The U.S. Democratic Party finalized its platform for the 2020 elections. While the platform states opposition to Israeli annexation of West Bank settlements and calls for a 2-state solution, it also dismissed progressive amendments to dealing with Israel, such as conditioning military aid and calling for an end to the occupation of the West Bank. The amendments were voted down 117-34. The platform also recognizes Jerusalem as the capital of Israel. PA president Mahmoud Abbas announced that the PA will end all agreements with Israel and the U.S., including security agreements, because of Israel’s plans to annex parts of the West Bank. Haaretz reported that Palestinian sources said that coordination with Israel would continue at a lower level of engagement, at least for a time. In a speech, President Abbas said that, by Israel making the unilateral decision to annex parts of the West Bank, it has “annulled the Oslo agreement and all agreements signed with it, after snubbing all these years all these agreements and all the resolutions of the international legitimacy and international law.” Abbas further stated that the PA is ready to negotiate within the parameters of the Arab Peace Initiative, and that it had signed agreements “to accede to international agreements and conventions that we [the PA] have not yet joined.” (Guardian, WAFA, WAFA 5/19; HA, NYT, WAFA 5/20)
PA prime minister Mohammad Shtayyeh and German foreign minister Heiko Maas released a joint statement after a virtual meeting, stipulating that “[a]nnexation of any part of occupied Palestinian territories including East Jerusalem constitutes a clear violation of international law and seriously undermines the chances for the two-state solution within a final status agreement.” It further read that Germany “took note of the Palestinian view that such a step would put an end to all signed agreements.” Separately, the French foreign minister Jean-Yves Le Drian warned that Israeli annexation will have consequences for the EU’s relationship with Israel. A plane from the UAE with COVID-19-related aid materials for Palestinians in the West Bank and Gaza landed in Israel. The aid package included 14 tons of medical supplies, including 10 ventilators. The direct flight from the UAE to Israel is the 1st of its kind. (AJ, HA, REU 5/19)

In the West Bank, Israeli settlers under quarantine due to possible COVID-19 virus infection in the Jordan Valley attacked 3 Palestinians with stones and set 2 Palestinian vehicles on fire near the Dead Sea. Israeli settlers also attacked Palestinian minors at a youth center in Hebron. 3 Palestinians were arrested by Israeli forces during raids near Jenin. In East Jerusalem, Israeli forces raided a COVID-19 clinic and arrested 4 workers because the PA had donated COVID-19 test kits to the facility. The closure of the clinic happened after days of warnings by health professionals that East Jerusalem is becoming a hot spot for the virus. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 2 nautical miles west of Bayt Lahiya; no injuries were reported. The United Nations Interim Force in Lebanon (UNIFIL) reported that its troops had broken up a standoff near the Lebanese-Israeli border. A photo depicts Israeli and Lebanese troops with their guns drawn, separated by UNIFIL soldiers. Lebanon reported intensified Israeli drone activity over its air space and that Israel had set up a tent on Lebanese soil, retreating after 4 hours. (TOI 4/15)

Israeli forces shot and injured 1 Palestinian minor west of Ramallah, alleging that he had thrown stones at Israeli settler-owned vehicles. Elsewhere, Israeli forces closed metal gates to the Hebron area villages of al-Fawar, Yatta, and Dura; and razed Palestinian-owned land near Jalud. 4 Palestinians were arrested, including 2 during a raid in ‘Ayn al-Hilwa and 2 at a checkpoint near Nablus. PA prime minister Mohammed Shtayyeh met with the head of the International Committee of the Red Cross (ICRC) delegation in Jerusalem to request that the ICRC work to protect Palestinian prisoners in Israeli prisons from the COVID-19 virus. Palestinian prisoners in Israeli prisons started returning their food portions in response to Israel’s lack of help in protecting them from the virus. Prime Minister Shtayyeh also called on all Palestinians from the West Bank working in Israel to return to the West Bank, citing Israel’s reckless response to Palestinians showing signs of the COVID-19 virus (see 3/23). During a raid in Hebron, Israeli forces seized machinery from a blacksmith. In East Jerusalem, 2 Palestinians were arrested during raids in Bayt Hanina. 50 former foreign ministers and leaders of European countries wrote an open letter sharply criticizing the U.S. administration’s peace plan, saying it “evoke[s] chilling associations with South Africa’s bantustans.” The letter called on the EU to reject the U.S. peace plan. For the 3d time since 2/20, Israel’s prime minister Benjamin Netanyahu announced new settlement expansion. In this new round, Prime Minister Netanyahu announced that had given instructions to “publish for deposits the plan to build 3,500 housing units in E-1." E-1 is an area next to the Ma’ale Adumim settlement and would connect the settlement to Jerusalem. E-1 was shelved in 2012 because of pressure from the U.S. Obama administration and the EU as it would split the West Bank in 2. In the West Bank, Israeli forces shot and killed 1 Palestinian minor in Hebron during clashes between Israeli forces and Palestinians protesting the U.S. peace plan. Israeli forces demolished a shack and seized another 1 north of Ramallah, delivered a demolition notice for a structure in Sabastiyya and a stop-work order for a playground in Susiya. Israeli forces cleared a settlement outpost near the Ofra settlement, leading to clashes with Israeli settlers. 19 Palestinians were arrested during late-night raids in and around Hebron, Jenin, Nablus, Qalqilya, Salfit, and Birzeit. Israeli settlers threw stones at Palestinian vehicles in Nahalin, causing damage to 2. In East Jerusalem, 2 Palestinian families were ordered evicted from their homes in Silwan to allow Israeli settlers to move in. In Gaza, 3 rockets were launched at Israel and Israeli forces struck targets in Khan Yunis, firing at least 4 missiles; no injuries were reported, but damage was reported in Gaza. Israel reduced the Gaza fishing zone from a maximum 15 nautical miles to 10 nautical miles.
