More than 29,954 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,325 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 404 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,592 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 240 Israeli soldiers have been killed and 1,429 injured in Gaza since the ground invasion began on 10/27/2023. Hamas official Basem Naim says there is still a wide gap between the Hamas position and the ceasefire proposal it has received, adding that Hamas’s non-negotiable demands are a final lasting ceasefire and not a pause, a total withdrawal of Israeli forces from Gaza, and the freedom of movement for Palestinians in Gaza. PA president Mahmoud Abbas meets with UNRWA commissioner-general Philippe Lazzarini in Ramallah. Abbas also sends letters to various heads of state rejecting Israel’s post-war plans for Gaza and calling for intervention to save Palestinians in Gaza. Foreign Minister Riad al-Maliki says Palestinian factions will discuss the establishment of a new technocratic PA government during a meeting in Moscow on 2/29 and that he thinks Hamas understands that if the party is included in the technocratic government it would be boycotted internationally. Al-Maliki also says that the resignation of the PA government on 2/26 was done to show the PA’s readiness to engage with international partners on the future of the PA. Israel’s Channel 12 reports that the Israeli war cabinet has removed National Security Minister Itamar Ben-Gvir’s power to manage the Haram al-Sharif compound and will not severely restrict Muslim worshippers from praying there during Ramadan. U.S. State Department spokesperson Matthew Miller says that the U.S. encourages Israel to allow Muslim worshippers to enter the Haram al-Sharif compound during Ramadan. Energy Minister Eli Cohen says Israel should not normalize relations with Saudi Arabia if it means the establishment of a Palestinian state. Prime Minister Benjamin Netanyahu meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag, discussing aid deliveries to Gaza. Axios reports that the U.S. is considering airdropping humanitarian aid to Gaza as the Israeli invasion has hindered aid reaching northern Gaza and severely limited the amount that can reach the south. USAID administrator Samantha Power says at the Karem Abu Salem (Kerem Shalom) crossing that the U.S. has urged Israel to open more crossings to facilitate aid deliveries. Canada says it is considering airdropping aid in Gaza. President of Refugees International Jeremy Konydyk says aid delivered by air is negligible and helps Israel’s strategy of blockading Gaza. In the West Bank, Israeli settlers bring their cattle to graze on farmland in Deir Balut, causing damage to crops. Israeli settlers also fence off a tract of land and begin construction of a settlement road in the Jordan Valley. Israeli forces fatally shoot 2 Palestinians and injure at least 3 others in Nur Shams refugee camp during the second day of its raid in Tulkarm, bringing the total number of casualties to 8 deaths and at least 26 injuries; Israeli soldiers also continue demolishing infrastructure, blow up 3 homes, and prevent medics from reaching wounded Palestinians. A Haaretz investigation reveals that no Palestinian community in Israel is listed as eligible to receive weapons from the National Security Ministry, even as some of the communities are closer to Israeli “borders” than Jewish communities that are deemed eligible. (HA 1/18)

Israeli prime minister Benjamin Netanyahu says Israel will continue to control all territory between the Jordan River and the Mediterranean, saying “it contradicts the idea of self-rule [for Palestinians]. So what? I tell this truth to our American friends.” Netanyahu adds, “[t]his conflict is not about a lack of a state, but about the existence of a state.” U.S. State Department spokesperson Matthew Miller says in response that U.S. “support for Israel remains ironclad” despite disagreement on the issue. Miller also says that there is “no way” to solve Israel’s long-term security needs without the establishment of a Palestinian state. PA spokesperson Nabil Abu Rudeineh says there will be no security and stability in the region without a Palestinian state with East Jerusalem as its capital. Saudi ambassador to the U.S. Reema bint Bandar Al Saud says any potential normalization agreement with Israel would be conditioned on a ceasefire and an “irrevocable” pathway for a Palestinian state. The Israeli cabinet discusses whether to transfer the responsibility of disbursing the PA tax revenue to either Norway or the U.S. The plan, which was brought forward by Finance Minister Bezalel Smotrich, is opposed by National Security Minister Itamar Ben-Gvir and is not voted on. Smotrich’s plan includes forcing the third-party country to also deduct tax revenue that is allocated to Gaza. (HA 1/19)

Israeli war cabinet minister Gadi Eisenkot tells Channel 12 that he helped prevent an Israeli “preemptive strike” on Lebanon on 10/11/2023 and says Israel will not be able to retrieve the captives held in Gaza alive without a deal with Hamas. The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. Israeli settlers also vandalized 15 vehicles in Umm Safa. Elsewhere, Israeli settlers wearing military uniforms raided Khirbet Zanuta, demolishing a residential structure, 2 agricultural structures, and part of an EU-funded school. Israeli forces shot and killed 5 Palestinians during raids in Qalqilya, Sa’ir, and Qalandia. Israeli forces also shot and injured 35 Palestinians, including 5 children, during raids in Bani Naim, Qalqilya, and Qalandia. Elsewhere, Israeli forces demolished 6 agricultural structures in al-Ubeidiya. 60 Palestinians were arrested during raids in and around Dheisheh refugee camp, Jericho, Ramallah, Silwad, Jalazone refugee camp, and Abu Dis. In East Jerusalem, Israeli forces raided Kafr ‘Aqab, injuring 10 with live ammunition, 1 with a baton round, 3 with beatings, and others with tear gas. In Gaza, Paltel said telecommunications were cut off in all of Gaza. Israel announced that it had approved the Lower Aqueduct plan in East Jerusalem, the first major new settlement plan to be fully approved in East Jerusalem since 2012, according to Ir Amim. The final approval greenlit the construction of 1,792 housing units on 186 dunams (46 acres) of land, including on privately owned land belonging to Palestinians in Umm Tuba. U.S. senator Bernie Sanders (D-VT) called the proposed U.S. military aid package to Israel “absolutely irresponsible,” labelling Israel’s attacks on Gaza immoral and in violation of international law during a speech at the Senate. (AJ, HA 12/5)

Haaretz said that several stories about Hamas militants’ actions during Operation Al-Aqsa flood were unfounded, including that 40 babies were killed, some of which were said to be beheaded, a story recounted by U.S. president Biden. Other stories recounted by Prime Minister Netanyahu, such as children being bound together and burned, also appeared to be false. Netanyahu’s wife Sara also relayed a false story in a letter to Biden’s wife Jill, saying one of the captives held by Hamas was pregnant and had given birth in captivity. Former State Department office of public and congressional affairs director Josh Paul, who resigned on 10/18 in protest over the Biden administration’s policy toward Israel’s attacks on Gaza, told CNN that Israel had raided the offices of Defense for Children International – Palestine (DCI – Palestine) in 2021 after the State Department had shared credible evidence of a Palestinian child being raped at al-Mascobiyya Interrogation Center in Jerusalem with Israel. DCI – Palestine’s office was raided on 7/29/2021 and the organization declared a terrorist organization on 10/22/2021 along with 5 other groups. Israeli authorities forced a Palestinian family to demolish their own home in Sur Baher. In Gaza, Israeli forces killed around 316 Palestinians and wounded more than 664 others during airstrikes on Rafah, al-Bureij, Dayr al-Balah, Gaza City, Jabalia refugee camp, Khan Yunis and Faluja, including Islamic University of Gaza president Sufyan Tayeh and his family in Faluja. Israeli forces also targeted the Kamal Adwan Hospital, killing 4 people. Israel said it had started to move its ground invasion to southern Gaza and told Palestinians in 20% of Khan Yunis to evacuate to al-Mawasi and Rafah. More than 3,300 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 80 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including around 13,000 gallons of fuel, entered Gaza. The Red Crescent said increased Israeli attacks on southern Gaza have made it much more difficult to deliver aid. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. 250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. South African president Cyril Ramaphosa said to France24 that the situation in Gaza, particularly the bombing of homes and confinement to the strip, reminded him of apartheid in South Africa. House Resolution 1865 was signed into law by U.S. president Donald Trump. H.R. 1865 is a 715 page-long appropriations bill for the 2020 fiscal year which allocates $150 million in aid to Palestine, $75 million in assistance to the PA security forces and $75 million for civilian and humanitarian programs and institutions not directly connected to the PA. The bill also seeks to “fix” the Anti-Terrorism Clarifications Act which became law on 10/3/2018 and effectively ended all aid for the PA, including security aid, as it subjected the PA to the jurisdiction of U.S. courts if the PA accepted any aid from the U.S. The “fix” gives U.S. courts jurisdiction if the PA or the PLO provides payments to any individual or family of an individual convicted of killing a U.S. citizen. The Chief Prosecutor of the International Criminal Court (ICC) Fatou Bensouda announced that there is basis to probe Israel for war crimes committed against Palestinians, but requested the ICC to decide on the question of the jurisdiction of East Jerusalem, the West Bank, and Gaza. In the West Bank, Israeli forces violently dispersed a protest in al-Bireh against the treatment of Palestinian prisoners in Israeli jails; 8 injuries were reported. Israeli forces also arrested 27 Palestinians during late-night raids in and around Ramallah, Bethlehem, Jenin, Salfit, Qalqilya, Hebron, Abu Dis, and Tulkarm. Israeli settlers with military escort raided an archeological site in Sabastiyya and Joseph’s Tomb in Balata. In East Jerusalem, the Israeli magistrate court ordered the eviction of a Palestinian family of 13 from their home in Silwan. The lawsuit was brought by the settler organizations Ateret Cohanim and Elad. 28 Palestinians were arrested during late-night raids in and around Issawiyya and Silwan. A court in Jerusalem upheld the Israeli Coordination of Government Activities in the Territories decision not to allow the majority of players and staff of the soccer team Khadamat Rafah travel permits to the West Bank for a match in the Palestinian soccer cup championship. The match was originally scheduled for 7/3, but the players and staff had not been able to obtain the permits to travel to the West Bank for the match for more than 2 months. In the West Bank, a group of Israeli settlers attacked Jibiya village north of Ramallah overnight by throwing stones, leading to 2 Palestinian injuries. Settlers also attacked Palestinian shepherds in the northern Jordan Valley. Also in the West Bank, Israeli forces arrested 19 during late-night raids in and around Ramallah, al-Bireh, Nabi Salih, Silwad, Jenin, Tulkarm, Qalqilya, and Hebron. The raid near Jenin triggered confrontations with locals trying to block the soldiers’ entrance to their village. Elsewhere in the West Bank, Israeli forces handed out demolition orders for 9 residential structures in Yatta and for animal barns in Bayt Jala near Bethlehem. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released. Israeli forces also opened fire on Palestinian farmers east of Khan Yunis and on Palestinian fishermen on the northwestern coast of Gaza. There were no reports of injuries. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. Israel’s Operation Pillar of Defense against Gaza enters its 3d day, leaving another 11 Palestinians dead and bringing the Palestinian death toll since 11/14 to 30, around 1/3 civilians. Intense levels of Israeli air strikes continue, with 40 attacks before dawn and at least 200 overall during the day; reports estimate some 500 targets struck by the Israel Defense Forces (IDF) since the operation began. The IDF bombs Gaza’s Ministry of Interior building and the offices of Hamas’s acting PM Ismail Haniyeh. Palestinian armed groups fire a total of 190 rockets into Israel, including a rocket that lands in an open area nr. Gush Etzion settlement bloc s. of Jerusalem, causing no damage or injuries. The Israeli cabinet approves Israeli DM Ehud Barak’s requests to mobilize 75,000 reservists. Israel’s FM Avigdor Lieberman states that the 2 goals of the operation are to restore deterrence and destroy long-range missiles. Meanwhile, in the West Bank, Palestinians hold demonstrations to protest the attack on Gaza, including a rally of hundreds of Hamas activists in Ramallah. Internationally, there is a mixture of support for Israel’s actions and caution regarding escalation. The U.S. Senate unanimously passes a resolution expressing support for Israel’s ‘‘right to act in self-defense.’’ UK foreign secretary William Hague warns Israel against staging a ground incursion into Gaza. Egyptian PM Hesham Kandil visits the Gaza Strip, during which time Israel temporarily stops its attacks. Egyptian pres. Mohamed Morsi condemns Israel’s operation and pledges Egyptian support for the Palestinians. Israeli soldiers violently disperse Palestinians, Israelis, and internationals taking part in weekly nonviolent demonstrations against the Israeli occupation and land confiscations held in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Budrus), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). In Amman, Jordanian protests over rising fuel prices continue for a 4th day. Protesters clash with security forces, and a rally of several thousand passes off largely peacefully; chants include demands for the departure of King Abdallah II. (WP 11/16)
