Along Gaza’s border, IDF troops shoot and kill 2 Palestinians who allegedly crossed the border fence and threw “explosive devices” at an IDF patrol, according to an Israeli spokesperson. Separately, IDF troops shoot and seriously injure 2 more Palestinians attempting to cross into Israel near Rafah; 1 of the Palestinians dies soon after the incident. Later, they arrest another Palestinian attempting to cross into Israel. In the West Bank, Israeli settlers slash the tires of a number of Palestinian cars and spray-paint racist graffiti on walls in Turmus ‘Ayya near Ramallah. They also raze a swathe of Palestinian farmland near Salfit and assault a reporter attempting to document the incident. It’s unclear why they opened fire. The IDF also arrests 2 Palestinians during latenight raids in Qalqilya and near Bethlehem, and patrols near Tulkarm and Hebron. Israeli settlers slash the tires of 3 Palestinian cars and leave racist graffiti on a 4th in Jalud village near Nablus. A Palestinian journalist succumbs to injuries sustained when the IDF violently dispersed peaceful protests along Gaza’s border on 4/13, bringing the death toll stemming from the Great March of Return to 37. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces carry out the punitive demolition of the Jenin home of a Palestinian imprisoned in connection with the 1/9/18 killing of an Israeli settler. Meanwhile, Israeli settlers damage 20 Palestinian vehicles and spray-paint “Death to Arabs” on a nearby wall in Bayt Iksa. Some of the same settlers vandalize more Palestinian property in Rammun village near Ramallah later in the day. A deaf Palestinian succumbs to injuries sustained on 4/1 when the IDF violently dispersed peaceful protesters along Gaza’s border. A Palestinian witness to the shooting says that the deceased was walking away from the border fence when an Israeli sniper shot him in the back of the head. A mortar fired from Syria lands in the Israelioccupied Golan Heights, causing no damage or injuries. IDF artillery then shell the area from which the mortar was fired, causing an unclear amount of damage or injuries. “The IDF sees the Syrian civil regime as responsible for all that happens on its territory, and will not tolerate any attempt to harm the sovereignty of the State of Israel or the security of its citizens,” the IDF states after the exchange. Palestinian diplomats file a formal complaint against Israel with the UN office in Geneva responsible for monitoring the International Convention on the Elimination of All Forms of Racial Discrimination. The complaint alleges that Israel has violated the convention in a variety of ways, including the parallel justice systems for Palestinians and settlers in the West Bank. “Not only is the purpose of the settlement regime discriminatory in itself, it is further maintained by a system of discriminatory measures, severely depriving Palestinians of their fundamental rights,” one diplomat says. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return for a 4th straight Friday. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, and Jabaliya refugee camp; 4 Palestinians are killed, including 1 minor, and at least 40 are injured. The protesters killed today bring the death toll stemming from the Great March of Return to 34. In the West Bank, IDF troops violently disperse Friday protests against Israel’s settlements, occupation, and separation wall in al-Bireh, Qalqilya, and nearby Kafr Qaddum; 5 Palestinians are injured and 1 is arrested. They also patrol near Hebron and Nablus. Israeli settlers slash the tires of 30 Palestinian vehicles and spray-paint racist graffiti on walls in Burqa village near Ramallah overnight, chop down approximately 100 Palestinian olive trees outside Nablus, and throw stones at a Palestinian school bus near Hebron (1 Palestinian minor is injured). After the release of a video depicting the killing of a minor along Gaza’s border today, the EU demands a “full investigation” and UN Special Coordinator Nickolay Mladenov calls on Israel to “stop killing children.” The IDF then announces that it will investigate the killing. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops seal off the main entrance to Bayt Umar near Hebron while they conduct raids in the village. The raids spark minor clashes; there are no reported injuries or arrests. Israeli forces issue stop-work orders to a Palestinian home under construction in Yatta village near Hebron and bar Palestinian laborers from working on water infrastructure outside Bethlehem. The IDF announces it destroyed a tunnel leading into Israel from the Jabaliya refugee camp area on 4/14, bringing the number of Gazan tunnels demolished since the beginning of 2017 to 8. DM Lieberman says that this was the “longest and deepest [tunnel] exposed so far” and calls on the Palestinians in Gaza to stop Hamas from “burning your money on tunnels going nowhere.” (HA, JP, TOI, YA 4/15)

Israeli DM Lieberman says that the Palestinian journalist who succumbed to injuries caused by the IDF’s ongoing violent crackdown on the Great March of Return on 4/6, Yaser Murtaja, was a member of Hamas and that he was giving his drone’s video recordings to the group. Hamas denies the allegation. The Washington Post reports that the U.S. recently vetted Murtaja’s company, Ain Media, for a government grant. (AP, JP, WP, YA 4/11)

A senior Iranian official says that Israel’s 4/9 deadly strike on the Syrian T-4 military base “will not remain without response.” Meanwhile, the Russian Foreign Ministry summons the Israeli ambassador to Russia for a formal questioning about the incident and a discussion about recent events in Gaza. At least 20,000 Palestinian protesters gather along Gaza’s border, marking the 2d consecutive Friday of the Great March of Return. They set fire to hundreds of tires and roll them toward the border fence (some Palestinians say that the burning tires are meant to create a smokescreen to defend protesters from Israeli snipers). IDF troops violently disperse the protesters near Gaza City, killing 7 and injuring at least 250. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. For the 2d week in a row, the U.S. blocks a Kuwait-backed effort to get the UNSC to call for an independent and transparent investigation into the IDF’s violent crackdown on the Great March of Return. According to Palestinian UN envoy Riyad Mansour, 14 of the 15 members of the UNSC support the effort. IDF Maj. Gen. Mordechai confirms international press reports that the Israeli authorities are withholding the corpses of 2 Palestinians killed along Gaza’s border fence on 3/30. When IDF troops approach the men, they return to Gaza. The IAF then conducts late-night air strikes on 3 Hamas sites near Rafah; there are no reported injuries. Earlier in the day, IDF troops stationed along the border open fire on Palestinian farmers working near al-Maghazi refugee camp, causing no injuries. In the West Bank, IDF troops arrest 4 Palestinians during late-night raids in Bethlehem and near Hebron, and patrol near Tulkarm and Nablus. A PA official says that the Palestinian authorities recently filed official requests for membership in 8 international treaties and conventions, including the International Convention against Apartheid in Sports. “Becoming members of these international conventions and treaties strengthens the Palestinian issue on the international level and demonstrates our commitment to upholding international standards in our state institutions,” the official says. The move comes 3 months after PA president Abbas pledged to join new international treaties and conventions in response to U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital. In the West Bank, IDF troops conduct raids in Sabastiyya near Nablus, sparking clashes with stone-throwing Palestinians; there are no injuries, but a small fire damages a number of trees and crops. They also patrol near Hebron and Qalqilya. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Khan Yunis. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. Hamas security forces conduct a raid on the Nuseirat refugee camp hideout of a Palestinian allegedly involved in the 3/13 attempt to assassinate PA PM Hamdallah. The suspect’s name is Anas Abu Khoussa. The raid sparks a firefight, fatally injuring the primary suspect, as well as killing 1 of his deputies and 2 Hamas fighters. Abu Khoussa dies later in the day. Reports from Gaza indicate that Abu Khoussa was linked to the PA’s General Intelligence Service. The PA then issues a statement rejecting the connection and calling the reports “flimsy.” (JP, TOI 3/22)

The United Nations (UN) submits to Israel’s Ministry of Foreign Affairs a claim for reimbursement for the losses the UN sustained in Gaza during Israel’s assault in the summer of 2014. When news of this claim is first reported, on 3/27, Israel’s ambassador to the UN Danny Danon will call it “unacceptable.” (JP 3/27)

In the West Bank, IDF troops conduct raids in Kafr Qaddum near Qalqilya as Palestinian students are returning home from school. The raids spark clashes, and 2 Palestinians are injured. They arrest 7 Palestinians during further raids near Jericho, Ramallah, Bethlehem, Hebron, and Jenin; and patrol near Tulkarm, Qalqilya, Salfit, and Hebron. Israeli settlers throw stones at Palestinian farmers working near Ramallah, injuring 1. In East Jerusalem, Israeli forces arrest 8 Palestinians during raids in the Old City on the pretext that they failed to prevent the stabbing attack on 3/18. They arrest 6 more Palestinians during raids in al-‘Izzariya and al-Ram. At the start of a PA cabinet meeting in Ramallah, PA president Abbas accuses Hamas of perpetrating the 3/13 assassination attempt on PA PM Hamdallah and threatens further punitive restrictions on Gaza. Hamas later responds in a statement: “[Abbas] is paving the way for chaos which will facilitate the approval of President Trump’s plan and Israel’s plans. We condemn these irresponsible statements by the PA chairman, who has already been trying for a while to subdue our people in Gaza in this difficult and dangerous moment in history.” In the same speech, Abbas criticizes the Trump administration’s peace efforts, specifically calling out U.S. ambassador to Israel Friedman. “Son of a dog,” he says of Freidman. “You are a settler and your family are settlers.” Friedman later responds, “Is that anti-Semitism or political discourse? Unidentified persons detonate a roadside explosive targeting PA PM Hamdallah’s 3- vehicle convoy in an apparent assassination attempt near Bayt Hanun in Gaza; 7 Palestinians are injured and 3 cars are damaged. Unhurt, Hamdallah attends an inauguration of a wastewater treatment plant. PA officials initially blame Hamas for the attack. In the West Bank, dozens of Israeli settlers approach a water tank outside ‘Urif village near Nablus, sparking clashes between their IDF escort and Palestinian residents; 1 Palestinian is killed and another is seriously injured. Later, approximately 30 Israeli settlers throw stones at Palestinian homes and attempt to set fire to a mosque in al-Twana village near Hebron. Residents of the village challenge the settlers and their IDF escort, leading to a nonviolent confrontation. Israeli settlers also cut down approximately 30 olive trees near Nablus. Along Gaza’s southern border, an improvised explosive device (IED) planted on the Palestinian side of the border fence detonates near an IDF jeep, injuring 4 Israeli soldiers (2 seriously). The IED was reportedly installed during demonstrations along the border on 2/16. Israeli forces in the area attack and destroy a local armed group’s observation post in southern Gaza and shell 5 other Hamas targets. After the initial wave of strikes, unidentified parties fire a rocket from Gaza into southern Israel, causing minor damage to an Israeli home. Late at night, Israeli jets conduct air strikes on 12 Hamas and Islamic Jihad in Palestine (PIJ) sites near Gaza City and Rafah, injuring 2 Palestinians and causing an unknown amount of damage. Amid the exchange, IDF troops open fire on 4 Palestinian youths approaching the border fence near Rafah, killing 2 and seriously injuring the other 2. After a cabinet meeting in Ramallah, the PA calls on all of its former civil servants in Gaza (who stopped working when Hamas took power in 6/2007), to return to their posts, thereby jeopardizing the future of tens of thousands of employees of the Hamas-run government. The PA had agreed to pay the current employees of the Hamas-run government through 2/2018. In a statement, the cabinet stresses that “the empowerment of the government in the Gaza Strip [. . .] is a necessary first step and the cornerstone for moving to resolve the rest of the issues.” Hamas, which has called for the issue to be resolved in a way that preserves the rights of its government’s employees, criticizes the announcement as a “violation” of past agreements.
