In the West Bank, 1 Palestinian teen shot by Israeli forces during an anti-settlement protest on 6/16 in Beita succumbed to his injuries. Israeli forces demolished 1 house in Halhul and displaced 8 Palestinians, demolished 1 car wash in Jinsafut, delivered demolition orders for 8 structures in Jawaya, and demolished 1 agricultural structure in Wadi Muhaisen. Israeli forces also shot and injured 4 Palestinians during a late-night raid in Jenin. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 2d day in a row. 7 Palestinians were arrested during late-night raids in and around Jalazun refugee camp, Yatta, Tarqumiyya, and Kafr Dan. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Silwan. In Gaza, Israeli forces conducted air strikes in Khan Yunis and Gaza City, causing damage; no injuries were reported. Israel said the air strikes were in response to incendiary balloons sent toward Israel, which were said to have ignited 8 fires. In Israel, a Palestinian Israeli journalist had large parts of his home blown up by a bomb planted in his house in Taibeh, causing severe damage but no injuries. An Israeli court ordered a Palestinian woman be released into house arrest and criticized Israeli police for trying to force her to confess that she intended to hit an Israeli soldier with her car at a checkpoint in East Jerusalem on 6/15. (HA 6/20)

Israel arrested a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, saying he had incited violence by sharing a clip from a movie showing people killing a police officer on Facebook. (HA 6/17; MEMO 6/18)

The Israeli justice ministry indicted 1 Israeli border police officer for reckless homicide in relation to the shooting of Eyad al-Hallaq, a Palestinian man with special needs, in the Old City of East Jerusalem on 5/30/2020. In the West Bank, Israeli forces handed stop-work orders for 13 Palestinian houses in Qabalan. Israeli forces also seized 2 caravans in Susiya and 1 tractor in Bardala. 4 Palestinians were arrested at checkpoints near Nablus and Hebron. In East Jerusalem, Israeli settlers attacked 1 Palestinian man and 1 Israeli man trying to help him, causing injuries. Israeli forces arrested 2 Palestinian minors suspected of slapping 1 ultra-orthodox Jewish man and filming the incident on the Jerusalem light rail. 1 Palestinian family started demolishing their own home in Jabal Mukabir. 9 Palestinians were arrested, including 7 minors during late-night raids in the Old City and al-Tur, and 2 were arrested in the Old City during the 8th day of clashes between Israeli forces and Palestinians at the Damascus Gate plaza. PA health minister Mai al-Kaila said the PA had ordered 4.5 million doses of the Pfizer and Sputnik V COVID-19 vaccines. It is not clear when the doses will arrive. The total cost for the 4.5 million doses was $27 million. (HA, WAFA 4/20)

The Israeli supreme court dismissed a petition from 9 Palestinian-Israeli families to have the court order the local municipality to open an Arab school in Upper Nazareth. The Association for Civil Rights in Israel called the decision “saddening” and said the city has neglected its Palestinian-Israeli students, who constitute 1/3d of the total student body. (HA 4/20)

At a normalization celebration event at the UAE embassy in Washington D.C., the ambassadors of Israel and the UAE to the U.S., along with diplomats from Morocco and Bahrain, planted an olive tree. Israel sent COVID-19 medical aid to Jordan upon Jordanian request, including ventilators, test kits, and face masks. The move was seen as an Israeli effort to ease tension between the 2 countries, which have been high in recent months. The request was made in March, when Jordan’s COVID-19 cases were peaking. In the West Bank, 7 Palestinians were arrested, including 5 during late-night raids in and around Dhariyya and Bayt Fajjar, and 2 at a checkpoint near Ya‘bad. In East Jerusalem, 3 Palestinian families started demolishing their own homes in Issawiyya and Ras Khamis. 2 Palestinians were arrested during late-night raids in al-Tur. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Dayr al-Balah; no injuries were reported. Israel confiscated the PA foreign minister Riyad al-Maliki’s VIP travel permit upon his return to the West Bank because he had met with the ICC chief prosecutor Fatou Bensouda on 3/18. The PA foreign ministry called Israel’s decision an “attack against the State of Palestine.” The foreign minister of Luxembourg Jean Asselborn said his country deeply regretted the retaliatory action by Israel. In the West Bank, Israeli forces leveled land near Abu Dis to expand nearby settlements. 15 Palestinians were arrested, including 12 during a raid in and around Jenin, Tubas, Hizma, Bethlehem, Harmala, Bayt Umar, and al-‘Arub refugee camp, and 3 Palestinians were arrested at a checkpoint near Hebron. In East Jerusalem, 2 Palestinians were arrested in al-Tur and Shu‘fat refugee camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 4 nautical miles west of Bayt Lahiya; no injuries were reported. In a report, Forensic Architecture concluded that a Palestinian man Ahmed Erekat was killed by Israeli forces in an “extrajudicial execution” on 7/23/2020. The Forensic Architecture report stated that Erekat was shot and killed while not posing a threat to Israeli forces and that the forces had prevented him from getting medical attention after he was shot. Israel claims that Erekat intended to ram Israeli forces at a checkpoint, but the report states that he did not accelerate his car while approaching the checkpoint, that he kept a low speed of 9.3 miles per hour, and that he held his arms in the air after exiting his vehicle after the accident. Israel announced that it will share COVID-19 vaccination doses with Guatemala, Honduras, the Czech Republic, and Hungary, all countries that have enhanced ties to Israel in the last couple of years. Israel has been widely criticized for refusing to provide vaccines to Palestinians in the occupied territories, including by U.S. senator Bernie Sanders (D-VT), who said it was “outrageous that [Israeli prime minister Benjamin] Netanyahu would use spare vaccines to reward his foreign allies while so many Palestinians in the occupied territories are still waiting.” The PA foreign minister Riyad al-Maliki called Israel’s decision immoral. The World Bank threatened to suspend its financing of the COVID-19 vaccine campaign in Lebanon after reports that the vaccines had been given to politicians rather than people who should be 1st in line for a vaccine, such as health workers and the elderly. (AP 2/22)

U.S. state department officials attended a meeting at the Ad Hoc Liaison Committee. At the meeting, PA prime minister Mohammed Shtayyeh welcomed the U.S. delegation and said that Israel was systematically destroying the possibility of a 2-state solution. (AP, WAFA 2/23)

6 Jewish American organizations wrote a letter to the new secretary of homeland security Alejandro Mayorkas, urging him to reverse the Trump administration’s policy change of labeling products made in West Bank settlements “made in Israel.” (J Street 2/23; HA, HUFF 2/24)

In the West Bank, 1 Palestinian woman died after having a heart attack as Israeli forces raided her home in Abu Njeim near Bethlehem. 4 Palestinians were arrested, including 1 at a checkpoint in Hizma, 1 at a checkpoint near Bethlehem, and 2 during late-night raids in Qalandia. The Palestinian central elections commission said that 93.3 of eligible voters were registered for the Palestinian elections as the registration process ended. Some 421,000 new voters were reportedly registered. (WAFA 2/17)

The Israeli central election committee disqualified the Palestinian-Israeli Labor candidate Ibtisam Mara’ana from running in the upcoming Israeli elections. The disqualification was made based on past statements perceived to be anti-Israeli, which critics have said were taken out of context. The request to disqualify Mara’ana was made by the racist far-right Otzma Yehudit (Jewish Power) party. The decision is expected to be overturned by the Israeli supreme court. (HA, HA 2/17; HA 2/18)

After weeks of speculation in Israeli and U.S. media as to why U.S. president Joe Biden had not called Israeli prime minister Benjamin Netanyahu after taking office on 1/20, the call happened and was described as warm. In the West Bank, Israeli settlers brought their cattle to graze on Palestinian-owned agricultural land east of Yatta, damaging crops. Israeli settlers also vandalized 15 cars and 3 houses in Kafr Haris. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara. Israeli forces demolished and seized 25 structures, displacing 55 Palestinians, including 32 children, in Khirbet Humsa. Israeli forces also shot and injured 1 Palestinian who was trying to enter Israel for work near Barta‘a. 8 Palestinians were arrested, including 6 during raids in and around al-Mughayyir, Tulkarm, Qalqilya, and Hebron; 2 were arrested at checkpoints near Jit and ‘Azun. In East Jerusalem, 3 Palestinians were arrested during a raid in al-Tur; clashes broke out during the raid, leading to tear-gas related injuries. Israel delivered 2,000 COVID-19 vaccination doses to the PA intended for medical staff. Israel said it intends on sending the PA 5,000 doses. PA prime minister Mohammed Shtayyeh said the PA expects to have received 50,000 COVID-19 doses from 4 different companies by the middle of February. Prime Minister Shtayyeh also announced that the COVID-19-related lockdown of the West Bank was extended by 2 weeks. The WHO announced that Palestine will start receiving 37,000 doses of the Pfizer/BioNTech vaccine around the middle of February though the COVAX program. The U.S. Joe Biden administration made its 1st official contact with Palestinian officials. The newly appointed deputy assistant secretary for Israel-Palestine Hady Amr spoke to several Palestinian officials. This marked the 1st official contract between Palestinian and U.S. officials since December 2017. (AX, HA 2/1)

A Biden administration official also said the administration is using and supporting the International Holocaust Remembrance Alliance’s (IHRA) working definition of anti-Semitism, which has been widely critiqued for conflating criticism of Israel with anti-Semitism. Kosovo’s foreign minister Meliza Haradinaj and Israeli foreign minister Gabi Ashkenazi signed an agreement between the 2 countries, which include Kosovo opening an embassy to Israel in Jerusalem and designating Hezbollah as a terrorist organization. In September, Kosovo, Serbia, the U.S., and Israel signed an agreement to have the 2 Balkan countries open embassies to Israel in Jerusalem in return for financial incentives. Serbia’s foreign minister said Serbia has “invested serious efforts in our relations with Israel in recent years and we are not happy with this decision.” Serbia is displeased that Israel as part of the agreement recognized Kosovo as an independent state. The PA, Turkey, the Arab League, and the Organisation for Islamic Cooperation also publicly criticized Kosovo because of the country’s decision to open an embassy in Jerusalem. In Israel, 1 44-year-old Palestinian prisoner died in the Israeli Rimonim prison; no official reason was given for his death, but the Palestinian Prisoners Society noted that he had health problems and had received the 1st dose of a COVID-19 vaccine 3 days prior to his death. Joe Biden and Kamala Harris were sworn in as U.S. president and vice president in an inauguration ceremony closed to the public due to domestic terror threat at the Mall in Washington D.C. Outgoing president Donald Trump did not attend the inauguration. The Democratic party also took control of the Senate after 3 democrats were sworn in, giving the party control of the House, the Senate, and the White House. PA president Mahmoud Abbas and several other PA officials expressed optimism for what a Biden administration would do to curb Israeli maximalist policies. The UAE signed an agreement with the U.S. to buy 50 F-35 fighter jets and 18 armed drones as part of the normalization deal between Israel, the U.S., and the UAE. (HA, REU 1/20; REU 1/22)

In the West Bank, Israeli forces opened fire at 1 Palestinian vehicle at a checkpoint near Jenin, puncturing its tires; no injuries were reported. Israeli forces also delivered demolition notices for 8 Palestinian-owned homes in Duma. 11 Palestinians were arrested during raids in Abu Dis, Kaubar, Dheisheh refugee camp, Jenin, Hebron, and Nablus. In East Jerusalem, 4 Palestinians were arrested during raids in Issawiyya and al-Tur. In Gaza, 2 rockets fired from the strip landed in the Mediterranean Sea, after which Israeli aircraft fired 1 missile at al-Qarara and 3 missiles at al-Shuka, damaging agricultural lands; no injuries were reported. Egyptian president Abdel Fattah al-Sisi met with Jordanian King Abdullah II in Amman to discuss the Palestinian elections scheduled for May and July. According to Haaretz, the 2 countries have been asked by Palestinian leaders to help facilitate the parliamentary and presidential elections. PA prime minister Mohammed Shtayyeh also said that the PA has asked Israel to allow Palestinians in East Jerusalem to participate in the elections. (HA, TOI 1/18)

The WHO voiced concern about the unequal distribution of COVID-19 vaccines in Israel and the occupied Palestinian territories. The head of the WHO in the occupied Palestinian territories Dr. Gerald Rockenschaub said that the WHO has been in contact with Israel, trying to get the country to distribute vaccines to front-line workers in the occupied territories. Israel has boasted about its successful vaccination campaign, claiming the highest rate per capita, but has as of late come under international media scrutiny for not shouldering its responsibilities as an occupying power by distributing vaccines among its occupied population. In the West Bank, an Israeli settler rammed a Palestinian car at a checkpoint near Birzeit and was subsequently shot at by Israeli forces, believing the Israeli settler was trying to attack Israeli forces manning the checkpoint; no injuries occurred from the incident as the Israeli forces held fire when the settler identified himself as Jewish. Israeli settlers also threw stones at Palestinian vehicles driving near Awarta, Bayt ‘Aynun, and Tuqu‘, damaging several. Elsewhere, it was reported that 1 Israeli settler tried to run over 3 Palestinian children near Hebron; no injuries were reported. Israeli settlers also set up a caravan on Palestinian-owned land near Jenin. Israeli forces demolished 1 garage in al-‘Izzariya and notified the family of 1 Palestinian minor who was killed in East Jerusalem on 12/21 that their house would be punitively demolished. 1 Palestinian was arrested during a late-night raid in Dhariyya. In East Jerusalem, Israeli forces demolished 1 car repair shop in Jabal Mukabir. In Gaza, Israeli forces opened fire at agricultural lands east of Jabaliya refugee camp; no injuries were reported. The Israeli military said that it would increase its presence in the West Bank because it believes that tensions will rise as 1 Israeli settler was found dead, believed to have been killed over the weekend. Israeli officials said they had recorded 13 attacks on Palestinians and Palestinian property since the settler was found dead on 12/20. (HA 12/22)

PA president Mahmoud Abbas discussed the prospect of an internationally-held peace process conference with Russian president Vladimir Putin via phone. The 2 also discussed the PA’s purchase of the Russian made COVID-19 vaccine Sputnik V. (ALM, Kremlin, WAFA 12/22)

Special advisor to U.S. president Donald Trump Jared Kushner led a delegation of U.S. and Israeli officials to Morocco to discuss the details in the Moroccan-Israeli normalization deal. The U.S.-Israeli delegation met with Moroccan king Mohammed VI in Rabat. Haaretz reported that Morocco does not want a signing ceremony like Bahrain and the UAE have had with Israel, as it considers the normalization deal a resumption of past diplomatic relations. In the West Bank, Israeli settlers assaulted 1 Palestinian in Huwwara; he was treated at a hospital for his injuries. Israeli settlers with military escort also attacked Palestinian homes in Hebron; no injuries were reported. Elsewhere, Israeli settlers attacked Palestinian shepherds and farmers in the Masafer Yatta area, causing several injuries. Israeli forces shot and injured 1 Palestinian using rubber-coated bullets near the separation barrier in the Jenin area. Israeli forces also violently dispersed a protest in Kafr Qaddum, causing tear-gas related injuries. Elsewhere, Israeli forces prevented Palestinians from farming their land in Jalud. 1 man alleged to be Palestinian threw a Molotov cocktail at an Israeli soldier at a checkpoint near Jit before driving away in his car; the soldier was unharmed. 4 Palestinians were arrested during raids in Kisan and Jenin. In Israel, Israeli prime minister Benjamin Netanyahu was the 1st to receive the Pfizer-BioNTech vaccine for the COVID-19 virus. Israel does not plan to offer vaccinations to Palestinians in the West Bank. The PA says it has secured the Russian-made vaccine Sputnik V, which will arrive in 2021. 20 percent of the Palestinian vaccinations are expected to be delivered for free from the World Health Organization as part of a scheme to deliver vaccinations to poorer countries.
