In the West Bank, PA officials said that 144 settler attacks were recorded in the Nablus area overnight, including damage to some 120 vehicles and 22 shops. Israeli settlers set a Palestinian-owned vehicle on fire and wrote racist graffiti on nearby walls in Jalud. Israeli settlers also threw stones at Palestinian vehicles traveling near Rawabi and Yasuf. Elsewhere, Israeli settlers set fire to a house and a vehicle and threw stones and sprayed racist graffiti at other houses in Turmus ‘Ayya. Israeli settlers also assaulted 1 Palestinian near Shaab al-Batum in the Masafer Yatta area. Meanwhile, Israeli settlers vandalized some 200 olive trees in Majdal Bani Fadil and Aqraba and vandalized crops and an agricultural structure in Ein al-Beida. Israeli national security minister Itamar Ben-Gvir released a video showing the family of the accused assailant from the 1/27 shooting removing their belongings from their home before their house was sealed. Al-Aqsa Martyrs’ Brigades said 3 of the casualties were members of their organizations while Islamic Jihad said the 4th was an Islamic Jihad member. The PA and OIC condemned the killings and Fatah called for a Day of Rage. Several Palestinian cities held general strikes over the killings. Later, on 10/10, 1 12-year-old Palestinian boy died of wounds sustained during the raid. The boy was shot in the stomach by Israeli forces using live ammunition. Israel announced that it will start a pilot program to open the Allenby Bridge crossing between the West Bank and Jordan 24 hours a day, beginning on 10/24. Haaretz reported that Shin Bet director Ronen Bar ignored his predecessor’s advice to demote or fire a Shin Bet operative and decided to promote him instead. The operative is accused of rape and demanding the examination of Palestinian women’s genitals. The investigation against the operative was closed in 2021 due to alleged insufficient evidence. The PA handed the bullet that killed Palestinian American journalist Shireen Abu Akleh to U.S. security envoy Mike Fenzel, who brought the bullet to the U.S. embassy in Jerusalem for forensic analysis with Israeli representatives present. It was reported that the PA was under intense pressure from the Biden administration to hand over the bullet and had not been told that the Israelis would partake in the forensics analysis. PA general prosecutor Akram al-Khatib later said that the U.S. had given guarantees that Israel would not take part in the analysis of the bullet. Israel said it had shot down 3 Hezbollah drones at a gas drilling rig in a maritime area disputed between Lebanon and Israel. In the West Bank, the Shin Bet arrested 3 Palestinian relatives of the Palestinian man who was stabbed to death by an Israeli settler on 6/21 near the Ariel settlement. The 3 were also eyewitnesses to the killing and had given their testimony to Israeli police before being arrested. Israeli forces shot and injured 2 Palestinians at the Taibe checkpoint near Tulkarm. The Wall Street Journal reported that senior Israeli military officials partook in a meeting in March this year with top officials from Egypt, Jordan, Saudi Arabia, Qatar, the U.S., and representatives from Bahrain and the UAE in Sharm El Sheikh. At the secretive meeting, the officials were reported to have discussed efforts to combat Iranian missile and drone capabilities. In the West Bank, 1 Israeli settler attempted ramming 1 Palestinian photojournalist working for Agency France Presse with their car at the Huwwara checkpoint. Israeli forces shot and injured 1 Palestinian man who had allegedly attempted to stab Israeli soldiers near the Shomron Regional Brigade military base by Nablus; the Palestinian man was taken to a hospital while none of the Israeli soldiers were injured. Israeli forces also notified Palestinians in Wadi Fukin that Israel is seizing 40 dunams (10 acres) of Palestinian-owned land near the village. 26 Palestinians were arrested during late-night raids in Dura al-Qari, Husan, Misilyah, Barta‘a, Silat al-Harithiya, al-Fara‘a refugee camp, Qalqilya, Qarawat Bani Hassan, Dheisheh refugee camp, Halhul, Beit Umar, and Qabatiya. In Jerusalem, Israeli forces assaulted the family of 1 Palestinian who was seriously injured on 5/16 during a funeral procession in East Jerusalem at a hospital while trying to arrest their seriously injured relative. 1 of the family members was beaten unconscious by the Israeli police and treated at the hospital. Later, Israeli police informed the family that the seriously injured man was not under arrest and they were still allowed to visit him. Israeli forces also razed 1 dunam (0.25 acres) of Palestinian land and demolished 1 fence in Shu‘fat refugee camp. 1 Palestinian was arrested at the Damascus Gate plaza. Israel’s prime minister Naftali Bennett visited the Elkana settlement in the West Bank a week after his government approved 500 new settlement units there. It was Prime Minister Bennett’s 1st visit to an Israeli settlement outside of East Jerusalem since he took office. The PA denounced Bennett’s trip. (HA 5/17)

PA civil affairs minister Hussein al-Sheikh met with Russian foreign minister Sergei Lavrov and deputy foreign minister Mikhail Bogdanov in Moscow. Deputy Foreign Minister Bogdanov met with a Hamas delegation in Moscow earlier this month. (WAFA 5/18)

Israel’s public security minister Omer Bar-Lev decided to allow Israeli settlers and right-wing activists to march through the Damascus Gate plaza and the Muslim quarter of the Old City on “Jerusalem Day” on 5/29. Prime Minister Bennett spoke to French president Emmanuel Macron. According to the official French readout of the conversation, President Macron expressed concern about Israel’s decision to advance 4,000 settlement units and urged Israel to swiftly investigate the killing of Al Jazeera journalist Shireen Abu Akleh on 5/11. Israel closed all crossings from the West Bank and Gaza to East Jerusalem and Israel for the Jewish holiday of Passover. The closure will remain in effect until an unspecified time on 4/23. In response to an Israeli attack in Syria that killed 2 members of the Iranian Revolutionary Guard on 3/7, Iran fired 12 missiles at Irbil in Iraq targeting Israeli “strategic centers,” according to Iranian state media. The Iranian Revolutionary Guard released a statement saying it would continue to respond to Israeli attacks on Iranians in the future. Lebanese media reported that 4 Israeli officers were killed in the attack, while Iraqi and American sources said that there were no casualties. U.S. national security advisor Jake Sullivan condemned the Iranian attack and said that the U.S. is working with Iraq to help it gain missile defense capabilities. The New York Times later reported that the Iranian attack was also a response to a secret Israeli attack on an Iranian drone facility in Kermanshah on 2/12, which allegedly was carried out from Iraq with the use of 6 suicide quadcopter drones. Ukrainian president Volodymyr Zelenskyy told reporters in Kyiv that he would like to have a top-level meeting with Russia in Jerusalem to end the war, pointing out that early Israeli leaders were from Ukraine. Israeli prime minister Naftali Bennett has presented himself as a mediator between Russia and Ukraine, but he has been criticized by some Ukrainian officials for trying to persuade Ukraine into give up territory to Russia to end the war. Others have criticized Prime Minister Bennett for avoiding to take a hard stance against Russia and supporting Ukraine by trying to mediate. The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. A Human Rights Watch (HRW) report said that Israel is guilty of committing the crimes against humanity of apartheid and persecution in the West Bank, Gaza, and East Jerusalem. The 213-page report named “A Threshold Crossed: Israeli Authorities and the Crimes of Apartheid and Persecution” maintained that “Israeli authorities methodically privilege Jewish Israelis and discriminate against Palestinians. Laws, policies, and statements by leading Israeli officials make plain that the objective of maintaining Jewish Israeli control over demographics, political power, and land has long guided government policy. In pursuit of this goal, authorities have dispossessed, confined, forcibly separated, and subjugated Palestinians by virtue of their identity to varying degrees of intensity. In certain areas, as described in this report, these deprivations are so severe that they amount to the crimes against humanity of apartheid and persecution.” PA president Mahmoud Abbas welcomed the report, urging the international community to intervene. Meanwhile, Israeli forces demolished 1 house under construction and a water well in Bani Na‘im and delivered a stop-work order for 3 houses under construction in Zawata. 13 Palestinians were arrested during raids in and around Ramallah, al-‘Arub refugee camp, Hebron, Tuqu‘, Aida refugee camp, Tubas, and Bayt Duqqu. In East Jerusalem, 1 Palestinian man died in a fire in Kafr Aqab after Israeli forces held up Israeli fire trucks at the Qalandia checkpoint, saying they had to wait for military escort; Kafr Aqab is located in the Israeli-annexed East Jerusalem municipality, but on the West Bank side of the separation wall. Israeli police prevented Palestinians from holding an event celebrating International Women’s Day in al-Tur, arresting 2 women and seizing clothes and other material on display; Israeli police said the event was arranged by the PA. Israel considers PA activity in East Jerusalem illegal. 4 Palestinians were also arrested in Shu‘fat refugee camp. In the West Bank, 5 Palestinians were arrested during raids in and around Qalandia refugee camp, Hizma, Dahariyya, and Jenin. Off the coast of Gaza, 3 Palestinian fishermen were killed in an explosion northwest of Khan Yunis; there were conflicting narratives about how the explosion happened with reports of an Israeli naval attack and of a missile fired from Gaza. Israel denied responsibility and the interior ministry in Gaza said it would investigate the incident; the investigation concluded on 3/11 with the government saying an Israeli drone laden with explosive was caught in a fishermen’s net, killing the 3 fishermen. the Al Mezan Center for Human Rights had claimed that it was a militant faction from Gaza who was responsible. Israeli naval forces had earlier in the day opened fire at Palestinian fishermen within 3 nautical miles west of Gaza city, causing damage to 1 boat. 1 Palestinian man was sentenced to 2 years in prison, based on a plea bargain, by an Israeli military judge for not preventing an attack on an Israeli settler and for being a member of the PFLP. In the sentencing, the judge said a plea bargain had been reached, reducing the sentence because several Palestinians had been tortured during the interrogation related to the case. According to Axios, PA civil affairs minister Hussein al-Sheikh sent a letter to the U.S. deputy assistant secretary of state for Israel-Palestine Hady Amr asking for U.S. support in the upcoming Palestinian elections and saying that Hamas has committed itself to nonviolence and the PLO parameters for a 2-state solution. Hamas has yet to publicly confirm Civil Affairs Minister al-Sheikh’s statement. (AX 3/10)

Meretz (Vigor) leader Nitzan Horowitz said that Israeli prime minister Benjamin Netanyahu and Israeli settlers were responsible for the ICC investigation, drawing ire from the Israeli right. Several right-wing leaders said they would not sit in a coalition with Meretz based on those statements.
