Meanwhile, IDF troops stationed at a shooting range on the grounds of Palestine Technical University in Tulkarm clash with Palestinian protesters, injuring 15 students with rubber-coated steel bullets and live fire. Protests against Israeli raids onto the campus have been ongoing since 11/15, disrupting classes and injuring many students. IDF troops also clash with Palestinians during late-night raids in a village nr. Bethlehem and Qalandia r.c. nr. Ramallah, injuring 1 Palestinian in the 1st and arresting 2 Palestinians and confiscating property in the latter. The IDF conducts another late-night raid in 1 village nr. Hebron, arresting 3 Palestinians; patrols in 1 village nr. Salfit and 3 nr. Hebron. Israeli forces deliver stop-work orders for 2 homes and an agricultural structure under construction in a village nr. Hebron. In Zurich, senior Israeli and Turkish officials agree on central provisions of a reconciliation agreement that would normalize ties between their countries after almost 5 years of tension. After 2 weeks of increasing tension and clashes in East Jerusalem over access at Haram al-Sharif, Israeli authorities ban male and female volunteer guards— murabitun and murabitat—from the sanctuary on the grounds that they disturb and intimidate Jewish visitors. Around 50 Palestinian women gather outside Haram al-Sharif in the morning to protest the Israeli restrictions on their access. Late at night, suspected right-wing Jewish activists spray racist graffiti on walls in the Old City and Israeli forces arrest 7 Palestinians on raids in al-Tur and Jabal Mukabir. In the West Bank, unknown assailants shoot and lightly injure an Israeli settler driving nr. Nablus. Later, Israeli settlers set fire to dozens of olive trees outside a nearby Palestinian village and Israeli forces block the entrances to the village and order a curfew. Separately, Israeli forces raze agricultural land and seize an irrigation network nr. Hebron. IDF troops conduct late-night house searches and raids nr. Ramallah that has been closed for 15 years (it was initially reported reopened on 5/25, but Israel’s Coordinator of Government Activities in the Territories [COGAT] delayed the opening to perform unspecified maintenance). PNC pres. Zanoun announces that the PNC convention scheduled for 9/14–15 has been postponed in response to various Palestinian political groups’ requests for a delay and calls for a boycott. He says that a comm. comprising himself, the PLO Exec. Comm., and the heads of the various factions will meet to prepare to convene the PNC within 3 mos. (JP, MNA, WAFA 9/9)

UNRWA commissioner-gen. Pierre Krähenbühl reaches an agreement with the UNRWA employees union in Gaza to end the recent protests over reductions in agency services. The union went on strike for a week on 8/24, then agreed to return to work on 8/31 in exchange for a tentative agreement to limit class sizes. (MNA 9/9)

In East Jerusalem, Israeli forces bar 3 Palestinian journalists from entering Haram al-Sharif while right-wing Jewish activists tour the sanctuary. Meanwhile, Israeli police and Palestinian youths clash for the 3d day in a row, in Issawiyya, injuring a Palestinian child. In Gaza, a Palestinian youth is seriously injured when he accidentally detonates an unexploded Israeli munition in Shuja‘iya. Israeli forces level land during a limited incursion e. of Rafah. In the West Bank, Israeli forces raze Palestinian land nr. Bethlehem and block off an agricultural road in a nearby village. IDF troops conduct house searches and raids nr. Jenin, Tulkarm, and Hebron, arresting 5 Palestinians and issuing arrest summons to 1; patrol in al-‘Arub r.c. nr. Hebron and nr. Salfit. In Gaza, 2 Palestinian children are injured when an unexploded piece of Israeli ordnance detonates in n. Rafah. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the Israeli occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison) and Kafr Qaddum; 5 Palestinians are injured and 3 are arrested. Israeli forces also conduct house searches and raids in 1 village nr. Hebron; patrol nr. Hebron, Ramallah, and Jericho. In East Jerusalem, Israeli officials deliver demolition notices to a mosque, house, and apartment in Silwan, where there has been a recent increase in Palestinian home demolitions and evictions in order for Israel to increase the neighborhood’s Jewish settler population. In the West Bank, IDF troops shoot and kill a Palestinian man after he allegedly tries to stab an Israeli soldier at a checkpoint nr. Nablus, marking the 1st of such incidents this quarter. They also conduct late-night house searches and raids nr. Jenin, Ramallah, Bethlehem, and Hebron, arresting 8 Palestinians and issuing arrest summons to 3, and patrol throughout the West Bank. Israeli forces raze Palestinian agricultural land in Bayt Jala nr. Bethlehem and begin expanding the separation wall in the area, cutting residents off from their land and laying the groundwork for annexation. Around Jerusalem, Israeli forces demolish 22 bedouin huts and animal pens in the E1 area and 4 residential structures in bedouin villages nr. East Jerusalem. Nearby, Israeli forces arrest a Palestinian from Bayt Hanina who responded to an arrest summons. Israeli forces conduct 3 limited incursions into Gaza, leveling land nr. Rafah, al-Bureij refugee camp (r.c.), and Khan Yunis. Egyptian authorities open the Rafah border crossing for passage in both directions (they will keep it open through 8/20). In Israel, around 100 Jewish Israeli protesters clash with some 30 Palestinian citizens of Israel outside the Barzilai Medical Center in Ashqelon where Palestinian prisoner Muhammad Allan is on day 61 of a high-profile hunger strike; at least 10 protesters are arrested. In Gaza, a Palestinian woman succumbs to injuries sustained on 8/6 when a piece of unexploded Israeli ordnance was accidentally triggered in Rafah. Israel Defense Forces (IDF) troops on the border e. of Rafah and Khan Yunis open fire on Palestinian agricultural areas, and Israeli naval forces fire on Palestinian fishing boats off the coast of Rafah, causing no damage. In the West Bank, an Israeli settler injures a Palestinian when he rams him with his car nr. Nablus. IDF troops conduct house searches and raids in the Hebron and Tulkarm areas, arresting 4 Palestinians and issuing arrest summons to 3; patrol nr. Ramallah, Jericho, Qalqilya, and Jenin. In East Jerusalem, Israeli forces arrest 2 Jewish Israelis accused of inciting violence at Haram al-Sharif, and later arrest 2 Palestinians on raids in Ras al-Amud and the Old City. In Gaza, 4 Palestinians are killed and over 30 are injured when a piece of unexploded Israeli ordnance is accidentally detonated in Rafah (a 5th Palestinian will succumb to her injuries on 8/16). In the West Bank, a Palestinian driver rams 3 Israeli settlers hitchhiking between Nablus and Ramallah, injuring 2 seriously. IDF troops open fire on the driver, critically injuring him. IDF troops then raid the driver’s home in a village n. of Jerusalem, sparking clashes with stone-throwing Palestinian youths; 3 Palestinians are injured. IDF troops also conduct late-night raids and house searches in 1 village each nr. Bethlehem and Hebron, issuing arrest summons to 4 Palestinians; patrol during the day in 2 villages and al-‘Arub r.c. nr. Hebron, and 1 village each nr. Jericho and Ramallah. Israeli forces demolish a Palestinian tire repair store and another structure nr. Bethlehem. In East Jerusalem, Israeli forces arrest a Palestinian youth accused of stonethrowing and confiscate a Palestinian’s donkey in al-Tur, after Israeli settlers in the area reportedly complain that the donkey is a nuisance. Hamas and PFLP officials meet in Gaza and condemn the PA’s 7/31 appointment of 5 new ministers. (MNA 8/7) The Israeli govt. approves its budget for 2015–16, including a NIS 340 m. ($90 m.) special grant to develop infrastructure in Israel’s West Bank settlements. The grant was included in the budget in obligation of Likud’s coalition agreement with the Jewish Home Party. Egyptian authorities open the Rafah border crossing for passage in and out of Gaza, as the PA announced they would on 6/10. They will keep the crossing open through 6/19. IDF troops stationed nr. the inactive Sufa border crossing nr. Rafah shoot and injure a mentally handicapped Palestinian man approaching the border fence. In the West Bank, Palestinians shoot and damage Israeli cars nr. Nablus, according to the IDF. IDF troops conduct late-night raids in c. Hebron, 1 village and al-‘Arub r.c. near the city, and 1 village nr. Ramallah, arresting 3 Palestinians and issuing arrest summons to 2 others; patrol in 1 village nr. Ramallah. In Gaza, a group claiming affiliation with the Islamic State in Iraq and al-Sham (ISIS) fires a rocket into Israel nr. Ashdod, causing no damage or injuries (the group will not take credit until 6/1). Holding Hamas responsible for any projectile fire from Gaza and asserting that Islamic Jihad was the culprit, Israeli Air Force (IAF) jets strike 4 Islamic Jihad, Popular Resistance Comms. (PRC), and Hamas training sites in Rafah, Khan Yunis, and Bayt Lahiya late at night, causing damage but no casualties. Off the coast nr. Khan Yunis and then nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, injuring a fisherman in the later incident. Egyptian authorities open the Rafah border crossing for passage into Gaza only (they will keep it open through 5/28). In the West Bank, IDF troops chase down, shoot, and injure 4 Palestinian workers nr. Qalqilya. Separately, 4 Israeli soldiers detain and assault a Palestinian trying to cross over the separation wall nr. Qalqilya. Unidentified gunmen shoot and injure a Palestinian man in s. Hebron. The IDF conducts late-night raids and house searches late at night in and around Hebron, and in 1 village nr. Nablus, arresting 9 Palestinians; patrols during the day nr. Jericho and Hebron. Israeli forces photograph an electricity network nr. Hebron, then deliver a notice demanding its operations be suspended. They also deliver a stop-work notice for a water well under construction nr. In the West Bank, 2 PA security troops stab and kill a Palestinian teenager during a confrontation in Nablus. Outside Ramallah, Israeli authorities say they are opening a major road e. of the city, having kept it closed since 2001 (residents were informed of the plans to reopen the road on 3/16, and the authorities will actually open it on 9/9 after more than 3 mos. of unspecified maintenance). The IDF patrols in Tulkarm, 1 village each nr. Hebron and Qalqilya; arrest 1 Palestinian and issue an arrest summons to another in late-night raids and house searches in Nablus and a village nr. ICC prosecutor Bensouda says that she has not been provided any official information from either the Palestinians or Israel relating to Israel’s assault on the Gaza Strip in 7–8/2014, and that, unless that changes, her decision to launch a full investigation will be based on publicly available materials. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres. Obama says that the U.S. is “taking a hard look” at its positions regarding the Israeli-Palestinian conflict, and that the Palestinians “deserve an end to the occupation and the daily indignities that come with it.” Obama is hosting several leaders of the GCC countries at a summit in Washington today to discuss regional issues. The head of the Palestinian Power and Natural Resources Authority Omar Kittanah announces that the PA cabinet has approved an initiative to connect the electricity grid in the West Bank to Jordan. The PA will begin looking for funding for the project, which is estimated to cost $100 m. It is part of a regional, 3-year initiative to connect the grids of Turkey, Lebanon, Syria, Iraq, Libya, Egypt, Jordan, and the oPt. (MNA 5/13)

In Gaza, Israeli forces conduct a limited incursion e. of Jabaliya to level land. IDF troops stationed nr. Rafah arrest 3 Palestinians attempting to cross the border into Israel. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. A small armed group, with self-proclaimed affiliations to ISIS, posts a statement online threatening to “act” against Hamas if certain prisoners are not freed within 72 hours. Hours later, a bomb explodes on the perimeter of Hamas’s security headquarters in Gaza City. The group does not take credit for the bombing, but Hamas police proceed to arrest dozens of the group’s mbrs. and destroy a makeshift mosque-headquarters in Dayr al-Balah. In the West Bank, Israeli forces set up 12 mobile homes early in the morning on 650 dunams of previously leveled land outside a Palestinian village nr. Bethlehem. Meanwhile, the IDF conducts drills in the n. Jordan Valley, causing fire damage on large tracts of agricultural land; patrols in 3 villages nr. Ramallah, 1 each nr. Nablus, Qalqilya, and Jericho. Israeli forces also conduct house searches and late-night raids in and around Nablus, Jenin, and 1 village nr. Ramallah, arresting 18 Palestinians and confiscating some of their property. A Palestinian throws a Molotov cocktail at a bus of Israeli settlers nr. Nablus, then the IDF imposes a curfew on a nearby village. Israeli FM Avigdor Lieberman resigns as FM and says his Yisrael Beytenu party will not be joining the ruling coalition of PM Netanyahu’s next govt. He says that he chose “principles and not portfolios,” and that “what’s being built is not a national camp, but a govt. that smacks of opportunism.” Netanyahu’s deadline for forming a coalition is 5/6. In an interview with Haaretz, ICC prosecutor Bensouda says she is considering war crimes investigations into Palestinians and low-ranking Israeli soldiers. Her comments indicate an expanded scope from previous speculation that only high-level Israeli officials would be targeted. UN Secy.-Gen. Ban publishes a summary of a report compiled by an official UN board of inquiry on OPE. The board found that the 7 documented attacks on UN schools during Israel’s assault on Gaza in 7–8/2014 led to 44 Palestinian deaths and 227 injuries. Late at night, Israeli soldiers raid the camp and later return to demolish it and forcibly remove the activists. IDF troops conduct late-night house searches and arrest raids nr. Hebron and ‘Aqabat Jabir r.c.; patrols nr. Hebron, Jenin, Jericho, and Qalqilya. They also deliver demolition notices to the Palestinian owners of 3 tents and 2 barns nr. Ramallah. Meanwhile, Israeli settlers, accompanied by IDF troops, break into a Palestinian residential complex nr. Bethlehem and erect Israeli flags. In East Jerusalem, over 20 right-wing Jewish activists accompanied by 12 Israeli police enter Haram al-Sharif and tour the area. During a patrol in the Old City, Israeli forces arrest a Palestinian. In the Gaza Strip, IDF troops e. of Khan Yunis open fire on agricultural land nr. the border fence, causing no damage or injuries. Later, Israeli soldiers e. of Rafah arrest 3 Palestinians as they attempt to cross the border into Israel. Meanwhile, Palestinians gather outside UNRWA’s office in Gaza City in a sit-in protest organized by Hamas against the agency’s 1/27 suspension of its cash assistance program. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum); 1 Palestinian in each Nabi Salih and Kafr Qaddum are moderately injured. The Israeli govt. publishes tenders for the construction of a hotel and several offices in Ma’ale Adumim and 450 new homes in 4 other settlements in the West Bank. Acting pres. of the UN Human Rights Council (UNHRC) Joachim Rücker receives a letter of complaint from Israel’s permanent rep. to the UN in Geneva Eviatar Manor, alerting him to the previously unreported fact that the head of the UNHRC’s 3-mbr. commission currently investigating possible war crimes committed during OPE, William Schabas, was paid $1,300 for a consulting job with the PLO in 2012.
