In the West Bank, IDF troops clash with Palestinians in Aida r.c. after the funeral of a Palestinian boy killed by the IDF on 10/5, injuring 10. In protest of the killing, Palestinian businesses and schools in Bethlehem observe a general strike. IDF troops also raid the Nablus-area homes of the 5 Palestinians suspected in the 10/1 shooting that killed 2 settlers, taking pictures and threatening punitive demolitions. IDF troops violently disperse Palestinian stone-throwers in the Jenin, Ramallah, and Bethlehem areas, injuring at least 44 Palestinians and 1 Israeli soldier. Nr. Hebron, Israeli forces close off the main entrance to a village following overnight clashes, and they arrest 18 Palestinians during raids, house searches, and patrols around the city. Israeli settlers continue retaliatory attacks against Palestinians and their property throughout the West Bank, injuring 2 Palestinians in the Hebron area and clashing with Palestinians who had organized a local patrol to ward off settler attacks nr. Nablus (there are no serious injuries). In Israel, hundreds of Palestinians gather in Jaffa to protest the recent escalation of violence in the oPt; Israeli police attempt to disperse the crowd after some of the protesters start throwing stones and blocking traffic, sparking minor clashes (6 police are injured and 6 Palestinians are arrested). Israeli forces punitively demolish 2 Palestinian homes in the Jabal Mukabir neighborhood of East Jerusalem. First, they demolish the home of 1 of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18/2014, and they later demolish the nearby home of the Palestinian who rammed an excavator into a bus on 8/4/2014, killing 1 Israeli and injuring others. Similarly in Silwan, they seal a room in the residence of the Palestinian who was shot and killed on 10/30/2014 after allegedly attempting to assassinate Yehuda Glick, the leader of the messianic Temple Mount movement. While visiting a settlement, Israeli PM Netanyahu says that the IDF will install cameras along roads across the West Bank to provide evidence of future Palestinian attacks. Netanyahu and DM Ya’alon also meet with 18 settler leaders and reportedly announce that the govt. will not be authorizing new settlement construction in response to the recent violence, explaining that increased pressure from the U.S. and EU would likely endanger settlers more than a temporary construction freeze. In the West Bank, Israeli forces demolish 2 residential buildings in the Beit El settlement, despite the govt.-backed petition from the developer. Around 200 Israeli settlers gather in Beit El to protest the demolition, throwing stones at the Israeli troops and setting small fires. For the 2d day in a row, settlers also gather in the Sa-Nur settlement outpost that was evacuated in 2005, and they verbally assault Palestinians in the area. Late at night, IDF troops evacuate the outpost and the surrounding area; no violence is reported. Meanwhile, IDF troops conduct late-night raids in Aida r.c. nr. Bethlehem, arresting 3 Palestinians. In East Jerusalem, Israeli forces demolish a wedding hall and several other Palestinian buildings in Bayt Hanina. Israeli PM Netanyahu approves the “immediate” construction of 296 settler residences in Beit El, and 500 in East Jerusalem. Israel’s COGAT Mordechai signs a permit to immediately sell land for the construction, and the municipality will be allowed to issue construction permits within 15 days. In Syria, an IAF drone launches an air strike nr. the border with Israel, killing 2 Hizballah fighters and 3 Syrian soldiers. The IDF does not comment on the incident, and reports differ on the nature of the attack. Separately, according to the PFLP-Gen. Command, an ally of the Syrian govt., Israeli jets strike an arms depot used by the group in Lebanon nr. the border with Syria, injuring 6. (HA, JP, YA 7/29; HA 7/30)

IDF troops on the Gaza border e. of Gaza City open fire on agricultural lands along the border fence, causing no injuries. In the West Bank, IDF troops conduct late-night raids and house searches in 2 villages nr. Hebron and 1 nr. Nablus, arresting 3 Palestinians; patrol during the day in 2 villages nr. Hebron and 1 nr. Jenin. Israeli forces demolish a scrap-selling facility nr. Hebron and another structure nr. al-Jalaita. In East Jerusalem, Israeli forces arrest 5 Palestinians on late-night raids in the Old City, Silwan, and Kafr ‘Aqab , as well as 1 Palestinian as he is exiting Haram al-Sharif. Israel’s Knesset passes into a law an amendment to the penal code that will allow convicted stone-throwers to be sentenced to 10–20 years in prison. Furthermore, state prosecutors will no longer have to prove that those accused were trying to damage cars or harm people in order to secure convictions. (HA, TOI, YA 7/21)

The EU Council reaffirms its commitment to the Middle East peace process and the 2-state solution, saying in a statement that it now depends on a “fundamental change” in Israeli policy. The council also calls on the Israeli govt. to “halt plans” to evacuate and relocate the Palestinian village Susiya nr. The UNSC unanimously approves a res. endorsing the nuclear deal announced by the P5+1 and Iran on 7/14. The UN, U.S., and EU will begin preparing to lift sanctions, so they can do so immediately when the IAEA reports that Iran has, by the end of 2015, accounted for its past and present nuclear activities and undertaken steps to constrain its nuclear program. In the West Bank, IDF troops raid Jalazun r.c. nr. Ramallah and arrest 1 Palestinian, sparking clashes with stone-throwing Palestinian youths. The IDF also conducts late-night raids and house searches in Balata r.c. and 1 village nr. Nablus, Jenin, and 2 villages nr. Bethlehem, arresting 9 Palestinians, including 1 journalist; patrols in 1 village nr. Hebron. Israeli settlers throw stones and set fire to a Palestinian home in c. Hebron, causing damage. In a Washington Post interview, PA PM Hamdallah says the Palestinians have “received assurances” from the U.S. that it will “resume negotiations” between Israel and the Palestinians once the P5+1 and Iran reach a final nuclear agreement. He adds that the Palestinians are interested in a “new framework” for negotiations, including talks sponsored by the U.S., EU, and UN. (WP 5/31; JP, TOI 6/1)

The Knesset’s Ministerial Comm. for Legislation unanimously approves an amendment to the penal code allowing convicted stone-throwers to be sentenced to 10–20 years in prison and reducing the govt.’s burden of proof for obtaining such convictions (the Knesset will pass it into law on 7/20). Tulkarm, and al- ‘Arub r.c. nr. Hebron, arresting 2 Palestinians. Israeli settlers take over 10 dunams (around 2.5 acres) of land nr. Nablus, planting grapevines on the land. Nablus, 1 village nr. Ramallah, and Jenin, arresting 18 Palestinians; patrols in 2 villages each nr. Jenin and Ramallah, and 1 village each nr. Qalqilya and Jericho. Israeli forces deliver a demolition notice to a warehouse nr. Jenin. An Israeli settler rams a herd of Palestinian-owned sheep with his car nr. Qalqilya, injuring 29 of them. In East Jerusalem, Israeli forces assault a group of Muslim worshippers at Haram alSharif, then they detain 3. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. Palestinian Authority (PA) PM Rami Hamdallah calls on the U.S. to pressure Israel into unfreezing its monthly tax revenue transfers to the PA, which have been punitively withheld since the beginning of 1/2015. The transfers amount to over $100 m. per mo. and comprise 60–70% of the PA’s revenues. Senior PA official Nabil Shaath meets with 22 European Union (EU) reps. and ambs., calling on the EU to play a bigger role in future negotiations with Israel and warning that the PA’s financial and political problems could lead to violence. Senior EU officials say that the U.S. has begun limiting information passed to Israel regarding the details of the negotiations between Iran and the P5+1 (China, France, Russia, the UK, U.S., and Germany) because Israeli politicians have been presenting a distorted view of the talks. Off the coast of the Gaza Strip, Israeli naval forces twice open fire on Palestinian fishing boats, causing damage and detaining 4 Palestinian fishermen. In the West Bank, 100s of Palestinians organized by Fatah gather in various locations to call for boycotts of Israeli products, an end to the Israeli occupation, and for the Israeli govt. to unfreeze transfers of tax revenues held since 1/2.
