Later in the day, an IDF drone fires a missile at a car driving in Gaza City, assassinating 4 Hamas mbrs. The IDF fatally shoots a Palestinian in Hebron who allegedly attempts to grab a soldier’s weapon; fires on stone-throwing Palestinian youths nr. Nisanit settlement, wounding 5; conducts house searches, arrest raids in Anabta, Kafr Dik, Qalqilya, Tubas; occupies a Palestinian home in Husan as an observation post; begins construction of a fence along the Kissufim–Katif Bloc road in Gaza, designed to prevent Palestinian attacks on Jewish settler vehicles. Responding to Bush’s 4/14 endorsement of Sharon’s plan, the UN General Assembly passes (140-6) a res. affirming the Palestinians “right to self-determination and sovereignty over their territory.” Israel, the U.S., 4 Pacific Island nations vote against. The IDF assassinates Hamas leader Rantisi, firing 2 missiles at his car as he drives through Gaza City, also killing his bodyguards Akram Nassar and Ahmad Ghurra, wounding 4 bystanders. 10,000s of Palestinians throughout the West Bank, Gaza take to the streets to protest. Hamas vows retaliation, says it has appointed Rantisi’s replacement but will not identify him for security reasons. The IDF demolishes 4 Palestinian homes in Rafah, 3 in Yatta; conducts arrest raids in Jenin. In Jerusalem, some 20,000 Jewish settlers demonstrate against the Aqaba summit. Palestinians fire a mortar at a Jewish settlement, a rocket at an IDF post, both in Gaza, causing no damage or injuries. In a move deliberately timed with the Aqaba summit, Tourism M Benny Elon begins work to set up offices of the pro-transfer Moledet party in 1 of the 2 Palestinian homes next to the U.S. consulate in East Jerusalem’s Shaykh Jarrah neighborhood that Jewish settlers have been trying to seize for 1 yr. The IDF sends tanks into PA-controlled Hebron fr. 3 directions to destroy 5 Force 17 posts, wounding 9 Palestinians. Armed Jewish settlers occupy a Palestinian building in the city, fire on Palestinians, wounding 1. Inside Israel, 2 Palestinians are killed while they are allegedly preparing a bomb nr. the stadium where the Maccabiah Games are scheduled to open today. During Sharon's address opening the Maccabiah Games, 8 Jewish women silently stand and hold signs saying "War Criminals" and "Stop Ethnic Cleansing." They are beaten by other Israeli spectators, removed by Israeli police, arrested, charged with "improper behavior," and released. The Israeli cabinet approves construction of new communities in a vacant Negev area of Halutza Sands, bordering the southeast corner of the Gaza Strip, that the previous government had considered giving to the PA in a land-swap deal as part of a final status agmt. (NYT, WP, WT 7/16)

Bashar al-Asad is sworn in as pres. of Syria at a special session of parliament. In Qalqilya, clashes btwn. West Bank, Gazan Palestinians continue for the 2d day. In total, 7 people have been injured, 40 arrested, and 7 buildings housing Gazan laborers have been burned. The PA rushes 400 policemen into Qalqilya fr. Nablus and surrounding towns to quell the riots, protect the city's 200 Gazan laborers. (WP 7/18)

Palestinians stone 4 Israeli busses that mistakenly enter Qalandiyya refugee camp en route to a nearby Jewish settlement to pick up settlers holding a demonstration against the Camp David talks. 3 drivers abandon their busses and flee in the 4th bus, suffering light injuries. In Moscow for a 2-day visit, Arafat holds talks with Russian PM Vladimir Putin on the peace process; bilateral relations in education, culture, communications, transportation; developing a regular flight route btwn. In Gaza, 35 opposition leaders representing the Democratic Front for the Liberation of Palestine, Hamas, Islamic Jihad, and the Popular Front for the Liberation of Palestine hold mtg. in support of the Petition of the 20, call on the PA to release the detainees and allow the freedom of expression. Barak, Arafat hold generally positive mtg. on the sidelines of the Socialist International congress in Paris, but Barak sparks controversy afterward by saying that Israel no longer sees UN Res. 242, one of the bases of the Oslo process, as fully applicable to the West Bank and Gaza Strip. In his speech to the congress, Barak says that while Israel wants political separation fr. the Palestinian areas, "economic cooperation between us must and will continue"; calls on Syrian pres. With the passage of the 2d deadline for the voluntary evacuation of 10 West Bank settlement enclaves, Israel announces that the IDF will forcibly evacuate the remaining occupied outpost, Havat Maon. Over the past few days, some 300 ultranationalist settlers have joined the 4 families originally encamped at the site, set up prefabricated houses in protest, hoping to make it impossible for the government to remove the settlement. A group of rabbis for the settlements issues a ruling forbidding the use of force against soldiers, but also calling the eviction a "crime against the Torah and the homeland." Israelis elect One Israel's Ehud Barak as PM with 56.1% of the vote, meaning no 6/1 runoff is needed. In the Knesset, 6 of the 15 parties to win seats are new, including the anti-Orthodox Shinui, formed 2 mos. ago, which won 6 seats. Control of right-wing parties shrinks, as Russians, other centrists gain, changing the balance of power. The ultra-Orthodox Shas, however, gains 7 new seats for total of 17 seats, security its place as the 3d largest party after Labor/One Israel (27, down fr. 34 seats), Likud (19 seats, down fr. 32 seats). The 1st Israeli Arab woman, Husniyya Jabara of Meretz, is also elected to parliament. Israel seals the West Bank, Gaza for the elections. Iran announces it has signed a deal with Anglo-Dutch Royal Dutch/Shell and the British Lasmo to explore Caspian Sea oil reserves.
