In the West Bank, 1 Palestinian succumbed to injuries sustained from Israeli forces earlier this week in al-Eizariya. Israeli settlers set up 5 caravans near Tuqu’. Israeli settlers also threw stones at Palestinian vehicles and assaulted a Palestinian man near Sabastia. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling north of Ramallah. Israeli forces shot and killed 4 Palestinians during raids in Abu Dis and Nuba, including 1 in a missile strike on a building in Abu Dis. Israeli forces also shot and injured 8 Palestinian during raids in ‘Usarin, Hebron, and Abu Dis. Elsewhere, Israeli forces vandalized several vehicles in Bayt Jala and uprooted 70 olive trees in Haris. 46 Palestinians were arrested during late-night raids in and around Birzeit, Bil’in, Nuba, Jenin, Nablus, Tulkarm, Bethlehem, and Tubas. In Gaza, Israel cut internet and phone communications for the third time since 10/7. Israeli forces killed 243 Palestinians and injured 635 others. Israel bombed Maghazi refugee camp and al-Bureij refugee camp, killing 71 Palestinians and injuring dozens of others. 1 Israeli soldier was killed in Gaza, bringing the total death toll to 28 since the ground invasion started. Rockets were fired at Israel; no damage was reported. In Lebanon, Israeli airstrikes killed 4 Lebanese, including 3 children and an elderly woman, traveling in a car between Ainata and Aitaroun. 4 medics were also injured in Israeli attacks in Southern Lebanon. Hezbollah responded by attacking Kiryat Shmona, killing 1 Israeli. 1 Israeli soldier succumbed to injuries he sustained last week when his tank overturned. The Ministry of Health in Gaza said at least 9,770 Palestinians have been killed, including 4,008 children and 2,500 women, and 24,173 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,260 people were buried in rubble, including 1,270 children. 144 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 43 children. More than 2,386 people have been injured. Around 1,400 Israelis, including foreign nationals, have been killed and 5,431 injured since 10/7. Over 1.5 million Palestinians, more than half the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. Egypt said the evacuation of injured Palestinians and foreign passport holders has been suspended since 11/4 due to the Israeli attack on an ambulance on 11/3. Israeli military spokesperson Daniel Hagari said Israeli forces had divided Gaza into “a south Gaza and a north Gaza.” The Israeli military called on Palestinians in northern Gaza to travel south on Salah al-Din Street between 10 a.m. and 2 p.m. Israeli heritage minister Amichai Eliyahu suggested that Israel use nuclear bombs in Gaza. He was later suspended from cabinet meetings but not as a minister. Eliyahu also suggested that the Palestinian population in Gaza should be forcefully displaced to Ireland or the desert. Saudi Arabia condemned the comments and called on Israel to fire him. Israeli military rabbi Amichai Friedman told Israeli soldiers, “[t]his is our country. All of it. Including Gaza. Including Lebanon, the entire Promised Land.” Newly appointed chairperson of the Knesset subcommittee on West Bank Issues Zvi Sukkot called on Israel to prevent all Palestinians from harvesting olives, claiming the harvest endangers Israeli settlers. PA president Mahmoud Abbas met with U.S. secretary of state Antony Blinken in Ramallah, calling on Blinken to support a ceasefire. Abbas said that the PA could return to power in Gaza if a “comprehensive political solution” is found to the Israeli occupation. U.S. officials said Blinken had told Abbas that the PA will play a central role in “what comes next for Gaza.” Palestinians protested Blinken’s visit to Ramallah. Blinken also traveled to Iraq, meeting with prime minister Mohammed Shia’ al-Sudani. PA prime minister Mohammed Shtayyeh met with the French consul-general to Jerusalem Pierre Cochard, discussing the upcoming French conference on aid to Gaza. The Fatah Central Committee held a meeting discussing the situation in Gaza. In a statement after the meeting the committee condemned the “barbaric war of extermination by the occupying army.” (AJ 11/6)

The New York Times reported that Israeli officials have been pushing other countries to lobby Egypt to allow Israel to displace Palestinians to the Sinai. The Times also reported that U.S. officials overseeing arms transfers to foreign countries will approve the sale of 24,000 assault rifles to Israel, despite concerns that some of the rifles will be handed out to settlers and civilian militias in Israel. Israeli national security minister Itamar Ben-Gvir has handed out weapons to settlers and promised more will arrive. Axios reported on 11/6 that the Biden administration, the Senate Foreign Relations Committee, and the House Foreign Affairs Committee have approved the Israeli purchase of M16 rifles from U.S. companies on the condition that they would not be handed to civilians in Israeli settlements in the West Bank. Thousands of Turkish protesters demonstrated outside of a U.S. airbase in Incirlik after traveling 584 miles from Istanbul in solidarity with Palestine. Turkish police violently dispersed some protesters with water cannons and tear gas. (AJ, AJ 11/4; AP, HA, REU 11/5; AP 11/6)

In the West Bank, Israeli settlers with military escort raided Qaryut, leading to a confrontation with Palestinians; 2 were injured by baton rounds. Israeli forces shot and killed 1 Palestinian man during a raid in Hebron; Israeli forces claimed that the man had thrown a Molotov cocktail at the forces before they shot him in the head. Israeli forces also violently dispersed Palestinians commemorating Land Day in Bil‘in, injuring 1 with live ammunition and others with tear gas. Elsewhere, Israeli forces shot and injured 2 Palestinians using live ammunition during a raid in Bani Zeid. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9, including 3 minors, using baton rounds; others suffered tear-gas related injuries. 14 Palestinians were arrested during late-night raids in al-Yamun, Bayt Rima, Beita, Salfit, Bethlehem, and Hebron. In East Jerusalem, 1 Palestinian woman was arrested at the Haram al-Sharif compound. In Gaza, 1 19-month-old Palestinian girl died after waiting 5 months for a permit to go to Israel to get surgery for a hole in her heart. The UAE and Israel concluded negotiations on entering a free trade agreement, which will make 95% of trade products between the 2 countries custom free. The free trade agreement negotiations were part of the 2 countries’ normalization deal. (AJ, ALM, HA 4/1)

At the UN human rights council, 38 countries voted in favor of a resolution confirming the illegality of Israeli settlements in the occupied Palestinian territories and the Golan Heights. Ukraine, Lithuania, Brazil, Cameroon, and Honduras abstained and the U.S., the UK, the Marshall Islands, and Malawi voted against. 41 countries voted for a resolution confirming the Palestinian people’s right to self-determination. In the West Bank, Israeli settlers set up a caravan on Palestinian-owned land in Bil‘in. Israeli forces forced the village of Sabastiyya to remove a newly installed flagpole carrying a Palestinian flag; the flagpole was installed at a site frequently toured by Israeli settlers. 10 Palestinians were arrested during raids in and around Tulkarm, Bethlehem, Ramallah, and al-‘Arub refugee camp. In East Jerusalem, 6 Palestinians were arrested, including 1 during a raid in the Old City, and 5 at 1 of the gates to the Haram al-Sharif compound. In Gaza, Israeli forces fired missiles at southern Gaza, causing damage in Khan Yunis and east of Rafah; incendiary balloons were sent toward Israel, causing fires; 1 Palestinian-owned house in Abasan sustained severe damage. Israeli forces also opened fire on agricultural lands; no injuries were reported. 4 people from the same family also tested positive for the COVID-19 virus in the 1st instance of community spread of the virus in Gaza; prior positive tests have only occurred in quarantine facilities. 4 Palestinians died in an explosion in a house east of Gaza City; the reason for the explosion remained unclear. U.S. secretary of state Mike Pompeo landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, Defense Minister Benny Gantz, and Foreign Minister Gabi Ashkenazi. Secretary Pompeo is expected to travel to Sudan, Bahrain, and the UAE to talk with senior officials about, among other subjects, normalizing ties with Israel. (REU 8/22; AJ, HA 8/24)

In the West Bank, 1 Palestinian minor was killed and 4 others wounded by Israeli forces using live ammunition during a late-night raid in al-Fawar refugee camp. Elsewhere, Israeli forces raided Nabi Salih and Ya‘bad throughout the day, leading to 1 Palestinian being wounded by live ammunition and others suffering tear-gas related injuries; 1 Israeli soldier was killed during a raid in Ya‘bad on 5/12. Israeli settlers sprayed racist graffiti on walls in Bil‘in. 22 Palestinians were arrested during raids in and around Ya‘bad, Bethlehem, Hebron, Bayt Furik, and Jericho. Off the coast of Gaza, Israeli naval forces arrested 2 Palestinian fishermen and seized their boat 3 nautical miles west of Gaza City. In Israel, 1 Palestinian citizen of Israel, who suffered from mental illness, was killed by hospital security guards. The man had pulled out a knife while at the hospital for an examination but did not use it; when he got in a car, hospital security guards pulled him out and he lightly injured 1 guard, to which guards responded by shooting him 5 times while he was lying incapacitated on the ground. U.S. secretary of state Mike Pompeo visited Israel, where he met with Benjamin Netanyahu, Benny Gantz, Gabi Ashkenazi, and Director of the Mossad Yossi Cohen. The new Israeli government is set to be sworn in on May 14 with Netanyahu as prime minister, Benny Gantz as defense minister, and Gabi Ashkenazi as foreign minister. It was reported that Pompeo discussed Iran, COVID-19, and the Trump administration’s peace plan, as Israel is gearing up to discuss annexation of parts of the West Bank in June. (AJ, HA 5/13)

In the West Bank, IDF troops conduct raids in southern Ramallah, confiscating surveillance footage and sparking clashes with stone-throwing Palestinian minors (4 Palestinians are injured). Another Palestinian is injured in similar clashes in Bil‘in near Ramallah. IDF troops arrest 7 Palestinians during additional raids near Jenin and Ramallah; and patrol near Bethlehem and Hebron. Israeli settlers uproot more than 30 olive, grape, and almond trees from a Palestinian farm near Hebron. Settlers also assault and injure an elderly Palestinian in Hebron. The IDF then arrests the Palestinian for unclear reasons. In East Jerusalem, the Israeli authorities issue an eviction notice to a Palestinian residential building in Shaykh Jarrah, forcing 5 Palestinian families from their homes. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, Bayt Lahiya, and Rafah, causing 1 boat to catch fire (2 fishermen are arrested). The Israeli authorities open a new highway, dubbed Route 4370, northeast of Jerusalem. Critics call it the “Apartheid Road” because it features a concrete wall that divides Israeli settler traffic from Palestinian traffic. Israel’s Public Security Minister Gilad Erdan calls it “an example of the ability to create coexistence between Israelis and Palestinian while guarding [against] the existing security challenges.” (AP, HA, TOI, YA 1/10; AJ 1/11)

Senior Egyptian officials say that senior Israeli security officials have expressed concern that a sustained closure of the Rafah border crossing could spark an escalation of violence in Gaza. The Egyptians have kept the crossing mostly closed since the PA withdrew its crossing guards amid escalating tensions with Hamas on 1/7. (JP, TOI, YA 1/10; AFP 1/11)

A senior Hamas official says that Hamas leader Ismail Haniyeh’s planned trip to Moscow next week has been indefinitely postponed due to Russian foreign minister Sergey Lavrov’s “busy state of affairs.” Lavrov was set to discuss a new Russian effort to facilitate the Palestinian reconciliation process. This announcement comes after a week of rising tensions between Hamas and Fatah, sparking rumors that the postponement had more to do with the Russians no longer seeing an opportunity to break the impasse. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Gaza City, al-Bureij refugee camp, Jabaliya refugee camp, Khan Yunis, and Rafah; 3 Palestinians are killed and at least 47 are injured (1 of the injured Palestinians will succumb to his injuries the following day). This brings the death toll stemming from the Great March of Return to 193. Earlier in the day, IDF troops stationed along the border fence near Bayt Lahiya open fire on Palestinian fishermen working near the coast; there are no injuries or damage reported. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international solidarity activists at Friday protests against the Israeli occupation in Bil‘in near Ramallah and Kafr Qaddum near Qalqilya; 4 Palestinians are injured, including 1 photojournalist. The IDF also arrests 1 Palestinian and issues 1 arrest summons during late-night raids in and around Hebron; and patrols near Tulkarm and Hebron. Israeli settlers raze a swath of Palestinian farmland outside Battir village near Bethlehem. They are reportedly clearing the way for construction of a new road to a nearby settlement. After a day of violence and intense IDF activity across the Ramallah region on 12/13, tensions remain high in the West Bank. The Israeli authorities maintain the closure of all major roads in the area while they search for the perpetrator of the attack that left 2 Israeli soldiers dead. One Palestinian is killed during clashes sparked by an IDF raid in Jalazun refugee camp. Six Palestinians are injured during clashes sparked by a similar raid in nearby al-Bireh. Two more Palestinians are injured when IDF troops violently disperse a protest outside nearby al-Mughayyir. Separately, a Palestinian stabs and lightly injures an Israeli soldier at an IDF post outside the Beit El settlement; the soldier moderately injures the Palestinian in the ensuing confrontation (the Palestinian will turn himself in to the IDF on 12/15). Unidentified assailants throw rocks at Israeli troops outside al-Bireh, moderately injuring 1 soldier. The IDF then seals off the main Ramallah-Nablus road and conducts raids in the area searching for the assailants. Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. Hamas reportedly orders the protesters to stay away from the fence so as not to provoke any escalation of violence. Nevertheless, IDF troops violently disperse the demonstrations near Gaza City, Khan Yunis, and Jabaliya refugee camp; 60 Palestinians are injured. Also along Gaza’s border fence, Israeli forces conduct a limited incursion to level land near Khan Yunis and open fire on Palestinian youths approaching the border fence near Bayt Lahiya, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians at a Friday protest against the Israeli occupation in 3 villages near Ramallah (Ras Karkar, al-Mughayyir, and Bil‘in) and Kafr Qaddum near Qalqilya; 4 Palestinians are injured. A Jordanian laborer assaults and moderately injures 2 Israelis in Eilat. The Israeli police say they suspect the attacker of having political motivations. The Jordanian was in Israel with a work visa. His first day of work in Israel was 11/29. (HA 11/30)

Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. IDF troops violently disperse protestors near Jabaliya refugee camp, Rafah, and Gaza City; 5 Palestinians are killed and at least 200 are injured. The killings bring the death toll stemming from the Great March of Return to 184. Hours after the protests conclude, unidentified Palestinians launch 34 rockets from Gaza into southern Israel; 17 are intercepted by Israel’s Iron Dome missile defense system and the rest land in open areas, causing no damage or injuries. The Israeli Air Force then conducts a wave of air strikes across Gaza, targeting more than 90 sites and causing extensive damage to many buildings, including a hospital in Gaza City. In the West Bank, IDF troops violently disperse Friday protests against the Israeli occupation and the settlements in Kafr Qaddum near Qalqilya, central Hebron, and 2 villages near Ramallah (Bil‘in and al-Mazra‘a); 2 Palestinians are killed, 8 are injured, and 1 is arrested. Three Israeli soldiers are also injured in the clashes today. Hours before the protests, killings, and air strikes in Gaza, Al-Hayat reports that the Egyptian officials who have been shuttling back and forth between Israel, the West Bank, and Gaza over the past 2 weeks have brokered an understanding between Hamas and the Israeli government. Hamas reportedly agreed to end all violence along the border, including acts of violence perpetrated during Great March of Return protests and all incendiary balloon and kite attacks, in exchange for Israel lifting certain restrictions on Gaza. Separately, Israeli defense minister Avigdor Lieberman says he is “hopeful” that this coming weekend will pass without major clashes along Gaza’s border fence.  He also says that he will need to see a month of calm before implementing any more major changes. “We need to see what happens at least until the end of 11/2018, and then we can reach conclusions one way or another.” (AH, HA, JP, MNA, TOI, TOI 10/26)

The Israeli Air Force conducts an air strike near Bayt Hanun targeting a group of Gazans allegedly responsible for flying incendiary kites and balloons into southern Israel earlier in the day; 2 Palestinians are injured. This is the first such strike since the major escalation of violence in 7/2018 and early 8/2018. Later, thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Rafah, Khan Yunis, Gaza City, Jabaliya refugee camp, and al-Bureij refugee camp; 1 Palestinian is killed and approximately 150 are injured. After reports of protesters throwing small explosives at IDF troops across the border fence, the Israeli Air Force bombs 2 Hamas posts near the border fence, causing damage. Separately, 2 Palestinian minors are injured in Gaza City when they accidentally detonate a piece of unexploded Israeli ordnance. In the West Bank, Palestinian activists prevent Israeli settlers from entering Khan al-Ahmar, a Jerusalem-area Bedouin village slated for evacuation and demolition. A Palestinian driver allegedly rams his car into a small group of IDF troops standing along a road near Nablus, killing 2, critically injuring a 3d, and moderately injuring a 4th. The Palestinian driver is arrested. Later, IDF troops conduct raids in the alleged attacker’s hometown, Barta‘a, near Jenin, arresting his brother and ransacking several homes. The Israeli authorities also revoke the work permits of approximately 100 of the alleged attacker’s relatives. Palestinians, Israelis, and international activists hold protests across the West Bank in solidarity with the 1,500-plus Palestinian prisoners who have been on hunger strike since 4/17. IDF troops violently disperse them in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, 2 villages nr. Nablus (Beita and ‘Azmout), and Bayt Umar nr. Hebron; at least 9 Palestinians are injured and 1 is arrested. The IDF also patrols in al-Mughayyir nr.
