Unidentified Palestinians fire a rocket from Gaza into southern Israel overnight, and Israel’s Iron Dome missile defense system intercepts it near Ashqelon. In response, the Israeli Air Force conducts air strikes on 2 Hamas sites near Bayt Lahiya, reportedly destroying 1 property and damaging another in the vicinity of both. Also along Gaza’s border, Israeli forces conduct limited incursions to level land near Dayr al-Balah and Bayt Lahiya and open fire on Palestinian farmland near Rafah, causing no damage. In the West Bank, IDF troops shoot and injure a Palestinian minor at a checkpoint near Nablus. An IDF spokesperson says she was acting suspiciously, ignoring the soldiers’ orders and warning shots, and that the incident is suspected to be an attempted “suicide by cop.” IDF troops also shoot and injure 3 Palestinians during clashes sparked by an arrest raid in al-Bireh; arrest 13 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, and Bethlehem; and patrol near Hebron throughout the day. There are reports in the Israeli and Palestinian press that the 3d transfer of Qatari money into Gaza, which was planned to go forward this week, is being delayed indefinitely. Some reports indicate that the Israeli authorities ordered the delay in response to the rocket fire today. The Israeli authorities previously allowed 2 transfers of $15 million each, on 11/8/18 and 12/6/18. They previously agreed to allow 6 total monthly transfers of $15 million to help pay the salaries of civil servants working for the Hamas-run government and to support families in urgent need in Gaza. In the evening, UN special coordinator Nickolay Mladenov reportedly informs Hamas that the transfer is set to go forward within 48 hours, so long as the relative calm in Gaza holds. After PA security forces withdraw from the Rafah border crossing in the morning, Hamas security forces retake control of the Gaza side of the crossing. The Egyptian authorities then announce that the crossing “will be limited to only the arrival of individuals and the entry of goods” into Gaza. An Egyptian official in Cairo says he does not expect the crossing to be closed completely, despite widespread rumors and speculation to the contrary. “Egypt recognizes the importance of the humanitarian situation in Gaza and the Rafah crossing is an important access point for Palestinians,” he adds. The PA announced the withdrawal on 1/6 amid a week of escalating tensions between Hamas and Fatah. Later, Fatah Central Committee member Azzam al-Ahmad says that the withdrawal is only the first step in Fatah’s plan to return the PA to power in Gaza. “There will be other measures… to annihilate the authority of division and status quo,” he says. Separately, a Fatah spokesperson accuses Hamas of detaining more than 1,000 Fatah members in Gaza, including 500 who were allegedly arrested in the past 24 hours. Israeli forces violently disperse 1 protest outside the British consulate in Jerusalem and another in Sheikh Jarrah; there are no serious injuries. In the West Bank, IDF troops arrest 2 Palestinians during raids near Jenin and in Bethlehem, and patrol near Hebron, Tulkarm, and Qalqilya. Along Gaza’s border, IDF troops open fire on a “resistance site” near al-Maghazi refugee camp on 2 separate occasions, causing no damage or injuries, according to local sources. The EU releases a statement welcoming Hamas’s 11/1 transfer of control of Gaza’s border crossings to the PA, calling it “an important step in the implementation of the agreement signed in Cairo on 10/12, and toward allowing the PA to resume its full responsibilities in Gaza and achieving intraPalestinian reconciliation.” U.S. special representative Greenblatt also salutes the development, saying it is “essential that the PA assume full responsibility in Gaza.” (WAFA 11/2; TOI 11/3)

After days of positivity from both Hamas and the PA in the wake of the 10/12 reconciliation deal, a Hamas spokesperson criticizes the PA for not prioritizing the rollback of sanctions on Gaza. “It is not justified to continue the sanctions on Gaza, while the [PA] government is content with talking about getting control of border crossings and exploration for [natural] gas in Gaza,” he writes, on Twitter. His comments come after the Fatah Central Committee neglected to discuss the sanctions at a meeting on 10/15. Meanwhile, the PA’s director of border crossings, Nazmi Muhanna, arrives in Gaza. He says he is there to “to carry out the first article of the reconciliation agreement signed in Cairo [on 10/12] regarding taking over the crossings.” (TOI 10/16; MNA, TOI 10/17)

The Israeli NGO Peace Now reports that the Licensing Subcommittee of Israel’s Civil Administration has approved 31 building permits for new housing units in central Hebron, marking the first approval of new settlement construction in Hebron in 15 years. (AP, PCN, REU, TOI, YA 10/16; TOI 10/17)

A Syrian antiaircraft battery positioned east of Damascus fires on Israeli fighter jets allegedly flying in Lebanese air space, causing no damage or injuries. In response, the IAF launches an air strike on the battery. (HA, JP, NYT, TOI, YA 10/16)

After 3 days of talks in Cairo, Hamas and Fatah announce that they have reached a new national reconciliation agreement. They do not release the text of the agreement, but according to Palestinian and Egyptian officials close to the talks, the PA is set to lift the sanctions imposed on Gaza earlier this year and Hamas agreed to hand over control of Gaza to the PA by 12/1, inter alia. Egypt’s State Information Service releases a statement announcing that the 2 sides have “agreed on procedures” for reconciliation, acknowledging that “division between the 2 sides” remains. In East Jerusalem, hundreds of Israeli settlers march through the Old City, chanting slogans, throwing rocks, and smashing car windows. They assault and moderately injure a Palestinian shop-owner. Israeli forces arrest 4 Palestinian youths who attempt to stop the settlers’ attacks. Israeli forces also impose a curfew on Issawiyya and arrest 1 Palestinian driving in the neighborhood. The U.S. State Dept. announces that the U.S. is withdrawing from UNESCO. “This decision was not taken lightly, and reflects [. . .] continuing anti-Israel bias at UNESCO.” The withdrawal goes into effect at the end of 2018. Shortly after the State Dept.’s announcement, Israeli PM Netanyahu’s office announces that Israel is following the “brave and moral” U.S. decision and leaving UNESCO as well. In the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb outside Nablus late at night, sparking clashes between their IDF escort and Palestinians from nearby Balata refugee camp; 3 Palestinians are injured. IDF troops also arrest 2 Palestinians during late-night raids in and around Tulkarm, and patrol near Tulkarm and Hebron. Israeli settlers throw stones at Palestinian vehicles outside the Huwwara checkpoint near Nablus, causing minor damage. In East Jerusalem, approximately 628 Israeli settlers tour Haram al-Sharif for a 3d day in a row, marking the Jewish holiday Sukkot. Hamas and Fatah officials resume talks on a possible national reconciliation agreement under the oversight of Egyptian intelligence officials in Cairo. They discuss ways that the PA can effectively administrate in Gaza, including the operation of the border crossings and issues related to the economy and security. In the evening, the 2 sides issue a joint statement: “We thank Egypt for its sponsorship in achieving reconciliation and ending division and we look forward to continuing talks [. . .] in the same high spirits.” Talks are expected to continue all week. Following another round of talks in Cairo, both internal and with Egyptian intelligence officials, Hamas releases a statement pledging to dismantle the administrative committee established earlier this year, to allow the PA to resume operations in Gaza, to resume reconciliation talks with Fatah, and to participate in general elections. Fatah Central Committee member Azzam al-Ahmad, who is also in Cairo, welcomes Hamas’s statement and says that Hamas and Fatah are set to take tangible steps toward reconciliation, including bringing PA control back to Gaza, in the coming days. In East Jerusalem, Israeli forces demolish parts of the outer wall of a Palestinian cemetery outside the Old City. In the West Bank, an IDF raid in Tuqu‘ near Bethlehem sparks clashes with stone-throwing Palestinians; 1 Palestinian is injured. IDF troops also arrest 4 Palestinians during late-night raids in and around Hebron, Bethlehem, and Qalqilya, and patrol near Jenin throughout the day. Israeli settlers confront Palestinians at the elementary school in Jubbet al-Dhib inaugurated on 9/10, but Palestinians drive them away nonviolently.  After a 2d day of meetings in Cairo, Hamas’s top officials release a statement expressing willingness to “immediately” sign a new national reconciliation agreement with Fatah and disband the administrative committee set up in Gaza earlier this year. They reportedly tell Egyptian intelligence officials that they would allow the PA to take charge in Gaza and carry out new elections only if all Palestinian factions participated in a follow-up conference to elect a new national government. The PASF issues a press release explaining that the 9/4 arrest of Youth Against Settlement founder Amro stemmed from his engagement in “actions that would cause internal strife” and his “contacting foreign parties to undermine the work of the PA.” Amro was released on bail on 9/10. (WAFA 9/11)

An Israeli civilian shoots and kills a Palestinian and seriously injures a 2d outside his home nr. Netanya, Israel. An Israeli police spokesperson says that the man opened fire when he saw the 2 men in his yard carrying tools that could be used to break into his house. In the West Bank, IDF troops conduct raids in Tuqu‘ village nr. Bethlehem, interrogating the family of the Palestinian driver killed on 7/10. They tell the family that his body will be returned only if the village remains calm. Later in the day, thousands of Palestinian mourners march through the village for his funeral. Separately, IDF troops conduct raids in Dura village, arresting 2 Palestinians. In East Jerusalem, Israeli forces demolish a 4-story building under construction in Issawiyya, and open fire on a Palestinian vehicle driving erratically in Shu‘fat r.c., causing damage but no injuries (the driver is arrested). A senior Hamas official says that the Hamas delegation that went to Cairo on 7/2 has returned after reaching a number of new agreements with Egyptian officials. “The coming days will see improvements in power and fuel supplies in the Gaza Strip,” he says, without providing any details about the agreements. Palestinian fighters in Gaza launch a rocket into Israel, which lands in Sderot, causing no damage or injuries. The IDF then launches dozens of air strikes on “key Hamas strategic assets,” according to IDF sources on 8/23. The IDF also targets Palestinian Islamic Jihad (PIJ) and other factions’ sites in and around Bayt Hanun, injuring at least 7 Palestinians (3 of whom are Hamas mbrs.). Also, an Israeli tank fires 6 shells at a Gazan water storage facility along the border nearby, causing damage. Initial reports say that the PFLP’s armed wing is responsible for the rocket launch; later, a Salafi group affiliated with the Islamic State in Iraq and Syria (ISIS) claims responsibility. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries; 2 fishermen are arrested. In the West Bank, IDF troops conduct raids and house searches in and around Hebron, as well as in Bethlehem and nr. Salfit, arresting 8 Palestinians; and patrol nr. An Israeli delegation meets with their Egyptian diplomatic counterparts in Cairo to discuss Pres. Abdel Fattah al-Sisi’s efforts to revive the stalled Israeli-Palestinian peace talks. After the meetings, al-Sisi says he recently spoke with Russian pres. A group of Palestinians in Israeli prisons cancels its plans, announced on 3/9, to begin a series of demonstrations on 3/10 in protest of the poor conditions. According to Al Jazeera, the move comes after the group makes a preliminary deal with the Israel Prison Service (IPS), allowing for more frequent family visits, but an IPS official will refute the report on 3/11. In Gaza, the chair of Qatar’s Comm. to Rebuild Gaza, Mohammed al-Emadi announces a series of new projects to build 1,000 housing units in Gaza, and that the 1st shipment of materials—4 truckloads of cement—arrived from Israel today. The Palestinian and Israeli negotiators agree on an open-ended cease-fire deal, which PA Pres. Abbas confirms in a brief televised address. The agreement contains 3 points: Israel will permit humanitarian aid and construction material to enter Gaza; Israel will restore the fishing zone from 3 to 6 naut. mi. away from the shore, and gradually extend it to 12 by the end of 2014; and indirect negotiations will continue within 1 mo. in Cairo to deal with the remaining disputes, including Hamas’s demand for sea and airports in Gaza, and the release of recently rearrested prisoners who were released in the Shalit deal. Additionally, talks between Palestinian officials and Egyptian authorities are scheduled to take place soon with the goal of opening the Rafah crossing permanently. Israeli PM Netanyahu agrees to the cease-fire deal without putting it to a vote in the security cabinet, a move reportedly opposed by Economy Minister Naftali Bennett. Israeli and Palestinian negotiators return to Cairo and reports appear in the press of a potential breakthrough. Senior Islamic Jihad officials Khalid al-Batsh and Ziad Nakhleh are quoted saying they believe an agreement will be made within hours. Lebanon-based Hamas official Usama Hamdan says “there has been positive and fast progress.” An anonymous Palestinian official says that the Palestinian delegation would accept the new Egyptian proposal that would open the crossings into Gaza for aid and construction material, and defer disputed points to further negotiations to be held in 1 mo. Notably, Egypt requires the Rafah crossing to be negotiated with the Palestinians directly, separate from the indirect negotiations with the Israelis. In closed meetings at the UN headquarters in New York, U.S. diplomats present principles for a UNSC res. that would call for a cease-fire in Gaza and conduct meetings with their German, French, and British counterparts, as well as Jordanians, in the hope of reconciling the 3 different proposals. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible.
