Israeli forces arrest 25 Palestinians during late-night raids in and around Hebron, Ramallah, Tulkarm, Jenin, and Salfit. In Gaza, Israeli forces bomb Rafah, Beit Lahiya, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 62 people. Israeli forces also continue the sieges of al-Shifa and al-Amal hospitals, shooting and killing Sawt al-Quds Radio journalist Muhammad Abu Sakhil at al-Shifa. More than 32,552 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,980 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 444 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 252 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. Reuters reports that Israel is delaying visa requests for aid workers, hindering aid efforts. UNICEF says Israel has directly hit 212 schools in airstrikes since 10/7/2023, including 53 that have been completely destroyed. 7 members of Palestinian Red Crescent are released by Israel after being arrested at al-Amal Hospital on 2/9. PA president Mahmoud Abbas approves the new government presented to him by prime minister Mohammed Mustafa. The government will be sworn in on 3/31. The PA says Israel is showing “total contempt” for the UN Security Council ceasefire resolution with its continued attacks on Gaza. Abbas meets with Belgian foreign minister Hadja Lahbib. Lahbib says during a tour of West Bank villages “[c]olonization and increasing violence perpetrated by settlers in the West Bank are illegal. Hamas deputy political leader Khalil al-Hayya says he is not optimistic about a ceasefire deal in the near future but that Hamas is ready to resume negotiations and ready to show “the greatest level of flexibility for the sake of our people.” Izz ad-Din al-Qassam Brigades leader Mohammed Deif calls on Muslims to “[s]tart marching today, now, not tomorrow, towards Palestine” in a recorded speech. Israel claims to have killed Hamas commander Raad Thabet at al-Shifa Hospital, calling him a top 10 commander. The Gaza Media Office says Israeli forces have killed around 200 people on the hospital grounds since 3/18, including 65 members of the civil defense. The Euro-Mediterranean Human Rights Monitor says Israel has executed 13 children in and around al-Shifa since 3/18. (AJ, HA 3/28)

The ICJ issues new provisional orders against Israel, including ordering Israel to ensure the unhindered provision of humanitarian assistance to Gaza, including food, water, electricity, fuel, shelter, clothing, hygiene and sanitation requirements, and medical supplies. The ICJ also orders Israel to open up more crossings and keep them open for “as long as necessary.” The ICJ says that since the provisional measures were first ordered on 1/26 the situation in Gaza has changed from a risk of famine to the beginning of a famine. Elsewhere, Israeli forces uproot 51 olive trees and 15 grape vines in Husan. Israeli forces also demolish 2 homes in Umm al-Tiran, displacing 7 people. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, al-Bireh, Qalqilya, Salfit, and Bethlehem. In East Jerusalem, Israeli forces arrest 6 Palestinians, tying them together before dragging them through the streets in Isawiya. Israel restricts entry to the Haram al-Sharif compound on the first day of Ramadan to men over the age of 55, women over the age of 50, and children under the age of 10, in addition to requiring identification to enter. The Israeli military presents a plan to dismantle UNRWA operations in Gaza and in the West Bank, saying doing so will undermine Hamas’s civilian rule in Gaza. The plan includes slandering UNRWA and its staff with help from other Israeli governmental bodies. Israel’s military says it has assassinated the deputy head of Hamas’s military wing, Marwan Issa, saying he was the fourth highest ranking Hamas member. The UN Human Rights Office (OHCHR) releases a statement calling on Israel to halt all planned evictions and demolitions in the al-Bustan neighborhood in Silwan. The OHCHR says the demolitions could constitute a war crime. (OHCHR 3/11)

The UN Security Council discuss the UN report on sexual violence allegedly committed in Israel and Palestine. PA ambassador to the UN Riyad Mansour says the UN is displaying double standards by never holding a meeting on sexual violence committed by Israelis against Palestinians. U.S. ambassador to the UN Linda Thomas-Greenfield says the “evidence before us is damming and devastating.” Russia’s deputy permanent representative to the UN Maria Zabolotskaya says a comprehensive study covering Gaza is also needed before any conclusions can be made and points out that most of the UN data is from the Israeli government. UN secretary-general Antonio Guterres tells reporters that “[i]nternational humanitarian law lies in tatters . . . At a U.S. Senate Intelligence Committee hearing, CIA director Bill Burns outlines the current ceasefire proposal, which includes the release of 40 Israeli captives in exchange for a “defined number of Palestinian prisoners,” a 6-week ceasefire, and “a major surge in humanitarian assistance.” State Department spokesperson Matthew Miller says the U.S. has not received Israel’s plan for the protection of Palestinians in Rafah during its planned invasion. The U.S. fiscal 2025 budget request includes $7.6 billion for Middle East partners, including Israel, Jordan, and Egypt. Unlike past years, the budget does not include funding for UNRWA. 8 Democratic Senators write a letter to President Joe Biden, urging him to stop providing offensive weapons to Israel until Israel lifts its blockade on humanitarian aid going to Gaza, saying the transfer of weapons violates the Foreign Assistance Act. The letter is written by Senators Bernie Sanders (D-VT), Chris Van Hollen (D-MD), and Jeff Merkey (D-OR) and signed by Elizabeth Warren (D-MA), Mazie K. The UK Home Office grants a Palestinian citizen of Israel asylum, assessing that there is a risk he will be persecuted in Israel. In his asylum application, the Palestinian man said that Israeli apartheid systematically oppresses Palestinians and that he was at heightened risk of persecution due to his pro-Palestinian activism and anti-Zionist views. In response to the Flour Massacre (see above), Israel’s military first says Palestinians were killed in a stampede trying to get aid, blaming the aid truck drivers, then later said that Israeli soldiers had opened fire due to fear of the crowds but that most of the Palestinians had been killed in a human stampede and by the aid trucks. In its defense, Israel releases edited drone footage which appears to show hundreds of Palestinians taking cover from Israeli bullets. The PA calls the incident an “ugly massacre” and Hamas calls the attack an “unprecedented war crime.” UN secretary-general Antonio Guterres labels the incident appalling and calls for an independent investigation. EU high commissioner for foreign affairs Josep Borrell calls it “totally unacceptable,” Colombia denounces Israel’s genocide, suspending weapons purchases from Israel. French president Emmanuel Macron expresses “[d]eep indignation at the images coming from Gaza where civilians have been targeted by Israeli soldiers. I express my strongest condemnation of these shootings and call for truth, justice, and respect for international law.” Spain, Belgium, Turkey, Portugal, Italy, Qatar, Saudi Arabia, Egypt, Jordan, China, Canada, Yemen, Australia, and other countries express shock and contempt for the Israeli actions. The U.S. blocks an Algerian statement at the UN Security Council that assigns blame to Israel for the incident, saying it needs to be “thoroughly investigated.” The Israeli newspaper Haaretz for the first time calls on Israel to end its war, citing the incident. Palestinian National Initiative secretary-general Mustafa Barghouti says, “I have never seen the atmosphere so close to unity as it is today.” Russian foreign minister Sergey Lavrov tells the Palestinian representatives at the meeting that if they can announce a unity position on the basis of the PLO those who use the lack of Palestine unity to prevent “the settlement in the Middle East, will lose their winning cards.” Hamas political leader Ismail Haniyeh meets with Chinese ambassador to Qatar Zhou Jian, discussing “ways to stop the war” in Gaza. The Israeli Civil Administration declares 2,640 dunams (652 acres) of land in Abu Dis and al-Eizariya Israeli state land. 120 Palestinian families live on the land. The area declared state land connects the Ma’ale Adumim settlement and the Keidar settlement. (AJ, REU, WAFA 2/29; HA 3/1)

Norwegian prime minister Jonas Gahr Store says the PA has received $114 million from Israel as part of the tax revenue payments and that more money will be dispersed in “the coming days.” (REU 2/29)

UNRWA says it has not received $89 million from the European Commission that was due on 2/29. 17 rights and aid organizations, including Save the Children and Oxfam, call on the EU to disperse the funds. The UN says Israel has not provided evidence about its claims against 12 UNRWA staffers for the independent investigation by the UN. Germany says it will increase aid to Gaza by $21.6 million and that its military will start taking part in aid airdrops if enough aid cannot be dispersed by land. (AP, AP, REU 2/29)

Israel claims it has killed more than 13,000 militants in Gaza since its ground invasion. Israeli prime minister Benjamin Netanyahu calls Hamas’s demands for a ceasefire “delusional,” saying he will not accept them and that he rejects international calls for a ceasefire. The Israeli negotiators who had been in Qatar this week return to Israel. Finance Minister Bezalel Smotrich calls for a “massive” settlement expansion in response to the killing of 2 Israeli settlers near the Eli settlement. National Security Minister Itamar Ben-Gvir says aid to Gaza must stop as it endangers Israeli soldiers, citing the Flour Massacre where no Israeli soldiers were injured while more than a 100 Palestinians were killed. The Israeli government says it is still reviewing whether it will severely limit the number of Muslim worshippers it will allow to enter the Haram al-Sharif compound during Ramadan. U.S. president Joe Biden walks back his comment that a ceasefire will happen by 3/4 but says that he is still hopeful. White House deputy press secretary Olivia Dalton says the U.S. is deeply concerned that it has not received an Israeli plan for how it will provide security for Palestinians in Rafah if the Israeli military invades the city. British politician George Galloway of the Workers Party of Britain wins a seat in the UK parliament in the by-election in Rochdale, telling Labour Party leader “Kier Starmer, this is for Gaza.” The Labour Party held the seat in Rochdale until last month when MP Tony Lloyd died. Israeli forces also shoot and injure 2 Palestinians with live ammunition during a raid in Balata refugee camp. Elsewhere, Israeli forces shoot and injure a 12-year-old boy during a raid in Ya’bad. Israeli forces also shoot and injure a Palestinian at a checkpoint near Nablus. 30 Palestinian prisoners, 15 children and 15 women, including prominent activist Ahed Tamimi who was arrested on 11/6, were released from Israeli prisons on the sixth day of the temporary ceasefire. 16 captives were released from Gaza to Israel, including 4 Thai nationals, 1 American Israeli, and 2 Russian Israelis. Hamas said it was working very hard to extend the ceasefire, which ends on 11/30. U.S. secretary of state Antony Blinken, who is scheduled to visit the Middle East this week, said the U.S. would like to see the ceasefire extended and that the topic of the future government of Gaza should be discussed. Qatar announced that the ceasefire will begin at 7 a.m. on 11/24 with 13 captives being released to Israel at 4 p.m. The ceasefire was reportedly delayed due to a disagreement over the list of captives that would be released. Elsewhere, Israeli settlers left leaflets in Deir Istiya warning Palestinians to flee to Jordan before they are forcefully expelled in the “great Nakba.” Israeli forces shot and killed a Palestinian child and injured another during a raid in Jalazone refugee camp. The Gaza Ministry of Health said as of 5 p.m. at least 4,385 Palestinians had been killed, including at least 1,524 children, and 13,561 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. It was the second time Palestinians in Gaza were buried in mass graves this week. The Palestinian Health Ministry said 37 medical personnel have been killed since 10/7 and 7 hospitals no longer are operational. The first trucks carrying aid to Gaza arrived through the Rafah crossing. About 35 trucks carrying aid entered Gaza. Israeli military spokesperson Daniel Hagari said fuel will not enter Gaza via the Rafah crossing. The Knesset approved temporary legislation to allow Israeli prisons to admit new inmates beyond their legal capacity, allowing worsening conditions for Palestinian prisoners, including reducing living spaces and forcing prisoners to sleep on mattresses on the floor. The bill will be in effect for 3 months. Israel prisons have received 500 new Palestinian prisoners since 10/7, including 118 who crossed from Gaza to Israel in relation to Operation Al-Aqsa Flood. The Israeli High Court of Justice ruled in 2017 that prisoners must be given at least 37.7 square feet of space. U.S. president Joe Biden landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, President Isaac Herzog, and the war cabinet. Biden was supposed to travel to Amman for meetings with President Abbas, Jordanian king Abdullah II, and Egyptian president Abdel-Fattah el-Sisi, but the meetings were cancelled by the 3 leaders after Israel bombed al-Ahli Arab Hospital in Gaza, killing 471 people. Biden told Netanyahu during a meeting that “it appears as though it was done by the other team, not you” in reference to the hospital bombing. Biden cautioned Israel not to be consumed by rage, saying the U.S. made mistakes after 9/11. Biden also announced $100 million in humanitarian aid to Palestinians as the Senate was working on passing a bill providing $10 billion in extra military aid to Israel. Biden said aid to Gaza could start arriving on 10/20, as Egypt needs to “patch the road” to the crossing. Senator Bernie Sanders (D-VT) blocked an attempt by Senator Rick Scott (R-FL) to prevent the Biden administration from dispersing the $100 million in aid to Palestinians. 33 Democratic senators urged Secretary of State Antony Blinken to lead efforts to provide humanitarian aid to Gaza. Around 300 Jewish Americans were arrested at the U.S. Capitol while protesting Israel’s war in Gaza. The protest was arranged by Jewish Voice for Peace. Saudi foreign minister Faisal bin Farhan met with his Iranian counterpart Hossein Amir-Abdollahian in the sidelines of an OIC meeting in Jeddah, discussing the situation in Gaza. In an interview with Kan, U.S. ambassador to Israel Tom Nides said that he will see how the next right-wing government speaks and acts before taking a position on the possibility of the Otzma Yehudit party forming part of the government. The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. The U.S. Senate passed a $1.5 trillion omnibus spending bill, including $1 billion of “emergency” Iron Dome missile defense system funding to Israel. The House and Senate tried to pass the standalone bill for the Iron Dome funding to Israel, but the military aid was consistently blocked from being fast-tracked by senator Rand Paul (R-KY). Also in the omnibus spending bill was an additional $3.3 billion in military aid on top of the $1 billion for Iron Dome spending, and $500 million for missile-defense partnerships between the U.S. and Israel. PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II in Cairo. The 3 leaders were said to have been coordinating their stance on Israel for the upcoming UN general assembly meeting in October. President al-Sisi’s spokesperson said after the meeting that al-Sisi emphasized that the creation of a Palestinian state depends of reconciliation between the PA and Hamas. President Abbas called for renewed peace negations under the auspices of the International Quartet for Middle East Peace. The Jewish National Fund (JNF) approved a project that will seek to obtain from Palestinians 530 properties in the West Bank and 2,050 properties in East Jerusalem by reviewing documents only registered by the JNF to see if they can be used to evict Palestinians using Israeli courts. According to Gantz’s office, the 2 discussed trust-building steps between Israel and the PA and Gantz gave Abbas best wishes on the occasion of Eid al-Adha. Their conversation was the 1st between Abbas and an Israeli minister since 2017, when Abbas spoke to then prime minister Benjamin Netanyahu. King Abdullah II of Jordan met with U.S. president Joe Biden in the White House. The ice cream company Ben & Jerry’s issued a statement declaring it will end sales of its ice cream in Israeli settlements, saying that selling its ice cream in the occupied Palestinian territory “is inconsistent with our values.” Ben & Jerry’s also announced it would not renew its licensing agreement with manufacturers of Ben & Jerry’s ice cream in Israel but that the ice cream will still be available in Israel. Israel’s prime minister Naftali Bennett said that Ben & Jerry’s had decided to brand itself as an “antisemitic ice cream.” Foreign minister Yair Lapid, who weeks ago said his government would not call all criticism of Israel anti-Semitic, said the company was surrendering to BDS and anti-Semitism and that he would ask 35 U.S. states with anti-BDS laws to enforce them against the U.S. company. The PA said it had canceled an agreement made with Israel from 6/17 in which the PA would receive 1.2 million doses of Pfizer COVID-19 vaccine from Israel in exchange for giving Israel its shipment of Pfizer vaccines set to arrive in early 2022. The PA said that the initial batch of vaccines received from Israel did not “conform to the specifications contained in the agreement.” Photos circulating on social media showed that the vials received from Israel expired in June 2021. At the UN Security Council (UNSC), the UN envoy to the Middle East Nikolay Mladenov told the council that Israel annexing part of the West Bank “would constitute the most serious violation of international law . . . [and] close the door to a renewal of negotiations.” He further stated that “Israel must abandon its treat of annexation.” Mladenov also called on the Quartet to take up a more active role. EU representatives at the UNSC also called Israel’s plans a violation of international law, expressing concern. In turn, Israel’s envoy to the UN Danny Danon told the council that “[a]ny decision on the topic of sovereignty will be made solely by the Israeli government with coordination with the American administration.” Separately, the Russian foreign minister Sergey Lavrov told the new Israeli foreign minister Gabi Ashkenazi that Russia opposes Israel’s annexation plans during a call. In a controversial interview with Israeli Channel 12, Prime Minister Benjamin Netanyahu said that if he wins the upcoming Israeli elections, he “will extend sovereignty but I don’t distinguish between the settlement blocs and the isolated ones, because each settlement is Israeli and I will not hand it over to Palestinian sovereignty.” Netanyahu further stated, “I will not divide Jerusalem, I will not evacuate any community and I will make sure we control the territory west of Jordan.” Netanyahu also said that the evacuation of Khan al-Ahmar “it will happen, I promised and it will happen at the soonest opportunity.” Netanyahu’s statements were largely understood as a pledge to annex the West Bank. At the World Economic Forum on the Middle East and North Africa in Jordan, the Omani foreign minister Yusuf bin Alawi bin Abdullah said at a panel that Palestinians should reassure Israel that it is not under threat in the Middle East. Yusuf bin Alawi’s comment was quickly rebuked by Jordanian foreign minister Ayman Safadi, stating that the Arab Peace Initiative stipulates that normalization with Israel is based on Israeli withdrawal of occupied Palestine. On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East. The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Also in that context, the government permits the immediate construction of 470 previously approved housing units. “In addition to the new housing units, public and educational institutions will also be established, and will include synagogues, schools, parks, community centers and sports arenas,” says Construction and Housing Minister Yoav Gallant. “We must continue to establish [our] hold on the Jerusalem area.” (IHY, MNA 10/28; FMEP 11/2)
