Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. Al-Hayat reports that Fatah officials accepted an Egyptian proposal to mediate a “calm” between Israel and Hamas, marking a break from PA president Mahmoud Abbas’s previous stance. Meanwhile, Israeli defense minister Avigdor Lieberman reportedly spars with the rest of the Israeli cabinet over the proposed “calm” in Gaza. He is reportedly in favor of a violent strike on Gaza in an effort to assert calm, rather than making any concessions to Hamas. (AH, TOI, TOI 11/4)

An Israeli drone bombs a site east of Bayt Hanun in Gaza in the evening, moderately injuring 1 Palestinian. An IDF spokesperson says that the strike targeted a group of Palestinians who were throwing firebombs across the border fence into Israel earlier in the day. Separately, IDF troops shoot and injure a Palestinian at a Great March of Return tent camp near Gaza City. In the West Bank, Israeli settlers uproot or otherwise destroy approximately 370 grape vines and 30 olive trees outside al-Khadir village near Bethlehem, 50 olive tree saplings outside Tell village near Nablus, 22 olive trees from a grove near Qalqilya, and 100 olive trees outside al-Mughayyir near Ramallah. Separately, an Israeli settler driver runs over 2 Palestinians near Qalqilya, injuring both. Amid escalating violence along Gaza’s border fence, Israeli prime minister Benjamin Netanyahu says that if the attacks from Gaza don’t stop, Israel will offer a “different” response. “Hamas apparently didn’t get the message,” he says, referring to the last round of Israeli air strikes in Gaza. “If they don’t stop the attacks against us, they will be stopped in a different way and it will be painful—very painful.” Later, Israel’s security cabinet reportedly decides to wait and see if Hamas will heed Netanyahu’s warning before ordering a broader assault on Gaza. The Israeli cabinet approves NIS 22 million (approximately $6.1 million) to expand the Israeli settlements in Hebron. The plan calls for the construction of 31 housing units, 2 new kindergartens, a daycare center, and a public park on the site of a former IDF post. (HA, JP, MNA, TOI 10/14)

Along Gaza’s border fence, unidentified Palestinians fly incendiary kites and balloons across the fence into Israel, sparking at least 2 fires near Sderot. In the evening, unidentified Palestinians launch a rocket into Israel; it lands in an open area, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis and Dayr al-Balah, causing no damage or injuries. Israeli DM Lieberman announces a temporary suspension of fuel and gas exports to Gaza through the Kerem Shalom border crossing, and a further reduction of the fishing zone off Gaza’s coast from six to three nautical miles. The punitive action comes a little over a week since Israeli PM Netanyahu announced a reduction in the fishing zone from nine nautical miles and a partial closure of the crossing, with an exception for key humanitarian imports, on 7/9. The suspension in fuel and gas exports is set to begin on 7/17 and continue through 7/22. Meanwhile, the Egyptian authorities close down the Rafah border crossing, citing a technical malfunction. After a weekend of violence along Gaza’s border fence, Netanyahu visits border communities and warns that Israel should be prepared for a “protracted campaign” against Hamas and the other armed groups in Gaza. (JP, TOI 7/16)

In the West Bank, Israeli forces demolish a Palestinian home under construction near Ramallah, force Palestinian farmers from their land outside al-Khadir near Bethlehem, and demolish a makeshift Palestinian secondary school in Khirbat Zanuta, a Bedouin community near Hebron. Israeli DM Lieberman says that the Palestinian journalist who succumbed to injuries caused by the IDF’s ongoing violent crackdown on the Great March of Return on 4/6, Yaser Murtaja, was a member of Hamas and that he was giving his drone’s video recordings to the group. Hamas denies the allegation. The Washington Post reports that the U.S. recently vetted Murtaja’s company, Ain Media, for a government grant. (AP, JP, WP, YA 4/11)

A senior Iranian official says that Israel’s 4/9 deadly strike on the Syrian T-4 military base “will not remain without response.” Meanwhile, the Russian Foreign Ministry summons the Israeli ambassador to Russia for a formal questioning about the incident and a discussion about recent events in Gaza. After yet another day of heightened tensions at Haram al-Sharif, the Israeli security cabinet decides to remove the metal detectors installed at the entrances to the sanctuary after the deadly attack, on 7/14 in the evening. A senior Israeli official says that some cameras installed on 7/23 will be removed as well. In a statement, the cabinet says it has “accepted the recommendation of all of the security bodies to incorporate security measures based on advanced technologies and other measures instead of metal detectors to ensure the security of visitors and worshippers in the Old City and [at Haram al-Sharif].” According to the Israeli press, the new measures include heat-sensing “smart cameras” with facial recognition technology, and that their installation will be part of a NIS 100 m. (approx. $28 m.) plan that could take as long as 6 mos. to implement. (MNA, WAFA, YA 7/24; TOI 7/25)

In the West Bank, Birzeit University students march toward a checkpoint outside the Beit El settlement nr. Ramallah to protest the 7/21 killings. IDF troops violently disperse them, injuring 4. IDF troops also patrol in Nablus, Sa‘ir nr. Hebron, and al-Khadir nr. Bethlehem, sparking clashes with stone-throwing Palestinians; 2 Palestinians are injured. The IDF arrests 19 Palestinians during late-night raids in and around Bethlehem, Nablus, Jenin, Qalqilya, Jericho, and Ramallah; and conducts further patrols nr. Hebron and Nablus. Following a day of Israeli-Jordanian tensions and negotiations over the deadly attack in Amman on 7/23, the Jordanian authorities allow the staff of the Israeli Embassy in Jordan, including the security guard who killed the 2 Jordanians, to return to Israel. The Israeli authorities first allow Jordanian police to hear the guard’s description of the incident. With rumors to the contrary circulating on social media, the Israeli press reports that Jordan did not condition the release of the guard on the removal of the metal detectors at Haram al-Sharif. U.S. rep. Greenblatt arrives in Israel to “support efforts to reduce tensions in the region,” according to a senior Trump admin. official. “Pres. Trump and his administration are closely following unfolding events in the region,” the official adds. “We are engaged in discussions with the relevant parties and are committed to finding a res. to the ongoing security issues.” Meanwhile, the UNSC holds a closed-door meeting on the Haram al-Sharif crisis. No details of the discussion are reported. (HA, TOI 7/24)

IDF troops raid a protest camp nr. Hebron where approx. 175 Palestinian and Israeli activists are protesting the eviction of an entire Palestinian community in the area. The IDF tears down the activists’ tents and confiscates their generator and sound system; there are no serious injuries. IDF troops also violently disperse Palestinians nr. Ramallah (Silwad and Nabi Salih) and Jericho rallying in solidarity with the hunger-striking prisoners; at least 11 Palestinians are injured. Elsewhere in the West Bank, IDF troops shoot stun grenades and tear gas at Palestinian students in al-Khadir nr. Bethlehem, seriously injuring 1. The package is explicitly meant as a confidence-building gesture of good faith ahead of U.S. pres. Trump’s visit to Israel and the occupied Palestinian territories (oPt) on 5/22–23. Israel’s security cabinet creates a comm. to address unregulated settlement outposts and the implementation of the so-called regulations law that the Knesset passed in 12/2016 (see JPS 46 [3]). Israeli police shoot and kill an Israeli settler after he allegedly attempts to stab 1 of them on the East Jerusalem side of the Hizma checkpoint. They reportedly mistook the settler for a Palestinian. Israeli forces later find the settler’s suicide note, showing that he intentionally attacked them with the goal of being killed. Elsewhere in East Jerusalem, approx. 90 right-wing Jewish activists tour Haram al-Sharif in the morning, marking Israel’s Independence Day. Israeli forces arrest 13 Palestinians during late-night raids in Sur al-Bahir, Silwan, and al-Tur. In the West Bank, Israeli settlers destroy a Palestinian well in al-Khadir nr. Bethlehem. Israeli forces level Palestinian land nr. Salfit to clear the area for settlers from nearby Ariel. IDF troops establish a checkpoint nr. The Jerusalem Municipality files for public review of a plan to confiscate 1,300 m2 nr. Haram al-Sharif to build a visitor center. The Israeli NGO Peace Now will report on the plan on 4/25, saying that “dragged by settler organizations, the Israeli govt. is willing to go out of its way to approve this sensitive plan through a highly unusual procedure.” (MNA 4/25; PCN 4/25)

Israeli PM Netanyahu praises the security forces for the arrest of 53 former prisoners, who were released in the Shalit exchange deal in 2011 and recaptured as a part of OBK. An estimated 240 Palestinians have now been detained since the start of the operation, 180 of them affiliated with Hamas, according to Israeli media reports. Pres. Abbas condemns those behind the kidnapping, comments denounced by Hamas spokesperson Abu Zuhri. U.S. State Dept. spokesperson Psaki praises Abbas’s remarks, saying the administration is calling on Israelis and Palestinians to “show restraint during this difficult period.”

In the West Bank, the IDF wound 1 Palestinian during clashes in Nablus during a patrol designed to protect the movement of Jewish settlers. IDF troops demolish 2 houses in al- ‘Arub r.c. nr. Hebron, prompting clashes with residents. Three are injured by rubber-coated metal bullets. IDF troops also fire tear gas into the grounds of 2 schools in al-Khadir, nr. Bethlehem. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, and in 1 village nr. Jenin at night; patrols in 2 villages nr. Hebron, in Tulkarm and 1 nearby village, and 1 village nr. Jericho at night. In Israel, a car owned by a Palestinian citizen is vandalized, the 6th such hate crime in the town over the last mo. Meanwhile, residents of Furaydis hold a general strike to protest the “price tag” attack on 4/29, where racist graffiti was sprayed on a mosque. Fatah official Azzam al-Ahmad says that PA Pres. Abbas will issue a presidential decree to convene the Palestinian Legislative Council— which has not convened since 2007—while elections will not take place for another 6 mos. Hamas and Fatah officials reactivate a subcmte. on civil liberties, as part of the implementation of the reconciliation agreement. Topics for the new subcmte. to deal with include the end of a ban on West Bank newspapers in Gaza. Meanwhile, around 1,000 Hamas supporters march through Ramallah, marking the return of the remains of 2 Hamas fighters killed by Israel in 1998. In the West Bank the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon, and in al-‘Arub r.c. and 1 village nr. Hebron, and in 1 village each nr. An anonymous Palestinian official says that senior negotiator Mohammed Shtayyeh will not be returning for future talks with Israel, and that Saeb Erakat will remain chief Palestinian negotiator. Both men resigned on 11/13 in protest of the lack of progress in the talks; however, Erakat stayed on when Pres. Abbas requested. (MNA 11/21)

The Palestinian High Court of Justice rules that the strike launched by the General Union of Palestinian Teachers on 11/17 is legal, despite the attempt by the PA on 11/19 to have the court temporarily abrogate their right to strike. Minister of Education Ali Muhana calls on the teacher’s union to abide by the last agreement with the PA, reached in 9/2013 (see the QU in JPS 171 for more on the teacher’s strike). (MNA 11/21)

Cross-border violence continues in Gaza. During the day, Palestinians fire some 20 rockets into Israel, causing damage in 1 instance but no injuries. Israel warplanes and drones carry out at least 3 air strikes on groups of armed Palestinians in Gaza City and n. Gaza, killing 2 Palestinians (1 civilian, 1 Popular Resistance Comm. [PRCs] mbr.) and wounding 9 (2 armed and 7 civilian, including 1 woman). Late in the evening, Hamas authorities in Gaza announce that another cease-fire with Israel has been brokered by Egypt, effective immediately. After the announcement, Palestinians fire at least 5 more rockets (no damage or injuries), but Israel does not respond. In total across 6/17–23, 11 Palestinians (7 armed; 4 civilians, including 2 children) were killed, and 49 Palestinians (7 armed; 6 PASF; and 36 civilians, including 2 women and 1 child) and 3 Israelis (2 police, 1 civilian) were injured. Palestinians fired around 155 rockets (including at least 10 Grads) and mortars; Israel carried out at least 25 air strikes. In Ramallah, the PA, which had banned anti-Mubarak protests in the West Bank, organizes 100s of Fatah mbrs. into proMubarak demonstrations, with the PAcontrolled media denouncing Egyptian opposition figure El-Baradei as a war criminal and CIA agent, calling him responsible for the war on Iraq. Later in the day, some 150 Palestinians in Ramallah organize a counterdemonstration in solidarity with the Egyptian people but are beaten and dispersed by PA riot police, who arrest 2 journalists and a human rights worker monitoring the rally. Yemen’s pres. Saleh pledges he will not run again when his term ends in 2013 or appoint his son to succeed him. In the past 10 days, he has also promised to lift the state of emergency imposed since 1992, raised the salaries of soldiers and civil servants, pledged to hire more college graduates, cut income taxes, imposed price controls, extended welfare payments to an additional 500,000 Yemenis, waived college tuition fees for students for the current year, and promised to reopen voter registration to enable some 1.5 m. Yemenis to register to vote. Today, Obama issues a statement welcoming Saleh’s reform steps. The opposition remains dubious, with many saying Saleh must step down immediately. During the day, IDF troops on the n. Gaza border send bulldozers 500 m into the border area nr. Israel acknowledges that it has begun work on a new police headquarters, road network, and “other facilities” in Jerusalem’s E-1 development area, marking the 1st step in the largest settlement construction project since 1967 to create “Jewish demographic continuity between Jerusalem and Ma’ale Adumim” settlement; the project will include 3,550 housing units, 6 hotels, a park.
