An open letter, titled “The Elephant in the Room,” began circulating among academics and public figures and received more than 1,100 signatures by 8/11. The letter stated that “[t]here cannot be democracy for Jews in Israel as long as Palestinians live under a regime of apartheid,” and called for an end to Israeli impunity at the UN and restrictions on U.S. military aid. The letter was primarily signed by Israeli and Jewish academics and public figures, including Benny Morris, Avraham Berg, Avi Shlaim, and Ilan Pappe. Israeli forces also shot a 5-year-old Palestinian boy in the eye with a rubber-coated bullet in Bizarya; the boy’s eye was later removed at a hospital. Representatives from 20 EU countries visited Turmus ‘Ayya to express condolences to the victims of the Israeli settler attack on 6/21. In a statement the countries said as the occupier Israel is obligated to protect Palestinians and prosecute the violent settlers. (WAFA 6/23; HA 6/24)

Israeli national security minister Itamar Ben-Gvir told Israeli settlers at the partly resettled Evyatar settlement outpost that the settlers should “[r]un to the hilltops” and build settlements “in all the hills around.” Ben-Gvir also called for the Israeli military to “launch a military operation, take down buildings and eliminate terrorists. U.S. national security adviser Jake Sullivan spoke with his Israeli counterpart Tzachi Hanegbi, expressing concern about Israeli settler attacks on Palestinian villages. Several Democratic members of the U.S. House of Representatives, including pro-Israel representatives, condemned the settler attacks, as did the Anti-Defamation League and the American Jewish Committee. Morocco also officially canceled the second summit of the normalization organization the Negev Forum, citing “uncomfortable diplomatic relations.” The summit, scheduled to be held in Rabat, has been postponed since March. UN human rights commissioner Volker Türk criticized the Israeli usage of “advanced weapons” in the West Bank this week, saying it was adding to volatility of the situation. The U.S. state department released a statement saying that secretary of state Antony Blinken told Israeli foreign minister Yair Lapid that Israel should investigate the killing of Shireen Abu Akleh on 5/11. Multiple independent investigations have concluded that Israeli soldiers killed the Al Jazeera journalist, including some that asserted the killing was intentional. Pro-Israeli political action committee the Urban Empowerment Action PAC announced it will spend upwards of $1 million in a primary to unseat the only Palestinian American congressperson Rashida Tlaib in the primary elections for the 12th congressional district in Michigan. In the West Bank, 3 Israeli settlers, including 2 minors, were injured by Palestinians throwing stones at their vehicle near Huwwara. Israeli settlers vandalized 140 olive and almond trees and water tanks in Qaryut. Israeli forces shot and injured 3 Palestinians, including a minor during a raid in Jenin; 1 Palestinian security officer was also arrested during the raid. Israeli forces also demolished 2 agricultural structures in the Masafer Yatta villages of al-Twana and al-Juwaya. Elsewhere, Israeli forces erected a watchtower in Hebron. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Former Israeli foreign minister and prominent MK of the Likud party Israel Katz boasted that he had threatened Palestinian students in Israel with a 2d Nakba if they continue to wave Palestinian flags at universities. Katz said, “Remember our independence war and your Nakba, don’t stretch the rope too much. [. . .] If you don’t calm down, we’ll teach you a lesson that won’t be forgotten.” (MDW 5/24; HA 5/26)

Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. Çavuşoğlu also met with PA president Mahmoud Abbas. The Turkish and Palestinian officials signed 9 cooperation agreements, including on economics, trade and infrastructure, and for developing an industrial area in Jenin. Politico reported that U.S. president Joe Biden, in a 4/24 phone call to Israeli prime minister Naftali Bennett, had assured him that the U.S. administration would not take Iran’s Revolutionary Guard off the U.S. list of terrorist organizations. President Biden’s decision was seen as an obstruction in finding common ground between the U.S. and Iran with the U.S.’s reentering the Iran Nuclear Deal. Israeli deputy economy minister Yair Golan from the Meretz party called Israeli settler attacks on Palestinians a pogrom, in relation to attacks near at the Homesh settlement outpost. The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. A U.S. district judge in New York dismissed a lawsuit brought against the PLO and PA for the stabbing of 1 American man in an Israeli settlement in the West Bank in 2018. In the West Bank, 1 Israeli settler rammed a car into 1 63-year-old Palestinian woman walking to a cancer treatment facility near Sinjil, killing her. Israeli settlers also kidnapped a Palestinian man, beating him before releasing him 2 hours later near Azmut. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near the Homesh settlement outpost, causing damage. Palestinians were reported to have thrown stones at an Israeli bus near Hizma, injuring the bus driver who was hit by broken glass. Israeli defense minister Benny Gantz submitted a request to the Israeli high court of justice to delay the relocation of Israeli settlers from the Shilo settlement outpost to Israel, citing the religious shmita year restrictions on cultivating land. The settlers have made an agreement with Israel to leave the settlement voluntarily in exchange for receiving land within the Green Line. (HA 9/13)

In a speech at a university in Herzliya, Israeli foreign minister Yair Lapid said that the Israeli policy of blockading Gaza since the 2005 withdrawal had not been effective and proposed a plan to exchange economy for security. Foreign Minister Lapid said that Israel would not directly negotiate the terms with Hamas but would do so through international mediation. Lapid also said his proposal was backed by Israel’s prime minister Naftali Bennett and defense minister Benny Gantz, but that it was not a government plan. The 1st phase of Lapid’s plan is to update Gaza’s electricity, health, and transportation systems, of which water and electricity would be under Israeli control. As the quarter opens, a 6-mo. Hamas-Israel cease-fire in the Hamascontrolled Gaza Strip, which began on 6/19/08, remains in effect, with occasional cross-border incidents reported (see Quarterly Update in JPS 149 for background). Israel, however, maintains a tight closure on Gaza Strip (imposed since 1/08), allowing only the minimum amount of food, fuel, and basic humanitarian aid to enter and permitting no exports or individuals to leave. During the day, Israeli naval vessels pursue Palestinian fishing boats off the Gaza coast, confiscating 1, temporarily detaining 2 fishermen. In the West Bank, controlled by the Fatah-led Palestinian Authority (PA), the Israel Defense Forces (IDF) fire tear gas at, beat Palestinians holding a nonviolent demonstration against the separation wall in Dayr al-Bhussun nr. Tulkarm; conduct late-night arrest raids, house searches in and around Hebron, nr. Jenin. Jewish settlers fr. Kiryat Arba and the nearby Beit HaShalom outpost in Hebron’s Wadi al-Nassara neighborhood (comprising the al-Rajabi building seized in 4/08 and surrounding land seized last quarter; see Quarterly Update in JPS 149) attack Palestinians and their property in Wadi al-Nassara, wounding 1 Palestinian. Egyptian border police discover, demolish 20 smuggling tunnels on the Rafah border; smugglers exchange fire with police, leaving 2 unidentified individuals dead and 4 wounded inside Egyptian territory. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7. For a 2d day, armed Jewish settlers attempt to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry. Jewish settlers fr. Kiryat Arba dump trash in front of the entrance of Hebron’s al-Ras Mosque. Jewish settlers fr. Givat Ha’avot settlement in Hebron vandalize 5 nearby Palestinian homes. The Israeli Interior Min. approves construction of 400 new settler housing units in Neve Ya’acov settlement n. of Jerusalem, and authorizes tenders to be issued for construction of 286 housing units in Beitar Ilit nr. Bethlehem (approved by the Housing Min. on 5/21) and 130 units in Har Homa in East Jerusalem (some of which may have been approved by the Interior Min. on 7/9). Israel also reportedly agrees to transfer settlers living in the unauthorized outpost of Migron nr.
