In the West Bank, Israeli forces shot and killed a Palestinian who allegedly rammed an Israeli at a checkpoint near Fawwar refugee camp. Israeli forces were also filmed abusing and assaulting a gas station worker in the refugee camp. Elsewhere, Israeli forces shot and injured 2 Palestinians with baton rounds and arrested 4 others during a raid in Bayt Awa. Israeli forces also issued demolition notices for the family homes of 3 Palestinians killed by Israeli forces on 11/16 near Bayt Jala. 14 Palestinians were arrested during late-night raids in and around Nablus, Qalqilya, the Masafer Yatta area, Hebron, and Ramallah. In Gaza, Israeli forces bombed Khan Yunis, Rafah, Jabalia refugee camp, Nuseirat refugee camp, Maghazi, al-Bureij refugee camp, and Dayr al-Balah, killing at least 165 people, including Al-Quds journalist Jabr Abu Hadros and 6 members of his family in Nuseirat refugee camp and former Palestinian minister of awqaf and religious affairs and al-Aqsa Mosque preacher Sheikh Yousef Salameh in Maghazi. Israel also bombed near the Rafah crossing and hit the European Hospital, killing at least 5 people. 2 Israeli soldiers were killed and 13 were injured in combat. In Lebanon, Israel said it attacked several Hezbollah positions. In Syria, Israeli airstrikes killed 23 people, including 5 Syrians and 6 Iraqis, and wounded 18, near the Iraqi border. More than 21,672 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 56,165 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 312 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 79 children. More than 3,812 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 168 Israeli soldiers have been killed and 955 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNOCHA said more than 100,000 people have fled to Rafah in the past few days. UNICEF delivered 600,000 doses of vaccines to Gaza, saying that more than 16,800 infants have missed routine vaccines. The Gaza Ministry of Health held a press conference saying Palestinians captured by Israeli forces in Gaza were being tortured and held in poor condition. The ministry also said it had been able to reopen the medical facilities al-Arabi Hospital, Patient Friend’s Benevolent Society, Assahaba Medical Complex, al-Helou International Hospital, and several first aid centers. Lastly, it said that 5,300 people in critical condition needed to be evacuated to hospitals outside of Gaza to save their lives. 13 out of 36 hospitals in Gaza are partially functioning, 9 of which are located in the south, the rest are out of service. The armed wing of the PFLP, the Abu Ali Mustafa Brigades, released a picture it said showed the body of 1 of the Israeli soldiers held captive in Gaza, saying he was killed by Israeli forces when they tried to rescue him. Israeli prime minister Benjamin Netanyahu said in a press conference that the border zone between Egypt and Gaza, known as the Philadelphi Corridor, must be under Israeli control. Netanyahu also said Israel will attack Iran if Hezbollah expands its attacks on Israel. Ynet reported that Israel wants an underground wall along the Gaza border with Egypt. Netanyahu reportedly invited Defense Minister Yoav Gallant and war cabinet member Benny Gantz to participate in the press conference, which they declined. PLO secretary-general Hussein al-Sheikh said Netanyahu’s plans were “a blatant violation of agreements with Egypt and a termination of all agreements with the PLO,” calling on a unified Palestinian and Arab stance against it. In the West Bank, Israeli forces shot and injured 1 Palestinian minor approaching the separation wall near Faqqua. Israeli forces also shot and injured 3 Palestinians during a raid in Ni’lin, and injured others with tear gas. Meanwhile, Israeli forces shot and injured 1 Palestinian during a raid in Nabi Salih. Israeli forces also demolished 2 residential structures in az-Za’ayyyem, displacing 11. In East Jerusalem, Israeli forces assaulted 1 Palestinian in the Old City. Israeli forces also assaulted several Palestinians in Jabel Mukaber. 1 Palestinian was arrested in Sur Baher. In Gaza, 1 rocket was launched at Israel, landing in an open area; no damage was reported. Israeli forces also opened fire at Palestinian farmers east of al-Qarara, Dayr al-Balah, and Jabaliya. VICE released their own investigation into the death of Walid al-Sharif, who was shot on 4/22/2022 at the Haram al-Sharif compound, concluding that he died of a baton round to the head fired by Israeli forces. Israeli authorities had maintained that the 23-year-old had died because he fell while running from Israeli forces. Sharif fell into a coma after being hit by the baton round and died on 5/14/2022. In the West Bank, armed Israeli settlers blocked a road to az-Zubaidat near Jericho. Israeli settlers also vandalized 120 olive trees in Turmus ‘Ayya. Israeli forces shot and killed 1 Palestinian minor while securing Joseph’s Tomb near Nablus for a tour of the site by newly elected Israeli right-wing politicians, 3 others were injured by live ammunition and baton rounds while others suffered tear-gas related injuries. Israeli forces also shot and killed 1 Palestinian man trying to enter Israel through the separation wall west of Jenin. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Umar, injuring 5 with live ammunition and baton rounds, while others suffered tear-gas related injuries. Israeli forces also demolished 1 residential structure in Kafr ad-Dik and seized 3 caravans in Birin. Meanwhile, Israeli forces prevented roadwork near Deir Nidham, seizing a concrete truck and a concrete mixer. In the West Bank, Israeli settlers attacked 1 Palestinian shepherd in Mareeha, near Jenin, causing moderate injuries. Israeli forces temporarily evicted Palestinians in Khirbet Humsa, citing military drills. Israeli forces also violently dispersed Palestinian protesters demonstrating against Israeli harassment of Palestinians in East Jerusalem, at the Separation wall near Bethlehem, leading to tear-gas related injuries and 1 arrest. 2 others were arrested during late-night raids in Bethlehem and Jalbun. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israel reopened the Gaza fishing zone after closing it on 4/26. Israeli forces opened fire at agricultural lands east of al-Bureij; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Dayr al-Balah and within 4 nautical miles west of Bayt Lahiya; no injuries were reported. Israeli forces said it was a mistake when it detained 5 Palestinian children between the ages of 8 and 13 in the south of Hebron on 3/10. An investigation found that there was no reason to detain the 5 children. (TOI 4/29)

PA president Mahmoud Abbas announced that the Palestinian elections scheduled for 5/22 were postponed, citing Israeli ambiguity regarding whether Palestinians in East Jerusalem would be allowed to partake in the elections. President Abbas said that “as soon as Israel agrees [to allow Palestinians in East Jerusalem to partake] we will hold elections within a week.” Besides the Jerusalem issue, there was speculation that Abbas and Fatah had an interest in postponing the elections as splintering within the Fatah party has made Hamas the likely winner of the elections. Several Palestinian political leaders criticized Abbas’s decision to postpone elections, demanding a new date set. In Israel, 45 Israelis were killed and more 150 injured during a stampede at a Jewish religious event on Jabal al-Jarmaq/Mount Meron. Upwards of 100,000 were said to have participated in the event. In the West Bank, Israeli settlers uprooted some 60 olive saplings in Jalud. Israeli settlers also attacked Palestinian vehicles traveling on the Nablus-Qalqilya road, leading to 1 injury and damage. Israeli forces shot and injured 7 Palestinians trying to enter Israel for work through the separation barrier near Far‘un. Israeli forces also seized heavy machinery used to rehabilitate a road in Kardala. 10 Palestinians were arrested during raids in and around Bayt Umar, Sabastiyya, Qabatiya, Jalazun refugee camp, and Nahalin. In East Jerusalem, 6 Palestinians were arrested during raids in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of al-Sudaniyya; no injuries were reported. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. We’re continuing to build the Land of Israel.” Leader of the Israeli opposition Yair Lapid of the Yesh Atid party called the announcement of the new settlement units “irresponsible,” citing the U.S. presidential transition on 1/20. France’s foreign ministry, the Organisation of Islamic Cooperation, Egypt, Saudi Arabia, and the PA denounced the settlement expansion. Israeli defense minister Benny Gantz also approved a small number Palestinian construction projects in al-Walaja, Hizma, Bethlehem, and Bayt Jala. All the projects need secondary approval. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. The president of the administrative court is appointed by the PA president. (HA 1/28)

An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The Israeli judge said that Bakri did not do enough research to label the movie a documentary. The PA ministry of culture condemned the ruling. (HA 1/11; AJ, TOI, WAFA 1/12; WAFA 1/13)

Defense Minister Benny Gantz said that he regretted forming a coalition with Prime Minister Netanyahu, saying that Netanyahu “cheated me and cheated you [the Israeli public].” He then called on all opposition leaders, including the Joint Arab List’s Ayman Odeh, to join him in sending “Bibi [Netanyahu] home” in the upcoming election. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. The quartet expressed willingness to work closely with the U.S. to map steps toward peace. In a statement, the 4 called for a Palestinian state with East Jerusalem as its capital. According to the Jerusalem Post, the 4 countries had tried to invite the Israeli and PA foreign ministers to the meeting, but both were unable or unwilling to travel for the meeting. U.S. billionaire and mega-donor to Benjamin Netanyahu, Donald Trump, and Israeli settlements Sheldon Adelson died. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020. In the West Bank, Israeli settlers closed off a street in Huwwara and threw stones at Palestinian-owned vehicles. Israeli settlers also threw stones at Palestinian vehicles in Dayr Sharaf. Elsewhere, Israeli settlers fenced off a tract of Palestinian-owned land in Khirbat Makhul. Israeli forces uprooted 350 olive trees and demolished 3 residential structures south of Jericho. Israeli forces also delivered a stop-work notice for 1 house in al-Khadir and delivered a demolition notice against 1 greenhouse near Jenin. After the U.S. state department refused to disclose who the buyer of the ambassador’s residence in Tel Aviv was, an Israeli newspaper disclosed that it was U.S. casino magnate Sheldon Adelson, who had paid $67 million for the seaside property. The U.S. will continue to lease the property until the spring of 2021. The property was sold as part of the Trump administration’s push to cement the move of the U.S. embassy from Tel Aviv to Jerusalem. Elsewhere, Israeli forces prevented Palestinians from farming their land in Jalud. 1 man alleged to be Palestinian threw a Molotov cocktail at an Israeli soldier at a checkpoint near Jit before driving away in his car; the soldier was unharmed. 4 Palestinians were arrested during raids in Kisan and Jenin. In Israel, Israeli prime minister Benjamin Netanyahu was the 1st to receive the Pfizer-BioNTech vaccine for the COVID-19 virus. Israel does not plan to offer vaccinations to Palestinians in the West Bank. The PA says it has secured the Russian-made vaccine Sputnik V, which will arrive in 2021. 20 percent of the Palestinian vaccinations are expected to be delivered for free from the World Health Organization as part of a scheme to deliver vaccinations to poorer countries. Israeli protesters demonstrated against Prime Minister Netanyahu for the 26th Saturday in a row in Jerusalem and Tel Aviv. The protesters are demanding that Prime Minister Netanyahu resign due to his COVID-19 response, the Israeli economy, and the corruption cases against him. (HA 12/19)

In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. Israel announced that it would stop all imports of fuel into Gaza as collective punishment for incendiary balloons landing in Israel. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. In the West Bank, Israeli settlers set fire to 2 Palestinian-owned vehicles and sprayed graffiti on a wall in Far’ata village west of Qalqilya. In Gaza, 45 Palestinians were injured by Israeli forces using live ammunition and rubber-coated bullets at protesters during the 85th weekly Great March of Return protest. Israeli naval forces opened fire at Palestinian fishermen west of Bayt Lahiya; no injuries were reported. Israeli forces also fired tear gas at Palestinian shepherds east of Rafah, causing tear-gas related injuries. House Resolution 1865 was signed into law by U.S. president Donald Trump. H.R. 1865 is a 715 page-long appropriations bill for the 2020 fiscal year which allocates $150 million in aid to Palestine, $75 million in assistance to the PA security forces and $75 million for civilian and humanitarian programs and institutions not directly connected to the PA. The bill also seeks to “fix” the Anti-Terrorism Clarifications Act which became law on 10/3/2018 and effectively ended all aid for the PA, including security aid, as it subjected the PA to the jurisdiction of U.S. courts if the PA accepted any aid from the U.S. The “fix” gives U.S. courts jurisdiction if the PA or the PLO provides payments to any individual or family of an individual convicted of killing a U.S. citizen. The Israeli human rights group Peace Now issues an 8-mo. assessment of Israel’s temporary settlement construction freeze documenting that: (1) construction of at least 600 housing units in over 60 different settlements has begun during the freeze, with at least 492 of those units being constructed in direct violation of the freeze; (2) some 2,000 housing units started before the freeze was implemented on 11/26/09 are currently under construction; and (3) new construction starts during the freeze constitute approximately half of the normal settlement construction pace. Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. Israel seals the West Bank through 1/10 citing unspecified security concerns. The IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinians demonstrating against OCL after Friday prayers in Bayt Umar nr. Hebron (injuring 2), Hawara s. of Nablus, Hebron (injuring 4), Issawiyya, Ras al-Amud in East Jerusalem; also fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists attending weekly nonviolent demonstrations against the separation wall in Bil‘in (injuring 3 Palestinians, arresting 5), Jayyus (injuring 9, including 2 wounded by live ammunition, which is not used at the other rallies), Ni‘lin (injuring 5 Palestinians); conducts late-night house searches in Azmut nr. Nablus. Jewish settlers fr. Shilo nr. Ramallah beat and fire on 2 Palestinians collecting water at a well nr. the settlement, wounding 1. (IDF 1/9; PCHR 1/15)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. (most of whom have gone into hiding), and suspected weapons depots across Gaza. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Daraj, Tal al-Hawa, al-Tuffah, al-Yarmuk, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, al-Mughraqa, al-Nasser (n. of Rafah), Rafah, Shati’ r.c., al-Shuka, al-Zahra’. After dark, IDF troops conduct door-to-door searches on the outskirts of Gaza City.

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. The UN reports that shortages of fuel, electricity, and water are worsening. Gazan hospitals report drastic shortages of anesthesia, surgical equipment, heaters, spare parts. In the West Bank, the IDF fatally shoots 1 Palestinian demonstrator who attempts to climb the separation wall nr. Qalqilya; conducts late-night arrest raids, house searches in al-Arub r.c. nr. Hebron, nr. Jenin. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians. In Gaza, the IDF makes an air strike on an agricultural storehouse in al-Qarara, missing the target, damaging a house, causing no injuries. The IDF also sends tanks, bulldozers into s. Gaza to level land nr. Khuza. Several 1,000 Hamas supporters take part in a nonviolent march fr. Rafah to the Sufa crossing to protest the ongoing siege; IDF troops at the crossing fire on them, wounding 6. Israeli naval vessels fire at Palestinian fishing boats off the Rafah and Bayt Lahiya coasts, forcing them to return to shore. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 3); fires tear gas, percussion grenades at a similar protest al-Ma‘sara (no injuries reported). Jewish settlers fr. several settlements around Hebron attempt to occupy a disused IDF base e. of Bayt Sahur, but are removed by the IDF. In Gaza, IDF conducts arrest raids, house searches in Dayr al-Balah, exchanging fire with local gunmen, killing 2 armed Palestinians, wounding a 3d, arresting 14 Palestinians; helicopter gunships fire on agricultural areas nr. Khuza; later, the IDF sends bulldozers into the area to level 193 d. of cropland, also destroying an irrigation network, 200 beehives. The UN reports that in 3/08, at least 4 ailing Palestinians died as a direct result of Israel’s closure on Gaza barring access to adequate medical treatment. In the West Bank, the IDF arrests 4 Palestinian teenagers (ages 13–17) who stray nr. the separation wall nr. Tulkarm; raids a construction site in Marda nr. Salfit, checking workers’ IDs but making no arrests; conducts late-night arrest raids, house searches in and around Jenin town and r.c. (including raiding an Islamic charity, confiscating a computer and documents). Israel’s Jerusalem Planning Comm. gives preliminary approval for construction of 600 new Jewish settler housing units in Pisgat Ze’ev settlement. Jewish settlers fr. Rachel settlement nr. Nablus beat an 80-yr.-old Palestinian farmer working his nearby land. A 15-yr.- old Jewish settler fr. Shiloh settlement nr. Hebron fatally shoots a Palestinian who approaches him at a bus stop outside the settlement; says the Palestinian was acting suspiciously, carrying a knife. At Gaza’s al-Azhar University, pro-Fatah students beat a group of pro-Hamas students rallying to mark the 4th anniversary of Israel’s assassination of Shaykh Ahmad Yasin; Hamas-affiliated police intervene, using clubs to break up the fights, injuring several students. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Ramallah, nr. Bethlehem and Tulkarm, in Hebron, Jenin town and r.c., Nablus. Unidentified gunmen shoot, wound a Hamas-affiliated police officer in Dayr al-Balah. In Gaza City, 5,000 NGO reps. and citizens rally to call on the factions to implement a national unity government. The IDF makes an air strike on an ESF post in Abasan in s. Gaza, killing 4 ESF officers; makes a 2d air strike on a suspected rocket-launching site in Jabaliya r.c., hitting a home, wounding 6 Palestinian civilians (ages 1, 3, 29, 30, 75, 82). Palestinians fire 2 rockets, 5 mortars fr. Gaza into Israel, causing damage but no injuries; the IDF shells the launching site, causing no reported injuries. Late in the evening, the IDF sends troops into Dayr al-Balah, conducting arrest raids and house searches, occupying a home as an observation post, leveling land to improve lines of site; launches a similar operation in al-Shuka (Palestinian militants fire on the troops, detonate a roadside bomb, causing no injuries). In the West Bank, the IDF bulldozes the farming community of Khirbat Qussa, located btwn. the separation wall and the Green Line nr. Hebron, demolishing the 15 homes, 12 cave dwellings, and 27 sheep pens comprising the village, evicting the 267 residents to the “Palestinian” side of the separation wall. The IDF also conducts arrest raids, house searches nr. Jenin, Nablus, Salfit; raids a number of stores and a bank in Ramallah. Jewish settlers fr. Brakha nr. Nablus prevent Palestinians fr. reaching their olive groves; the IDF intervenes, forcing the settlers to leave. The IDF also intervenes to prevent Jewish settlers fr. Elon Moreh nr. Nablus fr. blocking Palestinians access to their olive groves nearby. Inside Israel, some 100 Israeli police officers make an overnight raid on the Galilee Druze village of Pekiin to arrest men suspected of vandalizing a cell phone antenna, firing live ammunition at stonethrowing residents who protest the predawn incursion, wounding 10s.
