizes the announcement as a “violation” of past agreements. At the Israeli Embassy in Amman, an Israeli security guard shoots and kills 2 Jordanians, the property owner and a teenage worker, in disputed circumstances. The attack exacerbates Israeli-Jordanian tensions, which are already running high given the ongoing crisis at Haram al-Sharif. The Israeli authorities refuse to allow the Jordanian police to question the guard, and the Jordanian authorities refuse to allow the Israeli Embassy staff to leave the country until the guard submits to questioning. The organization Physicians for Human Rights–Israel, which has been working on the case of Palestinian hunger striker al-Qiq, requests that the Israeli Prison Service appoints an independent physician to assess his condition. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. Separately, the IDF returns 15 confiscated fishing boats to Palestinians in Gaza. The leader of the Palestinian fisherman’s union calls on Israel to give back 60 other confiscated boats, and he recognizes that this is the 1st time boats have ever been returned by sea, which is more convenient for fishermen than the usual overland method.
