As agreed on 9/30, Israel releases 19 Palestinian female prisoners in exchange for a 2-min. video fr. Hamas proving that captured IDF soldier Cpl. Shalit is still alive. A 20th prisoner is expected to be released on 10/3. After Palestinians fire 3 rockets fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a marble factory and an iron warehouse in Gaza City suspected of being used to manufacture weapons. An Israeli drone also fires a missile nr. Bayt Lahiya. No casualties are reported in any of the air strikes. (NYT 10/3; PCHR 10/8; JR 10/26)

In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2 international activists); conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. (PCHR 10/8)

Israeli security forces prevent thousands of Palestinians fr. entering East Jerusalem for Friday prayers at the al-Aqsa Mosque. The overcrowded conditions at Qalandia checkpoint cause at least 35 Palestinians to faint. Additional checkpoints are also erected in the Old City. (PCHR 10/8)

Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Abu Zuhri was detained in al-Arish in 4/09 on charges of entering Egypt illegally through a smuggling tunnel on the Rafah border. (Agence France-Presse 10/13; JPI 10/22)

At Abbas’s request, the UN Human Rights Council (HRC) defers until 3/10 a vote to endorse the UN’s Goldstone report (see 9/15). The move is supported by Israel and the U.S. but is immediately denounced by Palestinians. (WP 10/2; WP 10/3; JR 10/26)

In the West Bank, IDF undercover units raid a village in the Hebron hills, arrest wanted IQB Tulkarm head Muhammad Harwish and his aide Adnan Samara. The IDF conducts late-night raids, house searches nr. Ramallah, arresting 3 Palestinians. In Bil‘in, the IDF raids the home of ‘Abdallah Abu Rahma, the Bil‘in Coordinator of the Public Committee against the Wall and Settlement, violently beating him and attacking a number of international activists. Jewish settlers fr. Yitzhar beat a Palestinian shepherd and shoot another Palestinian who attempts to phone Israeli authorities for help. (PCHR 9/17; JPI 9/24)

U.S. special envoy Mitchell begins a 2-day trip to Israel and Ramallah to discuss settlement construction with Netanyahu and PA pres. Mahmud Abbas. (WP 9/16; WJW 9/17)

The UN’s Goldstone mission, which investigated Israeli and Palestinian actions during Operation Cast Lead (OCL), issues its advance report accusing both Israel and Hamas of extensive war crimes and possible crimes against humanity, giving them until 2/5/10 to respond. (NYT, WP 9/16) 

Israel says it has taken significant steps to improve West Bank movement and access, including reducing manned IDF checkpoints and improving wait times at checkpoints, especially around Nablus, also noting that Israeli tour buses are now routinely bringing Israeli Palestinians to Nablus to shop. Palestinians and the UN confirm that restrictions on movement have been eased considerably in Jericho, Nablus, Qalqilya, and Ramallah; but the UN notes that there are still 68 manned and 545 unmanned barriers to Palestinian travel across the West Bank. Today, in the West Bank, the IDF conducts separate synchronized late-night house searches in villages s. and e. of Tulkarm and w. of Jenin, making no arrests; carries out late-night arrest raids in Balata r.c. and nr. Inside Israel, some 100 supporters of Kahane Chai, an extreme right-wing Israeli group that has called for removing Arabs fr. Israel by force if necessary, march in the outskirts of the major Israeli Palestinian town of Umm al-Fahm under heavy police escort for 30 mins., waving Israeli flags and praising Israel as a Jewish state. Umm al-Fahm residents hold a counterdemonstration, raising Palestinian flags and throwing stones at the marchers; Israeli police use tear gas, water cannons, percussion grenades to disperse the Palestinians, resulting in fights that leave 16 police officers and 15 demonstrators injured. In Gaza, a 2d Palestinian dies of apparent torture in Hamas police custody (see 3/16). Israel allows the first shipments of soap and shampoo into Gaza since 10/08. The UN reports that in the previous wk., 2 Palestinians were killed and 2 injured in 3 smuggling tunnel collapses on the Rafah border. The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The UN estimates that 20,000 Gazans have been internally displaced by the fighting. In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. As the quarter closes, Israel maintains its ban on all Gaza imports including fuel, medicine, basic foodstuffs, and currency for banks. As a result, 1.5 m. Gazans are without regular electricity, no Gazan households have daily running water (20% of households receive 6 hrs. of water/5 days, 40% receive 6 hrs. water/4 days, 40% receive 6 hrs. water/3 days), bread is being rationed due to lack of grain, and shortages of milk, red meat, and fresh produce are widespread. UNICEF reports that the Israeli government has been holding 2 shipments of vaccines for Gazan children at Ben-Gurion airport since 10/29. The WHO reports that the stock of 95 of 473 drugs it classifies as “essential” for hospitals and clinics to have on hand and 174 other medical supplies are at zero levels in the Strip. UN Secy.-Gen. Ban Ki-moon calls on Israel to open crossings into Gaza for fuel, food, and humanitarian aid, stating that measures that increase the suffering of Gaza’s civilians “are unacceptable and should cease immediately.” The UN reports that Palestinians have fired some 140 rockets and mortars toward Israel since 11/4, injuring 1 Israeli and causing property damage in 1 incident on 11/14. AsIsrael continues to seal Gaza’s borders completely, aid agencies (including Oxfam and UNRWA) warn of an impending humanitarian crisis. UNRWA Gaza dir. John Ging states that “it is unprecedented that the UN is unable to get its supplies in to a population under such obvious distress.” Unnamed Hamas officials say that Israel apparently is not interested in maintaining the truce and therefore would face consequences. Today, Hamas admits to firing 11 Grad-type rockets fr. Gaza toward Israel (4 of which landed inside Israel, causing no damage or injuries) in addition to 3 regular rockets and several mortars, 1 of which (unclear whether rocket or mortar) hits an Israeli home in Sederot, causing damage and lightly injuring 1 Israeli. The IDF makes air strikes on suspected launch sites in n. Gaza, wounding 2 armed Palestinians. In the West Bank, the IDF fires tear gas, percussion grenades at Palestinians holding a nonviolent protest against settlements at the evacuated settlement site of Homesh nr. Jenin (wounding 1); conducts late-night arrest raids, house searches in and around Nablus, and nr. Bethlehem, Hebron; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil’in (injuring 2); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin (injuring 1). After nearly a wk. of talks with Quartet reps. and officials from Israel, the PA, Egypt, Jordan, Qatar, Saudi Arabia, Syria, and the UAE on the sidelines of UN mtgs. in New York, the Bush admin. formally announces that a Palestinian-Israeli peace summit has been planned for 11/15 in Annapolis, MD. (WT 9/29; see also NYT, WP, WT 9/24)

In retaliation for the deaths in Jenin late on 6/19, the AMB, Islamic Jihad fire at least 6 rockets fr. Gaza into Israel during the day, lightly injuring 1 Israeli; the IDF responds with helicopter air strikes on 2 launching sites nr. Bayt Hanun, 1 nr. Erez crossing, causing no reported injuries. Islamic Jihad mbrs. also fire 4 RPGs at IDF soldiers nr. Dayr al-Balah and detonate a roadside bomb, causing no injuries. The IDF makes a major raid on al-Qarara nr. Khan Yunis, killing 5 Palestinians (at least 4 of them armed, including at least 2 Hamas mbrs.); 1 IDF soldier is injured. After the UN and Israeli human rights groups warn of a humanitarian crisis in Gaza within a mo. if borders are not opened to trade, Israel allows shipments of wheat flour into Gaza through Kerem Shalom; also temporarily opens the Erez crossing to allow some 200 foreign nationals, a handful of special medical cases to leave Gaza. Meanwhile, Egypt withdraws its security delegation fr. Gaza, orders its amb. to move residence fr. Gaza to Ramallah in what is seen as a political move backing Abbas and breaking ties with Hamas. In Gaza, the IDF continues operations in Khuza‘a, wounding 8 Palestinians (including at least 4 civilians), bulldozing areas of agricultural land. In the West Bank, the IDF sends undercover units in a car with Palestinian license plates into Jenin to assassinate Islamic Jihad cmdr. Mujahid alSabi‘, also firing on stone-throwing youths who confront them, wounding 1; raids Kafr Dan, firing on residential areas, wounding 1 Palestinian; conducts arrest raids, house searches in Askar r.c. and nr. Israel announces that, in a deal brokered by the UN, it will remove its air and naval blockade on Lebanon as of 6:00 P.M. local time on 9/7 as British, French, German, Greek, Italian forces take over naval patrols and assist the Lebanese army in border patrol, but says it will reserve the right to attack any smugglers it detects crossing the Syrian border. (IFM 9/6; NYT, WP, WT 9/7)

The IDF reopens the Nahal Oz pipeline (closed 7/27), the Qarni crossing to imports only (closed 7/26; exports have been banned since 6/23); makes an air strike destroying a Palestinian home nr. Bayt Lahiya after phoning the residents and warning them to leave; makes an air strike severely damaging the Gaza City home of a PA police officer, claiming he was storing weapons for militants (the officer was warned to evacuate; denies storing weapons); continues to shell residential areas of al-Shuka, wounding 1 Palestinian. In the West Bank, the IDF patrols, randomly checks IDs of residents in Qalqilya; conducts house searches in Bethlehem (targeting the home of a PA security officer), nr. Tulkarm. Some 5,000 Palestinians demonstrate outside the UN compound in Gaza City to protest the IDF’s attack on Qana, Lebanon, overnight (see below). Overnight, the IDF drops 2 2,000-lb MK84 guided missiles on a 3-story residential building in Qana in s. Lebanon killing at least 28 Lebanese (including 16 children), wounding 9, and leaving 11 missing and presumed dead (including 6 children; initial reports say 57 Lebanese are killed, including 37 children, and 8 are wounded but Lebanese government, hospital, independent reports downgrade the figures by 8/3); the Israeli FMin. issues a statement blaming Qana residents for ignoring IDF warnings to leave. U.S. Secy. of State Rice, in Israel to discuss a cease-fire, announces that she will return to Washington but succeeds in securing Israel’s agmt. to a 48-hr. partial suspension of air strikes on s. Lebanon, including a 24-hr. window for relief agencies to transport goods and civilians; Israel says it will observe the suspension until the IDF “detects an imminent launch” of Hizballah rockets, but ground operations in s. Lebanon, air and artillery strikes n. of the Litani would continue. During the day, the IDF launches new ground operations in southeastern Lebanon nr. Taybeh and n. of the Israeli town of Metula, reporting 8 IDF soldiers wounded, 3 Hizballah mbrs. killed; makes air and artillery strikes across Lebanon, including in Yarun (killing at least 5 Lebanese civilians); calls on UNIFIL to evacuate Aita al-Sha‘b, Ramieh before sunset (UNIFIL refuses to comply). In Gaza, the IDF drops leaflets on and makes automated phone calls to residents in n. Gaza warning them to evacuate areas around rocket launch sites, buildings used by militants; shells Bayt Lahiya, killing 3 Palestinian civilians, wounding 11 others (the IDF says a shell may have misfired); repeatedly shells Bayt Hanun and perimeter, killing 3 Palestinian civilians, wounding 8; shells a shed on a farm nr. Gaza City, allegedly serving as a weapons depot. IDF troops stationed at the Dahaniyya airport fire on residential areas of nearby al-Shuka, wounding 1 Palestinian woman outside her home. Palestinians fire 8 rockets fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF conducts air strikes destroying 2 Palestinian homes in Gaza City and Khan Yunis (belonging to an Islamic Jihad mbr.), damaging surrounding stores and residences, wounding 3 bystanders; in both cases, the IDF phoned the homes 20 min. before the attack to warn residents to evacuate. The IDF also makes an air strike destroying a house of a Hamas mbr. under construction in Brazil r.c., also destroying 2 neighboring homes, damaging several others, wounding 15 bystanders (including 7 children). In the West Bank, the IDF patrols in Beitunia nr. Ramallah; conducts arrest raids, house searches nr. Jericho, Tulkarm, and in ‘Askar r.c., Azariyya, Jenin town and r.c.; bulldozes 35 d. of Palestinian land for construction of the separation wall nr. Jerusalem. Bint Jubayl crashes in the n. Galilee, killing another 2 IDF soldiers. Meanwhile, IDF-Hizballah clashes continue in Maroun al-Ras. The IDF also continues air strikes across Lebanon, targeting at least 70 Hizballah sites (particularly around Tyre), killing at least 7 Lebanese civilians; also hitting a UN post, injuring 4 UNIFIL soldiers. Overnight, the IDF withdraws fr. alMaghazi r.c., leaving a total of 207 d. of land, 4 Palestinian homes demolished, 9 other homes partially demolished. Also in Gaza, the IDF fires a tank shell at a home in Gaza City, alleging that a Hamas mbr. on the roof was preparing to fire an RPG, killing a handicapped Palestinian on the roof, 3 relatives inside, wounding 2; shells areas nr. Khan Yunis and the Sufa crossing in the south and in n. Gaza, wounding at least 6 Palestinian civilians. In the West Bank, the IDF withdraws troops fr. Nablus, ending a 3-day operation; before leaving, troops blow up the main government offices (killing a Palestinian bystander), fire on stone-throwing Palestinians youths, wounding 21. The IDF calls up 3 battalions (several 1,000) additional reserves, positions troops and armor on the n. Israel border in preparation for “limited” ground operations to “mop up” Hizballah strongholds and weapons sites, continues pinpoint special forces operations inside s. Lebanon, urges residents to evacuate n. of the Litani River immediately (see 7/20; local officials estimate that 70% of the southern population has left). The U.S. approves Israel’s request to expedite delivery of precision-guided missiles (including at least 25, possibly 100, 5,000-lb GBU-28 bunker busters) to maintain the intensity of IDF air strikes. IDF artillery hits a UN observation post in Zarit, s. Lebanon, causing extensive damage but no injuries; makes air strikes on the Beirut–Damascus highway and several bridges, targeting empty passenger busses returning fr. Syria after evacuating foreigners; continues air strikes on Baalbek (killing at least 5 Lebanese civilians, wounding 20) and on s. Lebanon. At least 12 Lebanese are killed during the day. Hizballah fires 35–50 rockets into n. Israel, 10 of them hitting Haifa (injuring 3 Israelis) and others hitting Carmiel, Kiryat Shimona, Nahariya, Safad, Tiberias, and several n. Israeli villages. Hizballah acknowledges that 6 Hizballah mbrs. have been killed since 7/12, whereas Israel claims that around 100 have been killed. UN humanitarian relief coordinator Jan Egeland estimates that 500,000 Lebanese are in urgent need of humanitarian assistance, but says that the UN cannot provide it without Israel, Lebanon guaranteeing safe corridors for movement of civilians and aid.
