Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 5th day in a row. 2 Palestinians were arrested during late-night raids in Yamun and Jalazun refugee camp. In East Jerusalem, Israeli forces raided Issawiyya and confiscated Palestinian flags, leading to a confrontation with Palestinians; 1 was arrested. 3 others were arrested during raids in al-Tur, Silwan, and the Old City. The PA said it still intends to work with Israel on an exchange of COVID-19 vaccines after the PA canceled a deal with Israel on 6/18, saying that the vials received by Israel did not meet the agreed standards. The head of Israel’s central command force Tamir Yadai rejected an appeal by Israeli settlers in the Evyatar settlement outpost to not evacuate it. (HA 6/21)

The new Israeli government decided to postpone a vote on the 2003 emergency regulation, the Provision to the Citizenship and Entry Law, which blocks family unification between Israeli citizens and Palestinians from the West Bank and Gaza. The regulation has been extended yearly since 2003, but the new government coalition did agree that the racist regulation should be extended. The regulation ends on 7/6 and the parties said they would work on a compromise. If the order expires, interior minister Ayelet Shaked is presumed to use her authority to reject family reunification applications from Palestinian citizens of Israel. An Israeli court released the deputy leader of the northern faction of the Islamic Movement in Israel, Shaykh Kamal Khatib, into house arrest after arresting him on 5/14, accusing him of incitement to violence. (MEMO 6/21)

Israeli prime minister Naftali Bennett said Israel would change its approach to Hamas, stating that “our enemies will learn the rules—we won’t tolerate violence, we won’t tolerate trickles (of rocket), we won’t understand or accept ‘rebels’.” Prime Minister Bennett also said his approach was “one of initiative, decisiveness and suspicion.” (HA, TOI 6/20)

In the West Bank, Israeli settlers attacked Palestinian shepherds and international activists using stones and batons near Yatta, damaging 1 vehicle. Israeli settlers also threw stones at Palestinian vehicles traveling near Umm Safa and Ya‘bad. Elsewhere, Israeli settlers with military protection raided al-Twana; 1 Palestinian was shot by Israeli forces using live ammunition and 7 others were shot by rubber-coated bullets. Israeli forces shot and killed 1 Palestinian who allegedly shot and injured 2 soldiers at a checkpoint near Madama. 6 Palestinians were arrested, including 5 during house raids in and around Bethlehem, Surayf, Abu Dis, and al-Khadir, and 1 at a checkpoint near Jenin. In East Jerusalem, 11 Palestinians were arrested during late-night raids in Issawiyya and the Old City. In Gaza, 50 Palestinians were killed, including 11 children and 2 pregnant women, and dozens were injured, raising the comprehensive death toll since 5/10 from 64 to 114, including 27 children and 2 pregnant women. Israeli forces shot and injured 1 Palestinian-Israeli man with a rubber-coated bullet as he was filming the soldiers from the inside of his house in Jaffa. Israeli right-wingers attacked Palestinian-Israelis and Israeli journalists in the Hatikva neighborhood of Tel Aviv. Israeli forces violently dispersed Palestinian protesters in ‘Akka and Israeli right-wingers attacked 1 Palestinian-owned grocery store. 3 rockets were fired at Israel from Lebanon; all 3 landed in the sea. Israeli defense minister Benny Gantz ordered 10 reserve border police companies to cities in Israel where violence has been rising. Several Israeli media outlets also reported that Israeli military officials were preparing to approve plans for a ground invasion of Gaza. Defense Minister Gantz also spoke with senior executives of social media companies Facebook and TikTok to convince them to prevent content critical of Israel on their platforms. U.S. president Joe Biden said that he did not believe that the Israeli bombardment of Gaza is a “significant overreaction.” The Biden administration also rejected a publicly held UN security council (UNSC) meeting on 5/14 discussing the situation in Israel and Palestine. The U.S. has prevented any statements from the UN security council on the matter from 2 other UNSC meetings held in the past week. The Biden administration also notified Congress that it will be sending $10 million to Palestinian groups in the West Bank and Gaza to support exchange and reconciliation projects with Israelis. An explosion at the Natanz nuclear site in Iran caused damage to the nuclear facility. Iran said it was carried out by Israel and that the country would revenge the attack. The New York Times also reported that Israel was the likely assailant. The attack happened as the U.S. and Iran were progressing in indirect talks about the U.S. rejoining the Joint Comprehensive Plan of Action and as U.S. secretary of defense Lloyd J. Austin III was visiting Israel, meeting with Israeli defense minister Benny Gantz. The U.S. denied any involvement in the attack. The New York Times later reported that it was an explosive device that had been smuggled into the nuclear site, which was remotely detonated. A day after receiving criticism from Palestinian NGOs about the COVID-19 vaccination distribution, the PA admitted that some vaccines earmarked for health workers had gone elsewhere. 1,200 of 12,000 vaccines had been given to the Palestinian national football team, government ministers, presidential guards, and members of the PLO executive committee. 200 were sent to Jordan to be given to members of the royal court. In the West Bank, Israeli forces seized 12 residential tents in Khirbet Humsa; this marked the 4th time Israeli forces seized and demolished structures in the bedouin community this month. Israeli forces punitively demolished 1 house by explosion in Tura belonging to the family of 1 Palestinian accused of killing 1 Israeli settler on 12/21/2020, displacing a family of 6, including 4 children; clashes erupted during the demolition, leading to the hospitalization of 1 elderly Palestinian who suffered tear gas inhalation and damage from the explosion was reported at 4 other houses in the vicinity. A newly elected republican congresswoman Kat Cammack (R-FL) said that she would fly an Israeli flag outside her office because Palestinian American Rashida Tlaib (D-MI) has an office next to hers. In the West Bank, 1 Israeli settler was injured when her car was hit with stones; Israeli forces subsequently arrested 20 Palestinians in nearby Dayr Nidham, claiming they were connected to the stone-throwing, and closed all exits and entrances to the city. Israeli settlers raided the Nahalin area, attempting to uproot trees before they were stopped by Palestinians protecting their land. Israeli settlers also threw stones at Palestinian vehicles traveling near Luban al-Sharqiyya, causing damage. Israeli prosecutors said that Israeli prime minister Benjamin Netanyahu had requested that the news site Walla, in 315 incidents, cover Netanyahu and his family positively and his political opponents negatively. The allegations are part of the corruption cases against Netanyahu, who in 1 of the cases is accused of promoting regulations favorable to the owner of Bezeq telecom company in exchange for positive coverage on the Walla news site. Israeli forces also delivered a stop-work order for a water well and seized a drill in al-Khadir. A member of Gaza’s pandemic task force warned that Gaza was inching toward inability to cope with the COVID-19 pandemic as 79 of 100 ventilators in Gaza are in use. (REU 11/22)

Axios reported that Israeli officials said Israeli prime minister Benjamin Netanyahu traveled to the Saudi Arabian city Neom to meet with Saudi crown prince Mohammed bin Salman and U.S. secretary of state Mike Pompeo for a secret meeting. Neither side confirmed the meeting, but a public flight radar showed a private plane flying from Tel Aviv to Neom. It was also reported that the director of the Mossad Yossi Cohen took part in the meeting. Earlier in the day, Prime Minister Netanyahu said at a memorial for David Ben-Gurion that U.S. president-elect Joe Biden should not rejoin the Joint Comprehensive Plan of Action. The head of the sovereign council in Sudan, General Abdel-Fattah al-Burhan, said that Sudan had normalized ties with Israel because the country would have to wait until August or September of 2021 to be removed from the U.S. list of state sponsors of terrorism. PLO secretary general Saeb Erakat, in an op-ed in Haaretz, called on the international community to begin imposing sanctions on Israel to force Israel to back away from annexing parts of the West Bank. (HA 6/8)

In an interview with the New York Times, Hussein al-Sheikh, head of the PA’s general authority of civil affairs, said that if Israel moves ahead with annexing parts of the West Bank the financial repercussions for the PA would mean it would have to cut its $105 million a month in payments for salaries and medical expenses in Gaza. 8 Palestinian and Arab banks signed a memorandum of understanding with the Jerusalem District Electricity Company (JDECO) for a loan to facilitate an end to the power cuts that have affected thousands of Palestinians since 12/15. The Israel Electric Corporation (IEC) began to cut power for several major cities in the West Bank because the JDECO had accumulated too much debt to the IEC due to a fiscal crisis. The JDECO is a Palestinian-owned electricity company that relies on the IEC for supplying power to East Jerusalem and the West Bank. (WAFA 12/29)

In a statement, Hamas’s interior ministry accused the PA of providing information to Israel that aided the Israeli assassination of PIJ commander Baha Abu al-Ata on 11/12. The statement also said that Hamas had arrested a PA intelligence cell which had allegedly collected the information given to Israel. (HA 12/29)

The Israeli security cabinet approved a request made by defense minister Naftali Bennett to withhold $43 million of the PA tax revenue collected by Israel from the PA. According to the defense ministry, the $43 million represents payments transferred from the Israeli government to Israeli families who were victims of Palestinian attacks. The U.S. conducted 3 airstrikes in Syria and Iraq against the Kata’ib Hezbollah militia group, killing 25 and injuring 55. U.S. officials said the attack was in response to the killing of a civilian contractor on 12/27 working for the U.S. at a military base in Iraq, officials also warned that “additional actions” may be taken. U.S. congress rejected a request by the Trump administration for $175 million for a special fund in support of the Middle East peace plan. According to Haaretz reporting, the request was rejected due to lack of confidence among the congressional members that the Trump administration would be able to make any tangible progress in its peace plan, which has still not been revealed.
