Israel’s state comptroller Micah Lindenstrauss issues a long-awaited report faulting PM Netanyahu for ‘‘poor decision-making’’ in the lead-up to the 2010 Gaza aid flotilla incident that left 9 Turkish activists dead aboard the Mavi Marmara, concluding that Netanyahu did not listen to IDF warnings that the boarding of the flotilla could lead to violence and had not consulted adequately. U.S. pres. Obama presents Israeli pres. Shimon Peres with the Congressional Medal of Freedom, the highest civilian award in the U.S. During their one-on-one meeting at the White House, Peres gives Obama a petition signed by 75,000 Israelis seeking the release of Israeli spy Jonathan Pollard. Casino magnate and major proIsrael political donor Sheldon Adelson gives $10 m. to a pro-Romney political action committee (PAC). Israel’s Jerusalem municipality approves construction of 2,500 new housing units in Gilo settlement. Also in East Jerusalem, the IDF demolishes 5 residential tents and 5 sheds in the Arab al-Jahalin bedouin community e. of Jerusalem. In the West Bank, the IDF demolishes 5 wells and water and electricity networks in Bayt Qad village nr. Jenin (marking the 1st Israeli demolition in Area B in 2012). The IDF also patrols in 3 villages nr. Ramallah and 1 each nr. Jericho and Salfit in the morning; in Qalqilya and 1 nearby village, and in 1 village each nr. Jericho and Ramallah in the afternoon; and in 1 village each nr. Jenin, Qalqilya, and Ramallah late at night. Jewish settlers fr. Eliezer settlement nr. Bethlehem steal fencing surrounding a plot of nearby Palestinian crop land, leaving leaflets taking credit for the action signed by the ‘‘Green Helmets.’’ In Gaza, 1 Palestinian is killed and 1 is injured in a smuggling tunnel collapse on the Rafah border. A Palestinian court convicts Muhammad Rashid, the former economic adviser to late PA pres. Yasir Arafat and political ally to Abbas adversary Muhammad Dahlan, of embezzling millions of dollars in public funds during Arafat’s rule. Rashid had been charged in 4/2012 by an independent Palestinian anticorruption commission created in 2010. While few if any Palestinians thought that Rashid (who has lived abroad for years and was convicted in absentia) was innocent, many saw the case against him as, in the words of Palestinian analyst Hani al-Masri (WP 6/21), ‘‘a reaction to a political dispute [with Abbas], not a continuous fight against corruption.’’ Other critics noted (WP 6/21) that the commission had been selective about the cases it chose to investigate, and that of the more than 80 cases it had investigated, few had led to charges against senior officials. Israeli naval vessels fire warning shots at Palestinian fishing boats off the c. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in Tulkarm and 2 villages in Ramallah in the morning; in 1 village each nr. Jericho and Ramallah in the afternoon; and in Jericho and 1 village nr. Jenin late at night. The IDF also conducts late-night arrest raids, house searches in Jenin, Nablus, Salfit, Tulkarm, and 1 village each nr. Hebron and Qalqilya. Jewish settlers fr. Tekoa settlement nr. Bethlehem vandalize Palestinian homes in nearby Taqqua’ village; IDF troops observe but do not intervene. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that in the previous week: (1) Israeli authorities demolished a Palestinian home in East Jerusalem’s al-Tur neighborhood (marking the 1st residence demolished in East Jerusalem for 2 mos.) and ordered a Palestinian family to demolish an addition to their home; (2) the IDF removed a major roadblock on the main north–south road to Hebron, significantly reducing travel times between Hebron and 4 villages to the east; and (3) 2 Palestinians died and 4 (including a teenager) were injured in 4 smuggling tunnel accidents on the Rafah border. At the close of 2 days of talks in Tehran with Iranian nuclear negotiator Saeed Jalili, IAEA head Yukiya Amano announces that Iran has agreed in principle to provide the IAEA with access to Iran’s nuclear scientists and facilities, but it has not yet signed a formal statement to this effect. P5+1 nations (the 5 permanent UNSC members plus Germany) call the deal ‘‘a step in the right direction,’’ but say they will judge Iran by its actions. Israeli DM Ehud Barak comments: ‘‘It looks like the Iranians are trying to reach a technical agreement that will create a deception of progress in talks in order to reduce the pressure ahead of talks tomorrow in Baghdad and postpone harshening of sanctions.’’ (WP 5/23)

In response, Israeli warplanes make 2 late-night air strikes on a suspected weapons factory in Gaza City, lightly injuring 1 Palestinian. Later, unidentified Palestinians fire a 3d rocket into Israel, causing no damage or injuries. A Palestinian child is killed in a smuggling tunnel collapse on the Rafah border. In the West Bank, the Israel Defense Force (IDF) patrols in Tulkarm, 3 villages nr. Qalqilya, 2 villages nr. Ramallah, and 1 nr. Jericho in the morning; patrols in 1 village nr. Jenin (firing tear gas and percussion grenades at stone-throwing youths who confront them, causing no injuries), 1 nr. Jericho, 1 nr. Qalqilya in the afternoon; patrols in 2 villages nr. Late at night, Israeli warplanes make a total of 7 air strikes on greenhouses and open areas nr. the Bayt Lahiya border in the north, a suspected weapons factory in c. Gaza, and a smuggling tunnel on the Rafah border, causing no injuries. A Palestinian civilian dies of injuries sustained in a 11/14/01 IDF air strike on a UNRWA school in Khan Yunis. In the West Bank, the IDF demolishes 9 Palestinian stores in al-Oja village in the Jordan Valley, n. of Jericho; conducts late-night arrest raids, house searches in and around Ramallah (where they target the home of Hamas-affiliated Reform and Change PC mbr. ‘Abd al-Jabir Fuqaha, arresting him, summoning his son for interrogation, and confiscating his computer, phone, and files), in Nablus, and nr. Hebron; conducts late-night patrols in 1 village nr. Qalqilya (summoning 3 Palestinians for interrogation). In East Jerusalem’s Shaykh Jarrah neighborhood, Israeli security forces raid the International Committee of the Red Cross (ICRC) office and a protest tent outside, detaining Hamas-affiliated PC mbrs. Muhammad Toutah and Khalid Abu Arafa, who had been living at the ICRC offices since 6/2010 to protest Israel’s 9/2009 decision to revoke their Jerusalem IDs on the grounds that they are affiliated with a “terrorist organization” (i.e., Hamas); Israeli authorities expel them to the West Bank. Hamasaffiliated PC mbr. In Gaza, a Palestinian is fatally electrocuted in a smuggling tunnel under the Rafah border. In the West Bank, the IDF conducts morning and late-night patrols in Jericho; conducts daytime patrols in 2 villages nr. Ramallah and 1 each nr. Jenin, Salfit, and Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations in Bil’in, Nabi Salih, and Ni’lin nr. Ramallah and in Kafr Qaddum nr. Qalqilya. While intended mainly to protests Israel’s separation wall, land confiscations, and settlement expansion, protesters also chant slogans calling for national reconciliation, Palestinians rights, and the release of Palestinian prisoners. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, lightly injuring 3 Palestinians (including a journalists) in Nabi Salih. During a regular security briefing to the Knesset, IDF chief of staff Lt. Gen. Benny Gantz says that Israel may need to strike Gaza if rocket fire continues, stating that Israel would initiate an operation before it would allow itself to be “dragged into” one. Later in the day, unidentified Palestinians fire 2 rockets fr. Gaza into Israel, damaging an empty kindergarten but causing no injuries. Late at night, the IDF carries out 2 air strikes (warplane and drone) targeting a smuggling tunnel on the Rafah border and a group of armed Palestinians nr. Jabaliya, causing no injuries. In the West Bank, the IDF demolishes 4 Palestinian homes n. of Jericho; patrols in al-Bireh and 3 villages nr. Ramallah during the day; conducts late-night house searches nr. Nablus, confiscating computers but making no arrests. Taking inspiration from the U.S. civil rights movement of the 1960s, 6 Palestinian peace activists, dubbed the Freedom Riders, board an Israeli commuter bus linking the West Bank Jewish settlements with Jerusalem and are arrested at an IDF checkpoint outside the city. The Israeli Housing Min. launches a major advertising campaign selling 277 subsidized apartments in Ariel settlement nr. Salfit, 743 in Ramot and 130 in Har Homa settlement in Jerusalem, and 164 in Mod’in nr. Ramallah, as well as leasing 213 plots of land zoned for construction in Efrat settlement nr. Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13). Israel approves construction of 277 new apartments in Ariel settlement deep in the West Bank, which Israel seeks to retain under final status. The Quartet condemns the decision, stating that “unilateral action by either party will not be recognized by the international community.” During the day, IDF troops on the Gaza border fire on Palestinian fishermen on the beach nr. Bayt Lahiya (wounding 1) and on farmers who stray too nr. the border fence e. of Khuza in s. Gaza (wounding 1). Late in the evening, unidentified Palestinians fire 2 Grad rockets fr. Gaza into Israel, causing no damage or injuries. Late at night, the IDF retaliates with 9 air strikes on 3 Hamas training facilities (Gaza City, Khan Yunis, Rafah) and a smuggling tunnel on the Rafah border, wounding a 7-yr.-old boy outside his home. Separately, the IDF makes an air strike on 3 armed Palestinians preparing to fire another rocket into Israel, killing 1 Hamas mbr. and seriously wounding 2. In the West Bank, the IDF patrols in 4 villages nr. Jenin, Ramallah, and Tulkarm during the day and 1 nr. Jericho late at night; raids 2 villages nr Qalqilya late in the evening, searching homes for Palestinian youths who allegedly threw stones at troops earlier in the day, arresting 1 teenager. The Knesset passes (37-11, with 72 abstaining or not voting) into law the “Citizenship Loyalty Law” which allows the court to revoke the citizenship status of anyone found guilty of treason, espionage, terrorism, or assisting a terrorist organization. The law is widely seen as being aimed at Israeli Palestinians. Knesset also votes to strip former Israeli Arab MK Azmi Bishara of his parliamentary benefits, including his pension. Overnight, an IDF drone makes an air strike on a car in n. Gaza allegedly heading to launch a missile fr. Gaza into Israel, killing 2 Islamic Jihad mbrs., wounding a 3d. A 2d air strike targets a smuggling tunnel on the Rafah border; no injuries are reported. In the West Bank, the IDF patrols in and around Jericho, in al-Bireh, and in 5 villages nr. Jenin, Qalqilya, and Ramallah; conducts late-night arrest raids, house searches in Bayt Umar and nr. Jericho. In Nablus, the PA deploys a new 308-mbr. policing unit trained by Western advisers at a multimillion dollar training facility in Jericho; they will form part of a new National Security Force unit set up to “operate in coordination with Israeli forces to fight crime and terrorism” as part of Abbas’s new security effort “to restore law and order” in the West Bank, in keeping with road map requirements; the unit will patrol during the day only, while the IDF will continue night operations.
