Israeli PM Netanyahu says that “the idea of taking unilateral steps is gaining ground” among Israel’s political class, particularly in light of the collapse of U.S.-led negotiations, in an exclusive interview published by Bloomberg View. Netanyahu’s office subsequently clarifies that this is not a reference to any intention to evacuate settlements. Economy Minister Naftali Bennett welcomes the remarks and urges the adoption of his plan, which would include the annexation of parts of the West Bank. Meanwhile, senior Palestine Liberation Organization (PLO) official Hanan Ashrawi condemns talk of unilateral steps as a way to bypass talks, while U.S. State Dept. spokesperson Marie Harf responds to Netanyahu’s remarks by emphasising that “no one should take any steps that undermine trust, including unilateral.” (Bloomberg, HA, YA 5/23)

China and Russia veto a UN Security Council (UNSC) res., drafted by France, referring the Syrian crisis to the International Criminal Court (ICC) for an investigation into possible war crimes. The 13 other mbrs. of the UNSC vote in favor. It is the 4th time that China and Russia have blocked Western-drafted resolutions on Syria since spring 2011. Meanwhile, the Organization for the Prohibition of Chemical Weapons (OPCW) says that the last 100 tons of Syria’s declared stockpile of precursors for poison gas and nerve agents are ready for transport, but Syrian authorities say it is too dangerous to move them for the time being. Gunmen kill Shadi al-Manaei, leader of Ansar Bayt al-Maqdis, along with 3 other mbrs. of the Egypt-based militant group, in a drive-by shooting in c. Sinai. Egyptian officials say that the attack is likely revenge for the group’s killing of local tribesmen as “collaborators.” (AP 5/22)

Lawmakers allied with Hizballah boycott a session of Lebanon’s parliament, blocking the body from electing a new pres. This is the 5th failed attempt in the past mo. Lebanon’s current pres., Michael Suleiman, is scheduled to leave office on 5/24, the last day of his 6-year term. (AP 5/22)

Off the coast of the Gaza Strip nr. Rafah, Israeli naval vessels open fire on Palestinian fishermen, causing damage but no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 4 villages nr. Hebron and 1 village nr. Qalqilya at night; patrols in 3 villages nr. Hebron at night. Jewish settlers attack Burin village nr. Nablus, throwing stones at schoolchildren, and assaulting a Palestinian man. Israeli forces arrive and fire rubber-coated metal bullets at villagers, causing no injuries. Meanwhile, Jewish settlers destroy 700 newly planted olive tree saplings nr. Ramallah, and in another incident, Jewish settlers demolish a Palestinian-owned agricultural shed nr. Bethlehem. In East Jerusalem, 30 Palestinian-owned vehicles nr. U.S. Secy. of State Kerry meets with PA Pres. Abbas in Paris to discuss the ongoing peace negotiations. The meeting was attended by Palestinian chief negotiator Saeb Erakat, PA spokesperson Nabil Abu Rudayna, and PLO Amb. to France Hayel Fahoum. State Dept. spokesperson Jen Psaki says that the “few hours” spent together were focused on “narrowing the gaps between the parties on a framework for negotiations.” State Dept. dep. spokesperson Marie Harf also says that Kerry expresses concern in the meeting about recent remarks made by Erakat about a potential boycott of Israel. Both before and after the meeting, Palestinian officials sound pessimistic about the prospects for a breakthrough, with an unnamed official describing the talks as facing a “real crisis.” While in Paris, Kerry also meets with Jordanian FM Nasser Judeh. On the 2d day of talks in Vienna, Dep. FM Abbas Araghchi tells Iranian media that representatives of Iran and the P5+1 countries have agreed on an agenda for negotiations and will meet again in Vienna at some point during the 2d half of 3/2014. Earlier, the U.S. State Dept. describes the 2d day of talks as “constructive and useful.” Meanwhile, Israeli media reports that a U.S. delegation will visit Israel to brief the Israeli govt. on the ongoing talks with Iran. Two suicide bombers attack the Iranian cultural center in Beirut, killing 8 and wounding dozens more. The attack is claimed by the al-Qa‘ida-linked Abdullah Azzam Brigades, which says the bombing was a response to Hizballah’s involvement in the Syrian conflict on the side of the govt. In the Gaza Strip, Israeli forces kill 1 Palestinian and wound 6 when protesters gather at the border fence. In the West Bank, IDF troops conduct house searches and arrest raids in Hebron and 4 nearby villages, and 1 village each nr. Bethlehem and Jenin at night; patrols in 1 village nr. U.S. Secy. of State Kerry says that he intends to present his framework for final negotiations within a few weeks, according to an Israeli businessman who hears Kerry’s speech at a Davos meeting of “Breaking the Impasse,” a conference of Israeli and Palestinian business people. (See document D1 in JPS 169 for more on Breaking the Impasse.) In Davos, Kerry meets with Israeli PM Netanyahu, who tells Israeli journalists that he has no intention of evacuating any settlements. Meanwhile, the PLO’s 12-mbr. Executive Cmte. meets in Ramallah and agrees on recommendations to pursue options in various UN agencies, regardless of the state of the ongoing negotiations, according to cmte. mbr. Hanna Amirah. At the UN-sponsored peace conference in Switzerland, Syria’s opposing sides hold their 1st face-to-face meeting, though only speak to each other through UN-Arab League joint special envoy Brahimi. The meeting lasts for 3 hours, with Brahimi describing it as “a good beginning.” Meanwhile, 5 rockets from Syria hit the Hermel region of Lebanon, an attack claimed by Jabhat al-Nusra in Lebanon and Abdullah Azzam Brigades. Anti-govt. and pro-regime marches in Cairo and other Egyptian cities lead to street violence and clashes that kill 29 people. (REU 1/26)

In comments delivered after a meeting of PLO leaders in Ramallah, PLO Secy.-Gen. Rabbuh says that the peace process with Israel has reached an impasse and accuses Netanyahu of “deception and fraud.” Another PLO official Tayseer Khaled says that the demand to recognize Israel as a Jewish state is “dangerous.” (JP 1/15)

Reports surface in the Israeli media attributing Israeli DM Ya’alon with remarks describing U.S. Secy. of State Kerry as “obsessive” and “messianic.” The comments, made to associates in private, are condemned by the U.S. State Dept. Following a meeting with Netanyahu, Ya’alon issues an apologetic statement. The next day, Kerry tells reporters at a press conference in Kuwait that he would not let “one set of comments undermine peace efforts.” (AFP, HA, JP 1/14; HA 1/15)

The PLO Executive Cmte. meets in Ramallah, presided over by Pres. Abbas, and releases a statement that says the peace process will likely collapse unless it is based on relevant internationally-recognized terms of reference. (WAFA 1/14)

A referendum is held in Egypt on a new constitution, with the Muslim Brotherhood boycotting the vote and holding protests. Some 160,000 soldiers and 200,000 police officers are deployed to secure polling stations. Two small bombs explode, 1 in Cairo and 1 in Mahalla, causing no injuries. Clashes between supporters of former pres. Morsi and security forces leave 11 dead in Cairo, Giza, Bani Suef, and Sohag. (AFP, AP, REU 1/14)

U.S. Secy. of State Kerry heads to Amman, Jordan, and holds talks with King Abdallah and FM Nasser Judeh, with the king praising the “trust” Kerry has among all sides in the Israeli-Palestinian peace process. At a joint press conference with Judeh, Kerry says that Israeli and Palestinians leaders had reaffirmed to him their commitment to negotiations. Later that day, Kerry holds another round of talks with Abbas, in Amman. In media interviews, he also reveals he will return the next day for another meeting with Netanyahu, an unplanned addition to the trip. In an interview broadcast on Israeli television, Kerry warns that without a peace deal, Israel could face a 3d intifada and “increasing isolation” and “delegitimization.” (AFP, AP, REU 11/7)

Swiss scientists say that tests show Yasir Arafat died with high levels of radioactive polonium in his body, but do not say that this was definitively the cause of death. Palestinian officials demand an international investigation into the “killing” of their former leader, according to PLO official Wassel Abu Yousef. (AFP, BBC, REU 11/7)

Diplomats from Iran and the P5+1 group begin talks in Geneva, coordinated by the EU’s Catherine Ashton, in an attempt to work out the details of a deal to end the dispute over Tehran’s nuclear program. (HA, REU 11/7)

An unnamed diplomat says that Jordan will replace Saudi Arabia on the UNSC for a 2-year term, after Riyadh rejects the position out of anger with the body’s inability to take what it deems appropriate action with regard to issues like Syria and Israeli-Palestinian relations. (AP 11/8)

In the Gaza Strip, the IDF kills 4 mbrs. of Izzeddin al-Qassam Brigades in 2 separate incidents. First, IDF troops working to close a tunnel on both sides of the border are targeted by an explosion, wounding 5 soldiers. Returning fire, they kill 1 Palestinian. Subsequently, the Israeli Air Force (IAF) bombs another tunnel, killing 3 Palestinians who were inside. In addition, IDF troops along the border nr. Jabaliya r.c. open fire on an open area, causing no damage or injuries. In the West Bank, Palestinian gunmen open fire on a settler vehicle close to Hawara checkpoint nr. Nablus, causing no injuries. The IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village each nr. Nablus and Jenin at night; patrols in 2 villages each nr. Hebron and Jenin and 1 village nr. Ramallah in the afternoon. Jewish settlers vandalize around 300 olive trees nr. Qalqilya. Reports emerge that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh have handed in their resignation letters to PA Pres. Abbas, in response to what the 2 describe as Israel’s lack of commitment to the peace process. However, PLO official Wassel Abu Yousef denies that any such resignation had taken place. At a meeting of the PLO executive cmte, Abbas says that the Palestinian leadership will take steps in response to Israeli settlement construction, but without specifying exactly what. The IAF attacks a shipment of missiles located at a Syrian military base, a strike confirmed by an anonymous Obama administration official. The air strike targets missiles at a base nr. Latakia thought to be en route to Hizballah. Meanwhile, the OPCW announces that Syria has met a deadline in the internationally mandated disarmament program, with equipment and production facilities rendered inoperable. (AP, REU 10/31)

U.S. VP Joe Biden and other administration officials work to convince lawmakers to hold off from passing further sanctions targeting Iran, to let the current efforts to secure a negotiated solution have some breathing space. Comments by sens. emerging from the private briefing with Senate Democratic leaders and Republican and Democratic mbrs. of the Senate Banking Cmte. indicate that the Obama administration had done enough to convince many of the need to wait. In the West Bank, IDF forces shoot and injure 1 Palestinian in clashes provoked by an IDF arrest raid in Dahaysha r.c. nr. Bethlehem. Senior PLO official Hanan Ashrawi says that the Palestinians may turn to UN bodies in response to Israeli settlement construction even before the current peace negotiations have come to a conclusion. In remarks made during a tour of East Jerusalem settlements, Ashrawi tells journalists “if Israel does not stop, then we have to move.” Meanwhile, Israel’s High Court of Justice rules that 30 structures in the Amana outpost in the West Bank should be demolished, but gives no evacuation date and leaves room for an appeal. A suspected chemical weapons attack takes place in Ghouta, a rebel-held suburb of Damascus, with wildly differing claims of fatalities (from a few hundred to over 1,000). Opposition forces blame the Bashar al-Asad regime, a claim denied by the govt. The UNSC holds an emergency meeting in response and calls for clarity, welcoming Ban Ki-moon’s call for a prompt investigation by UN inspectors. The U.S.-France-UK-drafted res. was changed to accommodate objections from Russia and China. (AFP, REU 8/21)

EU FMs meet for an emergency session in response to events in Egypt and agree to suspend the sale of security equipment and arms. EU foreign policy chief Catherine Ashton says that “recent actions of the military have been disproportionate.” (NYT 8/19; AFP 8/21)

The PLO Executive Cmte. meets in Ramallah, speaking out against recent Israeli settlement construction announcements and threatening to go to international bodies in search of redress. The cmte. also says it holds the U.S. administration responsible for failing to stop Israel’s settlement activity during the renewed peace talks. Meanwhile, Palestinian Authority (PA) PM Rami Hamdallah signs an agreement with U.S. Consul General in Jerusalem Michael Ratney in which the U.S. will pay $148 million to support the PA’s budget. A meeting takes place in the Gaza Strip between Hamas and Fatah leaders to discuss the possibility of holding presidential and legislative elections. However, on the same day, Fatah accuses Hamas authorities in Gaza of targeting its mbrs. for detention and harassment. Meanwhile, PA forces arrest 6 Hamas mbrs. in the West Bank. (MNA 8/18)

The U.S. State Dept. puts financing for economic programs directly involving the Egyptian govt. on hold, in the 1st real indication that the Obama administration will cut or curtail aid to the country in response to the military coup. Meanwhile, clashes continue in Egypt, with security forces killing at least 36 prisoners through suffocation after firing tear gas into a prison truck. The estimated death toll for 4 days of unrest in the country stands at around 900, with an estimated 70 police officers also killed. (AP, NYT 8/18)

Anonymous Palestinian sources inside the PA squash speculation that a breakthrough in U.S. Secy. of State John Kerry’s attempts to restart peace talks is imminent, with senior Fatah official Amin Maqboul telling the media that Israel’s refusal to hold negotiations based on the 1967 borders has stymied Kerry’s efforts. Palestinian pres. Mahmud Abbas meets with the PLO leadership in Ramallah to update them on progress in the discussions with Kerry, but no decision is reached on possible resumption. In an article based on leaked documents, Ha’Aretz reports that the EU will publish on 7/30 a set of new guidelines to restrict the eligibility of Israeli entities based or operating in the occupied territories for EU-funded grants, prizes, and financial instruments (see document A3 in JPS 169 for more). With these guidelines, the EU codifies its view of the settlements as illegal under international law. The guidelines are scheduled to go into effect on 1/1/14. The move is welcomed by senior Palestinian officials, with PLO Executive Cmte. member Hanan Ashrawi calling it “a significant development in the way the EU countries deal with Israeli occupation.” (HA, JP 7/16)

U.S. Secy. of State John Kerry welcomes the Arab League’s expression of support for reviving peace talks made the previous day, describing it as a ‘‘very big step forward.’’ An Israeli official welcomes the development, but says that the framework will not be a starting point for talks. Justice Minister Tzipi Livni says that the Arab League proposal represents encouragement for the Palestinians that they have regional support for a negotiated agreement. PLO Chief Negotiator Saeb Erekat says that the Arab League’s support for land swaps is nothing new. Meanwhile, Israel’s Construction and Housing Minister Uri Ariel says that his party, Bayit Yehudi, will not back a 2013 budget that does not include full funding for West Bank settlement construction projects. In the Gaza Strip, the IDF makes an air strike nr. Rafah assassinating Hitham al-Mishal, whom Israel accuses of being a Salafist militant responsible for arms manufacturing. In response, Hamas urges Egypt to ensure that Israel stays committed to the truce deal signed at the end of Operation Pillar of Defense in 11/2012 (see QU 167). Israeli naval vessels open fire on Palestinian fishermen twice, once off the central Gaza coast nr. Dayr al-Balah and once off the south Gaza coast nr. Rafah, in the latter case causing damage and 1 injury. IDF forces also make a brief incursion into central Gaza nr. Juhr al-Dikto level land and clear lines of sight along the border fence. In the West Bank, a Palestinian fatally stabs a Jewish settler from Yitzhar at a Tapuach junction bus stop. In retaliation, Jewish settlers riot and attack Palestinians across the West Bank, including blocking roads and throwing stones at passing vehicles. Overall, the Palestinian civil defense report 57 fires across the West Bank caused by settlers, with damage to hundreds of olive and almond trees. In the most serious incident, Jewish settlers from Yitzhar settlement attack a mosque in Urif village and try to set it on fire; and stone a bus carrying Palestinian schoolchildren, injuring 2. The attack on Urif sparks clashes between IDF forces and Palestinians, leaving 4 Palestinians injured. Meanwhile, the IDF patrols in Hebron and 2 villages nr. Israeli media report that National Security Adviser Yaakov Amidror has recently privately warned PM Benjamin Netanyahu that settlement construction is causing Israel to lose support even among its strongest allies in the West. Sources in Netanyahu’s office do not deny the substance of Amidror’s remarks, but say that they should not be seen as a hint that the PM is considering a settlement freeze to help start negotiations. Hamas official Izzat al-Rishq says that Fatah and Hamas will meet in Cairo on 2/10 to discuss the composition of a unity government. On 2/8, the discussion will focus on PLO reform. Shaykh Nafith Azzam says that the group may run in the next elections of the PLO’s Palestine National Council (PNC) if certain conditions related to the political program, decision-making mechanism, and structure of the PLO are met. Israeli DM Ehud Barak tells a security conference in Munich that Israel means what it says with regard to threats to take preemptive action against its enemies. The comment is taken as hint of admission that Israel was behind the air strike in Syria. U.S. officials now say that the attack targeted a weapons shipment bound for Lebanon but also caused collateral damage to a nearby research center, an explanation for the discrepancy between accounts of the target (see 1/30, 1/31). A UNHRC investigation into Israel’s settlements in the West Bank publishes its conclusions, declaring such activity a contravention of the Geneva Convention and thus a potential war crime under the jurisdiction of the ICC. The investigators, led by French judge Christine Chanet, call on Israel to halt settlement expansion and withdraw all settlers. Israel’s Foreign Ministry rejects the report, calling it counterproductive and the result of a ‘‘one-sided and biased approach towards Israel.’’ PLO Executive Comm. member Hanan Ashrawi welcomes the report, saying that the Palestinians are encouraged by its ‘‘candid assessment of Israeli violations.’’ (JP, REU 1/31)

Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. The next Knesset will be almost evenly split between the right-wing/religious bloc and centrist/center-left blocs, with the headlines dominated by the rise of centrist party Yesh Atid (‘‘There Is a Future’’) and its leader Yair Lapid. The final tally gives 31 seats to Likud-Yisrael Beiteinu, 19 to Yesh Atid, 15 to a resurgent Labor party, 12 to Naftali Bennett’s Jewish Home, 11 to Shas, 7 to United Torah Judaism, 6 each to Meretz and Tzipi Livni’s party Hatnuah, 4 each to United Arab List and Hadash, 3 to Balad, and 2 to Kadima. Speaking at an annual conference for Israel’s ambassadors abroad, PM Netanyahu says that Iran has not yet crossed the ‘‘red line’’ set by Israel on its nuclear program. In the West Bank, Jewish settlers attack Palestinian-owned vehicles in between Bethlehem and Hebron. Israel’s High Court of Justice gives the state an extended deadline for the demolition of unauthorized settler outpost Amona in the c. West Bank, delaying removal until the end of 4/2013. A report in JTA indicates that 2 major American Jewish groups—the American Israel Public Affairs Comm. (AIPAC) and the Reform movement—are in disagreement about how to respond to the Palestinians’ successful UN bid. AIPAC has supported 2 congressional bids to shut down the PLO office in Washington, D.C., while the Reform movement has urged Obama not to punish the Palestinians for the initiative.
