In Gaza, the PSF attempts to arrest Hamas spokesman `Abd al-`Aziz Rantisi, but 100s of Hamas mbrs. and supporters surround Rantisi's home, engage in a gun battle with PSF officers. The PSF also closes a shop in Gaza that allegedly made homemade mortars. A senior Hamas official says that the group has taken a decision to halt suicide operations in Israel but does not intend to announce it publicly. Nr. On the sidelines of a Euro-Mediterranean economic conference in Spain, Spanish PM José María Aznar hosts a working lunch with Arafat, Peres, Mubarak to discuss the Israel-Palestinian conflict. Although Peres lacks a mandate fr. Sharon to conduct negotiations, the men reportedly hold "serious and intense" talks on the situation. The IDF withdraws fr. Palestinian areas of Hebron, vandalizing several homes, cars before leaving. The National Union and Yisrael Beitunia bloc (led by Tourism M Rehavam Ze'evi, Infrastructure M Avigdor Lieberman) quits the governing coalition in protest, leaving Sharon with control of 76 of the Knesset's 120 seats. As troops withdraw, Jewish settlers attempt to storm the vacated Palestinian neighborhoods, also vandalize several homes and shops, but are halted by soldiers, who arrest 21 (all released later in the day). The IDF also eases passage through roadblocks in a handful of areas, including Ramallah, and expands fishing areas off Gaza, in keeping with cease-fire steps. Senior Hamas mbr. Mustafa Rawajba is found dead in the West Bank. The IDF issues a statement that Rawajba was "killed . . . while trying to plant an explosive charge," raising speculation that he was assassinated. In a briefing on the strikes on Afghanistan, Bush reiterates his support for creation of a Palestinian state, the boundaries of which would be negotiated, as long as it would recognize the right of Israel to exist; says he would meet with Arafat if he believed it would further the peace process; says "the world ought to applaud" Arafat for cracking down on "radical elements" as he did on 10/8. PSF Gaza head Muhammad Dahlan says the PSF will not conduct preventive arrests of suspected Palestinian militants without hard evidence, as Israel demanded on 9/26. The U.S. says it has more evidence linking Bin Laden to the 9/11 attacks. Laying the groundwork for a military response, Bush labels the attacks "acts of war," begins to rally "an international coalition to combat terrorism." The U.S. presses Pakistan in particular to cooperate with any U.S. military action against neighboring Afghanistan, Bin Laden's base of operations. Congress adopts (100-0 in the Senate, 408-0 in the House) a joint resolution that the admin. says frees the White House from having to seek a formal declaration of war to carry out military action. Nr. Rafah, the IDF opens fire on Palestinians inspecting a building just bulldozed by Israeli soldiers; 1 PSF officer is killed. In response to Palestinian gunfire directed at Psagot settlement, which causes no injuries, the IDF enters PA-controlled Ramallah and bulldozes a PSF office. After Palestinians fire a mortar at a Jewish settlement in Gaza, damaging 1 home, the IDF fires 2 missiles at a PSF post, destroying it and wounding 7 PSF officers. U.S. Pres. George W. Bush phones Israeli PM Ariel Sharon to offer his condolences for recent Israeli casualties, to stress the importance of avoiding further escalations. Sharon says he is trying to ease the economic blockade on the Palestinians (see 8/14, 8/15), but adds that Israel will continue to protect its citizens, including via assassinations, which he terms "preventive actions." At a G-8 preparatory mtg. in Rome, the FMs of Britain, France, Germany, Italy insist that dispatching an impartial observer force to the West Bank and Gaza is necessary to restore a lasting cease-fire, renew peace talks. Armed Jewish settlers occupy a Palestinian building in the city, fire on Palestinians, wounding 1. Inside Israel, 2 Palestinians are killed while they are allegedly preparing a bomb nr. the stadium where the Maccabiah Games are scheduled to open today. During Sharon's address opening the Maccabiah Games, 8 Jewish women silently stand and hold signs saying "War Criminals" and "Stop Ethnic Cleansing." They are beaten by other Israeli spectators, removed by Israeli police, arrested, charged with "improper behavior," and released. After further talks with his security cabinet, Sharon decides not to abandon the Tenet plan but says Arafat has "done nothing" to stop violence, warns that plans for a major military strike are ready but will be held in abeyance for now. Arafat accuses Israel of focusing on isolated incidents while ignoring PA successes in controlling violence; notes that the IDF has not stopped using tanks, machine guns against Palestinians or prevented Jewish settlers fr. harassing, attacking Palestinians. In Gaza, 5 Palestinian stone throwers are wounded by IDF gunfire; the IDF says it was using nonlethal "crowd dispersal methods" in keeping with the cease-fire agmt. Israeli-Palestinian clashes diminish, with neither sides reporting any major incidents. The PA reportedly has not arrested of the top 34 Palestinians wanted by Israel or collected any mortars or illegal weapons, though officials have held mtgs. with Hamas in an effort to keep them fr. staging attacks. The trilateral security comm. convenes its 1st weekly mtg. to assess the initial cease-fire steps. Sides agree to move into stage 2 of the Tenet plan, lasting 5 days, during which further steps would be taken to lift the siege on PA areas and halt violence. In retaliation for the injury to a settler baby on 6/5, 100s of armed Jewish settlers torch several Palestinian homes in Luban al-Sharqiyya and al-Sawiya nr. Nablus. When Palestinians confront the settlers, IDF troops fire on them with rubber-coated steel bullets, seriously wounding several. 1,000s of settlers rally in Zion Square in Jerusalem to denounce Sharon, to demand he declare war on the Palestinians.
