With Israel’s suspension of fuel shipments to Gaza since 8/5, rolling blackouts across Gaza increase fr. 8–10 hrs./day to 12 hrs./day. An uncorroborated report says that unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning; conducts arrest raids, house searches in 1 village nr. Jenin in the morning and 2 villages nr. Hebron and Jenin late at night. OCHA reports that since 8/1, the IDF has demolished 3 structures in the Bethlehem area: a restaurant, part of another building, and a local road used by Palestinian farmers to access their crop land. An Israeli government-appointed commission headed by former Israeli supreme court justice Ephraim Levy issues a nonbinding legal judgment that Israel’s presence in the West Bank is not occupation and that the government should grant retroactive approval to unauthorized settlement outposts. The commission states that unauthorized outposts were established with the knowledge and encouragement of senior government officials that amounted to ‘‘implied agreement’’ by the government. During the day, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the evening, Palestinian gunmen inside Gaza fire into Israel, hitting a parked civilian vehicle, but causing no injuries. Late at night, Israeli warplanes and helicopters carry out 3 air strikes on Khan Yunis and Rafah in s. Gaza, causing no reported casualties. The targets include a training site used by the al-Ansar Brigades (military wing of a small faction called al-Ahrar Movement, which was formed shortly after Hamas’s 2007 takeover of Gaza by disaffected Fatah members who aligned themselves with Hamas), and 2 open areas used by rocket-launching teams. In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; in Tulkarm in the afternoon; and in Qalqilya, 1 nearby village, and 1 village nr. Jenin late at night. The IDF also bulldozes a plot of Palestinian agricultural land outside Qalqilya and conducts late-night arrest raids, house searches in Bayt Umar. Jewish settlers stone Palestinian cars driving nr. Hebron. Jewish settlers also enter a Palestinian area (exact location not reported) to pray at a local religious site without proper coordination with the IDF; the IDF intervenes to remove the settlers. Russian pres. Vladimir Putin makes a 1-day visit to Israel for the unveiling of a monument dedicated to Russian soldiers. In addition, he meets with Israeli PM Netanyahu, DM Barak, and other senior officials who urge Russia to pressure Iran to halt its nuclear program, Syria to halt violence against the opposition, and the Palestinians to resume negotiations. Israeli troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the demolished Erez industrial zone, forcing them to flee. A Palestinian is killed and another is injured when they are crushed by construction materials being moved through a smuggling tunnel on the Rafah border. Israel’s state comptroller Micah Lindenstrauss issues a long-awaited report faulting PM Netanyahu for ‘‘poor decision-making’’ in the lead-up to the 2010 Gaza aid flotilla incident that left 9 Turkish activists dead aboard the Mavi Marmara, concluding that Netanyahu did not listen to IDF warnings that the boarding of the flotilla could lead to violence and had not consulted adequately. U.S. pres. Obama presents Israeli pres. Shimon Peres with the Congressional Medal of Freedom, the highest civilian award in the U.S. During their one-on-one meeting at the White House, Peres gives Obama a petition signed by 75,000 Israelis seeking the release of Israeli spy Jonathan Pollard. Casino magnate and major proIsrael political donor Sheldon Adelson gives $10 m. to a pro-Romney political action committee (PAC). This election marks the first time that unlimited corporate donations have been allowed under super PACs, which were deemed legal by a 2010 U.S. Supreme Court ruling. (WP 6/14)

Israel detains all but a few of 100s of pro-Palestinian protesters attempting to enter Israel through Ben-Gurion Airport to attend an anti-occupation rally in Bethlehem. Organizers claim that more than 1,500 supporters booked tickets to Israel, but only 3 make it to Bethlehem. Israel says most were stopped at their point of departure after it gave foreign governments no-fly lists identifying suspected activists. (NYT, WP, WT 4/16; JPI 4/27)

Israeli naval vessels detain a fishing boat that approaches the 3 naut. mi. boundary off the Gaza coast, detaining and questioning 3 fishermen onboard, releasing them by the end of the day, but confiscating their boat. Unidentified Palestinians fire at least 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Late at night, an Israeli warplane makes an air strike on an open area nr. Gaza City, causing no damage or injuries. In the West Bank, the IDF conducts morning patrols inside Jericho and Qalqilya (normally the PA security forces have security control during daylight hours and the IDF stays away), as well as in 1 village nr. Ramallah; conducts afternoon patrols in 2 villages nr. Qalqilya (synchronized), 2 nr. Ramallah, and 1 nr. Jericho; and conducts late-night patrols in 1 village nr. Ramallah. Jewish settlers fr. Nachliel settlement nr. Ramallah uproot around 250 olive trees on a nearby plot of Palestinian land. Jewish settlers fr. Ma’on settlement nr. The New York Times reports that around this date, the PASF detains 2 prominent Palestinians for posting comments critical of the PA on Facebook: Palestinian blogger Jamal Abu Raihan for posing a satirical column depicting PA Pres. Abbas as a donkey and complaining of PA corruption; and Palestinian journalist Tareq Khamees for posting a comment in support of others who have recently been arrested for criticizing the PA (also seizing his laptop). By this date, the PA Atty. Gen. Ahmad al-Mughni has also ordered PA authorities to block several websites supportive of Abbas rival, former Gaza security chief Muhammad Dahlan. Early in the morning, the IDF drops leaflets from helicopters over n. Gaza border areas nr. Bayt Lahiya warning that the IDF will use deadly force against anyone approaching the border fence. Late at night, IDF troops on the s. Gaza border fire on residential areas of Khan Yunis, damaging a house but causing no injuries. On the Rafah border, 1 Palestinian is killed and 2 are injured in a smuggling tunnel collapse. In the West Bank, Israel’s Shin Bet arrests 13 Palestinians fr. al-Am’ari r.c. (including 2 Palestinian Red Crescent Society employees, the goalie of Palestine’s Olympic soccer team, and a senior PA intelligence officer) for plotting a series of attacks on IDF soldiers nr. Ramallah, claiming that the prominent mbrs. of the group intended to use their status to perpetrate attacks. The IDF seals off a plot of land in the al-Ja’wana area Bayt Furik village (nr. Nablus), confiscating 6 tents and 2 water tanks belonging to local Palestinians; patrols in 3 villages nr. Ramallah (synchronized) and 1 nr. Qalqilya in the morning; patrols in 3 villages nr. Jenin, Qalqilya, and Ramallah in the afternoon; and conducts late-night patrols in 1 village nr. Tulkarm. The IDF also conducts late-night arrest raids, house searches in Qalqilya and nr. Nablus. The IDF issues an eviction order to several Jewish settler families who moved into a house in Hebron, near the al-Ibrahimi Mosque/Tomb of the Patriarchs, several days ago that they claim to have purchased fr. the Palestinian owner (who claims the deeds were forged). The IDF cites the settlers for failing to secure the proper permits from the Israeli military to reside in the West Bank, calling their presence “a risk to public order,” and ordering them to vacate the building by 3:00 p.m. local time on 4/3. (NYT 4/4, 4/5)

The IDF makes a brief early morning incursion into c. Gaza, searching and firing on residential areas in Bureij r.c., but entering no buildings and making no arrests. In the West Bank, the IDF demolishes 4 tents, 3 barnyards, and 3 residential barracks in a bedouin encampment in al-Maleh in the Jordan Valley; demolishes 2 barnyards nr. Tubas. The IDF also patrols in 1 village nr. Ramallah in the morning, 1 village nr. Qalqilya in the afternoon, and 1 village nr. Ramallah in the evening; conducts late-night arrest raids, house searches in and around Hebron, nr. Bethlehem, and nr. Ramallah (firing on the occupants of 1 raided home, wounding 3 Palestinians); conducts late-night patrols in 1 village nr. Qalqilya. Jewish settlers fr. Brakha settlement nr. Nablus attack Palestinian farmers working their land nearby; the IDF observes but does not intervene. Jewish settlers escorted by IDF troops begin leveling a large area of Palestinian agricultural land in Kafr Lakif village nr. Qalqilya; local Palestinian gather to protest and are informed by the IDF that the area has been approved for construction of an industrial zone; the soldiers agree to suspend the digging until the matter is clarified but bar Palestinians from the site. Jailed Fatah tanzim leader Marwan Barghouti issues a statement on the 10th anniversary of his arrest by Israel that is read to a crowd of supporters in Ramallah, stating that “the launch of large-scale popular resistance at this stage serves the cause of our people.” He also calls for “stopping all forms of security and economic coordination [with Israel] in all areas immediately.” (JPI 4/6)

Israel severs working relations with the UNHRC over the 3/22/12 res. calling for an investigation into settlements, calling the council biased against Israel. (NYT, WP, WT 3/27; JPI 4/6)

The U.S. Supreme Court orders a lower court to decide whether Americans born in Jerusalem can claim Israel as their birthplace on their passports. Congress approved legislation in 2002 allowing this, but the executive branch has claimed Congress overstepped its authority by attempting to override the president’s right to set foreign policy. The U.S. officially recognizes Jerusalem as occupied Palestinian territory and does not recognize Israel’s claim to united Jerusalem as its capital. (NYT 3/27; WJW 3/29)

J Street holds its annual conference. Fmr. Israeli PM Ehud Olmert gives the keynote speech at the gala dinner, emphasizing that PA pres. Abbas “wants peace with Israel and he accepts the existence of Israel as Israel declares itself to be.” (JPI 4/6)

In Washington for talks with Pres. Obama, King Abdallah of Jordan tells reporters that he is convinced that Israel and the Palestinians are each making sincere efforts to find a way to jumpstart serious peace talks, but cautions there are serious obstacles to overcome and time is running out. Separately, State Dept. spokeswoman Victoria Nuland says that the U.S. knows that the 1/26/12 target date for restarting final status negotiations is “out there, [but] we do not want to see it be a rigid sort of straitjacket that chills the atmosphere.” In Israel, PM Netanyahu tells lawmakers in a closed mtg. that “the Palestinians have no interest in entering peace talks.” (WP 1/17)

IDF troops on the n. Gaza border nr. Bayt Hanun fire warning shots at Palestinians and international activists staging a nonviolent march to the border fence to protest Israel’s imposition of a no-go zone; no injuries are reported. The IDF makes a late-night incursion into al-Shuka village in s. Gaza to arrest a mbr. of the Islamic Jihad’s al-Quds Brigade. In the West Bank, the IDF patrols in Tulkarm in the morning and afternoon; conducts late-night arrest raids, house searches nr. Hebron, Nablus. (WT 1/15; PCHR 1/19; OCHA 1/20).

Hamas officials announce that the movement’s leadership has decided to evacuate their families and most personnel fr. Syria in response to the deteriorating security situation; 3 senior officials (Musa Abu Marzuq, Muhammad Naser, and Izzat Rishiq) will remain in Damascus. Meanwhile, Hamas’s former rep. in London, Mustafa Lidawi, says that Hamas leader Mishal plans to retire as politburo head (a position he has held since 1996) when the organization holds elections in the coming months to allow “a fresh leader to steer Hamas towards a new strategy,” but other Hamas officials deny he has made a final decision. The Inter-Parliamentary Union (IPU) formally apologizes to Israel for allowing a Hamas mbr. to take part in a dialogue in Geneva (ca. 1/14) on Israel’s treatment of Palestinian prisoners as part of a Palestinian delegation and vows that Hamas mbrs. will be barred fr. future IPU events. Israel had threatened (1/16) to withdraw fr. the IPU in protest. The IPU is a nongovernmental organization with permanent observer status at the UN. It was formed in 1889 to arbitrate conflicts but has evolved into an organization that promotes democracy and interparliamentary dialogue. (JPI 1/27; see also AFP 1/16)

Israeli hackers bring down the Saudi Arabian Monetary Agency and the Abu Dhabi Securities and Exchange websites, release the email addresses and passwords of 89 Saudi university students, and steal and threaten to release the Facebook login information for 30,000 account holders in Muslim countries in retaliation for the 1/16 denial of service attacks on the TASE and El Al and the 1/6 leak of Israeli credit card information. One of the Israeli hackers, Anonymous 972, issues a statement saying “Usually we do not like to hurt innocent sites, but there is now a cyber war, and every war has victims. . . . Every time an Israeli site get[s] hacked, the same thing will happen to Saudi sites.” The Israeli hacker who claims to have the Facebook information, Hannibal Hacker, also claims that he could publish bank account details of 10 million Arabs and the credit card details of 4 million Arabs if cyberattacks on Israel continue. In Amman, Israeli and Palestinian negotiators meet with Quartet reps. (including special envoy Blair) and then with Jordanian FM Nasser Judeh. Judeh says that the Palestinian team, as requested, turned over its position papers on security and borders and that the Israeli team formally received them. The sides have agreed to hold talks “on a continual basis” in Jordan to explore reviving formal negotiations and to observe a media blackout, with only Judeh issuing public statements after the sessions. Israel does not submit its own comprehensive position papers, but pledges “that through this continuing dialogue there will be an Israeli counterproposal or an Israeli response.” (WJW 1/3; NYT, WP 1/4; WT 1/5)

OCHA also reports that in the past 2 wks., the IDF has demolished the remaining structures on the Palestinian side of the Qarni crossing, which Israel closed on 3/2/11 when the Kerem Shalom crossing became fully operational. The Israeli High Court accepts an agmt. reached between the state and settlers under which the state agrees to suspend plans to demolish immediately 9 structures in the Ramat Gilad unauthorized settlement outpost, giving the settlers until 3/2012 to remove the structures themselves. The settlers claim that the state has agreed in exchange to expand the zoning boundaries for nearby Karnei Shomron settlement to include Ramat Gilad (retroactively legalizing the outpost), but the official documents submitted to the court do not say this. Israel releases Hamas-affiliated Palestinian Council (PC) mbr. Ahmad ‘Attoun, discharging him at the Qalandia crossing and ordering him to Ramallah. Israel revoked ‘Attoun’s Jerusalem residency status in 9/2009 on the grounds that he was affiliated with a “terrorist organization” (i.e., Hamas) and warned him in 5/2010 to leave the city or face deportation to the West Bank (QU in JPS 157). He was arrested in East Jerusalem on 9/26/11, when he went to address a protest rally in Shaykh Jarrah, and was charged with “being illegally present in the city.” (MNA 12/6; PCHR 12/8)

Israeli municipal forces in East Jerusalem demolish a Palestinian home. IDF troops make a brief incursion into al-Shuja’iyya neighborhood in Gaza City, leveling land to clear lines of sight and exchanging gunfire with Palestinians, causing no injuries. Late in the evening the IDF carries out 2 air strikes at armed Palestinians preparing to fire rockets fr. Gaza City into Israel, the 1st killing 1 Islamic Jihad mbr. and wounding 2 in al-Shuja’iyya, and the 2d seriously wounding an unidentified armed Palestinian in al-Zaytun neighborhood. In the West Bank, the IDF patrols in 3 villages nr. Jenin during the day; conducts late-night arrest raids, house searches in Nablus and nearby Balata r.c., detaining around 12 PFLP mbrs. (including 1 senior mbr.) and 1 senior Hamas mbr. The IDF reports that 3 IDF soldiers have been arrested on suspicion of participating in “pricetag” attacks in the West Bank. Health officials in Gaza report that Gaza’s Central Drug Store is lacking 120 essential medicines and 140 essential medical supplies, including medicine for the anesthesia, cancer, hemophilia, and kidney dialysis (450 patients); the shortage is the result of poor coordination between the Min. of Health branches in Gaza and the West Bank (where no shortages are reported). U.S. Dep. Secy. of State Burns meets with Israeli PM Benjamin Netanyahu to discuss ways of reviving peace talks with the Palestinians. U.S. officials say that they are trying to find ways around Palestinian demands for a settlement freeze in East Jerusalem and the West Bank, but give no details. (NYT 11/22; JPI 12/2)

The IDF makes a late-night incursion into s. Gaza, patrolling in and firing on residential areas of Rafah, causing no injuries and making no arrests. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. In the West Bank, the IDF raids and searches the home of a PA police officer nr. Jenin, arresting him; patrols in 7 villages nr. Ramallah, in 1 instance firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths who confront them. PA Tourism and Antiquities M Hamdan Taha says that now that Palestine has full membership in UNESCO (see QU in JPS 162), it is planning to seek world heritage status for the old cities of Hebron and Jericho. An application for Bethlehem is already in the works and is expected to have a better chance now that Palestine has membership. The PA also plans to seek recovery of artifacts looted by Israel, increase funds for preservation and excavations, and use its status to force Israel to stop calling West Bank sites “Israeli antiquities.” (WP 11/22)

King Abdallah of Jordan makes an official visit to Ramallah (his 1st in 10 yrs.) to hold talks with PA pres. Abbas on their independent efforts to reconcile with Hamas and personally to inform Abbas that Jordan has invited Damascus-based Hamas leader Khalid Mishal (barred fr. visiting Jordan since 1999) for an official visit to Amman. The king stresses that any improvement in ties with Hamas is not intended as a move against the PA or as a gesture to Jordan’s Islamist opposition. The U.S. reportedly has expressed displeasure to Jordan over the Mishal visit and hinted that U.S. aid could be cut if Jordan reconciles with Hamas. (NYT, WP 11/22; JPI 12/2)

Bosnia, a rotating UNSC mbr., announces that it will abstain from the vote on the Palestinian membership in the UN, making it impossible for the Palestinians to secure the 9 votes needed to approve the application, making a U.S. veto unnecessary. The lack of 9 supporting votes also means the Palestinians cannot ask the UNGA to consider the measure under the Uniting for Peace res. (res. 377). (NYT 11/1)

UNESCO’s general conference votes (107-14, with 52 abstentions and 20 not present) to approve Palestine’s full membership. The U.S., Israel, and Canada immediately announce they are cutting off funding to the organization. (CNN, HA 10/31; NYT, WT 11/1)

Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. In Cairo, 100,000s of Egyptians join protesters in Tahrir Square for the March of Millions, as similar protests are held around the country. (Little violence is reported.) Protesters hold fast to demands that Mubarak resign, rejecting his offers over the past 2 days to reshuffle his cabinet, to open talks with El-Baradei, and not to seek reelection when his formal term ends in 9/2011. Meanwhile, the U.S. and EU have stepped up diplomatic efforts to pressure Mubarak to begin an “immediate transitional process leading to democratic elections,” without explicitly calling on Mubarak to step down. Mubarak, outraged, today hardens his positions and escalates violence to break up the protests, while the international community steps up diplomatic efforts (especially U.S. talks with Egyptian military figures) to put him in check. In Israel, 47 state-employed Israeli rabbis issue an open letter distributed in synagogues and religious journals saying that it is prohibited by the Torah to sell or rent a house or a field in the land of Israel to non-Jews. IDF troops on the n. Gaza border fire 5 tank shells at Palestinian shepherds tending a flock 600 m. fr. the border fence, killing 3 Palestinian civilians (a 91-yr.-old man, his teenage grandson, and another teenager) and their 30 sheep. In response, the PRCs fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in Marda nr. Under continued pressure fr. Obama and Quartet special envoy Tony Blair, Israel’s security cabinet agrees in principle to switch fr. a blanket ban on entry of goods to Gaza to a prohibited list of items considered “weapons and war-supporting materiel” and to allow “a significantly greater volume of goods” into the Strip. The easing would affect overland transportation only. The naval blockade and all restrictions on exports and the entry and exit of individuals remain. Separately, the U.S. and Israel announce that the Obama-Netanyahu meeting originally set for 6/1 will be held at the White House on 7/6. In addition, Mitchell, who has just returned fr. meetings with the Palestinian (6/18) and Israeli (6/19) peace teams, reports that the sides are ready to consider renewing proximity talks. The IDF makes a brief incursion into the no-go zone in n. Gaza to investigate a heavy explosion, searching the area and pulling back into Israel without incident. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinians staging a nonviolent demonstration against the separation wall nr. Bethlehem, also violently beating 3 Palestinian cameramen for Palestinian and foreign news outlets; conducts synchronized late-night patrols in villages w. of Jenin, making no arrests. Israeli police in Jerusalem seal the Ilaf Association for Education Support, which provides student loans for some 160 college students, for allegedly hosting Hamas meetings and thereby supporting a “terrorist organization.” (PCHR 6/24; OCHA 6/25)

Overnight, Israeli naval commandos in boats and helicopters easily commandeer 5 small boats in the FGM-IHH flotilla to Gaza without incident, but open fire on passengers when they attempt to seize the main vessel (Mavi Marmara) sailing with the group, killing 9 Turkish activists (1 with dual U.S. citizenship); another 53 passengers (23 seriously, including 1 Australian) and 7 Israeli commandos (1 seriously; 1 stabbed, several with gunshot wounds) are injured. The IDF claims commandos acted in self-defense, saying they faced a premeditated attack by passengers; FGM-IHH says passengers were unarmed and nonviolent and at most acted in selfdefense. In light of the incident, the U.S. cancels a meeting at the White House between U.S. Pres. Meanwhile, IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging construction materials fr. destroyed buildings inside the Erez industrial zone, causing no reported injuries. Israeli border police fire tear gas at Palestinian and international activists staging a nonviolent demonstration against Israel’s attack on the flotilla nr. the Qalandia crossing into Jerusalem, hitting an American activist in the head with a tear gas canister (she loses an eye). In East Jerusalem, Israeli authorities paste demolition orders on the walls of 15 Palestinian homes in the ‘Ayn al-Luza, alBustan (in Silwan), and Yemen quarters of the Old City. Although residents of the houses are given 20 days to appeal the demolitions, the notices are back-dated 18 days. Elsewhere in Silwan, Israeli forces demolish 1 Palestinian home and deliver a demolition order to the Old Town Women Society, which provides aid to at least 70 Palestinian families. Netanyahu gives a major policy speech on Israeli peace and security, drafted as a rebuttal to Obama’s 6/4 Cairo address and intended to inject a Zionist narrative (see Doc. C1). In an effort to appease Obama, he for the 1st time agrees to support the creation of a Palestinian state, but only under a host of conditions that would essentially redefine Palestinian sovereignty. The badly decomposed body of a Palestinian shepherd missing since 4/21/09 is found 50 m fr. the n. Gaza border fence nr. Bayt Hanun, raising speculation that he was fatally shot by the IDF when he strayed nr. the border. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Jenin (firing on residential areas, causing no injuries), Jerusalem. Jewish settlers attack a 10-yr.-old Palestinian boy in Silwan nr. Jerusalem; when the boy’s family intervenes, 30 settlement guards fr. settlements in the area join in the attack, beating another 4 Palestinians. A Palestinian dies in an Egyptian hospital of injuries received in an IDF drone strike on Jabaliya r.c. during OCL. (OCHA, PCHR 6/18)

Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, causing no injuries. Palestinians fire a Grad rocket fr. Gaza into Israel (the 1st Grad fired since the end of OCL), causing damage in Ashqelon but no injuries. Hamas denies responsibility. Late in the evening, the IDF responds with air strikes on smuggling tunnels along the Rafah border and a Hamas outpost nr. Khan Yunis, causing no injuries. Israel allows 185 truckloads of goods (much of it seed and fodder), 15 tons of medicine and medical equipment into Gaza. In the West Bank, the IDF conducts late night arrest raids, house searches in Bil‘in, nr. Salfit. In the East Jerusalem environs, Israeli authorities bulldoze a parking lot, fence, guard house of a Palestinian bus company in Abu al-Tur, a Palestinian fuel depot and tract of land at the entrance to al-Za‘im, and a Palestinian commercial building in Jabal al-Tur as part of Israel’s project to link the E1 and Ma’ale Adumim settlement areas. Jewish settlers and IDF troops bulldoze 50 d. of Palestinian agricultural land in Sa’ir village nr. The IDF significantly increases attacks on Gaza for the 2d straight day, as international mediation efforts led by Egypt to secure a cease-fire also intensify.

Combat notes: The IDF tightens the cordon around Gaza City (focusing attacks on the outlying neighborhoods of Shaykh Ajlin, Tal al-Hawa, and al-Zaytun and open areas n. of the city), with troops reportedly taking fire from Palestinian rocket-propelled grenade antitank missiles and mortars. The IDF also launches a major incursion into Jabaliya under heavy shelling, engaging in heavy exchanges of fire with Palestinian gunmen, killing at least 13. In s. Gaza, the IDF continues heavy attacks on Khuza, including air strikes, intense shelling, and widespread bulldozing of some 50 houses and farms; Israeli fire is so heavy and constant that residents report being unable to reach the injured or flee their homes to seek shelter outside the village; IDF troops pull back fr. Khuza after nightfall.

The IDF reports carrying out more than 160 air strikes across Gaza. Air strike target areas include Bayt Hanun, Bayt Lahiya, Gaza City (al-Sabra, Shaykh Ridwan, al-Zaytun), Jabaliya r.c., Khan Yunis, Khuza, Nussayrat r.c., Rafah, al-Shuka, Tal al-Za‘atar, and the Twam area. Israeli gunboats shell Nussayrat r.c. Heavy tank and artillery fire are reported nr. Bayt Lahiya (white phosphorous suspected) and in Dayr al-Balah, Jabaliya town, Khan Yunis (white phosphorous suspected), Khuza, Nussayrat r.c. (confirmed use of flechette shells). For a 2d day, nearly half of the air strikes take place after nightfall, targeting Gaza City. Palestinians report 12 hrs. of constant Israeli bombardment of the Rafah border, with the IDF claiming to destroy 90 smuggling tunnels. (The IDF also demolishes 1 tunnel on the Gaza–Israel border nr. the Nahal Oz crossing.) Specific targets include a Hamas police headquarters in Gaza City, 31 groups of armed men, 25 rocket-launching sites, and 13 suspected weapons manufacturing and storage facilities.

On the ground, the IDF reports a total of 6 soldiers wounded (2 moderately, 4 lightly) in 2 exchanges of gunfire with Palestinians. In a 3d incident, IDF reservists open fire on an IDF paratrooper unit, seriously wounding 1 and moderately wounding 3. Palestinians report around 70 Gazans killed today, putting the estimated Palestinian toll at 971 dead and 4,400 wounded. The Israeli toll stands at 13–14 dead, more than 125 injured. (Israeli military intelligence confirms that 1 soldier killed on 1/6 or 1/8 was targeted by a suicide bomber, stating that several Palestinian suicide bombers, including some women and some dressed as IDF soldiers, have approached combat units.)

Palestinians fire about 11 rockets and 6 mortars into Israel, causing no reported damage or injuries.

Humanitarian notes: The IDF observes another 3-hr. lull, allowing 102 truckloads of aid into Gaza. (The IDF states that 1,028 truckloads of humanitarian goods have been allowed into Gaza since 12/27.) During the lull the ICRC rescues 100 Palestinians trapped in Jabaliya. Heavy IDF attacks in Rafah force UNRWA to close a medical center just n. of the border to ensure the safety of patients and to open more shelters for displaced residents. Human Rights Watch calls Israel’s 3-hr./day breaks to facilitate humanitarian aid “woefully insufficient.” Other aid groups (including Doctors Without Borders, the ICRC, the UN) complain that they are still able to import and distribute only a fraction of the emergency supplies available for Gaza because of Israeli delays and restrictions. Late in the evening, the IDF conducts arrest raids, house searches in Bayt Awa, Dura, and Kafr Khalil (all nr. Hebron). A Jewish settler driving nr.
