In Ramla, Israel, 2 Palestinian youths are detained after allegedly stabbing and lightly injuring an Israeli security guard at a bus station. In Silwan, unidentified assailants throw Molotov cocktails at an Israeli bus, causing substantial damage and no injuries. Meanwhile, Israeli forces violently disperse Palestinian youths gathering in Jabal Mukabir, East Jerusalem, to call for the return of the bodies of Palestinians killed by Israeli forces (there are no serious injuries).Israeli forces also demolish a building in al-‘Izzariya; conduct a raid in Abu Dis, sparking clashes with stone-throwers (there are no serious injuries); arrest 3 Palestinians on further raids in Silwan, Qalandia r.c., and Biddu. In the West Bank, Israeli forces demolish 5 homes and 4 other Palestinian structures in the Jordan Valley, as well as 3 agricultural structures in a village nr. Ramallah overnight. Palestinian hunger striker al-Qiq rejects an Israeli High Court of Justice decision to suspend his administrative detention until his health improves. Al-Qiq argued that the ruling upheld his administrative detention in a different form. (MNA 2/4)

In the Nablus area, 1 Palestinian is killed and 2 others injured by Israeli forces throughout the day. First, IDF troops shoot and kill a Palestinian youth at the Hawara checkpoint after he allegedly attempts to stab Israeli soldiers. Later, Israeli soldiers shoot and injure 1 Palestinian youth in Nablus and 1 more in a village nearby. Israeli soldiers assault and arrest a Palestinian in Tulkarm. Meanwhile, the IDF conducts raids in 1 village and Qalandia r.c. nr. Ramallah, arresting 2 Palestinians and sparking clashes in each with stone-throwing Palestinian youths; at least 3 Palestinians are injured. IDF troops violently disperse Palestinians protesting and throwing stones in 1 village each nr. Ramallah and Nablus, and along Gaza’s border nr. al-Bureij r.c.; 5 Palestinians are injured and 1 is arrested. Israeli forces deliver stop-work orders to 5 residential structures under construction nr. Hebron. Following the IDF’s shelling of Gaza on 12/16, unknown Gazans fire a rocket toward Israel. It falls short of the border, causing no damage or injuries. Along Gaza’s border, Israeli forces conduct a limited incursion to level land along the border fence nr. Khan Yunis; arrest 2 Palestinians attempting to cross into Israel e. of Dayr al-Balah. For the 2d day in a row, IDF troops shoot and kill a 16-year-old Palestinian at Huwwara checkpoint nr. Nablus. The IDF claims that the youth attempted to stab 2 settlers at a bus stop, but a PCHR investigation refutes the allegation; a Palestinian bystander is critically injured by a stray Israeli bullet during the incident (she succumbs to her injuries on 12/16). Shortly afterward, Israeli forces shoot and kill another Palestinian after he attacks a group of Israelis with a knife at a gas station w. of Ramallah, killing an IDF soldier and injuring an Israeli settler (a 2d settler is lightly injured by errant fire). In West Jerusalem, Israeli police open fire on 2 Palestinian youths, killing 1 and injuring the other, after they stab an elderly Palestinian man with scissors nr. a central market (they reportedly mistook him for an Israeli); 1 Israeli bystander is lightly injured. After the incident, Palestinian gunmen affiliated with Fatah’s military wing open fire on Qalandia checkpoint nr. Ramallah, reportedly targeting the area because the Palestinian youth killed in West Jersualem was from Qalandia r.c.; there are no injuries. Elsewhere in the oPt, a small armed group in Gaza fires a rocket into Israel and it lands nr. the border fence, causing no damage or injuries. In the evening, IAF jets launch air strikes at a Hamas military site in c. Gaza, causing damage. Off the coast nr. Jabaliya r.c., Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. IDF troops violently clash with Palestinian protesters and stone-throwers in 2 incidents: along Gaza’s border nr. al-Bureij r.c. and at a university in Tulkarm, w. of Qalqilya; 7 Palestinians are injured (1 seriously). The IDF conducts raids in Aida r.c. nr. Bethlehem and in a village nr. Ramallah, sparking small clashes with stonethrowing Palestinian youths in both; 2 Palestinians are moderately injured. In the most high-profile incident of the day, undercover Israeli soldiers raid a hospital in Hebron and arrest a Palestinian patient—an alleged suspect in the stabbing of an Israeli settler on 25 October—and shoot and kill the man’s cousin. Meanwhile, Palestinians across the West Bank demonstrate in commemoration of the 11-year anniversary of former PLO chair Yasir Arafat’s death. IDF troops violently disperse them in al-‘Arub r.c. and 1 village nr. Hebron, w. of Tulkarm, 2 areas nr. Ramallah (al-Bireh and Jalazun r.c.), and Bethlehem; at least 70 Palestinians are injured. Elsewhere, IDF troops conduct a series of raids in Qalandia r.c. nr. Ramallah, sparking clashes with stone-throwing Palestinians youths; 13 Palestinians are injured. Palestinian youths throw stones at Israeli settlers’ vehicles nr. Nablus, causing no damage. In the Gaza Strip, Israeli forces conduct a limited incursion along the border fence nr. Khan Yunis to level land. In the West Bank, over 10,000 people attend a funeral procession in Ramallah for the Palestinian killed by Israeli soldiers on 12/15, and a general strike is held in the surrounding villages. IDF troops clash with stone-throwing Palestinians during a raid of a village w. of Jenin, and several Palestinians suffer from tear gas inhalation. A day ahead of the Palestinians’ promised submission of their draft res. to the UNSC, various Palestinian, U.S., EU, Arab, and Israeli officials meet to discuss their options. PA FM al-Maliki meets with French FM Fabius, and he offers to back the French draft UNSC res. if a couple of critical amendments are made. Separately, U.S. Secy. of State Kerry flies to London to hold talks with senior PLO official Saeb Erakat and PA intelligence chief Majid Faraj, and later with an Arab League delegation. Kerry asks the Palestinians to delay submitting their draft so he can conduct further meetings with PA Pres. Abbas. Russian Dep. In the West Bank, IDF troops shoot and kill a Palestinian man during a late-night arrest raid in Qalandia r.c. nr. Ramallah. Clashes then break out in the camp, with residents throwing stones and Israeli soldiers injuring around 30 Palestinians with rubber-coated metal bullets and stun grenades. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. Shortly after, the soldiers clash with stone-throwing Palestinian youth in the area, dozens of whom suffer from tear gas inhalation. The IDF conducts house searches and arrest raids nr. Bethlehem, Jenin, Salfit, Tulkarm, and Hebron. In East Jerusalem, Israeli forces deliver a demolition order to the Silwan home of the Palestinian man who is suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed on 10/30 by Israeli security forces. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order. They also deliver a demolition order to a 19-person residence in the Old City. Separately, Israeli police detain 3 Palestinian children at Haram al-Sharif. Israeli PM Netanyahu meets with U.S. Secy. of State Kerry in Rome to discuss the rival draft UNSC res. being prepared by the Palestinians and the French. Netanyahu opposes both, saying, “We will not accept attempts to dictate to us unilateral moves on a limited timetable.” Kerry then meets with French FM Fabius, UK Foreign Secy. Hammond, German FM Frank-Walter Steinmeier, and EU foreign affairs chief Mogherini in Paris. Separately, Arab League secy.-gen. Nabil Elaraby meets with Fabius in Paris. Meanwhile, IDF troops shoot and injure 1 Palestinian during clashes with residents in a village nr. Hebron. At night, the IDF conducts house searches and arrest raids in Nablus, 1 village nr. Nablus, Hebron, 3 villages nr. Hebron, al-‘Arub, and 3 villages nr. al-‘Arub; patrols in 7 villages nr. Hebron and 1 village nr. Ramallah. In East Jerusalem, 30 right-wing Jewish activists enter Haram al-Sharif, and in the ensuing clashes with Palestinian worshippers, Israeli security forces injure 2 Palestinians. Israeli media reports that Hamas’s security forces have made arrests of several mbrs. of a small splinter group in connection with the previous days’ rocket fire. IDF officials say approximately 20–30 rockets have been fired into s. Israel in the past 2 weeks. At a rally in Gaza, Hamas official and dep. head of the PLC Ahmad Bahr says that though no faction has claimed responsibility for kidnapping the Israeli teenagers, “we support and bless it, because it is the right of our people to do it for the country, the prisoners, and Jerusalem.” (MNA, ToI 6/25)
