Undercover Israeli police officers arrest 6 Palestinian youths in the Silwan neighborhood of East Jerusalem on suspicion of throwing stones and Molotov cocktails at a Jewish settler-owned house. In the Gaza Strip, the IDF opens fire on a garbage truck close to the border fence nr. Bayt Hanun, wounding 1 Palestinian. In the West Bank, Jewish settlers from the unauthorized outpost Esh Kodesh nr. Nablus attack the Palestinian village of Qusra, provoking clashes with residents. In response, the IDF deploys troops in the area and fires tear gas and stun grenades at villagers. The IDF patrols in 1 village nr. Tulkarm in the morning, in 1 village nr. Jericho in the afternoon, and in 2 villages nr. Ramallah, 1 village each nr. al-Bireh and Jericho at night; conducts house searches and arrest raids in the Old City of Hebron, 1 nearby village, and 1 village nr. Jenin at night. The IDF attacks a nonviolent demonstration against the occupation and settlement expansion held by Palestinians, Israelis, and internationals in Bayt Umar village nr. PA security forces arrest the Hebronbased members of the National Unity Brigades, which announced its formation and called for a 3d intifada in a video released on 12/14. (JP 1/5)

Sources tell Palestinian Ma‘an news agency that PLO leaders, the Free Syria Army, and Syrian government forces are working toward a deal to end the fighting in and blockade of Yarmuk r.c. in Damascus, including the withdrawal of rebel fighters and the end to army shelling. (MNA 1/6)

As the quarter opens, Israel maintains its strict siege of Gaza, imposed following Hamas’s 6/07 takeover of Gaza and tightened dramatically in 1/08 to allow no exports and only the bare minimum of humanitarian imports. A 6-mo. Gaza cease-fire, in place since 6/19, technically remains in effect, although significant cross-border exchanges resumed on 11/4. Israel has sealed Gaza borders completely since 11/5, allowing in an average of 5 containers/day of humanitarian aid, whereas the UN estimates that 500/day are needed to sustain the basic human needs of the 1.5 m. population. Today, the Israel Defense Forces (IDF) makes an air strike on Gaza City targeting a group of Popular Resistance Comm. (PRC) mbrs. preparing to fire a rocket into Israel, killing 4 PRC mbrs. (The IDF reports that in the past 48 hrs., Palestinians have fired 20 rockets and mortars, including 2 Grad-type rockets, into Israel, causing no damage or injuries.) In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Hebron and Nablus, and nr. Bethlehem, Jenin. Israel’s High Court orders Jewish settlers to evacuate the illegal outpost of Beit Shalom, in the al-Rajabi building in the Wadi al-Nassara area of Hebron, or face eviction, also declaring the State of Israel the temporary custodian of the building until ownership disputes are resolved; settlers ignored a 10/29 High Court order demanding they vacate the building within 24 hrs. After 5 days of bulldozing operations to expand the n. Gaza buffer zone (leveling 90 d. of land), the IDF withdraws troops fr. the border area n. of Bayt Hanun that were sent in on 7/4. Hamas fires 2 mortars at IDF tanks, bulldozers leveling land inside the Gaza border further south nr. Nahal Oz, causing no damage or injuries. In the West Bank, the IDF sends an undercover unit into Jenin in a civilian vehicle with Palestinian license plates, ambushing and assassinating Islamic Jihad cmdr. Mahmud Nazzal as he drives through town, arresting his 3 passengers (1 wounded); conducts arrest raids, house searches nr. Hebron and in Balata r.c., Bethlehem, Jenin town and r.c., Nablus, Tubas. Jewish settlers place new caravans at the unauthorized settlement outpost of Avigail nr. Hebron. Jewish settlers fr. Susia vandalize 2 Palestinian homes in Hebron, uproot several trees. The IDF conducts arrest raids in Bayt Sahur, Bethlehem, Qalqilya, and nr. Dayr alBalah; bulldozes 8 dunams of olive groves, 4 greenhouses in Dayr al-Balah; fires on residential areas of Khan Yunis, Nablus. Palestinians fire an antitank missile at an IDF patrol in Gaza, lightly injuring 2 soldiers. Palestinians also fire a mortar at an IDF patrol outside a Jewish settlement in Gaza, causing no damage or injuries. In Hebron, 3 IDF soldiers are wounded in a friendly fire incident. Nr. The IDF sends troops into Rafah to search for smugglers’ tunnels, completely demolishes 22 Palestinian homes, a mosque along the Rafah border with Egypt, heavily damages another 16 homes, leaving 400 Palestinians homeless; raids 2 Palestinian charities in Ramallah, confiscating computers, files; fires stun grenades, tear gas into a high school in Nablus; fires on residential areas of Rafah, wounding 3. The IDF also expels a West Bank Palestinian administrative detainee to Gaza; conducts arrest raids, house searches in and around Askar r.c., Bethlehem, Hebron, Nablus, Salfit, Ramallah; bulldozes 5 dunams of land in Bayt Lahia, 2 dunams nr. Israel retaliates for Hizballah’s 1/19 shelling of an IDF bulldozer inside s. Lebanon by sending warplanes to strike Hizballah targets in s. Lebanon. In Washington, U.S. Secy. of State Colin Powell accuses Hizballah of deliberately taking action to escalate hostilities with Israel. In a move that Israel claims will save the road map, the IDF arrests more than 130 alleged Hamas mbrs. and supporters in Hebron (including women, elderly men, and 1 pregnant woman, who collapses, is taken to the hospital), 30 Palestinian “terror suspects and their helpers” in Nablus. In its deepest incursion into PA areas in Gaza in recent wks., the IDF sends bulldozers into Khan Yunis and Rafah, firing on residential areas, demolishing 5 Palestinian homes in Rafah, 2 in Khan Yunis, also razing 13 dunams of land. The IDF also finds, disables a booby-trapped bicycle nr. a s. Gaza settlement, a bomb in a car in Ramallah; conducts arrest raids in Bethlehem, Nablus. Palestinians fire 4 mortars at Gaza settlements and 1 Qassam rocket toward the Negev, causing no damage or injuries. The IDF removes 2 tents comprising an unauthorized outpost erected in recent days; meanwhile, Jewish settlers set up 2 new unauthorized outposts elsewhere in the West Bank. A PA general intelligence unit raids, closes the Voice of al-Aqsa radio station in Gaza city. The move apparently aims to curb incitement, though the PA says the station was set up without a permit. Israeli police charge 5 Islamic Movement leaders with “service to an outlawed organization, holding funds belonging to an outlawed organization, and moneylaundering,” for funneling some $10 m. to Hamas charity groups in the occupied territories fr. abroad. At least 2 of the mbrs., including Islamic Movement leader Ra‘ad Salah, are charged with membership in a terrorist organization and contact with a foreign agent (Nabil Mahzomah, an Israeli Arab who was deported to Lebanon in the mid-1980s and allegedly has worked as an agent for Iranian, Lebanese intelligence). The groups they reportedly had contact with were Charity Coalition (outlawed in 2/02), the al-Aqsa Fund (outlawed in 1992), Interpal (outlawed in 1997), the Holy Land Fund (outlawed in 1997). The IDF fatally shoots 1 Palestinian biking too closed to Gush Katif settlement. Nr. Shaykh Ajlin in Gaza, the IDF conducts an "intensive operation" to halt arms smuggling after seeing suspicious barrels in the sea; the DMin. later says the barrels contained refrigerators. Late in the evening, the IDF fires 2 shells at bedouin encampment in Shaykh Ajlin, killing 4 Palestinians, injuring 8, prevents ambulances fr. reaching the wounded for 40 mins. The IDF also fires on residential areas of Jenin r.c., killing 1 Palestinian inside his home. In the compound of the Beit El municipal court, 5 Israeli border policemen seriously beat 2 Palestinians, stopping only when they realize the prisoners families, lawyers, IDF soldiers have arrived; 1 Palestinian requires hospitalization. Jewish settlers establish 4 new settlement outposts (1 nr. Elon Moreh, 2 nr. Har Bracha, 1 nr. Itamar). Late in the evening, Palestinians fire 5 mortars at an IDF post, a Jewish settlement in Gaza, causing no damage.
