Palestinian citizens of Israel and Palestinians across Gaza, East Jerusalem, and the West Bank observe a general strike in protest of the so-called Nation-State Law, which codified Israel’s status as the nation-state of the Jewish people when it passed in the Knesset on 7/19/18. Israeli forces violently disperse demonstrations against the law on the outskirts of Ramallah, and in Nablus, Qalandia refugee camp, and Qalqilya, as well as 2 neighborhoods in East Jerusalem, (al-‘Izzariya and Abu Dis); 14 Palestinians are injured. Elsewhere in the West Bank, IDF troops patrol in Hebron, sparking clashes with stone-throwing Palestinian minors; there are no reported injuries. They also arrest 3 Palestinians during late-night raids near Hebron and Bethlehem. Along Gaza’s border, IDF troops violently disperse Palestinians gathering near al-Bureij refugee camp, Khan Yunis, and Jabaliya refugee camp throughout the day to protest the Israeli blockade, protest the Nation-State Law, and continue the Great March of Return; at least 44 Palestinians are injured. In the evening, several Palestinian fishing boats sail in a symbolic challenge to Israel’s blockade. They turn back to shore after Israeli naval forces fire warning shots in their direction, causing no damage or injuries. Meanwhile, Israeli firefighters put out 4 fires in southern Israeli border communities reportedly sparked by incendiary kites or balloons flown from Gaza. In East Jerusalem, Israeli settlers assault a number of Palestinians and damage a number of their vehicles in the Old City. Later, Israeli forces violently disperse of Palestinian minors congregating near the Damascus Gate to the Old City; 1 Palestinian is injured and 2 are arrested. They also arrest 2 Palestinians during late-night raids in Abu Dis and Hizma, sparking minor clashes in the latter. In the West Bank, the Israeli authorities evict a Palestinian farmer from his property near Bethlehem, claiming the land is stateowned. IDF troops arrest 7 Palestinians during late-night raids in and around Jenin, Nablus, and Qalqilya; and patrol near Tulkarm and Qalqilya. In East Jerusalem, Israeli forces arrest 10 Palestinians during raids in Bayt Hanina, Silwan, al-Tur, and Qalandia refugee camp. U.S. VP Pence addresses a special session of the Israeli Knesset, reaffirming the Trump administration’s commitment to forging a “lasting” Palestinian-Israeli peace deal and announcing that the U.S. embassy in Jerusalem will open by the end of 2019. (AA, GDN, HA, JP, NYT, YA 1/22)

Tensions remain high at Haram al-Sharif, as Palestinians hold a “day of rage” across the oPt. Muslim worshippers clash with Israeli forces after midday prayers at the Lion’s Gate to the Old City; 2 Palestinians are injured and arrested. Elsewhere, Palestinian, Israeli, and international protesters clash with Israeli forces at Qalandia checkpoint, Shu‘fat, Ramallah, and Bethlehem; at least 8 Palestinians are injured. Protests in Nablus and Tubas are without incident. Meanwhile, after a number of Jewish settlers perform religious rituals at Haram al-Sharif, the Israeli police temporarily suspended Jewish visitation rights to the sanctuary. In the West Bank, Israeli forces confiscate water pumps and tanks from Bedouin villages in the n. Jordan Valley. IDF troops arrest 8 Palestinians during late-night raids nr. Hebron, Nablus, and Tulkarm; and patrol nr. Hebron during the day. In East Jerusalem, Israeli forces arrest 10 Palestinians during raids in Silwan, al-Tur, Issawiyya, and Shu‘fat r.c. After consulting with top security officials, Israeli PM Netanyahu says, “We want to solve this crisis in the quietest way possible and to bring back the calm.” Israel’s security agencies reportedly support removing the new metal detectors. Separately, a White House spokesperson says that the U.S. is “very concerned” about the situation and calls on “the State of Israel and the Hashemite Kingdom of Jordan to make a good faith effort to reduce tensions and to find a solution that assures public safety and the security of the site and maintains the status quo.” (TOI 7/19; SA, TOI 7/20)

They also arrest a Palestinian girl at the Qalandia checkpoint allegedly found to be carrying a knife. They arrest 3 more Palestinians during late-night raids in Ramallah and nr. Hebron and Bethlehem, and patrol nr. Hebron and Nablus. In East Jerusalem, Israeli forces escort Joint List member of Knesset (MK) Masud Ganaim from Haram al-Sharif after he violates the ban on Israeli MKs and ministers visiting the sanctuary. IDF troops arrest a Palestinian allegedly carrying pipe bombs at a checkpoint nr. Ramallah, and 9 more Palestinians during raids in and around Bethlehem and Tulkarm. Two Palestinians die in a tunnel accident late at night nr. Gaza City. Hamas claims the 2 men were mbrs. of its group. In the West Bank, Israeli forces demolish 2 Palestinian car washes n. of Jerusalem. IDF troops arrest 12 Palestinians and issue 4 arrest summons during late-night raids in and around Nablus, Hebron, Jenin, and Tulkarm, and patrol nr. Hebron and Nablus during the day. In and around East Jerusalem, Israeli forces arrest 2 Palestinians during raids in Hizma village and Qalandia r.c. Late at night, they conduct raids in Shu‘fat r.c., sparking minor clashes with stone-throwing residents; there are no serious injuries. In Israel, Israeli forces demolish 2 homes in a bedouin village nr. Beersheba. A Jerusalem Municipality planning comm. approves the construction of 770 settler residences in the Gilo settlement in East Jerusalem. City officials say that the plans, initially approved in 2013, were “undergoing routine processes of allocation regarding roads and public spaces.” (MNA 12/9)

Israel’s Knesset passes a 1st reading of the new draft of the so-called regulations bill, which passed a preliminary reading on 12/5 and would retroactively authorize illegal settlement outposts in the West Bank. (HA, JP, MNA, TOI, YA 12/7; MNA 12/8)

A senior Israeli official says that Israeli PM Netanyahu has rejected French pres. François Hollande’s invitation to a mediated meeting with PA pres. Abbas after the next French-organized peace summit, which is set for 12/21. Later, Netanyahu calls Hollande personally to discuss the invitation. He tells the French pres. that he would be happy to meet with Abbas, but only if the conference is canceled. (HA, JP, YA 12/7)

Joint List members of the Knesset (MKs) Basel Ghattas and Ayman Odeh join hundreds of Palestinians in the bedouin village of Umm al-Hiran nr. Beersheba, protesting the Israeli authorities’ order to evacuate and demolish the village. The Israeli police ultimately delay the day’s demolitions, but do not offer a new date (demolitions will take place on 1/18). (HA 11/22; EI 11/23)

Following 2 mos. of drought, a series of large fires breaks out nr. Jerusalem, burning 30 homes and causing massive damage. (HA, MNA 11/24)

IDF troops shoot and kill a Palestinian at Qalandia checkpoint after he allegedly attempts to stab them. Elsewhere in the West Bank, Israeli settlers throw Molotov cocktails at a Palestinian home s. of Hebron, causing moderate damage. IDF troops arrest 8 Palestinians during late-night raids in and around Tulkarm, Hebron, and nr. Nablus; and patrol nr. Hebron and Ramallah. In East Jerusalem, Israeli forces complete the demolition of a Palestinian home under construction in al-Tur. They had begun the demolition on 11/10, but stopped when their bulldozer broke down. In an unusual incident in Ramallah, 9 Israelis try to visit a Palestinian’s home for a fastbreaking meal, but stone-throwing Palestinian youths block them and set their vehicle on fire. PASF and IDF troops secure the group’s departure from the oPt. Meanwhile, the IDF arrests 3 Palestinians during late-night raids nr. Bethlehem and Tulkarm and patrols nr. Hebron and Ramallah throughout the day. Israeli forces deliver stop-work orders to 2 residential buildings under construction and demolition notices to 4 structures nr. Hebron. In East Jerusalem, Israeli forces arrest 15 Palestinians during late-night raids in Ras al-Amud, Silwan, Qalandia r.c., and Wadi al-Juz. Israel’s security cabinet approves the reconciliation deal with Turkey announced officially on 6/27. Only 3 ministers vote against it: DM Lieberman, Education Minister Naftali Bennett, and Justice Minister Ayelet Shaked. During a debate over the deal in the Knesset, MK Haneen Zoabi (Joint List) calls the IDF soldiers who raided the Mavi Marmara in 5/2010 “murderers,” sparking a heated confrontation with several right-wing MKs. Later, PM Netanyahu pledges to expel Zoabi from the Knesset. (HA, JP, YA 6/29).

Following pressure from the Israeli NGO Adalah, Israeli police make public portions of their new rules of engagement, approved by Israel’s atty.-gen. in 9/2015 amid the surge of violence. The new rules authorize the police to respond to stone- or firecracker-throwing with live fire. (JP 7/4; HA 7/5)

IDF activity centers on Qalandia r.c. nr. Ramallah. After Palestinians throw stones and a firebomb at an IDF vehicle in the camp (the IDF says 2 soldiers drove into the camp by accident), the Israeli army implements its Hannibal Directive, an order authorizing overwhelming force to stop a soldier from being taken captive. The ensuing major IDF operation sparks clashes and a brief firefight with armed Palestinians; 1 Palestinian is killed and at least 12 are injured; a 2d Palestinian will succumb to his injuries on 3/15 (at least 10 Israeli soldiers are injured). Earlier, IDF troops conduct raids and house searches in Qalqilya and 2 villages nr. Jenin, arresting 5 Palestinians and sparking minor clashes (there are no injuries); patrols in 5 villages nr. Hebron. In East Jerusalem, the Israeli authorities return to his family the body of a Palestinian killed in a confrontation with Israeli forces in 12/2015. It is the 2d body they have returned to East Jerusalem since the wave of violence began in 10/2015. Israeli forces conduct a raid in Abu Dis, sparking minor clashes with stone-throwing Palestinian youths; there are no serious injuries. Off Gaza’s coast, Israeli naval forces arrest 9 Palestinian fishermen and confiscate 2 boats nr. Gaza City. Along Gaza’s border, IDF troops shoot and injure a Palestinian gravel worker nr. Over the complaints of the Joint List, the Knesset’s Law, Constitution, and Justice Comm. approves, with 7 of 15 mbrs. in favor, the “Suspension Bill,” which would allow a member of Knesset (MK) to be suspended by a 3/4ths vote from his or her colleagues. Joint List chair Ayman Odeh says he may resign from the Knesset if the bill is passed into law. The bill goes to a 1st reading in the full plenum, where it will pass on 3/28. Israeli atty.-gen. In the most high-profile incident of the day, undercover Israeli soldiers raid a hospital in Hebron and arrest a Palestinian patient—an alleged suspect in the stabbing of an Israeli settler on 25 October—and shoot and kill the man’s cousin. Meanwhile, Palestinians across the West Bank demonstrate in commemoration of the 11-year anniversary of former PLO chair Yasir Arafat’s death. IDF troops violently disperse them in al-‘Arub r.c. and 1 village nr. Hebron, w. of Tulkarm, 2 areas nr. Ramallah (al-Bireh and Jalazun r.c.), and Bethlehem; at least 70 Palestinians are injured. Elsewhere, IDF troops conduct a series of raids in Qalandia r.c. nr. Ramallah, sparking clashes with stone-throwing Palestinians youths; 13 Palestinians are injured. Palestinian youths throw stones at Israeli settlers’ vehicles nr. Nablus, causing no damage.
