In the West Bank, Israeli settlers steal 53 sheep in Tuqu’. Israeli forces shoot and injure a 13-year-old Palestinian girl and uproot streets and other infrastructure during a raid in Jenin. Israeli forces also raid Dayr Sharaf, uprooting paved roads and water pipelines. Elsewhere, Israeli forces demolish a house under construction in Umm al-Rihan. Israeli forces also seize a concrete pump in ‘Anin. Meanwhile, Israeli forces arrest 30 Palestinians during late-night raids in and around Ramallah, Hizma, Husan, al-Arroub refugee camp, Halhul, Dura, Qalqilya, and Nablus. In Gaza, Israeli forces bomb Khan Yunis, Dayr al-Balah, and Gaza City, killing at least 59 people. 2 rockets are fired at Israel; no damage is reported. More than 32,975 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,577 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 446 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,760 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 255 Israeli soldiers have been killed and 1,549 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 160 trucks carrying aid enter Gaza. UNOCHA says it has documented more than 700 settler attacks on Palestinians since 10/7/2023, killing 17 Palestinians and injuring more than 400 others. (UNOCHA 4/3)

6 Israeli intelligence officers tell +972 Magazine and Local Call that Israel is using an AI program called Lavender to mark Palestinians and their homes as bombing targets on the basis that they are suspected members of Hamas or Islamic Jihad. According to the sources, 37,000 Palestinians have been marked as suspected militants. The report says that human analysts would spend on average 20 seconds evaluating the targets picked by Lavender, to make sure the target is male, before giving authorization. The reporting also says that a different AI system called Where’s Daddy would track targets to make sure they were at the family residence before an airstrike is conducted and that Israel permits 15-20 civilians to be killed for every junior member of Hamas and Islamic Jihad killed, while it has given authorization for the killing of more than 100 civilians to kill a commander. In November, the 2 news outlets revealed that Israel’s military uses an AI program called Gospel to mark buildings that are then attacked. (+972, AJ, HA 4/3; AJ, REU 4/4)

World Central Kitchen (WCK) founder Jose Andres tells Reuters that the Israeli attack that killed 7 WCK aid workers on 4/1 was systematic and not an accident. Andres says WCK had clear communications with the Israeli military which knew of the aid workers’ movements, saying “[e]ven if we were not in coordination with the [Israeli military], no democratic country and no military can be targeting civilians and humanitarians.” (AJ, AX, HA, REU 4/3)

At the UN Security council, the U.S., UK, and France oppose a Russian-drafted statement condemning Israel’s attack on the Iranian consulate building in Damascus on 4/1. UN General Assembly president Dennis Francis tweets that he is outraged by the Israeli killing of World Central Kitchen aid workers on 4/1 and expresses deep concern over the risk of an escalation after the Israeli attack on the Iranian consulate. Scottish first minister Humza Yousaf writes a letter to UK prime minister Rishi Sunak, calling on him to immediately end the sale of arms to Israel. 600 UK legal professionals, including 3 former Supreme Court justices, call on the UK government to suspend arms sales to Israel, saying the UK could be complicit in genocide in Gaza.  (AJ, AP 4/3; AJ, AP, HA, NYT, REU, REU 4/4)

Polish deputy foreign minister Andrzej Szejna summons the Israeli ambassador, saying he wants “to talk to the ambassador about the new situation in Polish-Israeli relations and about the moral, political, and financial responsibility for the event that recently took place in the Gaza Strip,” referring to the killing of 7 aid workers on 4/1, including a Polish national. Israeli ambassador to Poland Yacov Livne said on 4/2 in response to reports that Israel deliberately killed the aid workers that “anti-Semites will always remain anti-Semites.” In a separate statement, the Polish foreign ministry says Israel does not have “the right to abuse force and illegal settlement” and that Poland recognizes the “right of Palestinians to establish a state.” (AJ, HA, REU 4/3; AJ 4/4; AP 4/5)

In the West Bank, Israeli settlers assault a Palestinian man near Salem. Israeli settlers also kidnap, undress, and beat a Palestinian man near the Homesh settlement outpost, handing the man to Israeli forces after several hours. Elsewhere, Israeli settlers bring their sheep to graze on Palestinian crops in al-Fakhit, causing damage. Israeli settlers also set up a tent and a caravan in Sinjil. Israeli forces seize a tractor in the Masafer Yatta area. In East Jerusalem, Israeli settlers vandalize 10 tombstones at the Bab al-Rahma cemetery. Israeli forces assault Palestinians at the entrance to the Haram al-Sharif compound. In Gaza, Israeli forces bomb Nuseirat refugee camp, Rafah, Dayr al-Balah, Khan Yunis, Jabalia refugee camp, and Gaza City, killing at least 82 people. 2 people die of starvation at the Kamal Adwan Hospital and al-Shifa Hospital, bringing the death toll from starvation to at least 25. In Lebanon, Israeli forces bomb Khirbet Selm, killing 5 people, including 2 children. Israeli forces also open fire at a joint UNIFIL-Lebanese army convoy, causing damage. Hamas says Israeli forces killed 7 Israeli captives last week during bombardments of Gaza. Hamas political leader Ismail Haniyeh calls on Arab and Muslim countries to “work at political, legal, and diplomatic levels to stop the onslaught of our people.” (AJ, HA 3/9)

Israeli prime minister Benjamin Netanyahu’s office releases a statement saying Hamas is not interested in a ceasefire deal and that CIA director Bill Burns meet with Mossad director David Barnea on 3/8, discussing the topic. (AJ, AX, HA 3/9)

Israeli foreign minister Israel Katz tweets that Turkish president Recep Tayyip Erdogan is “one of the greatest oppressors and anti-Semites in history” after Erdogan compares Prime Minister Netanyahu to Hitler, Mussolini, and Stalin, calling the Israeli government the “Nazis of our time.” (AJ 3/9; HA 3/10)

Egyptian president Abdel Fattah el-Sisi says in a speech that he will not allow “the separation of Palestinians from their land” and estimates that the rebuilding of Gaza would cost more than $90 million. (AJ 3/9)

On a tour of the Israel-Gaza border, U.S. special representative Jason Greenblatt says it is necessary for the PA to resume control of Gaza: “It is clear that the PA needs to resume its role in the administration of Gaza, as Hamas has substantially harmed the people of Gaza and has failed to meet their most basic needs.” (HA, MNA 8/31; HA 9/1)

The United Nations Security Council (UNSC) renews the UN Interim Force in Lebanon’s (UNIFIL) peacekeeping mission, and, addressing U.S. and Israeli complaints, approves new language authorizing more joint border patrols with Lebanese armed forces, and requiring “prompt and detailed” reports whenever UNIFIL troops encounter Hezbollah roadblocks. Israel’s ambassador to the UN Danny Danon welcomes the decision as a “victory for Israel.” (NYT 8/30; TOI 8/31; HA, TOI 9/5)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. IDF gunboats off the Gaza coast shell the fmr. settlement areas of Ganei Tal, Netzer Hazani in s. Gaza, causing no damage or injuries In the West Bank, the IDF conducts arrest raids, house searches nr. Bethlehem and in Abu Dis, Hebron. The IDF also bars Palestinians under age 40 fr. In the afternoon, after seeing a draft UN res. on halting violence that he says he cannot accept, Olmert authorizes the IDF to expand ground operations in s. Lebanon. The IDF quickly begins moving additional troops, armor into s. Lebanon, while troops already in Lebanon prepare to move toward the Litani. During the day, the IDF continues air and artillery strikes, hitting targets in s. Beirut, areas of n. Lebanon (including Abu Diya, Akkar), s. of Sidon, and in the Biqa‘ Valley (including strafing some 1,300 cars evacuating some 3,000 residents of Marja’uyun, occupied by the IDF on 8/10, who chose to follow a convoy of 350 UNIFIL and Lebanese army troops evacuating the area in coordination with the IDF; 6 Lebanese civilians, 1 Lebanese soldier are killed and 36 are wounded). Ground operations continue in Labuna in the east, Aita al-Sha‘b in central s. Lebanon, and Khiyam, Markaba, Qantara, Qlei‘a further to the northeast. Hizballah fires 124 rockets into n. Late in the evening, the UN Security Council unanimously passes Res. 1701, calling for Israel and Hizballah to halt violence in place as of 8:00 A.M. on 8/14 local time (1:00 A.M. ET), demanding that Hizballah cease all attacks and that Israel stop offensive operations (allowing “defensive” responses if they perceive a threat). (IFM, NYT, WP, WT 8/12; NYT 8/14; NYT 8/15) 

Israel expels 415 suspected Muslim activists, 251 from the West Bank, 164 from the Gaza Strip to Lebanon. High Court of Justice temporarily blocks the expulsions, then votes 5 to 2 to permit them. UNIFIL forces try to block buses carrying deportees from traveling through their territory. Lebanese army blocks the deportees from entering govt.- controlled territory, leaving them stranded between Israeli and Lebanese checkpoints.
