Israeli forces also raid Tuqu’, causing tear-gas related injuries. Elsewhere, Israeli forces raze land in Husan for the second day in a row. Israeli forces also arrest 26 Palestinians, including 2 who were released during the prisoner exchange in November 2023 and 6 children, during raids and around Abud, Ramallah, Hebron, Tulkarm, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces demolish an 8-story residential building under construction in Bayt Hanina. In Gaza, Israeli forces bomb Gaza City, Khan Yunis, Rafah, Nuseirat refugee camp, al-Bureij refugee camp, Maghazi, and Dayr a-Balah, killing at least 103 people. 18 people are evacuated from the Nasser Hospital, 118 patients are still inside the hospital. More than 29,195 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,170 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 393 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,522 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 235 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 19 trucks carrying aid enter Gaza. UNOCHA releases a report saying that Palestinians in the West Bank were prevented from harvesting olives in more than 96,000 dunams (23,622 acres) of land due to Israeli restrictions during the 2023 harvesting season. Palestinians suffered a loss of $10 million from not being able to harvest olives. The report also notes that there were 113 incidents of Israeli settlers attacking Palestinians harvesting olives and stealing their crops between September and November. (UNOCHA 2/20; AJ 2/21)

The Israeli Justice Ministry is investigating 3 Israeli police officers who are suspected of sexually assaulting a man they arrested at the Hizma checkpoint in late December 2023. The unnamed victim told an Israeli court that the police officers “stuck whatever they had in the car into my anus.” A sexual assault examination conducted by the Institute for Forensic Medicine found that he had been sexually assaulted. Israeli military chief of staff Herzl Halevi calls on Israeli military officers to “distinguish between terrorist and non-terrorist, not to take anything that is not ours – a souvenir or military item – and not to film revenge videos . . . We are not on a killing spree, revenge or genocide . . . We will not make a mistake and allow it to achieve anything in the international arena.” +972 Magazine and Local Call reports that Israeli soldiers are stealing Palestinian property in Gaza with the blessing of their commanders. Hamas political leader Ismail Haniyeh travels to Egypt for ceasefire negotiations. Hamas spokesperson Osama Hamdan says the U.S. veto of a ceasefire resolution at the UN Security council (see below) shows the U.S. is an accomplice to Israeli crimes. Israeli finance minister Bezalel Smotrich says freeing the Israeli captives is not the most important goal for Israel. (AJ, HA, HA, HA 2/20)

UNRWA commissioner-general Philippe Lazzarini says Israel has not presented any evidence to back its allegation against UNRWA employees despite repeated calls for Israel to cooperate with the UN in its investigation. (AJ, HA 2/20)

At the UN Security Council, the U.S. vetoes an Algerian draft resolution demanding an immediate ceasefire. The UK abstains, while the 13 other members vote in favor. U.S. ambassador to the UN Linda Thomas-Greenfield calls the resolution “wishful and irresponsible.” The U.S. has offered its own draft resolution calling for a temporary ceasefire as soon as it is practical, but the resolution was not formally presented for a vote. PA ambassador to the UN Riyad Mansour calls the U.S. veto “absolutely reckless and dangerous.” The PA Presidency condemns the veto, saying U.S. support for Israel makes it “a partner in the crime of genocide, ethnic cleansing, and war crimes.” France, Jordan, Oman, Kuwait, the OIC, and Saudi Arabia say they regret that a ceasefire resolution could not be adopted. On the second day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, South Africa says the occupation is “inherently and fundamentally illegal,” that Israeli apartheid is even more extreme than that in South Africa, and calls Israel’s occupation settler colonialism. Algeria, Saudi Arabia, the Netherlands, Bangladesh, Belgium, Belize, Bolivia, Brazil, and Chile also deliver statements on the question of Israel’s occupation. UK crown prince William says in a statement after visiting the UK Red Cross headquarters that “[s]ometimes, it is only when faced with the sheer scale of human suffering that the importance of permanent peace is brought home,” adding that “too many have been killed” in Gaza. In the West Bank, Israeli settlers shot and injured 2 Palestinian children, aged 12 and 14, in Deir Qadis. Israeli settlers with a military escort also raided Wadi Qelt, storming 5 homes and intimidating residents. Elsewhere, Israeli settlers destroyed water pipes leading to 3 villages in the Masafer Yatta area. Israeli forces shot and killed a Palestinian during a raid in Qalqilya. Israeli forces also assaulted Palestinians in Hizma. Elsewhere, Israeli forces violently dispersed Palestinians in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces seized a vehicle in Halawa. At least 60 Palestinians were arrested during raids in and around Hebron, Bethlehem, Jericho, Ramallah, Nablus, and Jenin. In East Jerusalem, Israeli forces demolished an apartment on the third floor of an apartment building in Sur Baher. Israeli forces raided the home of al-Aqsa Mosque preacher Sheikh Ikrimah Sabri in Silwan, issuing a demolition notice for the 5-story building he lives in. Israeli authorities forced a Palestinian family to demolish their own home in Sur Baher. In Gaza, Israeli forces killed around 316 Palestinians and wounded more than 664 others during airstrikes on Rafah, al-Bureij, Dayr al-Balah, Gaza City, Jabalia refugee camp, Khan Yunis and Faluja, including Islamic University of Gaza president Sufyan Tayeh and his family in Faluja. Israeli forces also targeted the Kamal Adwan Hospital, killing 4 people. Israel said it had started to move its ground invasion to southern Gaza and told Palestinians in 20% of Khan Yunis to evacuate to al-Mawasi and Rafah. Israel also said its forces assassinated the commander of Hamas’ al-Shati Brigades. 3 Israeli soldiers were killed. Rockets were fired at Israel, hitting 2 buildings in Sderot; no injuries were reported. In Lebanon, militants fired anti-tank missiles at Israeli forces, injuring 11 soldiers and a civilian. Israel said it attacked several targets in Lebanon. In Syria, Israeli forces fired artillery at southern Syria, saying a rocket was fired at Israel. At least 7,000 people were missing in rubble, including 1,700 children. 246 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,300 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 80 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including around 13,000 gallons of fuel, entered Gaza. The Red Crescent said increased Israeli attacks on southern Gaza have made it much more difficult to deliver aid. Shin Bet director Ronen Bar said the Israeli cabinet had discussed assassinating leaders of Hamas “in Gaza, the Palestinian territories, in Lebanon, in Turkey, and in Qatar,” calling it “our Munich.” A Turkish intelligence official said there would be “serious consequences” if Israel kills Palestinians in Turkey. Military chief of staff Herzl Halevy said Israeli forces would fight in southern Gaza “as we did strongly and thoroughly in the northern part.” Israel also claimed to have found 800 tunnel shafts in Gaza. Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani said Qatar calls for an “immediate, comprehensive, and impartial international investigation” into Israel’s attacks in Gaza and that his country continues to work toward another ceasefire. (AJ 12/3)

The U.S. said that an American warship and several commercial ships were attacked in the Red Sea. Yemen’s Houthi government said it had attacked an Israeli ship with a missile and attacked another with a drone. In the West Bank, 1 Israeli settler opened fire at 2 Palestinians traveling in a vehicle near Hizma, injuring both. Israeli forces shot and injured 1 Palestinian man, claiming he had thrown an explosive device at Israeli forces at the Jalamah checkpoint near Jenin; no Israeli soldiers were injured. Israeli forces also violently dispersed Palestinians marking the 28th anniversary of the Ibrahimi Mosque Massacre in Hebron, causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Qaryut, injuring 6 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 5 with rubber-coated bullets and others with tear gas. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Beita, causing tear-gas related injuries. Israeli forces also delivered stop-work orders for a poultry plant, a barn, and a water well in Khillat al-Qern. 8 Palestinians were arrested during late-night raids in Ramallah, Bethlehem, Hebron, and Abu Dis. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabel Mukaber. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen off the coast, injuring 1 with a rubber-coated bullet. In the West Bank, Israeli settlers uprooted 13 olive trees in Hares. Israeli settlers also threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 1 with a rubber-coated bullet and others were injured by tear gas. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with a rubber-coated bullet. Elsewhere, Israeli forces violently dispersed protesters in Qalqilya, arresting 1. 4 Palestinians were arrested at checkpoints near Bethlehem, Qalandia, and Hizma. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters, injuring 50 using rubber-coated bullets, beatings, and tear gas near the Haram al-Sharif compound, Silwan, Issawiyya, Wadi al-Juz, and Shaykh Jarrah; 4 were arrested. In Gaza, several dozen rockets were fired at Israel and Israel fired missiles and shells at Gaza east of al-Bureij refugee camp; causing damage; 2 groups, the Nidal al-Amoudi Division and the Abu Ali Mustapha Brigades, claimed responsibility for the rockets fired at Israel, saying they were in response to the violence by Israeli right-wing activists in Jerusalem on 4/22. Israeli public security affairs minister Amir Ohana condemned attacks against Jewish-Israelis in Jerusalem on 4/22, despite the fact that large crowds of right-wing Israeli activists and Israeli settlers had attacked Palestinians throughout Jerusalem, leading to more than 100 injuries. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. The U.S. embassy in Israel said that the U.S. is “deeply concerned about the incidents of violence” and called on “all responsible voices” to promote calm. Jordan condemned the violence, saying that Israel as “the occupying power” in East Jerusalem must protect the Palestinian residents against the violence. In the West Bank, Israeli forces seized 12 residential tents in Khirbet Humsa; this marked the 4th time Israeli forces seized and demolished structures in the bedouin community this month. Israeli forces also demolished 1 house under construction in Tuqu‘ and 2 agricultural structures in al-Khadir. 19 Palestinians were arrested during raids in and around Nablus, Qabatiya, Jenin refugee camp, Anabta, Hizma, Qalandia refugee camp, Bethlehem, Jericho, and Hebron; clashes erupted during the raid in Qalandia, leading to tear-gas related injuries. In East Jerusalem, Israeli forces demolished a 2-story apartment building in Issawiyya, displacing 4 families consisting of 17 members, including 12 children; according to 1 of the Palestinians living in the building, a Waqf guard who was a Shin Bet coordinator had told him 6 months prior that “there’s a 90 percent chance that your house will be demolished.” Israeli forces also demolished 2 Palestinian-owned shops in Sur Bahir. Israel also banned 1 Palestinian from al-Tur, where he lives, for 2 weeks. 2 Palestinians were arrested during a late-night raid in Kafr ‘Aqab; clashes erupted during the raid, leading to tear-gas related injuries. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces sank 1 Palestinian fishing boat after opening fire at Palestinian fishermen 6 nautical miles northwest of Khan Yunis; no injuries were reported. The World Bank said that the PA faces a funding gap of $30 million to secure the needed COVID-19 doses for a successful vaccination campaign in the West Bank and Gaza. The World Bank called on other countries to donate to shrink the gap. (AJ, HA 2/22)

In the West Bank, Israeli forces razed land planted with olive trees and demolished 1 retaining wall west of Bethlehem; Israeli soldiers assaulted 1 Palestinian during the demolition. Israeli forces also raided Silwad, leading to confrontations with Palestinians; tear-gas related injuries were reported. Elsewhere, Israeli forces seized a container used as a grocery store in Zeita, leading to clashes; 1 Palestinian was shot and injured by live ammunition. Israeli forces also seized 2 residential structures and 3 agricultural structures in al-Wad al-Ahmar; the Israeli forces detained 4 Palestinian journalists covering the seizure as it unfolded. 15 Palestinians were arrested during raids in Hizma, Jalazun refugee camp, Jenin, ‘Azun, Dheisheh refugee camp, and Halhul; clashes erupted during the raids in Jalazun refugee camp, leading to tear-gas related injuries. 1 Palestinian 13-year-old from Issawiyya said he was tased, beaten, and forced into stress positions while detained by Israeli forces in East Jerusalem. Israeli police said he and his brother were suspected of throwing fireworks at Israeli officers, an allegation he denied. (HA 1/29)

In the West Bank, Israeli settlers raided Palestinian lands near Bethlehem before being fended off by Palestinians. Israeli forces shot and killed 1 Palestinian teen, claiming he tried to stab 2 Israeli soldiers with a knife at a checkpoint near Nablus; none of the Israeli soldiers were injured. When Israeli forces raided the deceased Palestinian’s family home in Qarawat Bani Hassan, clashes erupted. Israeli forces also seized 1 agricultural structure in al-Burj and razed Palestinian-owned farmland in Luban al-Sharqiyya. Elsewhere, Israeli forces raided Tubas, leading to clashes; tear-gas related injuries were reported. Israeli forces also assaulted 1 Palestinian near Husan who was later taken to a hospital for his injuries. Meanwhile, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Hizma. 10 Palestinians were arrested during raids in Bayt Fajjar, Tulkarm, Jenin refugee camp, Nablus, and Qalqilya; during the raids in Jenin refugee camp, clashes erupted and 1 Palestinian was shot with live ammunition, others suffered tear-gas related injuries. At the UN security council, PA foreign minister Riyad al-Maliki criticized Israel for not providing vaccines for Palestinians in the West Bank and Gaza, saying that Israel is evading its responsibility to do so. (TOI 1/26)

Acting U.S. ambassador to the UN Richard Mills said at the UN security council that the Biden administration will restore U.S. aid to programs in the West Bank and Gaza and reopen diplomatic missions for Palestinians in East Jerusalem and Washington. He further stated the administration’s commitment to a mutually agreed upon 2-state solution and asked both Israelis and Palestinians to refrain from committing unilateral actions that goes against the viability of a 2-state solution, including “Israeli settlement activity in the West Bank and annexation plans, demolitions, incitement to violence and providing compensation for individuals imprisoned for acts of terrorism.” Acting Ambassador Mills also expressed support for the normalization deals brokered by the Trump administration. Also at the UN security council, Russian foreign minister Sergey Lavrov backed PA president Mahmoud Abbas’s call for an international conference to promote peace between Palestine and Israel. Foreign Minister Lavrov said the conference should be held in the spring or summer and that it should include participants from Israel, Palestine, Russia, the UN, the U.S., the EU, Bahrain, Egypt, Jordan, the UAE, and Saudi Arabia. In the West Bank, around 20 Israeli settlers attacked Kisan, throwing stones at Palestinian-owned homes, causing damage. Israeli forces razed Palestinian-owned agricultural lands near Hebron and uprooted olive trees near Dura. Israeli forces also clashed with Palestinians during raids in Nablus and al-Bireh; 1 Palestinian was shot with live ammunition in Nablus and tear-gas related injuries were reported in both cities. 8 Palestinians were arrested during raids in and around Hizma, Bethlehem, al-‘Arub refugee camp, Ramallah, and Birzeit. In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. Israel announced that it would stop all imports of fuel into Gaza as collective punishment for incendiary balloons landing in Israel. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. In the West Bank, Israeli settlers vandalized 8 Palestinian-owned cars and sprayed racist graffiti on buildings in Yasuf. Israel settlers and military escort toured Joseph’s Tomb near Nablus, leading to confrontations with Israeli protesters; 4 Palestinians were injured by rubber-coated bullets and 16 others suffered tear-gas related injuries. 25 Palestinians were arrested during late-night raids in and around al-Ram, Hizma, Ramallah, Nablus, Qalqilya, Jericho, and Bethlehem. During a raid in Hebron, Israeli forces seized machinery from a blacksmith. In East Jerusalem, 2 Palestinians were arrested during raids in Bayt Hanina. 50 former foreign ministers and leaders of European countries wrote an open letter sharply criticizing the U.S. administration’s peace plan, saying it “evoke[s] chilling associations with South Africa’s bantustans.” The letter called on the EU to reject the U.S. peace plan. Israeli forces seize a tractor from a Palestinian farm outside Bardala in the northern Jordan Valley. The Israeli authorities release the PA’s governor in Jerusalem, Adnan Ghaith, from detention, but they also ban him from entering the West Bank for 2 weeks. Ghaith was arrested during a raid on his home on 11/24. Israel’s cabinet approves NIS 700 million (approximately $187 million) in funding for a plan to “strengthen the civilian resilience” of communities in southern Israel surrounding Gaza. “They are steadfast and we support them,” Prime Minister Netanyahu says. (TOI 12/2)

The PA Ministry of Agriculture imposes a ban on purchases of lamb from Israel. The move comes amid a drop in lamb prices, and ministry officials say it is an effort to protect Palestinian lamb sellers. (TOI, TOI, WAFA 12/19; TOI 12/27)

After nearly 2 weeks of tensions at Haram al-Sharif, the Israeli police overnight remove the last of the new security measures installed in the wake of the deadly attack on 7/14. Top Muslim figures, including the mufti of Jerusalem, Mohammed Hussein, certify that the situation at the sanctuary has returned to what it was prior to the attack, and call on Muslims to resume prayers at the sanctuary. They then meet with PA pres. Abbas, who says that the Palestinian leadership will continue discussing the situation before he makes a decision on resuming contacts with Israel. Meanwhile, tens of thousands of Muslims pray at the sanctuary. As the crowds enter the sanctuary, clashes break out (the Israeli police say that Palestinians threw stones at them and they responded with riot-control methods. Palestinians say that Israeli forces started firing tear gas and stun grenades unprovoked). According to the Palestinian Red Crescent, at least 94 worshippers are injured to some degree. More than 100 Palestinians are arrested. The Israeli authorities then reopen the sanctuary entrance. In the West Bank, Israeli forces install an iron gate at the entrance to Janata nr. Bethlehem and shut down the Beit El checkpoint in the wake of the unrest in Jerusalem, according to the IDF. After receiving reports of stones thrown at an Israeli settler outside Tuqu‘ nr. Bethlehem, IDF troops conduct raids in the village; there are no arrests. They arrest 2 Palestinians during further raids nr. Jenin, and patrol nr. Hebron, Qalqilya, and Salfit.
