Along Gaza’s border, Israeli forces conduct a limited incursion to level land near al-Bureij refugee camp. IDF troops then arrest 4 Palestinian minors attempting to cross into Israel near the site of the incursion, and violently disperse Palestinian protesters throwing stones at the border fence near the main Great March of Return tent camp outside Khan Yunis (1 Palestinian is injured). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces carry out the punitive demolition of the Jenin home of a Palestinian imprisoned in connection with the 1/9/18 killing of an Israeli settler. Meanwhile, Israeli settlers damage 20 Palestinian vehicles and spray-paint “Death to Arabs” on a nearby wall in Bayt Iksa. Some of the same settlers vandalize more Palestinian property in Rammun village near Ramallah later in the day. IDF troops arrest 1 Palestinian during a raid in Bethlehem, and patrol near Nablus, Hebron, and Qalqilya. A deaf Palestinian succumbs to injuries sustained on 4/1 when the IDF violently dispersed peaceful protesters along Gaza’s border. A Palestinian witness to the shooting says that the deceased was walking away from the border fence when an Israeli sniper shot him in the back of the head. A mortar fired from Syria lands in the Israelioccupied Golan Heights, causing no damage or injuries. IDF artillery then shell the area from which the mortar was fired, causing an unclear amount of damage or injuries. “The IDF sees the Syrian civil regime as responsible for all that happens on its territory, and will not tolerate any attempt to harm the sovereignty of the State of Israel or the security of its citizens,” the IDF states after the exchange. Palestinian diplomats file a formal complaint against Israel with the UN office in Geneva responsible for monitoring the International Convention on the Elimination of All Forms of Racial Discrimination. The complaint alleges that Israel has violated the convention in a variety of ways, including the parallel justice systems for Palestinians and settlers in the West Bank. “Not only is the purpose of the settlement regime discriminatory in itself, it is further maintained by a system of discriminatory measures, severely depriving Palestinians of their fundamental rights,” one diplomat says. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. In retaliation for Israeli air strikes on 12/18, the Democratic Front for the Liberation of Palestine (DFLP) and the PRCs claim responsibility for firing 4–9 mortars fr. Gaza toward IDF targets just inside the Israeli border, with at least 4 landing inside Israel, causing no damage or injuries. IDF troops on the n. Gaza border fire on Palestinian shepherds who stray nr. the border fence, wounding 1. In the West Bank, IDF troops raid and search homes in Bayt Umar, searching for Palestinians who threw stones at an IDF checkpoint into the village, arresting 1 Palestinian man; conducts late-night arrest raids, house searches in Hebron and nr. Nablus. Palestinians accompanied by Israeli and international activists hold a nonviolent demonstration against settlement expansion in Bayt Umar. IDF soldiers fire tear gas and stun grenades at the protesters (causing no injuries) and arrest 3 Israelis. In East Jerusalem, Israeli authorities force a Palestinian to demolish his own home or pay the government nearly $5,500 for doing the job; the owner had already been fined more than $26,000 for building without a permit. Inside Israel, Israeli police find the body of American tourist Kristine Luken stabbed to death in a nature area southwest of Jerusalem, inside Israel, nr. the West Bank border. The woman’s friend, American Kaye Susan Wilson, escaped, telling police that she and Luken were ambushed by 2 knife-wielding Arabs who bound and stabbed them. Abbas convenes the PLO Exec. Comm. along with the Fatah Central Comm. in Ramallah to discuss the lapsed settlement freeze, issuing a statement afterward that the Palestinian leadership is in agreement that direct negotations should not resume without a halt to Israeli settlement construction. The statement is welcomed by Hamas. Abbas then leaves for Jordan and Egypt to urge Arab support for the Palestinian decision. (AP, HA, NYT, REU, WP 10/3; XIN 10/4; MNA 10/5)

Unidentified Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, and stun grenades at Palestinian, Israeli, and international activists conducting a nonviolent march from Bayt Umar village to Karme Tzur settlement outside Hebron to protest land confiscations and settlement expansion; 10s suffer tear gas inhalation and a 14-yr.-old Palestinian is lightly injured. Israel warns that it will not allow passage to a flotilla of 8 boats organized by the Free Gaza Movement (FGM) and a Turkish organization, Humanitarian Relief Fund (going by the acronym IHH), currently en route to Gaza in an effort to defy Israel’s siege and deliver 10,000 tons of humanitarian aid, saying it will send Israeli naval commandos to intercept the boats and escort them to Ashdod port, where the 100s of activists onboard would be deported. The U.S. urges restraint. (NYT, WP, WT 5/28)

IDF troops on the Gaza border nr. the former Nahal Oz crossing fire on armed Palestinians laying a roadside bomb nr. the border fence, injuring 7; the Palestinians respond with mortar fire, causing no injuries. The IDF also makes air strikes, directs tank fire at an area s. of Qarni crossing in response to mortar fire fr. the area; 2 Palestinian civilians, no Israelis are injured in the exchange. In the West Bank, the IDF makes a predawn raid on a Palestinian home in ‘Arab al-Ramadin village nr. Hebron, firing tear gas in the home (8 family mbrs. are evacuated to a medical center for treatment); conducts late-night arrest raids, house searches nr. Israel charges 2 Israeli Palestinians, Ameer Makhoul (dir. of Ittijah, a union of Arab organizations in Israel) and Omar Said (also a pro-Arab advocate), with espionage for allegedly passing information on the location of IDF facilities to Hizballah, a charge the men deny. (WP, WT 5/28)

Israel warns of an expanded ground war in Gaza and begins moving more tanks and reservists to the Gaza border. The IDF drops leaflets and sends out automated phone messages across Gaza, warning of an escalation in fighting.

Combat notes: IDF tanks and artillery pound Gaza throughout the day. The IDF reports making air strikes on about 120 targets, including the home of IQB head Ahmad Jabari (presumed to be in hiding), at least 15 rocket-launching sites, 21 suspected weapons depots (including a mosque and school in Rafah, the homes of several Hamas mbrs.), 16 tunnels, 3 Hamas outposts, 1 police station, and 2 vehicles allegedly transporting weapons. In Khan Yunis, an air strike destroys Gaza European Hospital’s fuel depot, electricity generator, and water supply system. Target areas include Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Gaza City (al-Nasser, Shaykh Ridwan, al-Shuja‘iyya), Jabaliya, Khan Yunis, al-Maghazi, Nussayrat, Rafah. IDF ground forces engage in heavy exchanges with Palestinians in and nr. Bayt Lahiya. Heavy IDF tank and artillery fire are reported in Jabaliya (where 8 family mbrs. are killed by an IDF tank shell that lands outside their home), Khuza (possibly involving white phosphorus, burning 15 homes and 100s of individuals), Nussayrat, and Tal al-Hawa in Gaza City. The IDF claims to kill 16 armed Palestinians, including Hamas’s “leading authority on Grad rockets,” IQB cmdr. Amir Mansi, during a strike on a rocket-launching site. The estimated Palestinian toll reaches 820–840 dead.

Palestinians fire 9 rockets and 10 mortars into Israel, the fewest since OCL began on 12/27; 3 Grad rockets strike Ashqelon (each causing damage and light injuries, including shock), others land in open areas nr. Ashdod and in the Negev (causing no damage or injuries). The IDF reports 7 ground troops lightly wounded in various exchanges.

Humanitarian notes: The IDF observes a 3-hr. humanitarian lull to allow relief agencies to recover casualties and distribute food but does not allow new aid through Gaza’s crossings on the Sabbath.

Of note: The IDF reports that ground troops have been facing extensive tunnel networks inside the Strip, especially in Gaza City, which the Palestinian factions are using to try to ambush soldiers. IDF sources and Israeli journalists embedded with IDF troops report recent incidents in which Palestinian fighters tried to lure troops into a boobytrapped building in al-Zaytun; left a weapons cache rigged with explosives where the IDF would find it (the booby trap did not detonate); and sent a suicide bomber on a failed attempt to attack a group of soldiers. The IDF also acknowledges that it has rounded up and interrogated scores of Palestinians to gain knowledge of local Hamas positions and tactics. Israeli intelligence officers acknowledge phoning Gazans, sometimes overtly and sometimes pretending to be sympathetic Arabs fr. abroad, to gain information about conditions and locations of Palestinian forces on the ground. In Gaza, the IDF sends tanks, armored vehicles, bulldozers, and helicopters into Bayt Hanun, exchanging fire with local armed men and making air strikes on residential areas, leaving a total of 8 Palestinians dead, 17 Palestinians and 1 IDF soldier wounded; most casualties are the result of a missile that hits a home, killing a Palestinian woman, 4 of her children (ages 18 mos. to 5 yrs.), an unrelated teenager, and wounding 10 bystanders (including 2 more of the woman’s children). Palestinians fire 7 rockets, 9 mortars fr. Gaza into Israel, causing light damage but no injuries. In the West Bank, the IDF raids and searches a car repair shop in Hebron, confiscating 3 cars; conducts late-night arrest raids, house searches in and around Nablus and Tulkarm, in Qalqilya, and nr. Hebron. As Israel begins preparations to move its Jerusalem police headquarters from the predominantly Arab neighborhood of Ras al-Amud to the controversial new E-1 site in occupied East Jerusalem, police officials sign an agmt. giving a right-wing Jewish settler group the right to occupy the vacant Ras al-Amud building, which will serve as the nucleus of a new Jewish settlement; the settlers have already filed with the Jerusalem Planning Comm. to construct 110 housing units on the site. In addition, the Israeli High Court rejects a petition by Palestinians in al-‘Aqaba village nr. Tubas seeking repeal of an IDF order for the demolition of 60% of the village’s homes and confiscation of all but 100 d. of the village 3,000 d. of land, supporting the IDF’s position that the land is “strategically important” to the military. Citing retaliation for the death of an Israeli woman on 7/14, the IDF launches overnight missile strikes on 4 sites in Gaza: a Hamas cultural center in n. Gaza, 2 sites Palestinians have used to launch rockets in s. Gaza, and a metal workshop (alleged weapons factory) in central Gaza; at least 2 Palestinians are injured. Later in the day, an IDF drone fires a missile at a car driving in Gaza City, assassinating 4 Hamas mbrs. (Sabir Abu Assi, ‘Assim Abu Ras, Amjad Arafat, ‘Adil Haniyeh), wounding more than 12 bystanders; an IDF helicopter and ground troops fire 3 missiles at a car driving in Salfit, assassinating 3 wanted Hamas mbrs. (Muhammad Ayyash, Samir Dawahqa, Muhammad Mar’ai); an IDF helicopter fires at 3 Palestinians firing mortars at Gush Katif, injuring them. In clashes in Salfit after the assassinations, the IDF fatally shoots a stone-throwing Palestinian teenager. The Israeli strikes mark the definitive end of the 2/8 cease-fire; Hamas announces that it is considering massive retaliation. Israel blames Abbas for failing to crack down on militant groups. The IDF also continues operations in and around Tulkarm; conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin, Nablus. Overnight, PA police searching for Hamas gunmen clash again with Hamas mbrs., this time in Gaza City, leaving 2 Palestinian children dead; during the clash, Hamas mbrs. destroy a PA armored personnel carrier with rocket-propelled grenades, burn a police station and a PA office building; Hamas, Fatah quickly convene an emergency mtg. to defuse tensions. Palestinians fire a barrage of at least 19 rockets and 10s of mortars at Neve Dekalim, lightly injuring 2 settlers, damaging 5 houses; 1 shell hits an industrial zone in the Negev, sparking a fire. A Jewish settler seriously injures a Palestinian teenager in a hit-and-run incident in Hebron. Jewish settlers fr. An IDF aircraft fires 2 missiles at a well in Bayt Hanun, destroying it. Around 40 Jewish settlers fr. Tal Yam outpost in Gaza (see 6/27) chanting “Death to Arabs” occupy 2 Palestinian homes in al-Mawasi, throw stones at Palestinians and IDF soldiers nearby, severely beat 1 Palestinian in what observers describe as a near lynching (the incident, caught on video by an Israeli cameraman, is described by Sharon on 6/30 as “a barbaric, wild, and heartless act”); an Israeli reporter pulls the critically injured Palestinian to safety; the IDF arrests the settlers, evicts them fr. the area. The IDF fires on residential areas of Khan Yunis, wounding 2 Palestinians; raids, occupies 2 Palestinian homes in al-Til as observation posts; conducts arrest raids, house searches in Aida r.c. and nr. The IDF raids Qabatya nr. Jenin to arrest wanted Islamic Jihad cmdr. Marawa Khalil (also reported as Murwa Kamil), exchanges gunfire with him, attracting a mob of stone-throwing Palestinians; in the ensuing 90-min. clashes, Khalil and an unarmed Palestinian bystander are fatally shot, 9 Palestinians (including at least 3 bystanders) and 1 IDF soldier are wounded, Khalil’s house is demolished; 100s of Palestinians later march in Jenin, protesting the IDF operation and calling for revenge. In retaliation for the raid, Islamic Jihad fires mortars at Gaza’s Ganei Tal settlement, hitting a greenhouse and killing 2 Palestinian and 1 Chinese laborer, wounding 5 Palestinians. The IDF fatally shoots 2 AMB mbrs. laying a roadside bomb nr. the Rafah border; fatally shoots a Palestinian farmer tilling a field nr. Khan Yunis; raids a hospital in Nablus, closing it for 3 hrs., but leaving without arresting anyone; conducts arrest raids in Nablus (targeting the tanz im), Qalqilya (targeting the PFLP). A Palestinian dies of injuries received earlier. Jewish settlers set up a tent at the site of the fatal 5/5 shooting of a Jewish settler on the Nablus–Ramallah road, vowing to erect a permanent settlement at the location. Palestinians fire a mortar at a Jewish settlement in Gaza, causing no damage or injuries. Powell meets briefly with Quartet reps. in Jerusalem before meeting with Egyptian pres. Husni Mubarak in Cairo, King Abdallah of Jordan in Amman to rally Arab support for a PA crackdown on Palestinian militant groups. Powell says that it makes “no difference” whether or not Israel has declared acceptance of the road map; the important thing is for both sides to begin implementation. Late in the evening, on the eve of Powell’s arrival in Saudi Arabia, suicide bombers in Riyadh simultaneously detonate 3 car bombs outside residential compounds for foreigners and 1 outside a Saudi-U.S.-owned business, killing 34 persons (including8 Americans, 5 Saudis), wounding around 200 (including at least 40 Americans), many seriously. Late in the evening, the IDF sends 30 tanks, APCs into Bayt Lahia and nearby Jabaliya r.c.; cuts electricity; demolishes 3 Palestinian homes in Bayt Lahia, killing a 70-yr.-old Palestinian man inside 1 home, fatally shooting a 2d Palestinian driving nearby, wounding 14. The IDF also blocks n.+ns. roads linking Gaza City with n. Gaza towns; fatally shoots 1 Palestinian teenager, wounds another who travel too close to a Gaza border fence on their way home fr. school; shells residential areas of Rafah.
