In the West Bank, Israeli settlers with a military escort raided al-Mazra’a al-Gharbiya, vandalizing property. Israeli settlers also erected vending stalls on a highway near al-Farisiya. Elsewhere, Israeli settlers stole 14 Palestinian-owned sheep in Kafr ad-Dik. Israeli forces issued demolition notices for a residential structure near Tubas and 3 homes in the Masafer Yatta area. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Kafr Dan; 4 were arrested. Elsewhere, Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; some settlers were seen openly praying on the compound. An Israeli bulldozer nearly plowed into a Lebanese protester before UNIFIL soldiers convinced the Israeli soldier manning to bulldozer to move back. Israeli forces have been working on constructing a barrier in the area south of Kfar Chouba near the Israeli-occupied Golan Heights. (AP, HA 6/9)

Fatah deputy chairperson Mahmud Aloul told reporters that Fatah’s decline in popularity is linked to the party’s inability to deliver on promises made when Fatah adopted a peaceful resistance. U.S. special representative for Palestinian affairs Hady Amr met with members of the family of the 2-year-old boy Israeli forces shot on 6/1 and who succumbed to his wounds on 6/5. On 6/6, Amr’s office called on the Israeli government to “evaluate all use of deadly force that involves civilian casualties.” Amr also met with PLO secretary-general Hussein al-Sheikh. Israeli national security advisor Tzachi Hanegbi met with Moroccan officials, including Foreign Minister Nasser Bourita, in Rabat, discussing possible Israeli recognition of Moroccan sovereignty over Western Sahara. In return for recognition of sovereignty Morocco is reportedly willing to upgrade the 2 countries’ diplomatic missions to embassies and enter a free-trade agreement. U.S. secretary of state Antony Blinken met with Saudi crown prince Mohammed bin Salman in Jeddah. According to a U.S. official, the 2 discussed Israel normalization, Yemen, Sudan, and human rights. Blinken also met with Foreign Minister Faisal bin Farhan and GCC ministers at a GCC ministerial meeting in Riyadh. The GCC nations and the U.S. issued a joint statement after the meeting calling for a “2-state solution along 1967 borders with mutually agreed swaps consistent with internationally recognized parameters and the Arab Peace Initiative.” Iran reopened its embassy in Riyadh and bin Salman met with Venezuelan president Nicolas Maduro a day prior to Blinken’s meetings. In the West Bank, Israeli settlers with military escort raided Asira al-Qibliya, throwing stones at houses and vehicles, leading to a confrontation with Palestinian residents; tear-gas related injuries were reported. In East Jerusalem, Israeli forces violently dispersed Palestinians sitting near Herod’s Gate plaza, causing injuries from pepper spray; 1 minor was arrested. Palestinians in the West Bank voted in the 2d round of municipal elections. No elections were held in Gaza as Hamas boycotted the elections, and in East Jerusalem Israel prevented elections from taking place. In the week leading up to the elections, Israel arrested 3 candidates and there was speculation whether Israel had coordinated with Fatah to ensure that the party would win the election. The Central Elections Commission said that the voter turnout for the 2d phase of the municipal elections was 53.69%. Candidates running on independent lists won 64.4% of the votes. Hamas, which formally boycotted the elections, allowed candidates to run as independents in the West Bank. U.S. secretary of state Antony Blinken arrived in Israel for a 3-day visit attending a summit of countries that have normalized ties with Israel and for meetings with PA officials. Secretary Blinken will later visit Morocco and Algeria. Jordan was said to have been informally invited and had declined the invitation. The PA called on the participants to bring up issues related to Palestinians during the summit and criticized Israel for using Iran to remove Palestine from the international agenda. In the West Bank, Israeli forces fired tear gas and sound bombs at Palestinians near al-Ibrahimi Mosque in Hebron, leading to tear-gas related injuries. 21 Palestinians were arrested during late-night raids in and around Hebron, Sa‘ir, Harmala, al-Bireh, Kafr Ein, Ni‘lin, and Ya‘bad. Israel’s prime minister Naftali Bennett said that he opposes a Palestinian state during an interview with Israeli Kan news. Prime Minister Bennett also said he would not meet or speak to PA president Mahmoud Abbas, citing Abbas’s referral of Israel war crimes to the ICC. (TOI 9/14; ALM, JP 9/15)

Israeli defense minister Benny Gantz told Foreign Policy that Israel will accept a new Iran nuclear deal between the U.S. and Iran, but that he hopes the U.S. will make a “plan B.” Foreign Minister Gantz also said about a potential peace agreement, “Abbas is still dreaming of the 1967 lines, this won’t happen. On the anniversary of the normalization deals between Israel, Bahrain, and the UAE, sponsored by the U.S., state department spokesperson Ned Price said that the U.S. is looking at advancing similar deals. Spokesperson Price also praised the normalization deal between Israel and Morocco, but did not mention the Sudan-Israel normalization deal. The U.S., during the Donald Trump administration, gave all 4 countries that normalized ties with Israel different political incentives to do so. The ambassadors of the U.S., Israel, the UAE, and Bahrain also met at an event hosted by former White House official Jared Kushner’s new non-profit organization The Abraham Accords Institute for Peace. The U.S. secretary of State Antony Blinken will host a virtual meeting on 9/17 to celebrate the normalization deals. UAE economy minister Abdulla bin Touq Al Marri also said on 9/13 that the UAE seeks to raise its trade with Israel to $1 trillion in the next 10 years. Jewish Currents reported that representatives Mark Pocan (D-WI), Alexandria Ocasio-Cortez (D-NY), and Rashida Tlaib (D-MI) were leading efforts to add an amendment to the National Defense Authorization Act blocking the delivery of Boeing-made Joint Direct Attack Munitions and Small Diameter Bombs to Israel for 1 year. Both types of munitions were used by Israel during Operation Guardian of the Wall. The amendment is unlikely to be part of the bill. (JC 9/14)

The state of New Jersey sent a letter to the company Unilever that it considers its subsidiary Ben & Jerry’s decision to stop selling its ice cream in West Bank settlements a boycott of Israel and therefore will divest from the company. New Jersey is said to have $182 million invested in Unilever stock, bonds, and other securities. (MEMO 9/15; JP, NYT 9/16)

The Israeli cabinet approves (16–3, with 1 abstention) a plan for the Bedouin communities in the Negev that would see thousands of so-called unrecognized villages destroyed and their populations forcibly relocated to governmentapproved towns. The plan covers landownership issues, compensation, and investment in the region. The PM’s Office calls it a ‘‘compromise,’’ but Bedouin activists and human rights campaigners denounce it entirely. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF patrols in 2 villages nr. Jenin and 1 nr. Salfit in the afternoon, and in Tulkarm at night; conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in Aida r.c. nr. Bethlehem, Tulkarm, and 1 village each nr. Tunisian pres. Moncef Marzouki postpones his visit to the Gaza Strip (see 1/20) until 3/2013, following discussion with Palestinian pres. Abbas, in order to ‘‘allow the path of reconciliation to progress.’’ Meanwhile, spokesperson for the Palestinian reconciliation comm., Abdul Aziz Qudaih, says that Morocco has pledged $500 m. to support reconciliation efforts, money to be used for compensation payments for those injured or who suffered property damage during Hamas-Fatah fighting in 2007. Turkish media report that the country’s dep. min. for energy and natural resources, Murat Mercan, has told Israeli Foreign Ministry official Michael Lotem that Israel’s energy cooperation with Cyprus would stand in the way of any proposed Israel-Turkey natural gas pipeline. Occupied Palestine/Israel: Israeli authorities have arrested scores of West Bankers and 1 Gazan on charges of committing attacks that have wounded at least 8 Israelis; most of the suspects are said to belong to Fateh cells active in the Jerusalem and Ramallah areas, to have been responsible for series of bombings since last September [JP, JTA 3/24].
