An Israeli court hands down a 9-yr. jail sentence to Israeli Palestinian Ameer Makhoul, who pled guilty in 10/2010 to spying on behalf of Hizballah as part of a plea deal. In retaliation for Israeli air strikes on 12/18, the Democratic Front for the Liberation of Palestine (DFLP) and the PRCs claim responsibility for firing 4–9 mortars fr. Gaza border fire on Palestinian shepherds who stray nr. the border fence, wounding 1. In the West Bank, IDF troops raid and search homes in Bayt Umar, searching for Palestinians who threw stones at an IDF checkpoint into the village, arresting 1 Palestinian man; conducts late-night arrest raids, house searches in Hebron and nr. Nablus. Palestinians accompanied by Israeli and international activists hold a nonviolent demonstration against settlement expansion in Bayt Umar. IDF soldiers fire tear gas and stun grenades at the protesters (causing no injuries) and arrest 3 Israelis. In East Jerusalem, Israeli authorities force a Palestinian to demolish his own home or pay the government nearly $5,500 for doing the job; the owner had already been fined more than $26,000 for building without a permit. Inside Israel, Israeli police find the body of American tourist Kristine Luken stabbed to death in a nature area southwest of Jerusalem, inside Israel, nr. the West Bank border. The woman’s friend, American Kaye Susan Wilson, escaped, telling police that she and Luken were ambushed by 2 knife-wielding Arabs who bound and stabbed them. U.S. special envoy Mitchell returns to the region for a 2-day visit aimed at reviving indirect talks. He says he will urge the Israeli and Palestinian sides to present their final status positions separately to the U.S. in writing so that the U.S. can recommend bridging proposals. The White House abandons efforts to persuade Israel to impose a 90-day settlement construction freeze and takes its generous package of diplomatic and security incentives off the table. The message comes days before senior Israeli and Palestinian negotiators plan to meet in Washington for further talks on the peace process and before U.S. Secy. of State Hillary Clinton is scheduled to make a major Middle East policy statement on 12/10. In Israel, 47 state-employed Israeli rabbis issue an open letter distributed in synagogues and religious journals saying that it is prohibited by the Torah to sell or rent a house or a field in the land of Israel to non-Jews. The Knesset passes (65-33, with 22 absent) a law that would require the government to hold a national referendum before ceding Israeli territory, potentially hindering the government’s ability to reach peace deals with Syria and the Palestinians; West Bank lands, which were never annexed by Israel, would not fall under the new requirement. In the West Bank, the IDF seals Issawiyya in an effort to contain ongoing stone-throwing clashes with local Palestinians angry over Israel’s recent Judaization efforts, tax raids, and increased arrests of local youths (see 11/9). After weeks of monitoring by the PA General Intelligence Service, PA police in Qalqilya arrest atheist blogger Walid Husayin for posting satirical rants against the Qur’an on Facebook, marking the first time the PA has arrested anyone for their religious views; the charges against him of heresy for “insulting the divine essence” can carry a sentence of life in prison. Meanwhile, at a dedication ceremony in Dahiyat al-Barid (in East Jerusalem but on the Palestinian side of the separation wall), PA PM Fayyad announces that the PA has renovated 15 schools in East Jerusalem in defiance of Israel’s ban on PA activity in East Jerusalem, saying “we are translating steadfastness into facts on the ground.” Fayyad had planned to attend the inauguration of the new schools in Shaykh Jarrah and Shu‘fat as well, but decided not to after Netanyahu pointedly renewed (11/1) his ban on allowing Palestinian leaders to carry out official business in the city and ordered security services to halt the visit if Fayyad proceeded. The Court of First Instance in Gaza sentences a Palestinian man to death by hanging for kidnapping and killing a 9-yr.-old girl in 2004. Salfit attempt to steal a horse fr. a Palestinian harvesting olives but leave when other Palestinians arrive. The PA says that foreign journalists who visit the West Bank through Israeli media facilitators are “unwelcome”—a move seen as an attempt by the PA to control its media image abroad. At his weekly cabinet session, Netanyahu confirms “intensive contacts” are underway with the U.S. on an incentives package to restart peace talks “in such a way that it cannot be halted in a few weeks or months.” On or around this date, Netanyahu sends his chief negotiator Molcho back to Washington with new proposals for an incentives package; no details are released (IGPO 10/24; WP 10/25; NYT 10/27)

Israeli municipal authorities in Jerusalem approve a modified development plan for the Western Wall area that will involve underground tunnels, car parks, bus and police stations, Talmud and tourism centers, and opening of a new gate in the ancient wall around Jerusalem to provide access for Jewish settlers fr. the Silwan area. Palestinian residents of Silwan protesting the new moves clash with IDF troops who enter the neighborhood to disperse them, firing rubber-coated steel bullets, tear gas, and stun grenades, seriously wounding an 11-yr.-old Palestinian boy. Islamic Jihad fires 3–4 mortars fr. Gaza toward Israel, with only 1 landing inside Israel; no damage or injuries are reported on either side of the border. Gaza’s power plant receives a fuel shipment from Israel allowing the plant’s 2d turbine (shut down on 10/22) to resume operation; rolling blackouts drop back down to 4–6 hrs./day. An explosion inside a Hamas security compound in Rafah damages more than 30 houses, 4 schools, and 1 clinic nearby, injuring 26 Palestinian civilians (including 18 children, 15 of whom were inside their classrooms), mostly by flying glass; the reason for the explosion is unclear. The IDF makes a brief incursion into s. Gaza e. of Khan Yunis to level land along the border to clear lines of sight, firing on surrounding areas to keep Palestinians away, seriously wounding a 65-yr.-old Palestinian harvesting olives 1,000 m away. In the West Bank, the IDF raids a coal plant nr. the separation wall w. of Jenin, confiscating 40 tons of wood and sealing the building, saying that local Jewish settlers claimed it was a nuisance; makes a daytime incursion into Barta‘a nr. Hebron (detaining 1 Palestinian teenager on charges of throwing stones, releasing him later in the day after his family pays a $400 fine), and nr. Jenin. As the quarter opens, Israel has eased (as of 6/2010) its blockade on Gaza, replacing the blanket ban on imports with two lists of prohibited and regulated items, allowing in more (and more varied) food items, construction materials, and commercial goods, but keeping imports only slightly above subsistence and continuing to bar exports. In an effort to show positive movement on the peace process in advance of Netanyahu’s 7/6 meeting with Obama, Israel releases its new guidelines for the entry of goods to Gaza in keeping with its 6/20 cabinet decision, issuing 2 lists of (1) prohibited goods, which include all weapons and munitions, and (2) restricted “dual use” items with military or terrorist applications (including many common chemicals and fertilizers, optical equipment, knives). Israel also itemizes 19 permitted construction goods allowed for import only for PA or internationally supervised projects. Abbas gives an interview to Israel’s 6 leading newspapers to appeal directly to the Israeli people to step up peace efforts, accusing Netanyahu of not being serious about proximity talks and saying that the Palestinians need serious progress on borders and security issues in particular before direct negotiations can begin. Netanyahu replies publicly, saying that if the Palestinians are serious about peace they will proceed immediately to direct talks. Separately, Israeli FM Avigdor Lieberman tells the press that Abbas cannot be trusted and that Israelis “don’t need to pay for the pleasure of speaking to Abu Mazin” by making gestures.
