Elsewhere, Israeli forces raided Bayt Umar, leading to tear-gas related injuries. 1 Palestinian family started demolishing their own home near Dura to avoid exorbitant Israeli demolition fees. 6 Palestinians were arrested during raids in and around Qabatiya, Nablus, and Hebron. In East Jerusalem, Israeli forces raided the house of the Silwan football club chairman and the club’s training ground, seizing files and arresting the chairman. Israeli forces also raided a school in the Old City. In Gaza, Israeli forces opened fire on agricultural lands east of Bayt Hanun; no injuries were reported. In the West Bank, Israeli settlers assaulted 2 Palestinian farmers in Khirbet al-Tawil, leading to their hospitalization. Israeli settlers also threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, causing damage. Israeli forces shot and injured 1 Palestinian at al-Ibrahimi Mosque in Hebron; Israeli authorities say the man had pulled a knife on the soldiers, but no injuries were reported among the Israeli forces. Israeli forces also razed farmland and uprooted some 80 olive trees in Bayt Umar. For the 2d time in less than 7 days, 1 Palestinian was injured by an unexploded ordnance left behind by Israeli forces near Hebron; the 1st time was on 1/8. 21 Palestinians were arrested during raids in and around Jenin refugee camp, Qabatiya, Ya‘bad, Tubas, Ramallah, Bethlehem, Bayt Umar, and Qalqilya; clashes erupted during the raids in Ramallah, leading to tear-gas related injuries. Israeli prime minister Benjamin Netanyahu spoke at a campaign rally in Nazareth to try to reach out to Palestinian citizens of Israel after demonizing that part of the Israeli population for decades. At the rally, Netanyahu shared the stage with Nazareth mayor Ali Salam, who spoke in favor of the prime minister. 19 people were arrested during a demonstration against Netanyahu and several people were injured by police, including Palestinian-Israeli members of Knesset. The Jerusalem planning commission approved plans to build a permanent U.S. embassy in Jerusalem. Haaretz reported that Prime Minister Netanyahu had been pressuring the city to accelerate the approving process before U.S. president-elect Joe Biden’s inauguration. (HA 1/13)

In the West Bank, Israeli settlers attacked Palestinian farmers in the Masafer Yatta area, leading to injuries. Israeli forces violently dispersed anti-settlement protests in Kafr Qaddum, leading to tear-gas related injuries. 5 Palestinians were arrested, including 4 during raids in Zabbuba, Hebron, and Bayt Fajjar; 1 was arrested at a checkpoint near Qalqilya. In East Jerusalem, PA security forces entered Kafr ‘Aqab to respond to a triple homicide after getting permission by Israeli authorities; Kafr ‘Aqab is part of the Israeli-occupied Jerusalem municipality but lies on the West Bank side of the separation barrier. 1 Palestinian self-demolished his house under construction in Jabal Mukabir. 1 Palestinian child was arrested by Israeli forces. The PA extended the strict COVID-19 restrictions by 2 weeks, 1st instituted on 12/17 including curfew on evenings and nights on weekdays and all day and night during weekends. In Gaza, similar measures have been instituted. The extension was announced on a day when the PA recorded 25 new COVID-19-related deaths and 1,064 new cases in the West Bank and Gaza; East Jerusalem was not part of the tally. (HA, WAFA, WAFA 1/2)

The PA said it received a letter from Hamas’ Ismail Haniyeh conveying the party’s desire to move forward with reconciliation. In a statement, the PA thanked Egypt, Qatar, Russia, Turkey, and Jordan for their help in facilitating reconciliation. (WAFA 1/2)

Israeli settlers from East Jerusalem and the West Bank demonstrated against the Israeli police in East Jerusalem and Israel over the death of 1 Israeli settler who was killed in police pursuit after throwing stones at Palestinians. 14 people were arrested, 7 Israeli police officers were injured, and 2 police vehicles were damaged. Israeli protesters demonstrated against Israeli prime minister Benjamin Netanyahu for the 28th Saturday in a row in Jerusalem and Tel Aviv. The protesters are demanding that Prime Minister Netanyahu resigns due to his COVID-19 response, the Israeli economy, and the corruption cases against him. (HA 1/2)

In the West Bank, Israeli forces demolished 2 car repair shops in Luban al-Sharqiyya and handed 1 demolition order for a rural school in the Jordan Valley east of Tubas. 13 Palestinians were arrested during raids in and around Bayt Umar, Hebron, Bethlehem, al-Khadir, Qarawat Bani Hassan, Dayr Istya, Kafr Haris, Jaba‘, and Qalqilya; clashes erupted during the raid in Jaba‘, leading to tear-gas related injuries. In Gaza, Israeli authorities said that 1 rocket was launched from Gaza toward Israel, but fell on the Gaza side of the fence. Israeli forces opened fire at farmlands east of Gaza City; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles west of Sudaniyya and Bayt Lahiya; no injuries were reported. In the West Bank, Israeli forces demolished 4 houses, displacing 44 Palestinians in al-‘Awja. Israeli forces also demolished 1 shed and seized 1 tent in al-Mughayyir. Elsewhere, Israeli forces demolished a tract of land planted with olive saplings near Qalandia. Israeli forces also prevented teachers and farmers from getting to their work at a flying checkpoint east of Yatta. 13 Palestinians were arrested during raids in and around Bayt Umar, Hebron, Bethlehem, Jericho, and Nablus; during a raid in Bayt Umar, 1 woman was injured when Israeli forces broke through her door. The PA health minister Mai al-Kaila said that the PA had signed an agreement with the World Health Organization for the UN organ to provide 20 percent of the West Bank and Gaza’s needed COVID-19 vaccines. It is unclear when the vaccines will arrive. On 12/7, Britain started vaccinating its population with a Pfizer-made vaccine and Israel is scheduled to receive the 1st shipment of the Pzifer-made vaccine on 12/9. Health Minister al-Kaila also said the PA was looking at either buying vaccines from the company Covax once the free vaccines are out of stock or to buy the Russian vaccine Sputnik V. More than 20 EU representatives visited Gaza for the 1st time since 2016. The delegation visited the European hospital in Rafah and an EU-funded desalination plant in Dayr al-Balah. (WAFA, WAFA 12/8)

In the West Bank, Israeli settlers uprooted olive and fig saplings in Dayr Istya and Haris and uprooted 30 olive saplings in al-Khadir. Israeli undercover forces shot and injured 5 Palestinians using live ammunition during a raid in Qalandia refugee camp; 2 were said to be in critical condition and Israel also said 6 of the Israeli undercover soldiers were lightly injured. Later, 1 other Palestinian was shot and injured by Israeli forces at the Qalandia checkpoint between the West Bank and East Jerusalem; according to Israeli sources, he was shot because he used the vehicle lane to try to pass through the checkpoint on foot. Israeli forces also shot and injured 3 Palestinians and arrested 4 others during raids in Dheisheh refugee camp. Elsewhere, Israeli forces demolished 2 structures near Bethlehem and delivered 1 demolition order for 1 tent in the Jordan Valley. 21 Palestinians were arrested during raids in and around Qalqilya, Bethlehem, Qalandia refugee camp, al-‘Izzariya, and Yatta. In East Jerusalem, Israeli settlers threatened Palestinians with a gun on the Palestinians’ property in Silwan. 3 Palestinians were arrested in the Old City and Silwan. The PA health ministry said that the World Health Organization is sending 5,000 COVID-19 testing swabs to Gaza, as Gaza is facing a severe shortages on COVID-19 testing material. (WAFA 12/7)

PA prime minister Mohammed Shtayyeh said that the districts of Hebron, Bethlehem, Nablus, and Tulkarm would be placed on a 1-week lockdown from 12/10 to curb the spread of the COVID-19 virus in those districts. (WAFA 12/7)

A member of the UAE’s ruling family, son of the UAE president Sheikh Hamad bin Khalifa al-Nahyan bought a 50 percent stake in Beitar Jerusalem, a soccer team known for extreme racism among its supporters. Beitar Jerusalem is the only team in the top tier of Israeli soccer not to have employed an Arab soccer player and its fans regularly chant “Death to Arabs” and verbally degrade the Prophet Muhammad during games. In the West Bank, Israeli settlers attacked 1 Palestinian minor and his father in Hebron. Israeli settlers also set up tents in Battir near Bethlehem. Israeli forces delivered demolition orders for 1 residential structure and 1 garden in Sabastiyya, 1 pool used for irrigation in Bayt Dajan, and a number of structures east of Yatta. Israeli forces also demolished 1 residential structure near Tubas and dismantled and seized 1 wooden shed in Umm al-Jamal. Israeli forces also shot and injured 6 Palestinians using rubber-coated bullets during raids in Qalandia refugee camp; 1 Israeli soldier was also injured during the clashes, which lasted some 2 hours; 9 Palestinian-owned vehicles were damaged. 12 Palestinians were arrested during raids in and around Nablus, Birzeit, Bayt Umar, Qalandia, Hebron, and Jenin. 7 Palestinians were arrested in the Old City and Issawiyya. The PA civil affairs minister Hussein al-Sheikh announced that the PA would resume coordination with Israel, including security coordination, after suspending ties in May. Civil Affairs Minister al-Sheikh said that Israel had promised to respect its agreements with the PA during “international negotiations conducted by the president [Mahmoud Abbas].” Hamas and Islamic Jihad condemned the PA’s move, saying it undermines reconciliation efforts. PA prime minister Mohammad Shtayyeh said during a Zoom conference organized by the Council of Foreign Relations that the COVID-19 pandemic played a part in the decision as the PA have struggled to find the resources to fight it. Israeli said it defused explosive devices in the Israeli-occupied Golan Heights near the de facto border of Syria. Israel later attacked Syria, striking 8 targets. According to the Syrian state media SANA, 3 were killed, 1 wounded, and Syria intercepted Israeli missiles over Damascus. The London-based Syrian Observatory for Human Rights said 10 people were killed in the strikes. Israel acknowledged to have attacked Syria, saying it was responding to the explosive devices and claiming that it had hit Iranian and Syrian forces in Syria. In Israel, Israeli protesters demanding the resignation of Prime Minister Benjamin Netanyahu clashed with police in several places throughout Israel. 38 people were arrested and hundreds were fined as the Israeli government had sought to ban the protests, citing COVID-19 transmission concerns. According to Haaretz, tens of thousands protested throughout Israel, including in front of Netanyahu’s official residence for the 15th Saturday in a row. (AJ, HA, WAFA 10/4)

King Abdullah II of Jordan accepted the resignation of Prime Minister Omar al-Razzaz, but asked him to stay as a caretaker prime minister until King Abdullah appoints a new prime minister. (AJ 10/3)

In a video speech to the UN General Assembly (UNGA) the emir of Qatar Shaykh Tamim Hamad al-Thani castigated the international community’s inaction over the Israeli occupation of “Palestinian and Arab land.” Emir al-Thani also said that the Arab Peace Initiative is the only way for peace. In the West Bank, Israeli forces razed Palestinian-owned land in Khirbat Zanuta and razed land and demolished water pipes in al-Twana. Elsewhere, Israeli forces and Palestinians clashed in al-‘Izzariya after Israeli forces stormed a cemetery; 1 Palestinian-owned house was damaged by a fire ignited by sound bombs. 8 Palestinians were arrested, including 6 during raids in and around Shu‘fat, Hebron, Qalandia, Ramallah, and Jericho, and 2 were arrested at checkpoints in Hebron and near Bethlehem. In East Jerusalem, an Israeli court issued an eviction order for an extended Palestinian family living in an apartment complex in Silwan; the eviction order affects 28 people. The court ruled in favor of the settler organization Ateret Cohanim. 2 Palestinians were arrested, including 2 during late-night raids in Issawiyya and al-Tur; 1 Algerian tourist was arrested at the Haram al-Sharif compound. In Gaza, Israeli forces made incursions to level land east of Khan Yunis. In East Jerusalem, Israeli forces installed 2 loudspeakers on the Haram al-Sharif compound. 1 Palestinian minor was arrested and later released to 5 days of house arrest in the Old City. In the West Bank, Israeli forces violently dispersed protesters near Tulkarm; a video from the demonstration shows Israeli soldiers kneeling on the face of a 60-year-old Palestinian man who was seen with a Palestinian flag; in another video, Israeli forces are seen breaking the window of a Palestinian-owned car. Israeli forces also handed stop-work notices for 7 structures in Kafr al-Dik and seized 15 bundles of bricks and other building materials in Tuqu’. 1 Palestinian was arrested during a late-night raid in Hebron. During a separate late-night raid in Bethlehem, clashes broke out, leading to tear-gas related injuries; no arrests were reported. In Gaza, 3 Palestinian children died as a fire broke out in their house in Nuseirat refugee camp. Palestinians in Gaza have had to resort to candles to light their homes as Israel has severely limited the amount of energy allowed in Gaza. In the West Bank, Palestinians fended off Israeli settlers trying to seize their land in Birin. Israeli forces shot and injured 1 Palestinian using live ammunition near the separation wall north of Jenin. 5 Palestinians were arrested, including 4 during late-night raids in Nablus, Anata, Kisan, and Hebron; 1 was arrested by undercover Israeli forces while working at a gas station near Kafr Qaddum. In East Jerusalem, 2 Palestinians started demolishing their own homes to avoid exorbitant Israeli demolition fees. Israeli forces summoned 3 members of Fatah for interrogation in Silwan. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. In the Arabic version it said the agreement had “stopped” Israel’s plans while the English said it had led to “the suspension of Israel’s plans to extend sovereignty.” (HA, REU 8/31; AJ 9/1; REU 9/2)

Syrian officials said that Israel fired missiles at military installments south of Damascus, killing 2 Syrian soldiers and wounding 7. The London-based Syrian Observatory of Human Rights later said that the number of deaths was 10, most of them foreign. (HA 8/31; HA 9/1)

A former Lebanese ambassador to Germany Mustapha Adib was announced as the new prime minister of Lebanon after the government resigned earlier this month. The announcement came as French president Emmanuel Macron was en route for Beirut. Reuters reported that Adib was President Macron’s preferred choice. (AJ, HA 8/31)

In the West Bank, 1 Palestinian was shot and injured by Israeli forces near the separation wall adjacent to Jenin. Israeli forces handed demolition notices for 3 houses and 2 houses under construction, and 5 others received stop-work orders for the houses in Nahalin. 17 Palestinians were arrested during raids in and around Ramallah, Burin, Madama, Tulkarm, and Jenin; tear-gas related injuries were reported during a raid in Hebron. In East Jerusalem, 1 Palestinian family demolished their own home to avoid exorbitant Israeli demolition fees in Sur Bahir, displacing 11 people. 7 Palestinians were arrested during raids. In Gaza, Israeli forces attacked buildings and infrastructure east of Khan Yunis, causing damage. Hamas authorities extended the COVID-19-related lockdown until 8/29. According to Gaza health officials, 26 people have tested positive and 2 people have died of the virus. In Israel, 1 Israeli was stabbed to death in Petah Tikva; Israeli police arrested 1 Palestinian from Nablus who they investigated as the perpetrator. Israeli forces attacked Hezbollah infrastructure in Lebanon, claiming that shots were fired from Lebanon toward Israeli troops the day before. Lebanon’s supreme defense council said it would file a complaint to the UN. Earlier in the day, Israel had proposed changes to the UNIFIL mandate, which Lebanon rejected. PA president Mahmoud Abbas said during an emergency meeting at the Arab League in Cairo that he had informed Israel that the PA had cut all ties, including security coordination, with Israel and the U.S., in response to the U.S. administration’s peace plan. U.S. president Donald Trump, flanked by Israeli prime minister Benjamin Netanyahu, presented the U.S. administration’s version of a peace plan, which on all contentious issues took maximalist Israeli positions. The plan presented a vision for 2 states; however, the map of these 2 “states” presented with the plan showed a carved-up West Bank where the majority of Israeli settlements and the Jordan Valley were annexed by Israel. A swath of land in Israel, where some 250,000 Palestinian citizens of Israel live, would be annexed to the Palestinian “state.” Some land in Israel along the Egyptian border would also be part of the Palestinian state. Jerusalem would become part of Israel and the Palestinian capitol would be east of Jerusalem on the West Bank side of the separation border. Gaza and the West Bank would be connected by a bridge or a tunnel. The Palestinian state would be demilitarized, including disarming Hamas and Islamic Jihad in Palestine (PIJ). Israel would control all of Palestine’s international borders. There would be no right of return for Palestinians as “[t]heir Arab brothers have the moral responsibility to integrate them into their countries as the Jews were integrated into the State of Israel.” Furthermore, the peace plan would allow Jews to pray on Haram al-Sharif and the PA would have to stop paying stipends to families of Palestinian prisoners in Israel. The Palestinian leadership’s response to the U.S. administration’s vision of a peace plan was condemnation. PA president Mahmoud Abbas said that “Trump and Netanyahu declared the slap of the century, not the deal. And we will respond with slaps.” At President Abbas’s speech were representatives from Hamas and PIJ. Hamas said Abbas had spoken with Hamas leader Ismail Haniyeh and that the 2 had agreed to stand together in unity on the matter. Shortly after the U.S. peace plan was released, Prime Minister Netanyahu said that he would convene the Israeli cabinet on 2/1 to start annexing Israeli settlements, the Jordan Valley, and the northern Dead Sea. Jared Kushner, senior advisor to President Trump, said shortly after Netanyahu’s announcement that he did not believe that Israel would start annexing West Bank settlements on 2/1, contradicting the Israeli prime minister. In the West Bank, Israel issued a military order to seize 350 dunams (86.4 acres) of Palestinian farmland for expanding settlement roads south of Bethlehem. There were no reports of damage or injuries and it was unclear who fired the rockets. Israel later struck several targets in Gaza. The Israeli defense ministry approved 7 new Israeli “nature reserves” in Area C and the expansion of 12 already-existing “nature reserves.” The approval comes 1 week after Israeli defense minister Naftali Bennet said that he had started a campaign to ensure that Area C remains under Israeli control. In the West Bank, Israeli forces arrested 9 Palestinians, including 8 during late-night raids in and around al-‘Arub refugee camp, Nablus, Jenin, and Ramallah; and 1 at a military checkpoint in Hebron. During the raid in al-‘Arub refugee camp, Israeli forces confiscated 2,000 NIS ($578). Israeli forces also razed some 100 dunams of agricultural land near Hebron and delivered demolition notices for 4 homes in Yatta. In East Jerusalem, Israeli forces arrested 11 Palestinians at the Haram al-Sharif compound, including 5 in the morning and 6 in the evening. The 6 arrested in the evening were taken into custody because they were chanting “nationalistic slogans” at Israeli police. A video of the incident shows Israeli forces kicking 1 of the Palestinians in the head during the arrest. In Gaza, Israeli forces opened fire northeast of al-Bureij; no injuries were reported.
