In East Jerusalem, Israeli forces continue targeting Shu‘fat r.c., raiding the camp for the 6th day this week and arresting at least 13 residents. They arrest 2 more Palestinians during raids in Qalandia r.c. and al-‘Izzariya. Two Palestinian families demolish their own homes in Bayt Hanina to avoid paying Israeli demolition fees. Salfit and Hebron during the day. Palestinian youths throw Molotov cocktails at an Israeli settler’s vehicle late at night nr. Ramallah, injuring 1 settler. In East Jerusalem, Israeli forces demolish 3 residential buildings in al-Tur and Bayt Safafa. Israeli forces continue targeting Shu‘fat r.c., raiding the camp for the 5th day this week and arresting 6 residents. For the 2d time this week, IDF troops fire artillery shells and machine gun rounds at Hamas and PIJ military sites in Gaza nr. Bayt Lahiya, Dayr al-Balah, and Bayt Hanun, causing minor damage to the sites and at least 3 neighboring homes. The Israeli authorities return the body of a Palestinian to his family in East Jerusalem, having punitively withheld it since Israeli forces killed him on 2/19. His family is forced to pay a security deposit of NIS 20,000 (approx. $5,000), bury the body at al-Mujahidin Cemetery in c. Jerusalem, and limit the attendance at his funeral at 25 people. Elsewhere in East Jerusalem, a Palestinian demolishes the walls of his own home in the Old City to avoid paying Israeli demolition fees. Israeli forces arrest 5 Palestinians and issue 2 arrest summons during raids in Issawiyya, Qalandia r.c., and Abu Dis. In the West Bank, IDF troops shoot and injure a Palestinian nr. Jenin in unclear circumstances. Meanwhile, the IDF arrests 9 Palestinians and issues 3 arrest summons during raids nr. Tulkarm, Hebron, Nablus, and Jenin; and patrols nr. Qalqilya, Hebron, and Nablus. Israeli undercover forces arrest 4 Palestinian customs officers who are conducting a surveillance operation outside Nur Shams r.c. overnight. Off Gaza’s coast, Israeli naval forces open fire on 4 Palestinian fishing boats nr. Gaza City; they arrest 10 fishermen and confiscate 2 of their boats. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In the West Bank, PA Security Forces (PASF) clash with unidentified gunmen in Kafr ‘Aqab village and Qalandia r.c. nr. Jerusalem, injuring 1 Palestinian youth in the crossfire. Meanwhile, Israeli forces close the entrances to Yatta with dirt mounds and rocks, further cracking down on the Hebron-area village in the wake of the 6/8 attack in Tel Aviv. IDF troops conduct late-night raids and house searches in Yatta, and in and around Jericho, and Salfit, arresting 8 Palestinians; and patrol nr. Hebron, Nablus, and Jenin throughout the day. The Jerusalem Municipality permits the construction of a 4-story residential building for Israeli settlers in Silwan. The municipality also pledges to “continue to build in all neighborhoods of the city.” (HA, JP, MNA, TOI 6/15)

Israel’s Knesset passes, 57–16, a so-called anti-terrorism law granting the state broad new powers to prosecute suspected “terrorism” cases. The Joint List decries the new law as “draconian,” echoing the views of Palestinian citizens of Israel and opponents of the right-wing govt. (HA, JP, MNA, YA 6/15)

Unidentified assailants open fire on an IDF vehicle in Qalandia refugee camp (r.c.), causing minor damage. Elsewhere in the West Bank, IDF troops detain 2 Israeli settler youths nr. Bethlehem who were threatening Palestinians with a toy gun. They also conduct late-night raids and house searches in Tulkarm, Jenin, and 1 nearby village, as well as in 1 village each nr. Ramallah and Hebron, arresting 7 Palestinians; and patrol nr. Hebron. Off Gaza’s coast, Israeli naval forces arrest 2 Palestinian fishermen and confiscate their boat nr. Bayt Lahiya. Egyptian pres. Abdel Fattah al-Sisi makes a major speech on the Israeli-Palestinian conflict, stating that he supports the French peace initiative and Palestinian national reconciliation, and will “make every effort” to advance an Israeli-Palestinian settlement. Meanwhile, French pres. François Hollande announces that he has postponed the meeting of FMs from 5/30 to sometime “in the summer” to allow U.S. secy. of state John Kerry to attend. Late at night in East Jerusalem, Israeli forces return the body of a Palestinian killed in a confrontation with Israeli border police in 11/2015. Meanwhile, Israeli forces arrest 4 Palestinians during late-night raids in Jabal Mukabir, Qalandia r.c., and Issawiyya; and assault and arrest a Palestinian in the Old City. Along Gaza’s border, Israeli forces open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, Israeli forces raze 50 dunams (around 12.3 acres) of Palestinian land nr. Qalqilya, uprooting 50 olive trees; and issue a stopwork order to a water pipeline under construction in the Jordan Valley. IDF troops conduct late-night house searches and raids nr. Along Gaza’s border, IDF troops shoot and injure a Palestinian youth herding cattle nr. Gaza City. In the West Bank, IDF troops conduct late-night raids and house searches in Tulkarm and Bethlehem, as well as nr. Jenin, Hebron, and Salfit, arresting 10 Palestinians and threatening the family of another (an 11th Palestinian turns himself in hours later); patrol nr. Hebron, Qalqilya, and Salfit. In East Jerusalem, a number of right-wing Jewish activists tour Haram al-Sharif in the morning, leading to minor verbal confrontations with Palestinian worshippers. Israeli forces punitively seal the home of a Palestinian prisoner in Sur al-Bahir (he is awaiting trial on manslaughter charges related to a stonethrowing incident on 9/13/2015). PLO secy.-gen. Saeb Erekat says that the Palestinians have begun consultations with various Arab nations on the draft UNSC res. they informally circulated last week, as was reported on 4/7. Egypt is reportedly overseeing the consultations, aimed at finalizing the draft ahead of PA pres. Abbas’s visit to the UN in New York at the end of this mo. (MNA 4/13)

3 MARCH 2016 Along Gaza’s border, IDF troops shoot and moderately injure a Palestinian collecting gravel. Off the coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishermen, damaging 3 of their boats. In the West Bank, IDF troops violently disperse a demonstration nr. Ramallah organized by 5 Palestinian food companies protesting the 3/9 Israeli decision to bar their products from Jerusalem markets; there are no serious injuries. IDF troops also patrol in a village nr. Ramallah, sparking clashes with stone-throwing youths; 1 Palestinian is injured. The IDF conducts raids and house searches in and around Jenin, Bethlehem, and Qalqilya, arresting 5 Palestinians and issuing an arrest summons to 1; patrols further nr. Hebron and Ramallah. Nr. Bethlehem, unidentified assailants stab and injure an Israeli settler outside the Gush Etzion settlement bloc. The IDF then seals nearby Nahalin village and sets up mobile checkpoints, allowing only humanitarian cases to pass in or out. Earlier, Israeli forces confront a Palestinian youth outside the Old City of Jerusalem for “moving in a suspicious way,” then arrest her when she draws a knife and allegedly attempts to stab them. In Gaza, a Hamas fighter is killed in a tunnel collapse nr. Khan Yunis. In the West Bank, IDF troops shoot and injure 2 Palestinians in a village nr. Bethlehem; conduct late-night raids and house searches in Jenin, Bethlehem, 1 village and Dahaysha r.c. nr. Bethlehem, as well as Hebron and nearby al-Fawar r.c., arresting 8 Palestinians and issuing an arrest summons to 1; patrol in 3 villages and al-Fawar r.c. nr. Hebron, as well as Salfit. Israeli forces demolish 11 Palestinian residential and agricultural structures nr. Nablus. The Israeli authorities reopen a road nr. Hebron, which has been closed since 11/2015 when tension began to escalate in the area. In East Jerusalem, Israeli forces arrest 14 Palestinians on late-night raids in Qalandia r.c., Abu Dis, Sur al-Bahir, Issawiyya, the Old City, and Ras al-Amud. The IDF maintains, for a 2d day, the closure of Qabatiya where the 3 Palestinians suspected of perpetrating the 2/3 shooting in the Old City were from. In Ramla, Israel, 2 Palestinian youths are detained after allegedly stabbing and lightly injuring an Israeli security guard at a bus station. In Silwan, unidentified assailants throw Molotov cocktails at an Israeli bus, causing substantial damage and no injuries. Meanwhile, Israeli forces violently disperse Palestinian youths gathering in Jabal Mukabir, East Jerusalem, to call for the return of the bodies of Palestinians killed by Israeli forces (there are no serious injuries).Israeli forces also demolish a building in al-‘Izzariya; conduct a raid in Abu Dis, sparking clashes with stone-throwers (there are no serious injuries); arrest 3 Palestinians on further raids in Silwan, Qalandia r.c., and Biddu. In the West Bank, Israeli forces demolish 5 homes and 4 other Palestinian structures in the Jordan Valley, as well as 3 agricultural structures in a village nr. Ramallah overnight. IDF troops violently disperse Palestinians protesting and throwing stones nr. Qalqilya; 1 Palestinian is injured. The IDF conducts raids and house searches in 1 village each nr. Salfit, Nablus, and 3 villages nr. Ramallah, arresting 6 Palestinians and issuing 1 family a notice to vacate their home; patrols in 2 villages nr. Ramallah and 7 nr. Hebron. Palestinian hunger striker al-Qiq rejects an Israeli High Court of Justice decision to suspend his administrative detention until his health improves. Al-Qiq argued that the ruling upheld his administrative detention in a different form. (MNA 2/4)
