The Palestine Chronology

After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. Gaza, a Gaza City mosque identified by the IDF as “a base for terrorist activities,” Hamas’s al-Aqsa TV station, the agriculture control dept. in Khan Yunis, numerous police stations and training sites, at least 9 homes, several workshops (considered rocket-manufacturing sites), and Hamas’s Asda’ media center outside Khan Yunis. One IDF airstrike on a PA ministry building kills 8 Palestinian students at an adjacent UNRWA training center, wounding 19 others (8 seriously). Hamas and Palestinian human rights groups in Gaza estimate that the dead include around 165 civil police officers (including those at the graduation ceremony) and Hamas’s central district governor, Abu Ahmad Ashur. Some targets are hit with U.S.-supplied GBU-39 bunkerbusting munitions received as recently as 9/08 (see Quarterly Update in JPS 150 and the “Israeli Arsenal” document in this issue’s Special Focus section). An E. Jerusalem Palestinian, reportedly angry over events in Gaza, injures an Israeli border police officer in a deliberate hit and run in the city. The IDF makes 2 air strikes on rocket-launching sites in Gaza City, wounding a 2-yr.-old girl. In the West Bank, IDF troops for no apparent reason fire on a group of Palestinian laborers on their way to work nr. Hebron, wounding 1 with live ammunition; conduct early morning patrols in Tulkarm; conduct daytime raids, search Palestinian homes and shops nr. Bethlehem and Ramallah, making no arrests; conduct late-night arrest raids, house searches nr. Ramallah, Tulkarm and in Balata r.c., Hebron, Nablus. At its weekly session, the Israeli cabinet gives the IDF the green light to initiate attacks on Hamas targets in Gaza, in addition to hitting sites fr. which rockets and mortars are launched. Some reports suggest the cabinet took a decision to launch a military strike on Gaza and has authorized the IDF chief of staff to prepare to implement previously drafted plans for a ground invasion into Gaza to oust Hamas. Senior Hamas officials in Gaza immediately go underground, fearing assassination. The cabinet also authorizes the Israeli FMin. to launch an international public relations campaign enlisting support for a military offensive against Hamas. Israeli FM Tzipi Livni plans a series of teleconferences with UN Secy.-Gen. Ban Ki-moon, U.S. Secy. of State Condoleezza Rice, and the FMs of Britain, France, Germany, and Russia. Shin Bet head Yuval Diskin reports that Hamas has rockets that would strike as far n. as Kiryat Gat, Ashdod, Beersheba. Overnight, Islamic Jihad mbrs. in Gaza fire more than a dozen rockets into Israel in retaliation for the IDF’s 12/15 assassination of Nawahda, causing no damage or injuries. The IDF makes 2 air strikes on Islamic Jihad mbrs. preparing to launch rockets nr. Bayt Hanun, injuring 3 Islamic Jihad mbrs., 1 bystander. OCHA reports that in recent days, Israel allowed 78 tons of chlorine and purification chemicals to be transferred to Gaza’s water authority, enough to treat Gaza’s water supply for 1 mo.; Gaza also received its 2d shipment (14 truckloads) of pharmaceutical supplies fr. the PA central pharmacy in Ramallah. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem. In East Jerusalem, Israeli forces bulldoze a tent and level land, displacing a Palestinian family whose home on the site they had bulldozed in 11/08. Inside Israel, some 200 Israeli police make an overnight raid on the Bedouin encampment of Abdallah al-Atrash in the Negev, which has existed for over 20 yrs., expelling 20 families and demolishing all structures. A Gaza court sentences Palestinian Muhammad Saidam, arrested in 2/08, to death for “treason, espionage, and collaborating” with Israel to assassinate mbrs. of the Palestinian resistance; PA pres. An Israeli court orders settlers to evacuate the East Jerusalem home seized on 11/22; Israeli police remove the settlers but seal the second floor of the home pending a 12/2 court date to hear the settlers’ case. Jewish settlers fr. Kiryat Arba vandalize Palestinian homes nr. the al-Ibrahimi Mosque/Tomb of the Patriarchs. (PCHR 11/27)

The IDF conducts late-night arrest raids, house searches nr. Bethlehem, Jenin. Jewish settlers dress in Magen David Adom (Israeli Red Cross) uniforms and, guarded by Israeli security forces, raid, seize a Palestinian home in the Aqabat al-Saraya quarter of the Old Town of East Jerusalem; the Palestinian family has lived in the home since 1931. A Palestinian who suffered a severe heart attack during an 11/9 IDF raid on his East Jerusalem home dies. (PCHR 11/27)

In the West Bank, the IDF fires rubbercoated steel bullets, tear gas, percussion grenades at Palestinians holding a nonviolent protest against settlements at the evacuated settlement site of Homesh nr. Jenin (wounding 5); conducts late-night arrest raids, house searches in and around Nablus, and nr. Bethlehem, Hebron; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation), Jayyus nr. Qalqilya (10s suffer tear gas inhalation; a Palestinian Council mbr. and PLO Exec. Comm. mbr. are detained for questioning), and Ni‘lin (injuring 1). In East Jerusalem, Israeli police raid and halt a cultural event at a theater in the city organized by the Jerusalemite Youth Parliament and several local NGOs and schools, stating that it was a political event connected to the Palestinian Authority (PA), which the organizers deny. Israel reseals crossings into Gaza, citing continued Palestinian mortar and rocket fire. Palestinian rocket fire immediately falls to near zero. The IDF sends tanks into s. Gaza to disable roadside bombs planted along the border, trading fire with Palestinian gunmen, causing no reported injuries. The Israeli navy intercepts and confiscates 3 Palestinian fishing boats carrying fishermen and international peace activists, detaining passengers and crew (all are released on 11/19). Egyptian security forces demolish 20 smuggling tunnels on the Rafah border. In the West Bank, the IDF demolishes a Palestinian home in Issawiyya nr. East Jerusalem; conducts late-night arrest raids, house searches in and around Nablus, in Ramallah, and nr. Bethlehem and Salfit. Jewish settlers fr. In Gaza, UNRWA suspends food deliveries to 750,000 Gazans for lack of stocks and Gaza municipal officials are forced to shut down Gaza’s power plant once again for lack of fuel (see 11/11) after Israel suspends food and humanitarian aid shipments to Gaza in response to Palestinians firing 8 rockets and some mortars into Israel, causing no damage or injuries. The UN’s World Food Program, which feeds an additional 130,000 nonrefugee Palestinians, says it is delving into its emergency stock of food, which will last only 4 more weeks. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem, Jenin. Israeli police raid an event being held at the Jerusalemite Association for Community Development in Wadi al-Juz in East Jerusalem (attended by, among others, the Egyptian amb. to Israel and a Spanish embassy official), halting the event on the grounds that it constituted illegal Palestinian political activity in Jerusalem. In Sharm al-Shaykh, Egypt, Rice attends a high-level Quartet mtg. to discuss ways of keeping the process alive during the Israeli and U.S. government transitions. Abbas, Livni brief the Quartet on their talks since the 11/07 Annapolis summit, pledge to continue negotiations despite the political uncertainty in Israel, and reaffirm that “nothing would be considered agreed until everything is agreed.” The Quartet reiterates its support for continued negotations, praises the PA’s security reforms, and urges the international community to fulfill aid pledges to the PA to ease the economic crisis in the territories. In the West Bank, the IDF makes an evening incursion into Anabta nr. Tulkarm, firing on residential areas and then on stone-throwing youths who confront them, wounding 1 teenager; conducts late-night arrest raids, house searches in and around Hebron, in Jenin town and r.c., and nr. Bethlehem. Israeli police evict a Palestinian family (14 mbrs., including 7 children) fr. their home in Shaykh Jarrah, East Jerusalem, turning the property over to Jewish settlers who claim to have purchased the land fr. relatives of the Ottoman-era owners even though an Israeli court ruled in 2006 that their claim was based on forged documents. Overnight, the IDF demolishes the Palestinian home nr. Dayr al-Balah that it says was hiding a tunnel, arresting 4 female residents, bulldozing an additional 2.5 d. of land. Retaliating for IDF attacks on 11/4–5, Hamas and Islamic Jihad mbrs. fire about 35 rockets fr. Gaza into Israel, causing no damage or injuries; the IDF strikes 1 rocketlaunching site in Jabaliya r.c. in n. Gaza, killing 1 Islamic Jihad mbr. and wounding 2 others (including senior cmdr. Issam Ba‘lusha) and 2 bystanders. Hamas officials state that they are in contact with Egypt to restore calm and would observe the ceasefire if Israel halted attacks; Israel says it intends to uphold the truce, but cuts off fuel shipments to Gaza and seals all crossings into the Strip indefinitely as punishment for the rocket fire. In the West Bank, the IDF makes a daytime arrest raid, searches a shop in al-Khadir nr. Bethlehem; conducts late-night arrest raids, house searches in Hebron and nr. Bethlehem, Ramallah. The IDF also demolishes 2 Palestinian homes in Silwan in East Jerusalem (displacing 9 Palestinians)— the 1st of 88 Palestinian homes slated for demolition to make way for a “national archeological park”—sparking clashes with local residents that leave 8 injured, 20 under arrest; also demolishes 1 Palestinian home in Shu’fat (displacing 11 Palestinians), a wedding hall in Bayt Hanina. Overnight, the IDF makes an incursion into Bethlehem, surrounding and firing on the home of a wanted Palestinian, raiding and several nearby homes, occupying 1 as an observation post; over the next 12 hrs., troops evacuate, partially bulldoze, then storm the surrounded, vacant home, incorrectly believing the wanted man to be inside, rendering the house uninhabitable. The IDF also enters al-Khadir village nr. Bethlehem and al-Masayaf neighborhood in Ramallah in the morning, randomly checking Palestinians’ IDs, arresting 2 in al-Khadir and summoning 2 in Ramallah for questioning; conducts late-night arrest raids, house searches nr. Hebron. In East Jerusalem, Israeli authorities formally open a synagogue built on confiscated and demolished Palestinian property; the ceremony is attended by several senior Israeli officials, rabbis, and right-wing Israeli MKs. Israeli pres. Shimon Peres authorizes Livni to form a new government. Israeli law gives her 42 days to complete the task or step aside for the pres. either to authorize another party to form a coalition or to call early elections. Israeli and Palestinian negotiating teams will continue to hold their regular mtgs., and Olmert and Abbas will continue to meet biweekly to discuss the teams’ progress, but no major agreements are expected until a new government is formed. A 19-yr.-old Palestinian resident of Jabal Mukabir in East Jerusalem drives his car into a group of IDF soldiers in the Old City, injuring 19 before being shot dead; Israeli police believe the man acted intentionally and alone, though the family believes the incident was an accident. In the West Bank, the IDF patrols in, fires on residential areas of Jenin town and r.c., causing no injuries; conducts late-night arrest raids, house searches in Nablus and Tulkarm, nr. Bethlehem and Jenin. A Palestinian woman (apparently the same who staged a similar attack on 9/8) sprays an acid-like substance on an IDF soldier checking IDs at Hawara checkpoint, blinding him and injuring 3 Palestinians nearby; she is captured, arrested. In the West Bank, the IDF patrols in, fires on residential areas of Dahaysha r.c., seriously wounding a Palestinian teenager; conducts daytime arrest raids, house searches in Bayt Jala and nr. Hebron, and similar latenight operations in and around Jenin town and r.c., in Dahaysha r.c. and Nablus (firing on stone-throwing youths, wounding 2), and nr. Bethlehem, Hebron, and Salfit; patrols in, fires on residential areas of Anabta nr. Tulkarm, causing no injuries. Egyptian border police discover, demolish 20 smuggling tunnels on the Rafah border; smugglers exchange fire with police, leaving 2 unidentified individuals dead and 4 wounded inside Egyptian territory. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7. For a 2d day, armed Jewish settlers attempt to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry. Jewish settlers fr. Kiryat Arba dump trash in front of the entrance of Hebron’s al-Ras Mosque. Jewish settlers fr. Givat Ha’avot settlement in Hebron vandalize 5 nearby Palestinian homes. The Israeli Interior Min. approves construction of 400 new settler housing units in Neve Ya’acov settlement n. of Jerusalem, and authorizes tenders to be issued for construction of 286 housing units in Beitar Ilit nr. Bethlehem (approved by the Housing Min. on 5/21) and 130 units in Har Homa in East Jerusalem (some of which may have been approved by the Interior Min. on 7/9). Israel also reportedly agrees to transfer settlers living in the unauthorized outpost of Migron nr. Palestinian construction worker Hussam Dweikat (who has Israeli residency status in East Jerusalem) commandeers a Caterpillar bulldozer (symbolic, as the IDF uses Caterpillar D9 bulldozers to level Palestinian homes and land in the occupied territories) from the Jerusalem construction site where he works, plows through midday traffic in West Jerusalem’s business district, overturning a bus, running over at least 2 cars, killing 3 Israelis, injuring more than 40 before a police officer fatally shoots him. Israeli officials believe Dweikat acted alone. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Bethlehem, in Tubas, and nr. Jenin, Nablus (also raiding a mosque and its library, taking computers, documents, books), Ramallah. Jewish settlers fr. Massu’a in the Jordan Valley attempt to fence off and confiscate a plot of land in Jiftlik village, but the Palestinian owners drive them away. Palestinian youths stone a Jewish settler bus nr. Ramallah, causing damage but no injuries. In Gaza, 1,000s of Palestinians storm the Rafah crossing, demanding entry to Egypt and throwing stones at Egyptian security forces, who respond by pushing the crowd back with water cannons and tear gas; Hamas-affiliated police bring the situation under control. Hamas-affiliated police launch a campaign to removed small shops and huts erected along the Gaza shoreline without municipal permission. Nr. Shuka, 2 Palestinian teenagers are injured when they accidentally trigger IDF unexploded ordnance (UXO). Islamic Jihad pledges to coordinate its responses with Hamas. In the West Bank, the IDF makes an unusual daytime raid into Bayt Umar village nr. Hebron, setting up road blocks, checking IDs, raiding and searching homes, firing on stone-throwing youths who confront troops, killing a 16-yr.-old Palestinian boy, arresting 1 Palestinian; conducts late-night arrest raids, house searches in and around Nablus and Ramallah, nr. Bethlehem and Jenin, and outside East Jerusalem. Jewish settlers fr. Halamish nr. Ramallah burn a Palestinian olive tree. Nr. Jabaliya r.c., unidentified assailants detonate a bomb outside a fmr. Overnight in Gaza, the IDF sends troops, bulldozers into Bani Suhayla nr. Khan Yunis, bulldozing 125 d. of agricultural land, several greenhouses, 1 Palestinian home before withdrawing in the morning; during the operation, troops fire a tank shell at armed Palestinians approaching the area (wounding 3) and detain 11 Palestinians (including 1 child) for questioning. In the West Bank, the IDF conducts arrest raids, house searches in Bethlehem, Qabatya, and nr. Hebron. In East Jerusalem, Israeli police and intelligence officers break up a memorial service for the late Palestinian political figure Faisal Husseini, declaring it an illegal political gathering, arresting 4 Palestinians. A Jewish settler deliberately drives into a flock of Palestinian sheep nr. Hebron, killing 3 sheep, injuring 2. The Israeli Housing Min. says it is moving ahead with previously announced plans to build 884 new Jewish settler housing units in East Jerusalem’s Pisgat Ze’ev (763 units) and Har Homa (121 units) settlements. Meanwhile, in Bayt Furik, angry Palestinians demonstrate, throw stones at a Palestinian Authority (PA) police station in Nablus, denouncing the PA’s recent confiscation of 86 unlicensed and stolen vehicles, injuring 3 policemen; the PA police fire live ammunition and percussion grenades at the protesters and beat several, injuring 8 Palestinians and causing an elderly Palestinian woman to have a fatal heart attack. In Gaza’s al-Maghazi r.c., unidentified gunmen fire on a group of Hamas mbrs., who return heavy fire; no injuries are reported. In Gaza, the IDF makes an air strike on an empty car in Jabaliya r.c. owned by a member of Hamas’s Izzeddin al-Qassam Brigades (IQB) in an apparent assassination attempt, destroying the car, damaging surrounding homes, causing no reported injuries; sends tanks, troops into areas southeast of Gaza City to bulldozes 200 d. of olive groves. IDF troops on the n. Gaza border shell an alleged rocket-launching site w. of Bayt Lahiya in n. Gaza, injuring 2 Palestinian children (ages 4, 17) and damaging a house. IDF troops on the s.
