In the West Bank, Israeli forces demolished 10 structures in a Bedouin community north of Jericho. 10 Palestinians were arrested during raids in and around Ramallah, Birzeit, Jalazun refugee camp, al-Khadir, Bayt Fajjar, and al-‘Arub refugee camp; during the raid in al-Khadir, 2 minors who were arrested were injured by rubber-coated bullets. In East Jerusalem, 1 Palestinian family started demolishing their own house in Jabal Mukabir, displacing 5. 7 Palestinians were arrested during late-night raids in the Old City and Shu‘fat. A settler leader moved his office to the Evyatar settlement outpost near Beita after Israel told the settlers they would have to leave the outpost within 8 days. 42 Israeli settler families have moved to the outpost since 5/3. 1 member of the Knesset from Shas, Moshe Arbel, also brought construction materials to the settlement outpost. Israel’s attorney general Avichai Mendelblit said he would not intervene in the eviction case against Palestinian families in Shaykh Jarrah. PeaceNow called Attorney General Mendelblit’s decision “a cynical attempt to evade responsibility,” and said the evictions are based on “laws that [discriminate] between Israelis and Palestinians.” (AJ, HA 6/7)

The Knesset passed a bill that would allow the Shin Bet to place citizens of Israel in West Bank prisons, in the 1st of 3 votes. The Association for Civil Rights in Israel criticized the bill for being unconstitutional and for the Knesset to pass legislation about the West Bank. Joint List lawmakers warned that the bill only would apply to Palestinian citizens of Israel. (HA 6/10)

Israel’s ambassador to the U.S. and UN, Gilad Erdan, visited the Associated Press headquarters in New York, meeting with AP’s president and CEO Gary Pruitt “to restore the relations between Israel and the Associated Press” in the wake of Israel’s air strike demolishing AP’s offices in Gaza on 5/15. Ambassador Erdan justified the air strike that demolished the high-rise by alleging that Hamas was using an office in the 14-story building to jam the Iron Dome missile defense system. AP said it had not been shown any evidence to back Israel’s claim. Hamas denied the Israeli claim, saying, “Israel is trying to whitewash its black image.” (ALM, AP, HA, REU 6/8; MEMO 6/10)

Representative Ilhan Omar (D-MN) asked secretary of state Antony Blinken, during a house foreign affairs committee hearing, where victims of Israeli crimes should seek justice, if the U.S. opposes investigations by the ICC. In the West Bank, Israeli settlers raided Awarta; no injuries were reported. Israeli forces razed 4 dunums (1 acre) of farmland in Bayt Jala. 7 Palestinians were arrested during raids in and around Ramallah, Kafr Haris, Qabatiya, and al-Khadir. In East Jerusalem, Israeli forces clashed with Palestinians during a raid in Kafr ‘Aqab, injuring 11 Palestinians using rubber-coated bullets and 31 suffered tear-gas related injuries. Israeli forces also seized 3 residential caravans and demolished 2 stores in Kafr ‘Aqab. 3 Palestinian minors were arrested during late-night raids in Issawiyya. In Gaza, Israeli forces made incursions and leveled land east of Jabaliya and east of al-Bureij refugee camp. In the West Bank, Israeli forces claimed that it had stopped 2 stabbing attempts, including 1 in Tubas where 1 Palestinian man was shot after allegedly trying to stab a soldier. WAFA reported that the man was shot during a late-night raid and was in serious condition; and in a settlement outpost where 1 Palestinian woman allegedly tried to stab 1 settler before being arrested. Israeli forces also shot with live ammunition and injured 2 Palestinian minors during a raid in al-Khadir; 1 was reported in serious condition and the other in moderate condition. Israeli forces claimed the 2 had thrown Molotov cocktails at the forces. Elsewhere, Israeli forces raided the offices of the Palestinian Health Work Committees in Ramallah, seizing computers; 2 were arrested. Israeli forces also violently dispersed a protest against settlement expansion south of Hebron, injuring 1 with a tear gas canister while others suffered tear-gas related injuries. Meanwhile, Israeli forces demolished 1 house under construction and a water well in Bani Na‘im and delivered a stop-work order for 3 houses under construction in Zawata. 13 Palestinians were arrested during raids in and around Ramallah, al-‘Arub refugee camp, Hebron, Tuqu‘, Aida refugee camp, Tubas, and Bayt Duqqu. In East Jerusalem, 1 Palestinian man died in a fire in Kafr Aqab after Israeli forces held up Israeli fire trucks at the Qalandia checkpoint, saying they had to wait for military escort; Kafr Aqab is located in the Israeli-annexed East Jerusalem municipality, but on the West Bank side of the separation wall. Israeli police prevented Palestinians from holding an event celebrating International Women’s Day in al-Tur, arresting 2 women and seizing clothes and other material on display; Israeli police said the event was arranged by the PA. Israel considers PA activity in East Jerusalem illegal. 4 Palestinians were also arrested in Shu‘fat refugee camp. In the West Bank, Israeli settlers vandalized 1 Palestinian-owned agricultural structure in Kafr al-Dik. Israeli forces delivered demolition orders for 7 Palestinian-owned homes in Ma‘in. 17 Palestinians were arrested during raids in and around al-Khadir, Husan, Hebron, Nablus, Tulkarm, Abu Dis, ‘Azun, Beita, Ramallah, al-Bireh, Sabastiyya, and Jenin refugee camp. In East Jerusalem, Israeli forces seized, for a 2d time, tents sheltering a family whose house was demolished in Issawiyya. 11 Palestinians were arrested during raids in Issawiyya, Shu‘fat refugee camp, and al-Tur; confrontations erupted during the raids in Issawiyya, leading to tear-gas related injuries and damage to property. According to Haaretz reporting, the Shin Bet has been threatening some Palestinian activists with administrative detention if they run in the Palestinian Legislative Council elections. Haaretz confirmed that at least 1 Palestinian activist was arrested and put in administrative detention for 4 months after announcing that he would run in the elections. (HA 3/4)

Danish prime minister Mette Frederiksen and Austrian chancellor Sebastian Kurz met with Israeli prime minister Benjamin Netanyahu in Jerusalem to discuss a joint COVID-19 plan. Prime Minister Frederiksen had, prior to the trip, praised Israel’s vaccination campaign and said that Denmark is considering opening a vaccine factory with and/or in Israel, leading her own left-wing coalition to denounce her trip. The EU expressed dismay at the 2 European leaders’ trip, saying that cooperation on COVID-19 response was an EU issue 1st and foremost. U.S. vice president Kamala Harris spoke with Prime Minister Netanyahu to discuss the ICC investigation into Israel. Israeli defense minister Benny Gantz told FOX News that Israel is constantly updating preparations to strike Iran. Defense Minister Gantz also said that Hezbollah has hundreds of thousands of missiles. (AP, AJ, FOX, HA 3/5)

In the West Bank, 1 Israeli settler rammed his car into 1 Palestinian east of Qalandia, causing injuries. Israeli settlers also threw stones at Palestinian houses and vehicles in Jalud, causing damage to the windows of several houses and vehicles. Elsewhere, Israeli settlers vandalized cars and houses in Huwwara. Israeli forces demolished parts of a Palestinian-owned house in Battir and 3 houses in the Masafer Yatta area. Israeli forces also raided ‘Ayn Yabrud and fired tear gas canisters, causing damage to 1 building and leading to tear-gas related injuries. 19 Palestinians were arrested during raids in and around Ramallah, al-Khadir, Hebron, Tell, Nablus, Balata, Tulkarm, Jenin, and Jericho. In East Jerusalem, Israeli forces injured 2 Palestinians during a house raid in Issawiyya and 5 Israeli soldiers were injured in subsequent clashes in the area; tear-gas related injuries were also reported. 7 Palestinians were arrested, including 1 at the Haram al-Sharif compound, and 6 during raids in the Old City, al-Tur, and Issawiyya. A day after receiving criticism from Palestinian NGOs about the COVID-19 vaccination distribution, the PA admitted that some vaccines earmarked for health workers had gone elsewhere. 1,200 of 12,000 vaccines had been given to the Palestinian national football team, government ministers, presidential guards, and members of the PLO executive committee. 200 were sent to Jordan to be given to members of the royal court. In the West Bank, Israeli settlers threw stones at Palestinian herders near Susiya. Israeli forces delivered demolition notices against 4 residential structures, 1 water tank, and 2 sheds near Nablus, 3 houses in al-Khadir, and 1 agricultural structure in Halhul. 19 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-‘Arub refugee camp, Dayr Nidham, Jenin, Tubas, and al-Khadir; during the raid in Bayt Umar, Israeli forces also confiscated 1 vehicle and during a late-night raid in Ramallah, clashes erupted, leading to tear-gas related injuries. In East Jerusalem, 1 Palestinian from the West Bank was arrested in al-Tur for not having an East Jerusalem ID. In Israel, 1 Palestinian from the West Bank was arrested at his workplace. PA civil affairs commission chairman Hussein al-Sheikh met with Marwan Barghouti in the Hadarim prison in Israel to discuss whether Barghouti will be running in the upcoming Palestinian elections. Barghouti is serving 5 life sentences and 40 years in Israeli prison. The Palestinian Central Elections Commission said that 2.4 million Palestinians, around 85 percent of eligible votes, have registered to vote in the West Bank and Gaza. (HA, WAFA, WAFA 2/11)

Israel’s Walla news reported that the Jewish National Fund (JNF) is expected to announce that it will start buying land in the West Bank to expand Israeli settlements. It is already operating in the West Bank but using a subsidiary. According to the proposal, which will be discussed at the JNF’s highest level on 2/14, the JNF will focus on expanding settlements around East Jerusalem such as the Gush Etzion settlement bloc between Jerusalem and Bethlehem. Spokesperson of the U.S. state department Ned Price responded to questions about the plan by saying that neither party should engage in unilateral steps to undercut negotiations for a 2-state solution. Israeli soccer club Beitar Jerusalem, notorious for its racist fans, announced that it will no longer move forward with selling half of the ownership of the club to UAE royal Sheikh Hamad bin Khalifa Al Nahyan. Al Nahyan had started acquiring ownership of the club shortly after the UAE-Israeli-U.S. normalization deal in August. According to the club, the Israeli football association had been questioning Al Nahyan’s integrity and actual financial assets. (HA 2/11; AJ 2/12)

Israeli forces were said to have attacked 2 locations in Syria, including in the Quneitra province and near the border of Syria and Iraq. There were no reports of damage or casualties. (HA 2/12)

Oman’s foreign minister Badr al-Busaidi said his country is “content so far with the level of our current relations and dialogue” with Israel. (HA 2/11)

China donated protective equipment for health workers in UNRWA medical facilities that deal with COVID-19 patients in Gaza, the West Bank, Jordan, Lebanon, and Syria. UNRWA also said it needed $1.5 billion in contributions for its 2021 budget. (WAFA, WAFA 2/11)

In the West Bank, 1 Israeli settler killed 1 Palestinian after ramming him with his vehicle near Kafr Haris. Israeli forces punitively demolished 1 house by explosion in Tura belonging to the family of 1 Palestinian accused of killing 1 Israeli settler on 12/21/2020, displacing a family of 6, including 4 children; clashes erupted during the demolition, leading to the hospitalization of 1 elderly Palestinian who suffered tear gas inhalation and damage from the explosion was reported at 4 other houses in the vicinity. Israeli forces also delivered stop-work notices for 11 houses and 1 playground in Yasuf. Elsewhere, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work by the separation barrier near Barta‘a. Israeli forces also seized 1 residential tent in Khirbet al-Rakiz, 1 tent near Susiya, and 1 tent used as a health care unit east of Yatta. Axios reported that diplomats from Egypt, Jordan, Germany, and France met with Israeli and PA officials separately, proposing a plan to restart peace negotiations including confidence measures such as Israel freezing settlement expansion and releasing bodies of Palestinians killed by Israeli forces and the PA reforming payments made to Palestinian prisoners in Israeli jails. After the U.S. state department refused to disclose who the buyer of the ambassador’s residence in Tel Aviv was, an Israeli newspaper disclosed that it was U.S. casino magnate Sheldon Adelson, who had paid $67 million for the seaside property. The U.S. will continue to lease the property until the spring of 2021. The property was sold as part of the Trump administration’s push to cement the move of the U.S. embassy from Tel Aviv to Jerusalem. In the West Bank, Israeli settlers with military escort threw stones at Palestinians protesting settlement expansion west of Salfit; Israeli forces also beat several Palestinian protesters. Israeli forces delivered demolition notices for 3 Palestinian-owned homes in Ya‘bad and demolished 1 house in al-Khadir; 1 house under construction and 1 well near Halhul; and 2 shacks in Qalqilya. 13 Palestinians were arrested during late-night raids in and around Izzariya, Anata, Bethlehem, Ramallah, Jericho, and Jenin. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukabir to avoid paying exorbitant Israeli demolition fees; 6 people were displaced. A court in Israel rejected a lawsuit brought by 1 Palestinian-Israeli on behalf of his nephew and niece who have to travel outside the city of Carmiel to go to school as there are no Arabic-speaking schools in their city. The suit asked for the city to pay their expenses for traveling to the Arabic-speaking school, but the Israeli court dismissed the suit, citing the Jewish Nation-State Law saying the city’s Jewish character had to be preserved. The judge wrote in his ruling, “Carmiel, a Jewish city, was meant to establish Jewish settlement in the Galilee . . . Establishing an Arabic-language school . . . [and] funding school rides for Arab students . . . could change the demographic balance and damage the city’s character.” (Adalah, HA, HA 11/30)

Saudi Arabia allowed Israeli airlines to fly over their airspace for commercial flights 1 day before the 1st commercial flight between Israel and the UAE was set to happen. The flight was said to be at risk of being canceled; however, according to a U.S. official, U.S. special advisor to the president Jared Kushner and Saudi officials were able to “reconcile the issue.” Special Advisor Kushner is scheduled to visit Saudi Arabia, Kuwait, and Qatar this week. Israeli forces also delivered stop-work orders for 3 houses in al-Khadir. Elsewhere, Israeli forces demolished 1 house in Taybeh. 12 Palestinians were arrested in and around Sabastiyya, Dura, Bethlehem, Jenin, Jericho, Ramallah, and Huwwara. In East Jerusalem, 1 Palestinian family started demolishing their own home in Bayt Hanina. 1 Palestinian was arrested during a late-night raid in Issawiyya; during the raid, clashes erupted, leading to tear-gas related injuries. The head of the sovereign council in Sudan, General Abdel-Fattah al-Burhan, said that Sudan had normalized ties with Israel because the country would have to wait until August or September of 2021 to be removed from the U.S. list of state sponsors of terrorism. General al-Burhan also stated that Sudan still supports a Palestinian state within the 1967 borders and urged Israel to engage the Arab Peace Initiative. (HA 10/26)

In the West Bank, Israeli settlers set fire to hundreds of Palestinian-owned olive trees in Safa after throwing a Molotov cocktail at them; the fire blazed for 3 hours before it was put out by Israeli helicopters. Israeli settlers also raided Burin, attacking Palestinians; 1 Palestinian defending his home was arrested by Israeli forces intervening on behalf of the settlers. Israeli forces violently dispersed a tree-planting event in Bayt Dajan, causing tear-gas related injuries; Israeli forces had tried to prevent Palestinians from reaching the event throughout the day by setting up roadblocks. Israeli forces also violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 4 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces opened fire at Palestinians passing through a hole in the separation wall near Jenin; 1 Palestinian was injured. An Israeli court remanded the PA governor of Jerusalem Adnan Gheith for 7 days. Governor Gheith was arrested on 7/19; it was the 17th time he has been arrested by Israeli forces since being named governor in 2018. Israeli DM Lieberman announces a temporary suspension of fuel and gas exports to Gaza through the Kerem Shalom border crossing, and a further reduction of the fishing zone off Gaza’s coast from six to three nautical miles. The punitive action comes a little over a week since Israeli PM Netanyahu announced a reduction in the fishing zone from nine nautical miles and a partial closure of the crossing, with an exception for key humanitarian imports, on 7/9. The suspension in fuel and gas exports is set to begin on 7/17 and continue through 7/22. Meanwhile, the Egyptian authorities close down the Rafah border crossing, citing a technical malfunction. Israeli DM Lieberman says that the Palestinian journalist who succumbed to injuries caused by the IDF’s ongoing violent crackdown on the Great March of Return on 4/6, Yaser Murtaja, was a member of Hamas and that he was giving his drone’s video recordings to the group. A senior Iranian official says that Israel’s 4/9 deadly strike on the Syrian T-4 military base “will not remain without response.” Meanwhile, the Russian Foreign Ministry summons the Israeli ambassador to Russia for a formal questioning about the incident and a discussion about recent events in Gaza. After yet another day of heightened tensions at Haram al-Sharif, the Israeli security cabinet decides to remove the metal detectors installed at the entrances to the sanctuary after the deadly attack, on 7/14 in the evening. A senior Israeli official says that some cameras installed on 7/23 will be removed as well. In a statement, the cabinet says it has “accepted the recommendation of all of the security bodies to incorporate security measures based on advanced technologies and other measures instead of metal detectors to ensure the security of visitors and worshippers in the Old City and [at Haram al-Sharif].” According to the Israeli press, the new measures include heat-sensing “smart cameras” with facial recognition technology, and that their installation will be part of a NIS 100 m. Following a day of Israeli-Jordanian tensions and negotiations over the deadly attack in Amman on 7/23, the Jordanian authorities allow the staff of the Israeli Embassy in Jordan, including the security guard who killed the 2 Jordanians, to return to Israel. The Israeli authorities first allow Jordanian police to hear the guard’s description of the incident. With rumors to the contrary circulating on social media, the Israeli press reports that Jordan did not condition the release of the guard on the removal of the metal detectors at Haram al-Sharif. U.S. rep. Greenblatt arrives in Israel to “support efforts to reduce tensions in the region,” according to a senior Trump admin. official. “Pres. Trump and his administration are closely following unfolding events in the region,” the official adds. “We are engaged in discussions with the relevant parties and are committed to finding a res. to the ongoing security issues.” Meanwhile, the UNSC holds a closed-door meeting on the Haram al-Sharif crisis.
