In the West Bank, Israeli settlers uprooted 15 olive and 10 almond trees in Husan. Israeli forces shot and injured 1 Palestinian man during a raid in Nablus; 2 were arrested. Israeli forces also assaulted 2 Palestinians at the Deir Sharaf checkpoint, leading to the hospitalization of 1 of them. Elsewhere, Israeli forces forced Palestinian businesses to close and removed Palestinian flags from buildings in Huwwara. Israeli forces also notified Palestinians in Khirbet Humsa that they will be temporarily evicted from 5/16 to the morning of 5/17 for Israeli military drills. 6 Palestinians were arrested during raids in Qatanna, Jenin, and Jericho. In East Jerusalem, Israeli authorities forced 1 Palestinian family to demolish part of their own home in Jabel Mukaber. 4 Palestinians were arrested during raids in Isawiya and Jabel Mukaber. In Gaza, 1 rocket was fired at Israel around 24 hours after the ceasefire was announced in what was claimed to be a misfire. Israel conducted an airstrike on Beit Lahiya, causing damage. Israel reopened the Erez and Kerem Shalom crossings to Gaza for the first time since Israel began its attacks on Gaza on 5/9. The reopening of the crossings followed a ceasefire agreement which was reached on 5/13. (HA 5/13; REU 5/14)

Hamas political bureau head Ismail Haniyeh spoke to Islamic Jihad secretary-general Ziyad al-Nakhalah, offering his condolences for the Islamic Jihad members killed by Israel in the latest assault on Gaza. Haniyeh also said in a press statement that Hamas and Islamic Jihad had managed the response to Israel through the Joint Operations Room. Israeli officials had said that Hamas did not actively partake in the firing of rockets. (QDS, QDS 5/14)

The Knesset Ministerial Committee on Legislation discussed a bill that would stop Israeli government funding to East Jerusalem schools that use the Palestinian curriculum. (HA 5/14)  

Otzma Yehudit leader Itamar Ben-Gvir said that he opposed the Israeli budget because of a lack of funds “to Judaize the Negev and the Galilee.” (TOI 5/14)

In the West Bank, Israeli settlers with military escort threw stones at Palestinians protesting settlement expansion west of Salfit; Israeli forces also beat several Palestinian protesters. Israeli forces delivered demolition notices for 3 Palestinian-owned homes in Ya‘bad and demolished 1 house in al-Khadir; 1 house under construction and 1 well near Halhul; and 2 shacks in Qalqilya. 13 Palestinians were arrested during late-night raids in and around Izzariya, Anata, Bethlehem, Ramallah, Jericho, and Jenin. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukabir to avoid paying exorbitant Israeli demolition fees; 6 people were displaced. In Gaza, Israeli forces made incursions to level agricultural lands east of al-Bureij. Israeli forces also opened fire on Palestinians near the Erez crossing; no injuries were reported. PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi in Cairo. According to WAFA, President al-Sisi confirmed Egypt’s support of a Palestinian state with East Jerusalem as its capital. (WAFA 11/30; WAFA 12/1)

A court in Israel rejected a lawsuit brought by 1 Palestinian-Israeli on behalf of his nephew and niece who have to travel outside the city of Carmiel to go to school as there are no Arabic-speaking schools in their city. The suit asked for the city to pay their expenses for traveling to the Arabic-speaking school, but the Israeli court dismissed the suit, citing the Jewish Nation-State Law saying the city’s Jewish character had to be preserved. The judge wrote in his ruling, “Carmiel, a Jewish city, was meant to establish Jewish settlement in the Galilee . . . Establishing an Arabic-language school . . . [and] funding school rides for Arab students . . . could change the demographic balance and damage the city’s character.” (Adalah, HA, HA 11/30)

Saudi Arabia allowed Israeli airlines to fly over their airspace for commercial flights 1 day before the 1st commercial flight between Israel and the UAE was set to happen. The flight was said to be at risk of being canceled; however, according to a U.S. official, U.S. special advisor to the president Jared Kushner and Saudi officials were able to “reconcile the issue.” Special Advisor Kushner is scheduled to visit Saudi Arabia, Kuwait, and Qatar this week. The EU donated $11.15 million to the PA to help pay for medical transfers to East Jerusalem hospitals. (WAFA 11/30)

Late at night, the IAF conducts 3 waves of air strikes targeting 25 Hamas sites across Gaza; the strikes cause massive damage and injure 3 Palestinians (2 near Rafah and 1 near Khan Yunis). The strikes reportedly come in response to the spate of incendiary kite and balloon attacks emanating from Gaza in recent weeks. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, Israeli settlers bulldoze several dunams of Palestinian land near Hebron, with the intent to expand neighboring settlements. They also level approximately 40 dunams (approximately 10 acres) of Palestinian land near Jericho. IDF troops conduct raids in al-Mazra‘a near Ramallah, sparking clashes with stone-throwing residents of the village; 1 Palestinian is injured. They arrest 18 Palestinians during late-night raids in and around Hebron, Tulkarm, Jenin, Nablus, and Bethlehem; and patrol near Nablus, Jenin, Qalqilya, and Salfit. An ailing Palestinian dies at the Erez border crossing. The Israeli authorities summoned him for an interview that could have led to him being granted a permit to travel to Israel for medical attention. The deceased submitted two previous applications for an interview, but both were rejected, with the Israeli authorities citing security concerns. (PCHR 6/21)

Egyptian security sources say that Egyptian president al-Sisi has decided to keep the Rafah border crossing open for another two months, until after the Muslim holiday Eid al-Adha in late 8/2018, for “humanitarian reasons.” The crossing has already been open for 1 month, far longer than any opening since 2014. (TOI 6/19; YA 6/20)

U.S. ambassador to the UN Haley announces that the U.S. has formally withdrawn from the UNHRC, reiterating the Trump administration’s complaints about the council’s chronic anti-Israel bias. She says the move is “not a retreat” and that the Trump administration would still like to help reform the UNHRC. Israeli PM Netanyahu welcomes the move, condemning the “biased” and “hostile” UNHRC. After Netanyahu decides again to postpone the planned evacuation and demolition of 7 buildings in the Palestinian village of Susiya near Hebron, Israeli settlers accuse him of succumbing to U.S. pressure. “The Israeli government’s folly is indescribable,” one settler leader says, pointing to the upcoming visit from U.S. president Trump’s son-in-law Kushner and U.S. special representative Greenblatt. IDF troops clash with stone-throwing Palestinian youths at a checkpoint outside Ramallah; 2 Palestinians are lightly injured. Elsewhere in the West Bank, IDF troops arrest a Palestinian allegedly planning a stabbing attack at Huwwara checkpoint nr. Nablus, arrest 7 Palestinians during late-night raids nr. Jenin, Hebron, Tubas, Ramallah, and Nablus; and patrol during the day in and around Qalqilya and Hebron. Israeli forces demolish a residential structure nr. Jericho. Palestinian youths throw stones at an IDF vehicle that reportedly entered Sa‘ir village nr. Hebron by accident. PASF and IDF troops then enter the village to escort the vehicle out. In East Jerusalem, Israeli forces arrest 4 Islamic Waqf guards at Haram al-Sharif after they prevent an Israeli archaeologist from removing several stones from the sanctuary. After closing it on 3/26, the Hamas-run Ministry of Interior in Gaza conditionally re-opens the Erez border crossing this morning. Medical patients, families visiting prisoners in Israel, women of all ages, and men between the ages of 15 and 45 are allowed to exit Gaza, and all are able to enter, as long as they possess the appropriate permissions. Meanwhile, Hamas’s Atty. Gen. Ismail Jaber issues a gag order on the publication of any information relating to the investigation into the killing of senior military cmdr. Fuqaha on 3/24. Israeli PM Netanyahu has decided to reassess his ban on Israeli MKs and ministers visiting Haram al-Sharif, according to reports in the Israeli press today. Any change in the current policy would come after a 3-mo. assessment period. Netanyahu instituted the ban in 10/2015 during the habba, the surge of Palestinian resistance, random attacks, and protests that began in Jerusalem in 9/2015. (JP, TOI 3/27; MNA 3/29)

In the 2d such incident in as many days, Israeli forces arrest several Islamic Waqf employees accused of planning maintenance work at Haram al-Sharif without permission from the Israel Antiquities Authority. Elsewhere in East Jerusalem, Israeli forces arrest a Palestinian youth, accusing him of planning an attack on Jerusalem’s Light Rail after finding a knife in his possession. In the West Bank, IDF troops clash with stonethrowing Palestinians during raids in 2 villages nr. Ramallah; 1 Palestinian is injured. IDF troops arrest 1 Palestinian during further raids and house searches nr. Jenin, Qalqilya, and Ramallah; and patrol nr. Hebron throughout the day. Meanwhile, Israeli forces demolish several residential structures, 2 offices, and 3 water tanks nr. Jericho and 2 agricultural structures nr. Hebron. Israeli settlers attack a Palestinian shepherd nr. Ramallah, injuring her and killing several of her goats. Late at night, around 400 settlers enter Awarta village nr. Nablus to perform religious rituals, sparking minor clashes between their IDF escort and Palestinian residents of the area (there are no serious injuries). Israel’s Shin Bet accuses the Palestinian manager of the Gaza branch of World Vision, a Christian aid group, with redirecting around $43 m. of the group’s money to Hamas over the past 6 years. The manager, Mohammad Halabi, was arrested at the Erez border crossing on 6/15. Hours later, the Australian govt. suspends its funding of World Vision. The charity responds, saying that programs in Gaza “have been subject to regular internal and independent audits, independent evaluations, and a broad range of internal controls,” and that they “have no reason to believe the allegations are true.” (NYT, TOI 8/4; TOI 8/5; AJ 8/9)

Egypt’s military announces that it has killed the leader of the Sinai Province of the Islamic State (SPIS) with a recent air strike nr. al-Arish in n. Sinai. The strike was one of many that reportedly killed 45 other SPIS fighters and destroyed a lot of their supplies and munitions. (HA, REU 8/4)

In Gaza, a Hamas mbr. is killed in a tunnel collapse nr. Khan Yunis. Meanwhile, the Jerusalem Post reports that some Hamas mbrs. fear that Israel is responsible for the recent tunnel collapses. Meanwhile, Israeli forces arrest a Palestinian soccer player as he attempts to cross through the Erez border crossing. In the West Bank, Israeli forces arrest a Palestinian youth nr. Jericho after he allegedly stabs and lightly injures an Israeli officer; demolish a fuel station in a village nr. Jerusalem. They also patrol nr. Ramallah, Tulkarm, and Hebron. Israeli settlers smash the windshield of a Palestinian car nr. Nablus. In East Jerusalem, Israeli forces seal off Issawiyya for 3 hours after some police officers on patrol in the neighborhood come under gunfire. They also conduct raids in the neighborhood, sparking clashes with stone-throwing Palestinians; there are no injuries and 2 Palestinians are arrested. In Israel, around 300 residents of 2 bedouin villages slated for destruction—Atir and Umm al-Hiran—demonstrate in Beersheba, calling for the govt. to avert its plan to displace them and build a new Jewish Israeli town on their land. In the West Bank, IDF troops clash with stone-throwing residents in Dahaysha r.c. nr. Bethlehem during a raid; 2 Palestinians are injured with live ammunition and 2 are arrested. The IDF conducts a house search nr. Ramallah, arresting 1 Palestinian; patrols in 2 villages and al-‘Arub r.c. nr. Hebron, and 2 villages nr. Ramallah, as well as ‘Ayn al-Sultan r.c. and Fasayil r.c. nr. Jericho. Israeli troops detain 2 Palestinian shepherds and 2 international activists nr. Hebron. The IDF conducts a large-scale drill nr. Hebron, mobilizing around 13,000 reserves to prepare for a possible eruption of unrest in the West Bank. In East Jerusalem, Israeli authorities order a Palestinian family to evacuate their home in Shaykh Jarrah, pursuant to legal proceedings that began in 2011. Meanwhile, Hamas officials lobby Saudi leadership to apply pressure on the Egyptian govt. to reverse the 2/28 designation of the group as a terrorist organization. (HA 3/4)

The annual American Israel Public Affairs Comm. (AIPAC) conference begins today, with a record-breaking 16,000 in attendance. The organization’s lobbyists will be on Capitol Hill on 3/3 to lobby for the passage of the Iran Nuclear Agreement Review Act and the Nuclear Weapon Free Iran Act. (HA, TOI 3/1, 3/2)

In the Gaza Strip, IDF troops violently disperse 2 separate groups of Palestinian protesters, injuring 3 with live ammunition nr. the Erez border crossing and 4 nr. Shuja‘iya. Separately, Israeli soldiers fire live ammunition at Palestinian farmers approaching the border fence nr. Khan Yunis, causing no injuries. Meanwhile, the Gaza power plant shuts down, having exhausted its fuel reserves. Scheduled power outages increase from 12 to 18 hours a day, on average, with all electricity consumed having been purchased from Israel and Egypt. Meanwhile, Hamas prevents 37 children orphaned during OPE from attending a 1-week publicity tour to Israel and the West Bank sponsored by an Israeli nongovernmental organization, saying that the trip’s goal was normalization. In the West Bank, an 8-year-old Palestinian from Nabi Salih is moderately injured when a leftover Israeli sound bomb explodes in his hand. IDF troops raid a school in a village s. of Bethlehem. Later, Israeli forces raze agricultural land in a village s. of Nablus, then set up earth mounds in the area in preparation for military exercises. In the Gaza Strip, the IDF continues its assault with air strikes on over 50 targets, killing 18 Palestinians and injuring dozens more. The armed Palestinian groups launch approximately 135 projectiles into Israel; of which, 125 land in open areas, 5 in urban areas, and 10 are intercepted by Iron Dome batteries. Israeli authorities temporarily close the Erez border crossing, except for humanitarian cases, in response to a mortar shell wounding 3 Israelis nearby, which is claimed by al-Qassam Brigades. In the West Bank, approximately 400 Israeli settlers, escorted by IDF troops, enter a village nr. Salfit to visit religious monuments. In a village w. of Ramallah, IDF troops open fire with live ammunition and tear gas on a group of stone-throwing Palestinian youth, injuring 1. Separately, IDF troops fire tear gas at Palestinian children on their way to school in a village s. of Hebron; establish 5 mobile checkpoints around Ramallah; and conduct patrols in Hebron and 2 villages nr. After meetings with Arab League secy.-gen. Nabil al-‘Arabi and reps. of several Palestinian factions, PA Pres. Abbas returns to Ramallah from Cairo. Abbas will meet with senior Palestinian officials to further develop his new diplomatic initiative before U.S. Secy. of State Kerry visits in the coming days. Meanwhile, Hamas leader Khalid Mishal says in an interview with Iranian TV that Hamas would not return to negotiations in Cairo. (JP 8/24; HA, ToI 8/25)

Israel reopens the Kerem Shalom and Erez crossings on the border with the Gaza Strip that were closed on 3/21 because of Palestinian rocket fire. Israeli navy vessels open fire on Palestinian fishermen off the Gaza coast nr. Bayt Lahiya, causing no injuries or damage. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning, in al-‘Arub r.c. nr. Hebron and in Tulkarm in the afternoon, and in 2 villages nr. Jenin, and 1 village each nr. Bethlehem, Jericho, Ramallah, and Tulkarm at night. The IDF also conducts house searches and arrest raids in Hebron in the morning. Israeli media report that the IDF has arrested around 50 Palestinians during the last two months for suspected involvement in a Fatah-affiliated resistance cell in Bayt Fajjar, a West Bank village nr. Fatah official Yahya Rabah says that Egypt will host initial consultations with Fatah and Hamas in order to relaunch national reconciliation talks, and attempt to move beyond discussions and on to implementation. (MNA 3/28)

IDF troops under helicopter escort make a predawn incursion into Wadi alSilqa in c. Gaza to level Palestinian land to clear lines of sight. During the 12-hr. operation, Israeli helicopters repeatedly fire on surrounding areas to keep Palestinians away, wounding 1 Palestinian and starting a brush fire that destroys 15 d. of wheat. Late at night, unidentified Palestinians fire at least 1 Qassam rocket fr. Gaza into Israel. Israeli helicopters respond by firing 2 missiles at a Palestinian workshop in Rafah, injuring 5 Palestinian civilians (1 seriously) and damaging 7 nearby houses. IDF troops stationed on the Israeli side of the Erez crossing fire on open areas along the border inside Gaza, causing no reported injuries. Meanwhile, Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. Gaza coast 3 separate times and off the s. Gaza coast once, forcing the boats to return to shore. In the West Bank, the IDF conducts 2 sets of synchronized morning patrols in 3 villages nr. Jenin and 3 nr. Ramallah. Other IDF patrols are conducted in 1 village nr. Ramallah in the morning; in Tulkarm and 2 villages nr. Qalqilya in the evening; and in Jenin and 1 village each nr. Jericho and Tulkarm late at night. The IDF also conducts late-night arrest raids, house searches in and around Tulkarm and nr. Tubas. A Jewish settler driving nr. Hebron fatally shoots 2 Palestinians standing at an intersection, saying he felt threatened. Jewish settlers fr. Keddumim settlement nr. Qalqilya set fire to Palestinian olive and almond trees on a nearby plot of Palestinian land. A Palestinian demolishes his own home and farm in Bayt Iksa village just n. of Jerusalem after being given orders to tear down the structures or face a fine and fee for having the IDF do the job. Weekly Palestinian protests against the separation wall, land confiscations, and settlement expansion this week coincide with Land Day, the annual event to protest Israel’s discriminatory land policies. Israel seals the Erez crossing for 2 days (3/30–31), citing security concerns. Palestinians (accompanied by Israeli and international activists) hold their weekly nonviolent demonstrations in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin (with protests in Bil’in and Ni’lin also calling for reconciliation between Fatah and Hamas). IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 11 Palestinians (including a child) and 1 international (4 Palestinians are wounded by live fire in Nabi Salih; the rest are hit by tear-gas canisters in Kafr Qaddum). Palestinians hold at least 5 other Land Day rallies in the West Bank (outside Rachel’s Tomb in Bethlehem, outside Ofer Prison and at 2 points along the separation wall nr. Ramallah, and at the Qalandia crossing n. of Jerusalem). IDF soldiers fire live ammunition (Ofer and Qalandia only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 19 (including 2 children; at least 7 are hit by live fire and 1 is seriously injured by a tear-gas canister to the head). In Gaza, Hamas authorities allow 1,000s of Palestinians to conduct a nonviolent demonstration nearly a mile from the Erez crossing, deploying police to prevent the protesters from marching to the border. Nonetheless, IDF troops on the Gaza border fire on the demonstration, killing 1 Palestinian and wounding 37 (1 seriously; including 16 children). A major protest planned for East Jerusalem does not materialize. Inside Israel, some 2,000 Israeli Palestinians demonstrate in the Galilee, with no violence reported. (NYT, WP 3/31; OCHA, PCHR 4/5)

Nonviolent Land Day protests are also held in Jordan and Lebanon. In Lebanon, 100s of Palestinians and Lebanese gather at Beaufort castle, 9 miles fr. the Israeli border, where Lebanese military forces deploy to prevent them fr. marching to the border. In Jordan, some 20,000 Palestinians march toward the West Bank border but stop 4 miles. No violence is reported in either case. (NYT, WP 3/31)

Early in the morning, the IDF shuts the Erez border crossing into Gaza and makes a brief incursion into the destroyed Erez industrial zone to repave a road. Also in the morning, IDF troops on the c. Gaza border fire warning shots at Palestinians who stray too near the border fence, forcing them to flee.
