In the West Bank, Israeli settlers block a road leading to Nablus after Israeli forces reopened the road for the first time since 10/7/2023. Israeli settlers also bring livestock to graze on Palestinian farmland in al-Juwaya, damaging crops. Israeli forces assault 5 Palestinians during a raid in Tubas. Israeli forces also issue a military order seizing 29 dunams (7 acres) of land in Sinjil and Turmus ‘Ayya. Elsewhere, Israeli forces arrest 37 Palestinians during raids in and around Jalazone refugee camp, Bethlehem, Tubas, Jenin, Hebron, Tulkarm, and Nablus. In Gaza, Israeli forces bomb Jabalia refugee camp, Nuseirat refugee camp, Dayr al-Balah, Rafah, Gaza City, and Khan Yunis, killing at least 83 people. An Israeli soldier dies in combat. More than 30,800 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 245 Israeli soldiers have been killed and 1,469 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. The EU launches a probe into whether Israel is complying with human rights obligations stipulated in the EU-Israel trade agreement. EU high commissioner for foreign affairs Josep Borrell says the Israeli actions in Gaza “give the impression that its objectives go beyond destroying Hamas.” (AJ 3/7)

In his State of the Union address, U.S. president Joe Biden says the U.S. military will set up a temporary pier off the coast of Gaza to deliver aid but that no U.S. soldiers will enter Gaza as it will be built offshore. Biden also says, “to the leadership of Israel I say this: Humanitarian assistance cannot be a secondary consideration or a bargaining chip.” Biden is filmed telling Senator Michael Bennet (D-CO) that he has told Israeli prime minister Benjamin Netanyahu that “you and I are going to have a come to Jesus meeting.” The PA presidency thanks Biden for supporting a 2-state solution and a ceasefire during his speech. In the West bank, Israeli settlers plowed 10 dunams (2.5 acres) of Palestinian farmland in al-Kharouba. Israeli forces punitively demolished the family home of a Palestinian prisoner in Aqraba. Israeli forces also shot and injured a Palestinian using a baton round and seized a vehicle in Ramallah. Elsewhere, Israeli forces shot and injured 2 Palestinians, including a child, in Deir Nizam. Israeli forces also raided Carmel, assaulting a Palestinian and seizing vehicles. Meanwhile, Israeli forces made 15 Palestinians close their shops in ‘Azzun. Israeli forces also seized a tractor in Qaryut. Separately, Israeli forces demolished a well and issued stop-work notices for 3 homes in Beit Umar. 23 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Qalqilya, Salfit, Nablus, and Jericho. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City, al-Bureij, Jabalia refugee camp, and Dayr al-Balah; it was unclear how many casualties there were. Israeli forces also raided al-Awda Hospital, arresting all boys and men over the age of 16 and stripping them to their underwear, including 6 Doctors Without Borders staffers, and bombed the UNRWA headquarters in northern Gaza. In Lebanon, Israeli forces shelled several sites, killing 4 Hezbollah members. 2 Israeli soldiers were injured in Malkia. At least 8,000 people were missing in rubble, including 1,700 children. 294 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 74 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 132 Israeli soldiers have been killed and 719 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 104 trucks carrying aid entered Gaza via the Rafah crossing and 60 entered via the Karem Abu Salem (Kerem Shalom) crossing. A survey conducted by the Euro-Mediterranean Monitor said 71% of Palestinians in Gaza suffer from extreme hunger. 98% said they were not able to eat enough food. 64% said they had eaten grass and expired food. (AJ 12/19)

Israeli defense minister Yoav Gallant visited Israeli soldiers in southern Gaza, saying the Israeli ground invasion would expand to other areas beyond Khan Yunis in the south. UN Security Council members negotiated for the second day in a row over the wording of a resolution. The U.S. opposed language calling for a ceasefire and putting the UN in charge of inspecting aid deliveries to Gaza instead of Israel. The vote was postponed until 12/20. Senior Houthi official Mohammed al-Bukhaiti said the Yemeni government would not cease its attacks on Israel-linked ships until Israel stops its attacks on Gaza, even if it means war with the U.S.-led naval coalition. (AJ, HA, REU 12/19; NYT 12/20)

In the West Bank, Israeli settlers attacked Israeli activists from Rabbis for Human Rights working with Palestinians in Burin to plant trees; 7 were injured by the settlers with clubs and other improvised weapons and 1 car was set on fire. Rabbis for Human rights posted a video of the incident on Twitter. Israeli settlers also fenced off 4 dunams (1 acre) of Palestinian land in Kafr ad-Dik and planted it with trees. Elsewhere, Israeli settlers vandalized some 300 olive tree saplings in Deir Sharaf. Israeli settlers also vandalized 90 olive trees and olive saplings in Yasuf and Bidya. Meanwhile, Israeli settlers assaulted 1 Palestinian man and attempted to set his car on fire in Deir Istiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, inuring 6 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 9 with rubber-coated bullets and 52 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 17 with tear gas. Israeli forces also shot and injured 1 Palestinian man in Sinjil, detaining him before allowing Palestinians to take him to a hospital in Ramallah. Meanwhile, Israeli forces opened fire at Palestinian protesters in Hebron, injuring 1 with a rubber-coated bullet and others with tear gas. 6 Palestinians were arrested, including 2 during late-night raids in Sinjil and Jannatah and 4 during a house raid in Zeita. PA forces arrested 3 members of Islamic Jihad during a raid in Beita, including Abdul Raouf al-Jaghoub, a local Islamic Jihad leader. Hamas and Islamic Jihad slammed the PA for the arrests. In East Jerusalem, Israeli settlers led by deputy mayor of Jerusalem Aryeh King assaulted 1 Palestinian and set up barbed wire around a plot of land belonging to the Salem family, who are threatened by eviction in Sheikh Jarrah; Israeli forces also confiscated Palestinian flags from protesters. In Gaza, Israeli forces opened fire and fired tear gas at Palestinian farmers east of Dayr al-Balah, Abasan, and al-Qarara; no injuries were reported. Israel’s public security minister Omer Bar-Lev called the incident where activists from Rabbis for Human Rights were attacked by Israeli settlers near Burin “actions of a terror organization.” Public Security Minister Bar-Lev further stated that it is difficult to apprehend the attackers. After an "intense internal debate," the Bush admin. decides not to send a high-level diplomatic mission to work with Israeli, PA officials to secure a more durable cease-fire, deciding instead to press Arafat to act more forcefully to suppress violence.
