In the West Bank, Israeli settlers set fire to 1 Palestinian-owned truck in Kafr Malik. Palestinians protested Israeli-inflicted electricity blackouts in Jiftlik. 5 Palestinians were arrested, including 1 Palestinian who was arrested after being summoned for interrogation, and 4 teens were arrested in Hebron for throwing snow at Israeli forces. In East Jerusalem, Israeli forces clashed with Palestinians during a raid in Issawiyya; 3 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries, and 2 were arrested. 10 other Palestinians were arrested, including 9 who allegedly threw snow at Israeli police in Shu‘fat, Jabal Mukabir, and the Old City, and 1 was arrested at the Haram al-Sharif compound and reportedly beaten by Israeli police. The PA said the UAE is sending a shipment of 20,000 Russian-made Sputnik V vaccine doses to Gaza via the Rafah crossing. Israel allowed on 2/17 2,000 doses of the same vaccine to enter Gaza from the West Bank after refusing to let them enter Gaza. (AP, HA 2/18)

Israel announced that Palestinians from the West Bank working in Israel will be allowed to return to the West Bank from 2/21 after having to stay in Israel from the beginning of the 3d Israeli lockdown on 12/27/2020. The Palestinian workers have not and will not be offered a COVID-19 vaccine by Israel, according to a statement by the Israeli health ministry on 2/10. (HA 2/18; WAFA 2/20)

Nasser al-Kidwa, a member of the Fatah central committee, said he is involved in forming an alternative slate to Fatah and called on Marwan Barghouti, who is imprisoned in an Israeli jail, to join him. Al-Kidwa said the new slate is meant to change the PA, not to reform it. The Palestinian Central Elections Commission also warned that its website could have been hacked and asked Palestinians to verify their data and report anything unusual. (PCHR 2/18; HA 2/21)

Israel extended its ban of inbound and outbound flights until 3/6 to avoid the spread of COVID-19 mutations from other countries. (HA, JP 2/18)

Russia mediated in a prisoner swap between Israel and Syria where 1 Israeli woman who had entered Syria a couple of weeks prior was released to Israel in exchange for 2 Syrian nationals, nullifying a sentence given to a Druze woman in the Israeli-occupied Golan heights. According to Axios, Israel had meant to exchange 1 Syrian prisoner who had 14 years left of a sentence, but he opted to finish his sentence in Israeli jail rather than going to Syria. Israeli forces then arrested 2 Syrian shepherds in the buffer zone who were then released in the prisoner swap. Haaretz reported that the prisoner exchange deal included an undisclosed clause which could potentially anger the Israeli public. Later reports suggested that Israel has promised to provide hundreds of thousands of COVID-19 vaccines to the Syrian government as the undisclosed clause. 2 days later, the Israeli military removed a gag order revealing that the secret clause was that Israel would pay for millions of the Russian-made vaccine Sputnik V on behalf of the Syrian government. Israel announced that it and the U.S. have started developing a 4th missile shield called Arrow 4 to counter potential threats of ballistic missiles from Iran. The International Panel on Fissile Material (IPFM) said that Israel is expanding the Dimona nuclear facility, believed to be used for manufacturing material for nuclear weapons. U.S. secretary of state Antony Blinken said the U.S. would return to the Joint Comprehensive Plan of Action (JCPOA) agreement if Iran came back to full compliance with the deal. Iran has gradually stopped complying with the agreement after the Trump administration left the deal in 2018. Iran’s foreign minister Mohammad Javad Zarif responded that Iran would “immediately reverse all remedial measures” if the Biden Administration lifted all sanctions. Iran has told the U.S. and the other JCOPA partners that if the U.S. doesn’t start reversing sanctions by 2/23, Iran will ban short-notice inspections by UN officials. The U.S. announcement came after Secretary Blinken had a meeting with JCPOA partners the UK, France, and Germany. In the Gaza Strip, IDF troops open fire on armed Palestinians close to the border fence nr. Dayr al-Balah, injuring 1. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages each nr. Hebron and Nablus at night; patrols in al-‘Arub and 1 village nr. Hebron at night. Meanwhile, shots are fired toward a house in West Bank settlement Psagot, causing no injuries. In Israel, Jewish extremists leave “price tag” graffiti on a Druze-owned dentistry office in Yokneam. U.S. National Security Adviser Susan Rice arrives in Jerusalem and holds a meeting with Israeli PM Netanyahu to discuss the Iranian nuclear issue. She also meets Pres. Shimon Peres, and Israel’s National Security Adviser Yossi Cohen. Rice travels with a team that includes U.S. Under Secy. of State Wendy Sherman. Her trip is unrelated to the breakdown in Israeli-Palestinian negotiations. (HA 5/7)

Iranian technical experts and representatives of the P5+1 countries hold talks in New York City. An anonymous EU official describes them as “useful,” ahead of talks beginning 5/13 aimed at reaching a more comprehensive agreement. (AP, REU 5/7)

As Israel continues widespread air and naval bombardment of Gaza for a 3d day, Israeli DM Barak declares “all-out war” on Hamas. The IDF declares a 2-mi. buffer zone around the Strip a closed military zone and continues amassing tanks and troops there, indicating further preparations for a ground invasion. Israeli military officials speaking anonymously say they have expanded the IDF’s target list to include Hamas’s support network and symbols of Hamas power, stating that “there are many aspects of Hamas, and we are trying to hit the whole spectrum, because everything is connected and everything supports terrorists against Israel” and that “anything affiliated with Hamas is a legitimate target.”

Israeli actions: The IDF reports hitting 100 sites today, including more Islamic University buildings (including the engineering dept., library); homes and offices of Hamas leaders; PA government buildings (including the Interior Min., Finance Min., Foreign Min., Labor Min., Construction and Housing Min., and a PA presidential guest house); Bani Suhayla’s municipal building; the alZawiyya Mosque in Jabaliya r.c. and Omar Bin al-Khattab Mosque in al-Bureij r.c.; more civil and naval police stations; more tunnels along the Rafah border; the headquarters of Hamas’s al-Aqsa TV; Gaza’s port (for a 2d day); and 1 Izzeddin al-Qassam Brigades training site. Target areas include Abasan, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Rimal, al-Sabra, Shaykh Ajlin, Tal al-Hawa), Jabaliya town and r.c., Khan Yunis, Nussayrat r.c., al-Qarara, Rafah, Shati’ r.c., Tal al-Za‘atar. Just before strikes on Rafah, Israeli Military Intelligence makes 10,000 automated calls to Rafah residents warning of pending air strikes, breaks into Palestinian radio broadcasts to urge residents across Gaza to move to city centers. Palestinian medical officials report at least 364 Palestinians dead, 1,500 wounded since 12/27.

Palestinian actions: Palestinians fire 66 rockets, 14 mortars into Israel (twice as many as in the previous 24 hrs.), killing 3 Israeli civilians (1 each in Nahal Oz, Ashdod, Ashqelon; 1 of them an Israeli Palestinian) and wounding 5 (3 of them Israeli Palestinians), with 2 rockets hitting 23 mi. north in Gan Yavne/Ashdod. A Palestinian mortar hits an IDF base in Netivot, s. and e. of the Nahal Oz crossing, killing 1 IDF soldier (a Druze), seriously wounding 1, lightly injuring 4. The Israeli toll stands at 4–5 dead, about 20 injured. Reports circulate (e.g., NYT 12/30) of Hamas gunmen executing at least 5 accused collaborators with Israel inside hospitals; the 5 had been jailed for collaboration and transferred to hospitals after being wounded in IDF air strikes on jails.

Humanitarian notes: Israel allows 40 truckloads of humanitarian aid into Gaza; Egypt allows 23 truckloads of emergency goods in, some wounded out through Rafah. International aid groups (including Amnesty International, the UN) say aid transfers are insufficient, warn that the death toll is rising in part because of lack of medicines and medical supplies, food, and fuel.

Of note: One Israeli air strike heavily damages the UN Special Coordinator’s Office (UNSCO) headquarters in Gaza City, prompting the UN to issue a formal complaint. Egyptian TV reports that captured IDF Cpl. Gilad Shalit has been wounded in an Israeli air strike in recent days; Hamas does not comment. The IDF makes an air strike on an ESF post in Abasan in s. Gaza, killing 4 ESF officers; makes a 2d air strike on a suspected rocket-launching site in Jabaliya r.c., hitting a home, wounding 6 Palestinian civilians (ages 1, 3, 29, 30, 75, 82). Palestinians fire 2 rockets, 5 mortars fr. Gaza into Israel, causing damage but no injuries; the IDF shells the launching site, causing no reported injuries. Late in the evening, the IDF sends troops into Dayr al-Balah, conducting arrest raids and house searches, occupying a home as an observation post, leveling land to improve lines of site; launches a similar operation in al-Shuka (Palestinian militants fire on the troops, detonate a roadside bomb, causing no injuries). In the West Bank, the IDF bulldozes the farming community of Khirbat Qussa, located btwn. the separation wall and the Green Line nr. Hebron, demolishing the 15 homes, 12 cave dwellings, and 27 sheep pens comprising the village, evicting the 267 residents to the “Palestinian” side of the separation wall. The IDF also conducts arrest raids, house searches nr. Jenin, Nablus, Salfit; raids a number of stores and a bank in Ramallah. Jewish settlers fr. Brakha nr. Nablus prevent Palestinians fr. reaching their olive groves; the IDF intervenes, forcing the settlers to leave. The IDF also intervenes to prevent Jewish settlers fr. Elon Moreh nr. Nablus fr. blocking Palestinians access to their olive groves nearby. Inside Israel, some 100 Israeli police officers make an overnight raid on the Galilee Druze village of Pekiin to arrest men suspected of vandalizing a cell phone antenna, firing live ammunition at stonethrowing residents who protest the predawn incursion, wounding 10s. The IDF conducts arrest raids in Bayt Furik, nr. The IDF makes a predawn raid on Nablus, killing 2 Palestinians (ages 16 and 60), occupying 2 schools and several buildings. In response to the IDF’s overnight attack on Gaza, Hamas fires 4 Qassam rockets at the Israeli border town of Sederot, seriously injuring 1 Israeli, damaging a factory. In Jenin, al-Aqsa Martyrs Brigade (AMB) mbr. Shahar Zakarna is killed, 3 passengers are injured when an explosive device in his car detonates in what is believed to be an assassination. A Palestinian held in Israel’s Nafha prison in the Negev dies of “medical complications.” The IDF fires on residential areas of Abasan; demolishes 1 Palestinian home in Dayr al-Balah, 1 in Khan Yunis. Israeli police report the arrest of 2 Druze soldiers, 1 Druze civilian for stealing 3 machine guns fr. an army depot, selling them to Palestinian militants. Crowds throw rocks, bottles and block roads in cities, villages, and camps throughout W.
